ed CERN in September 1990 to discuss a possible data communication link to ('ERN.
Please find attached a note for file, which was mainly prepared at the request of our visitors who 
wished to have a record of the outcomes of their visit.
Ihe conclusion was an agreement on the technical implementation of a possible leased line between 
CRIP and CERN, as well as on the procedure to follow, should the Hungarian authorities decide to 
carry on with this project.

From 24 September to 28 September /990, Dr Ferenc Telbisz, official contact for data link, questions 
between Hungary and CERN, and Dr Piroska Giese, System Analyst, both from the Central Research 
1nstitute for Physics (CRl), Budapest, visited CERN Io discuss future connections.
Fhe following is a short note to record the main outcomes of this visit.
CONTEXT
It appears that the Hungarian Academy of Science is considering setting up a leased line between the 
Central Research Institute for Physics, Budapest, and (.'ERN. Hie prime objective is to allow Hungar­
ian physicists who collaborate to the CERN programme to benefit from the same type of access to 
(.'ERN facilities than their colleagues in the other countries. A secondary objective is to access, via 
IIEPnet, other Particle Physics centres, as well as other networks to which ('ERN is connected (such 
as I'ARN), as long as this is compatible with the regulation and with the conditions and rules of these 
nctw’orks.
REGULATORY ASPECTS
Dr (riese and Dr I’clbisz met with David Lord on regulatory aspects. The situation was as follows at 
the time of the meeting: the CERN request for E-mail and Eile Transfer had just been accepted. This 
means that these two services arc allowed between Eastern countries and ('ERN, and via CERN with 
the networks such as EARN, which have agreed to such traffic with E,astern countries. The request for 
Remote Logon is now being submitted.
PROCEDURE FOR LINK ORDERING, SET I P, AND PAYEMEN T
The procedure for setting up a leased line between Budapest and ('ERN was clarified as follows:
1. Technical discussions take place with CERN/CN/CS Croup to define a suitable technical so­
lution. This was achieved during the visit of Dr Giese and Telbisz.
2. An authorized person from CRIP writes to Dr D.Williams. Head of CN Division, to request 
the link. Upon request from ('RIP, an example of draft letter was provided to Dr Telbisz.
3. When the exchange of letters has taken place, both (.'RIP anil ('ERN place an order to their 
PIT.
4. It is expected the connected institute pays the full cost of the link. CRIP should contact the 
Hungarian P IT to request them accepting the "one —stop—billing" mechanism. This is to al­
low the Swiss PIT to send to their counterpart in Hungary, the bill corresponding to the 
Swiss end of the link, and make CRIP paying both ends directly to their P IT. This will avoid 
(.’ERN to have to handle these 'dills, and CRIP to transfer funds on a CERN Team Account.

TECHNICAL
The current CRIP internal networking is organized around a set of Ethernet segments to which about 
30 VAX VMS systems arc connected. There arc also several PCs and IBM compatible mainframes. 
DECnct is currently the most popular network protocol although TCP/IP has started to be used, to­
gether with the introduction of UNIX and XENIX.
TCP/IP based solution
The standard access method proposed by CERN to new countries connecting to (.'ERN is now 
TCP/IP. This has been acknowledged by our visitors, and a TCP/IP based solution seems to fit well 
with their current networking infrastructure. Ilie following actions from (.'RIP have been identified to 
set up a TCP/IP connection with CERN:
• CRIP to acquire and install a TCP/IP router. (.'ERN recommends using Cisco, which is also 
the system recommended by IIEPnet. The TCP/IP router will be connected at CRIP to the 
site Ethernet.
• CRIP to acquire and install TCP/IP software for their VMS systems. CERN recommends us­
ing the software from MULTINET.
• (/RIP to get experience with TCP/IP on a couple of small UNIX machines (e.g. PCs). This 
will be valuable for mounting later additional services such as name — servers.
Modems
Usually, modems are provided by the connected institute or rented from the PTTs. CERN has offered 
to CRIP to use a pair of modems that (/ERN no longer uses. They are good quality modems from 
IBM. CRIP has to check whether they arc acceptable by the Hungarian PTTs. If not, a modem could 
be rented from (/II —PET for the Swiss cud, and a compatible one installed at CRIP.
POSSIBLE CERN ASSISTANCE TO ACQUIRE TCP/IP EQUIPMENT
Cisco
M.Doran has investigated the possibility for CERN to a) prepare a request for Export license on be­
half of Eastern countries, and b) order directly the equipment for delivery on ('ERN site, and re-ex­
port it. Bonns for Export License have been provided by M.Doran to CRIP which has to fill them 
out. The delay to obtain the license seems to be a few months but (/ERN has no real experience yet. 
Before ordering the equipment, CERN wishes to secure a way for the repayement. A possibility is for 
CRIP to open a team account (although some recent restrictions scetn to force equipment bought on 
team accounts to stay at least 12 months on the CERN site). Dr loth from f'P’P, currently nt 
CERN, would help for this. The details of how this would work remain to be worked out. Alternatives 
are for CRIP to obtain from Cisco to prepare and request themselves the Export License, or to pro­
ceed via a professional importer.
TCP/IP Software
A mechanism similar to the above had been envisaged. However, after the (/RIP visit, MULTINET 
informed CERN that they wish to sell directly to Eastern countries, and are prepared to arrange 
themselves for the Export License. (/ERN is arranging for (/RIP and MULTINET to talk directly.
ADMINISTRATIVE ASPECTS
An E — mail distribution list with the addresses of the people involved technically at (/RIP and CERN 
in the setting up of the connection will created at CERN.
Dr Giese and Telbisz will be put, as contacts, on the postal distribution list of IIEPnet documents. 
When the link is ordered, Hungary will become elligible to join formally the IIEPnet Technical Com­
mittee, as has been recently for Poland and USSR.

Dr Giese and Telbisz will ensure that all relevant networking information is distributed within Hungary 
to other Particle Physics institutes, as appropriate.
CRIP would welcome the visit of CERN technical experts to help and assist, if necessary, in the set­
ting up of the link.
