    Land Access, Exclusion, and Conflict in the Dynamics of Agrarian Changes in Forest Areas of Napal Putih Village, Tebo District, Sumatra

    Extraction activities in forest areas in Indonesia have led to drastic changes in the ecological balance of forest regions. The Indonesian government responded by implementing the concept of Industrial Plantation Forest (HTI), which was granted to the private sector to address the damage caused by forest extraction while utilizing unproductive forest land. However, this policy failed to consider the presence of communities that controlled and utilized land. This triggered agrarian conflicts because of differing claims over land. Using qualitative research methods, this paper explores the issue of agrarian conflict through a political ecological analysis within the theoretical framework of access and exclusion. Thus, it elucidates why forest area conflicts in Napal Putih occur, who the actors are involved in each contestation process, and how the relationships among actors take shape

    What Drives The Success of Rural Development? Evidence from West Java, Indonesia

    Success in rural development lies in identifying and developing the appropriate factors to make development work. Finding the best way to achieve successful rural development is a question that is currently difficult to answer. This study aims to identify the factors that can influence the success of village development, by focusing on the variables contained in each dimension of the Village Development Index (IDM), namely the dimensions of social resilience, economic resilience, environmental resilience, and village fiscal independence. This study focuses on the conditions of 5,312 villages in West Java Province, Indonesia. The data in this study is obtained from the Village Potential (Podes) 2019 micro data and Village Development Index 2020 by conducting descriptive statistical analysis and multiple linear regression analysis. The results show that sustainable development in villages can be achieved by ensuring the availability of village social infrastructure, and increasing the effectiveness of village economic institutions. In addition, the government needs to ensure the focused and strategic development plans so that village revenue can be efficiently utilized for development. These factors must be utilized by all village communities in order to avoid conflicts that occur in the village

    The Cosmology of Menoreh Customary Tradition in Indigenous People Perspective

    The concept of indigenous peoples is a global concern in local development including by international institutions such as the International Labour Organization. One indicator of indigenous peoples is cosmological knowledge which often incorporates deep connections between the material, spiritual realms and emphasizes the connective interconnectedness between humans and nature. Its development later became an international convention to protect the existence of indigenous peoples. This research uses ethnographic methods to explore the cosmology and memorial story of Menoreh indigenous people who do not recognize the administrative boundaries of the district so that they can perform traditional ceremonies from an indigenous perspective. Menoreh’s landscape illustrates the cosmological relationship between the local market, the Baritan ceremony, and the conservation of spring sacralization, which is a sustainable customary praxis. The ritual element of the cosmological axis of social interaction leads to two concepts. First, the relationship between Menoreh (caretakers as indigenous actors) and pilgrims\u27 actions as visitors becomes an elementary social interaction. Second, the tradition of offerings and memorial of spirits (petilasan) becomes an elementary symbolic form

    State-Society Interaction in Addressing Crisis from the Communication Processes of Resilience Perspective: A Case of Local Government Role in Redeveloping Pandeglang Tourism Business

    Tourism has significantly contributed to Indonesia’s GDP despite being vulnerable to crisis. Pandeglang Regency with its 14 tourism villages is one among regions that expects income from tourism which unfortunately attacked by tsunami crisis in the end of December 2018, aggravated by travel restriction policies during COVID-19 pandemic since end of March 2020. State-society interactions become important in addressing those crises. Through the commmunication processes of resilience perspective, this research aims to analyze the state-society interactions in addressing crisis on a case of local government agency’s role to redevelop Pandeglang Regency tourism business after crisis. This study uses quantitative approach, strengthened by qualitative research. This study applies survey research to 144 owners of Tourism MSMEs with descriptive analysis by SPSS 25.0, supported by analysis of interviews, a focus group discussion and field observations.  The research results show that local tourism-related government agencies have a significant role in the state-society interactions addressing the crisis to redevelop Pandeglang tourism business where Pandeglang Regency Tourism Office has the most significant role. However, this agency needs to communicate more evenly to all Tourism MSMEs’ owners. It is also found that the communication processes of resilience perspective have led more reciprocal interactions between the state and the society

    Transformation of the Forestry Partnership in the Java Forest: A Study of Community Institutions Lancar Jaya after the Designation of Forest Areas with Special Management

    The Forest Village Community Institution (LMDH Lancar Jaya) is formed to carry out forestry partnerships in forest areas managed by Perum Perhutani. Along with the designation of this forest area as Forest Areas with Special Management (KHDPK), this institution and its forestry partnerships must be transformed. This study analyzes the timeline and performance of forest village community institutions to describe potential factors for the readiness of partnership transformation. Two theoretical approaches were used in this research: Situation-Structure-Behavior-Performance developed by Schmid (1987; 2004) and Jones’ organizational capacity to produce value (Jones, 2013). The method used was qualitative descriptive, timeline, and content analyses. Research data and information were collected through in-depth interviews and document analysis. This study concludes that the performance of LMDH Lancar Jaya is efficient as an independent and active institution. This performance is driven by significant capital. Good social capital is a strong network of trust in management, solid stakeholder relationships, the ability to choose institutional alternatives that suit their characteristics, minimal transaction costs, and the ability to provide market certainty with interlock transactions. This article recommends the necessary conditions for the transformation of a legal business entity by maximizing inputs for investment capacity in the form of capital, raw materials, human resources, business knowledge, and customers, which is supported by input conversion, administrative fulfillment, and cooperative facilitation of transformation

    Covid 19, Inequality and Poverty in Rural Indonesia

    The Covid-19 pandemic has had an impact on inequality and poverty in rural Indonesia. This study aims to identify inequality and poverty during the Covid-19 pandemic, as well as program policies for poor families after the Covid-19 pandemic in rural Indonesia. The combination of quantitative and qualitative methods with the Drone Participatory Mapping (DPM) approach is the preferred method used by researchers to obtain Precision Village Data (PVD). From this data, the researcher used the Lorenz Curve to determine the inequality and poverty of families in three villages (Sibandang, Cikarawang and Tegallalang). The results showed that the three research villages were in low inequality conditions (Sibandang Village with the typology of plantation village = 0.39; Cikarawang Village with the typology of food crops village = 0.36; and Tegallalang Village with the typology of rice field village = 0.35) during the Covid-19 pandemic. From this inequality, every poor family in rural Indonesia has a different income. Therefore, the policy to restore the condition of poor families in rural Indonesia must address three main aspects: education, employment and income

    The Pentahelix Model in the Development of Agro-Culture-Based Edutourism in the Taman Nasional Bromo Tengger Semeru Buffer Village Area (A Study in Tosari Village, Pasuruan Regency and Sapikerep Village, Probolinggo Regency)

    Tosari and Sapikerep villages are two villages in the TNBTS area which are included as one of the priority areas in Indonesia. Nature tourism or agro-tourism and cultural tourism are the characteristics of the two villages. Thus, Agro-Cultural based Edutourism is one of the potential developments in the village area. The pentahelix development model is considered appropriate because it is known that the two villages collaborate with 5 roles, namely government, private sector, academia, mass media, and the community. This article is the result of research conducted for 2 months using a qualitative method with data collection techniques through in-depth interviews, focus group discussions, and observations, where research was conducted to fully describe how the pentahelix collaboration pattern occurred. As a result, the role of various actors in the pentahelix collaboration model is quite optimal. From a regulatory perspective, the central government and regional governments have shown their role where basically the two villages have become part of the tourism priority villages which in terms of infrastructure are maximally supported by the central government. As well as with regard to licensing, it is very easy to take care of development permits and public facilities that support tourism businesses and make it easier for tourists. From the private sector, many companies and investors started arriving to work together in the two villages, through their Corporate Social Responsibility pattern. On the other hand, the media also plays an important role in efforts to introduce tourism potential so that it is more widely known by tourists, while academics work together in terms of planning that is in accordance with science, as well as the active role of the community which turns out to be open and mutually willing to build villages

    Rational Choice Practices for Village Women as MSMEs in Kediri Regency in Improving the Family Economy

    This writing aims to find out and analyze the practices of village women who join MSMEs actors in the Kediri Regency in improving the family economy. It is interesting to study in-depth the gender equality and the construction that women in gender equality build as actors or drivers of these MSMEs. This study uses qualitative research methods with an interpretive approach, while the theory used is a rational choice theory. The results of this study explain that: 1) The rational choice of women MSMEs in Kediri Regency is due to awareness, encouragement, and opportunities in running the micro business by playing the role of actors and existing resources. 2) The process of forming rational choices for women MSMEs in Kediri Regency is due to a solid determination to achieve goals and the pressure of the family economy. 3) The formation of capital for MSMEs actors in Kediri Regency is in various ways: (a) providing a sales mechanism initiative, (b) building social capital, (c) establishing norms, and (d) instilling trust
