    Conservation of Cultural Heritage in Indonesia: A Review of Policy and Practice

    : Since 2010, the Indonesian government has given ministries and local governments the power to designate cultural heritage. However, there are still few clear policies and planning for cultural heritage conservation, so this study aims to find gaps in existing policy and planning and propose a revised policy framework. The method used a qualitative based on literature review. The examination of Indonesia's policy framework for cultural heritage conservation revealed a number of flaws that have an impact on the process. A heritage-owner approach to conservation, a lack of financial sources, a lack of incentives, a lack of openness, and poor coverage of the context of heritage are some of these shortcomings. The political structure should be revised, integrated conservation strategies and incentives should be offered, financing sources should be diversified, and public participation should be increased in order to address these deficiencies

    The Power of Employee Voice: A Key to Building a Culture of Ethics and Engagement in the Workplace

    This study investigated the relationship between employee voice, ethical behaviour, employee commitment, and engagement in the public service. Using a purposive sampling technique of 125 employees as samples from five selected ministries and agencies in the Kwara State Civil Service in Nigeria, a questionnaire was administered and analysed using Structural Equation Modelling—Partial Least Squares (SEM-PLS). The study found that employee voice positively influenced ethical behaviour, employee commitment, and employee engagement. Ethical behaviour, in turn, had a positive effect on employee commitment and engagement. The study also revealed that employee commitment partially mediated the relationship between employee voice and employee engagement. The results suggest that empowering employees to speak up and provide feedback on ethical issues can lead to a greater sense of commitment and engagement. The study recommends that organisations prioritise ethical behaviour and integrity in their operations, provide training and support to help employees feel more comfortable speaking up, and create a culture of transparency and accountability. The study also highlights the importance of promoting employee commitment to improve employee engagement through professional development opportunities, recognition and rewards, and a supportive work environment

    This research  based on the problem of inequality in the number of political participants with disabilities in Depok City between Pemilu 2019 and Pilkada 2020. The research analysis will focus on the differentiating factors that cause an increase in voter participation among people with disabilities by using a case study of Depok City. Through a descriptive analysis of the increase in political participation of people with disabilities in Depok City, this study will reveal the factors that cause the increase in participation of people with disabilities and how election improvement efforts affect people with disabilities. The results of this study show that how candidate pairs try to encourage the participation of voters with disabilities in the 2020 Regional Election in Depok City can increase the number of people with disabilities who vote

    Efforts to Empower Women Heads of Households in The Economic Sector in Depok City

    Empowerment of Women-Headed Households (PEKKA) is a community to improve gender equality, welfare, and the economy. The purpose of the study is to improve the economic empowerment of communities and vulnerable groups in PEKKA, with the aim of increasing entrepreneurial growth. The author conducted a survey of 110 randomly selected people and in-depth interviews with 5 PEKKA members. The results of the in-depth interviews were analyzed with Dedoose software. Based on the findings in the field and the results of the interviews, the variables that must be addressed by the Depok City Government to support the success of PEKKA members in running their businesses are economic independence, gender equality, availability of access to product marketing, bazaars at various levels from urban village to national level, availability of access to capital, and CSR capital assistance from established local entrepreneurs

    Factors of Policy for “Teman Bus” Program with “Buy The Service” Scheme in Bandung City

    Bandung is the 3rd metropolitan city and one of the main tourist destinations in Indonesia, which provides various benefits, such as opening up employment opportunities because there are various business fields that are developing. It also increases cultural preservation because increasing tourism interest can provide incentives to preserve the heritage, culture, and history of an area. However, despite these various benefits, the high number of tourists often makes traffic jams worse. Therefore,  at the end of 2021, the government launched “Teman Bus” programme with the Buy the Service (BTS) scheme as a new breakthrough that is expected to not only be able to overcome traffic jams but also reduce pollution, supports reform in the transportation sector and can be a means of changing people's behaviour from one that tends to be conventional to one that is more digitally literate. However, the fact is that up to the time the research was conducted, there were still many Bandung residents who had not chosen to switch from private transportation to mass transportation services, so the researchers tried to take an approach using the six implementation variables proposed by Van Meter and Van Horn to find out what factors influenced the course of this policy

    Determinant Factors Affecting The Quality of Basic Education Services: A Standard Pattern From Regional Government Experience

    Basic education is the foundation for the development of a nation. However, the implementation of basic education services in Indonesia is not yet fully running well. Shifting the authority to provide basic education to regional governments is a challenge for regional governments. Bonding lack of capacity and territorial catchment complicates the problem of providing basic education services. This research examines the factors that influence the quality of basic education service delivery in Banyuwangi Regency, Indonesia. This research uses a systems thinking approach. Modeling with a causal loop diagram as a type of qualitative system model that illustrates the factors that influence the capacity of basic education service delivery. The causal loop diagram was constructed through in-depth interviews with several informants, namely the head and secretary of the education office, elementary and middle school principals, elementary and middle school teachers, and community members (n=12), and FGD (n=2). The location of this research is Banyuwangi Regency, the area with the largest area in East Java. Research findings show that the factors influencing the quality of basic education service delivery in Banyuwangi Regency are based on CLD. A model consisting of two nodes balancing that interact in such a way that the activity of one loop significantly reduces the balance of other loops in an effort to achieve a goal. That the quality of providing basic education services is balanced by conditions of service gaps, so the following actions need to be taken: a) when performance decreases, then check whether this happens because the targets that have been made have been lowered, then b) check how the targets were made and who determines it. This means that the quality of basic education services in Banyuwangi Regency can be improved by evaluating whether the target setting is realistic with the quality of educational facilities and infrastructure, the quality of transportation infrastructure, and the geographical location, which varies according to the characteristics of the region

    Digital Revolution and Public Administration Innovation: Increasing the Efficiency and Responsiveness of Public Services

    In the ever-growing digital era, public administration is faced with the challenge of increasing the efficiency and responsiveness of public services. The digital revolution has introduced various innovations in the management of public administration, providing opportunities for significant transformation in the way public services are provided and accessed by the public. This research aims to investigate how the digital revolution has influenced innovation in public administration and its impact on the efficiency and responsiveness of public services. This research uses a qualitative approach with descriptive methods. The research results show that the digital revolution and public administration innovation aims to increase the effectiveness and responsiveness of public services by utilizing information technology. Through the implementation of e-government systems, mobile applications and online platforms, the government can speed up administrative processes, facilitate public access, and strengthen interactions between government, business and society. This not only improves operational efficiency and the quality of public services, but also strengthens transparency, accountability and community participation in the development process. Technology enables the automation of routine tasks, increases the accessibility of services, accelerates the government's response to community needs, and opens the door to continuous innovation in the provision of public services. Thus, the digital revolution in public administration provides a strong foundation for improving relations between government and society and increasing effectiveness and efficiency in the provision of public services

    Traditional Administrative System and Modern-Day Governance in Nigeria: A Comparative Analysis

    Assertions that say there were no organized political administrative systems in the pre-colonial traditional societies of Africa should be utterly discarded. This is because there were established formal laws of engagement in the pre-independence Nigerian societies. However, the coming of colonialists brought a pose to these traditional systems of administration, with its antecedent consequences as problems of corruption, elite rulers, insecurity, economic meltdown, decline in moral manners, power tussle, and ethnic jingoism, among others. Because the traditional administrative system in Nigeria prior to the coming of colonial masters was free of this menace to some extent, it was the present system that was fashioned or modelled by the white men that brought in these problems. This paper examined the tenets of the three major traditional societies in Nigeria in comparison with the current governance system in order to deduce. It was discovered that all the problems showcasing in present Nigeria are due to the eroding and non-inclusion of traditional rulers roles into the modern-day government practically and  constitutionally. The paper sourced its materials through secondary sources. It was recommended that the pre-independence features of these traditional societies should be inculcated, and they should also be given constitutional rights because they are the custodians of their societies and are by law divine in nature

    The Role of Village Government in Digital-Based Community Empowerment in Tourism Villages

    Community empowerment is one of the keys to success in developing tourist villages. The role of village government and the use of digital technology are important factors in this empowerment effort. This research aims to analyze the role of village government in digital-based community empowerment in tourist villages, identify supporting and inhibiting factors, and evaluate the implementation of digital technology in the empowerment process. This research uses a qualitative method with a descriptive approach, where data is collected through in-depth interviews, field observations, and documentation studies. The research results show that digital-based community empowerment in tourist villages requires the active role of village government in developing digital infrastructure, implementing digital literacy training, and facilitating promotion and marketing. The keys to success include access to technology, digital literacy, active support from the village government, community participation, and availability of resources and funding. Through collaboration with external parties and the use of technology for public services, villages can increase competitiveness, community welfare, and support equitable national development

    The Void in Local Governance for Rural Development: Understanding Public Leadership in Village Transformation in Indonesia

    This research aims to analyze the public leadership of a village head in development. This study posits that this discrepancy is mainly due to the difference in leadership competence in the various regions. Sekapuk Village, Ujungpangkah Sub-district, Gresik Regency, East Java Province, succeeded in achieving first place in Brilian Village in 2020. This accomplishment is inseparable from the visionary leadership role of the Sekapuk Village Head in managing village governance. The practical significance and the lessons of the findings of this study can be a reference for the public leadership of the village heads in the administration of other villages’s governance. This study analyzes the public leadership competence in development by utilizing the principles of good local governance for regional development. The methodology of this study involves a qualitative approach with a case study strategy. The researchers interviewed nine informants, consisting of village officials and heads as well as the community. The key research findings underline the ways in which public leaders are able to communicate constructively even with the opposition within the village governance structure and end up with the advancement of development in the region. The study, therefore, concludes that transformative public leadership is recommended for regional village development
