Supervision of the Waste Management in Bandung City
The city of Bandung is the main contributor to Citarum River pollution due to human behavior. The waste problem, both in water and on land, has not been managed properly until the end of December 2023, including the Sarimukti landfill burning incident. The increasing amount of waste makes management problems increasingly complex. Bandung City Regional Regulation no. 9 of 2018 Article 5 states that the Regional Government is responsible for ensuring the planning, organization, implementation and supervision of waste management in a sustainable and environmentally sound manner. Supervision in waste management is very important for the success of the city government in maintaining cleanliness. To prevent errors in programs or policies, supervision is needed as a success factor. This research aims to determine and analyze the implementation of the supervisory function in waste management as well as describe the inhibiting factors and efforts made in waste monitoring in Bandung City. The method used is descriptive qualitative, with data collection through interviews, observation and documentation. The validity of the data was obtained by triangulation and data analysis using John Saldana's manual coding technique by means of coding, categories and themes. The sampling technique used is accidental sampling. This research is planned to last for eight months. It is hoped that the research results will produce a concept and implementation of waste management supervision by the Bandung City Environmental Service, fulfilling TKT 2
E-Readiness on Application E-Government in Establishing Smart Governance at Bandung City Communication and Information Services Agency
Implementation of e-government requires readiness in various factors, from finances and employee competency in the ability to use technology to the availability of infrastructure to support the implementation of e-government. This readiness is an essential factor in determining the success of e-government. Implementation readiness is an important factor in e-government, referred to as e-readiness. The purpose of this research is to find out and analyze strategy assessment (strategy), technology (technology), organization (Organization), human resources (people), as well as environmental assessments (environment) carried out by the Bandung City Diskominfo in implementing E-Government to create Smart Governance. The research theory used in this research is the E-Readiness readiness theory using the STOPE framework model (Strategy, Technology, Organization, People, Environment), which includes a technology readiness scale based on a systematic model developed by (Al Osaimi et al., 2006). The method used in this research uses a descriptive method with a qualitative approach. Research data collection is based on observation, interviews, and documentation. The results of this research show that the Bandung City Diskominfo has an Overall STOPE Grade of 2.33 on a scale of 4, which indicates that the level of readiness of this institution is at level 2 or the "average" category according to the assessment scale developed by Al-osaimi in 2006. It can be concluded that the implementation of e-government in 1) strategy assessment still lacks coordination between employees; 2) assessment of device technology is inadequate; 3) assessment organization still not adapted; 4) assessment people not all human resources understand e-government; 5) assessment environment still not everyone understands the concept e-government
The Belt and Road Initiative (BRI) Project Implementation in Education Sector: Indonesian Case
Indonesia and China continue to develop their cooperation, especially through the BRI project. This project aims to strengthen people-to-people bonds and is considered a soft power diplomacy strategy. It includes cultural and educational exchange programs that are popular among students worldwide, including those from Indonesia. Through literature studies, it has been found that many Indonesian students and Santri view this cooperation positively, and it has changed their negative perception of China. One of Indonesia’s largest Islamic organizations, Nahdlatul Ulama (NU), closely cooperates with China in the education sector. However, they do not link this cooperation with the issue of discrimination against the Uyghur people in China. On the other hand, many Kiai from NU have different perspectives on the BRI project, particularly concerning China’s ideology and Indonesia’s history of communism. This paper aims to comprehensively explain the implementation of the BRI project in the education sector and the views of Indonesian students, Santri, and Kiai as representatives of Indonesia’s educational image worldwide
Malaysia-Indonesia Cross Border Governance Policy in Accelerating Economic Development
The regulation of the movement of people and goods across the border that separates Indonesia and Malaysia is of critical significance to the expeditious growth of each nation's economy. In light of this, the purpose of the study is to investigate the role that cross-border management policies have in fostering accelerated economic growth between Indonesia and Malaysia. The research makes use of a technique called a literature study, which entails collecting data from various articles, books, and papers that are associated with cross-border policy and governance between Indonesia and Malaysia. The findings of the study indicate that the policy and management of cross-border traffic between Indonesia and Malaysia still possess a very complicated character, and as a result, the two nations need to work together effectively. Its cross-border policy and governance are still deemed successful in that they have improved economic cooperation between the two nations, despite the fact that its execution faces various hurdles and problems. Larger and more synergistic efforts from both countries are required to be made in order to address the outstanding issues and improve the well-being of communities in border regions. As a result, the application of international law and strategies that span borders might provide an alternative to the utilization of policy models that are more efficient in the development of border regions
Community Empowerment in Gorontalo Regency: Adopting the Perspective of Sustainable Livelihoods in Village Fund Allocation
This study aims to determine the Community empowerment government Gorontalo adopts the perspective of sustainable livelihoods in the use of village funds. The research method uses a qualitative type. The results of the study show that of the four indicators measured, there is one indicator that is considered optimal, namely sustainability, in which all development programs whose funding sources come from village funds lead to long-term life. Meanwhile, the other three indicators, namely community-centered, poverty-focused, and participatory indicators, are considered not optimal. This can be seen from the development process that pays little attention to people's aspirations, poverty alleviation that is not successful, and development that does not involve the local community in every implementation process, from planning, implementation, and monitoring
Religiosity, Spirituality, and Job Performance among Local Government Employees: The Mediating Role of Work Engagement
This study examines the effects of religiosity and spirituality on employee's job performance, with the mediating effect of work engagement. Using a sample of 345 public servants within local government employees in Indonesia, this study reveals that employee performance is partially mediated by work engagement in its relationship only to religiosity. Work engagement is not only dispensable in enhancing employee performance but also mediates the effect of religiosity on job performance in the public sector. However, it does not work in the relationship between spirituality and job performance. The findings of this study contribute to the research body on employee performance in local government by improving the understanding of the influences of religiosity, spirituality, and work engagement on job performance. This study also offers an important policy insight for policymakers in the local governments to increase job performance among their employees
Implementation of Tourism Village Policy Based on The Collaborative Governance Plus Multi-Helix (CGPMH) Model in Pujon Kidul Tourism Village, Malang Regency
The successful development of the national tourism sector is the result of positive trends at the regional level, including East Java Province. As stipulated in Law No. 6/2014, the government grants special rights and authorities to villages, referred to as village autonomy. This research examines the implementation of the tourism village policy in Pujon Kidul Tourism Village, Malang Regency, which has been developing for 10 years. After the COVID-19 pandemic, the number of tourists and PAD decreased, so a marketing strategy and revitalization of tourism potential were needed. This research uses Grindle's (1980) framework and Collaborative Governance Plus Multi-Helix. A qualitative-descriptive approach was used by the researcher to find primary and secondary data. The results show that the tourism village policy has run as expected with alignment between implementers and target groups, without resistance. In addition, policy implementation is participatory with the support of internal and external resources. However, it is still necessary to increase the level of community compliance to maximize the benefits of the policy, as well as adaptive strategies to maintain the sustainability of tourism in Pujon Kidul
Implementation of Ex-Officio Policy on The Development of Batam Free Trade Zone and Free Port Area
Governments implement policies to regulate societal frameworks and enhance state value, with one primary objective being the establishment of Batam as a Free Trade and Free Port Area to accelerate economic growth. This study examines the implementation of the ex-officio policy within Batam's free trade and free port area, highlighting the factors that either facilitate or hinder its execution. The initiative to designate Batam as a free trade zone originated in the 1970s, following the issuance of Presidential Decree No. 74 of 1971. However, over the past five decades, Batam's economic growth has been inconsistent, largely due to administrative conflicts between the Batam Industrial Development Authority (now the Batam Indonesia Free-Zone Authority) and the Batam Municipal Government. In response, the Indonesian government introduced Government Regulation No. 62 of 2019, appointing the Mayor of Batam as the ex-officio Chief Executive of the Batam Indonesia Free-Zone Authority to resolve these conflicts. While the policy aims to streamline governance and enhance development outcomes, its effectiveness remains contested, necessitating a comprehensive analysis of its implementation in the context of advancing Batam’s status as a Free Trade Zone and Free Port Area
Public Service Innovation: A Comparative Study of Serang and Bogor Cities in Public Service Delivery
The dissimilarities in public service innovation strategies between the Investment and Integrated One-Stop Service Offices of Serang City and Bogor City reveal critical implications for governance and policy research. The emphasis in Serang City on employee training to enhance service quality highlights the need for capacity-building initiatives in resource-constrained settings, while Bogor City’s focus on leveraging advanced technology underscores the role of digital transformation in improving service accessibility. These differences indicate that tailored approaches to innovation are essential based on local context and resource availability. Moreover, Bogor City’s effective budget management and stronger community participation emphasize the importance of participatory governance and fiscal discipline in driving successful public service delivery. The shared advancements in efficiency demonstrate that strategic reforms can reduce costs and improve productivity, even amid constraints. Based on these results, more research should be done on frameworks that combine maximizing resources, involving the community, and using new technologies to make public service innovation last and benefit everyone
Collaboration-Based Village Service Innovation in Sabak Auh District, Siak Regency
The research was conducted with the aim of comprehensively analyzing collaborative innovation in village development in Sabak Auh District, Siak Regency. Because the village is the foremost government agent in carrying out development, therefore the village is the foremost gate of development for a country. Therefore, in implementing village development, it must collaborate with all stakeholders to develop the innovations that have been determined. Because building villages with a collaboration, empowerment, and innovation approach focuses on exploring and developing the potential of the village based on local wisdom, which will become the spirit to realize an independent village. This fact is an investment in the future that will accelerate welfare for village communities more evenly in the long term. The research found that there are several innovations that have been made in village development in the Sabak Auh Sub-district, Siak Regency. The implementation of these innovations includes the implementation of a digitalization program through applications launched by the Siak District government, such as the “Si Cantik ‘ and ’Smart Kampung” applications. The implementation of collaborative innovation in village development in Sabak Auh Subdistrict, Siak Regency, is still running in a limited manner and is not fully optimized, and the factors causing the failure of collaborative innovation in village development in Sabak Auh Subdistrict, Siak Regency, are (1) the application of village service innovations that are not good and (2) training on the use of innovations that have not been maximized
