Das Europäische Parlament und die Türkei: Beziehungen im Spannungsfeld zwischen normativem und strategischem Handeln
Die Beziehungen zwischen der EU und der Türkei sind seit vielen Jahren von wachsender Entfremdung gekennzeichnet. Zur Ursachenforschung wird zumeist auf die demokratischen Rückschritte der Türkei hingewiesen – dabei wird übersehen, dass das Verhältnis von wechselseitigen Irritationen geprägt ist, die zu tiefen Brüchen führten. Der Autor analysiert die Ursachen und Ausdrucksformen dieser normativen und strategischen Spannungsfelder anhand der Debatten des Europäischen Parlaments (2004-2019). Auf einzigartige Weise legt er dar, wie die polarisierende Beitrittsfrage auf die verschiedenen Fraktionen des Parlaments einwirkt und woran eine gelungene Integration der Türkei in die EU scheitert. Sanity Checks for Saliency Methods Explaining Object Detectors
Saliency methods are frequently used to explain Deep Neural Network-based models. Adebayo et al.'s work on evaluating saliency methods for classification models illustrate certain explanation methods fail the model and data randomization tests. However, on extending the tests for various state of the art object detectors we illustrate that the ability to explain a model is more dependent on the model itself than the explanation method. We perform sanity checks for object detection and define new qualitative criteria to evaluate the saliency explanations, both for object classification and bounding box decisions, using Guided Backpropagation, Integrated Gradients, and their Smoothgrad versions, together with Faster R-CNN, SSD, and EfficientDet-D0, trained on COCO. In addition, the sensitivity of the explanation method to model parameters and data labels varies class-wise motivating to perform the sanity checks for each class. We find that EfficientDet-D0 is the most interpretable method independent of the saliency method, which passes the sanity checks with little problems

The continuous increase of biomedical scholarly publications makes it challenging to construct document recommendation algorithms to navigate through literature, an important feature for researchers to keep up with relevant publications. Understanding semantic relatedness and similarity between two documents could improve document recommendations. The objective of this study is performing a comparative analysis of vector-based approaches to assess document similarity in the RELISH corpus. Here we present our approach to compare five different techniques to generate vectors representing the text in the documents. These techniques employ a combination of various Natural Language Processing frameworks such as Word2Vec, Doc2Vec, dictionary-based Named Entity Recognition as well as state-of-the-art models based on BERT

Dried serum spots on pre-punched filter paper discs are ready-to-use storage and shipping devices for blood-borne antigens and antibodies
Dried serum spots that are well prepared can be attractive alternatives to frozen serum samples for shelving specimens in a medical or research center's biobank and mailing freshly prepared serum to specialized laboratories. During the pre-analytical phase, complications can arise which are often challenging to identify or are entirely overlooked. These complications can lead to reproducibility issues, which can be avoided in serum protein analysis by implementing optimized storage and transfer procedures. With a method that ensures accurate loading of filter paper discs with donor or patient serum, a gap in dried serum spot preparation and subsequent serum analysis shall be filled. Pre-punched filter paper discs with a 3 mm diameter are loaded within seconds in a highly reproducible fashion (approximately 10% standard deviation) when fully submerged in 10 μl of serum, named the "Submerge and Dry" protocol. Such prepared dried serum spots can store several hundred micrograms of proteins and other serum components. Serum-borne antigens and antibodies are reproducibly released in 20 μl elution buffer in high yields (approximately 90%). Dried serum spot-stored and eluted antigens kept their epitopes and antibodies their antigen binding abilities as was assessed by SDS-PAGE, 2D gel electrophoresis-based proteomics, and Western blot analysis, suggesting pre-punched filter paper discs as handy solution for serological tests
Climate-induced liquidity crises : interbank exposures and macroprudential implications
Although climate-induced liquidity risks can cause significant disruptions and instabilities in the financial sector, they are frequently overlooked in current debates and policy discussions. This paper proposes a macro-financial agent-based integrated assessment model to investigate the transmission channels of climate risks to financial instability and study the emergence of liquidity crises through interbank market dynamics. Our simulations show that the financial system could experience serious funding and market liquidity shortages due to climate-induced liquidity crises. Our investigation contributes to our understanding of the impact - and possible solutions - to climate-induced liquidity crises, besides the issue of asset stranding related to transition risks usually considered in the existing studies
