    Archiving activities are part of the dministrative activities in an organization, which are very important. Archival management is a major factor in supporting the course of administrative activities in an organization. However, in practice, there are still organizations that are lacking in managing archives, so it can also affect the service process to the community. The purpose of this study was to determine the application of electronic mail archiving applications in the form of APEL SISA in Kendel Village to realize the development of information and communication technology in achieving the Village SDGs. The method used is descriptive qualitative. The focus of this research refers to the theory of Muhidin and Winata (2016) that digital archive management activities include two things, namely archive storage and archive retrieval. The data collection techniques in this study were through interviews and observation. The results of this study indicate that by using APEL SISA, archive storage in Kendal Village, which was originally manual, becomes more effective and efficient in providing services to the community, and electronic retrieval of archives can facilitate archive management at the Kendal Village office. Based on this, the management of archives in Kendal Village needs to be done all electronically to make it easier to manage archives that are stored and find back archives when needed

    This study aims to describe and analyze the personnel management of village officials by developing SIMPEG application to realize Sustainable Development Goals (SDGs) of Village in Kendal Village, Sekaran District, Lamongan Regency. The type of research is research dan development (R&D) method by using prototype model that consists of 3 steps, which are: listen to customer, build/revise mock-up, and customer test drives mock-up. The techniques of data collection are literature study, deep interview, observation, and documentation. The results show that the personnel management using SIMPEG application has realized the 17th SDGs of Village (partnership for rural development through management and integration of information and communication technology (ICT). The development of Village SIMPEG application also is one of the efforts to realize the principles of electronic government and orderly personnel administration. However, this application still needs develpment by providing upload button to upload files related to several SIMPEG menu.     This research raises issues of political participation of marginalized groups (transvestites and gays) in regional head elections in Banyuwangi Regency in 2020. Seeing the number of transvestites and gays in Banyuwangi Regency which reached 979 people. If viewed from the number of votes, of course, they surely can influence the election results in Banyuwangi Regency. Transvestites and gays are very interesting to study, because they have high exclusivity and different ways of socializing in society in general and of course have unique political interests and expectations of public policies that benefit them. The results showed that, although transvestite and gay groups have a distinctive pattern compared to other groups of society, especially those related to their political interests.     This study aims to analyze and describe the coordination of actors in the implementation of Lusi Island tourism development in Kedungpandan Village, Jabon District, Sidoarjo Regency. Data collection techniques were conducted by interview, observation, and documentation. The data analysis technique uses an interactive analysis model proposed by Miles and Huberman, consisting of four components, namely data collection, data reduction, data presentation, and drawing conclusions. The results showed that the coordination of actors in the implementation of Lusi Island tourism development in Kedungpan Village and Jabon District, Sidoarjo Regency was carried out by interactive dialogue communication between actors, communication via WhatsApp, and holding exhibitions. Coordination and promotion are also carried out online. Comprehensive information on the leadership in the development of Lusi Island tourism is shown by the party who scheduled the meeting, namely Pokdarwis through public relations

    The availability of adequate resources, regulations, budget funds, facilities and infrastructure is an important component in the implementation of e-government. The government is required to provide quality services to the community to create goals in improving the welfare of the community. One effort to improve government performance is through smart city. One of the applications of smart city in the government is realized by E-Kinerja conducted by the Sidoarjo Regency Regional Civil Service Agency. In its application there are still problems including the lack of ability of human resources (HR) apparatus caused by age, low desire to learn technology, and low levels of education. The purpose of this study is to explain and analyze the Implementation of Smart Governance through E-Kinerja in the Sidoarjo Regency Regional Civil Service Agency. This type of research is a qualitative descriptive study. Data collection techniques in this study used observation, interviews and documentation. Data analysis techniques in this study used data collection, data reduction, data presentation and data verification. The results of this study indicate that the supporting factors in the implementation of E-Kinerja in the Sidoarjo Regency Personnel Agency, (1) telecommunications infrastructure, are adequate because they are equipped with e-performance applications that can be accessed via private mobile phones of each civil servant.     A new stage of education in Indonesia began when President Joko Widodo appointed NadiemMakarim as Minister of Education, Culture, Research, and Technology of the Republic of Indonesia. He issued the policy called Merdeka BelajarKampus Merdeka (MBKM) meaning “Freedom to learn, Independent Campus or the Independent Learning- Independent Campus”. This research analyzed the successful implementation of an MBKM Program in the Communication Study Program at UniversitasMuhammadiyah Sidoarjo. It used the approach of two policy implementation theories from Michael Hill & Peter L Hupe and Hudson, Hunter & Peckham. They have eight aspects of excellence in their analysis. The research method approach in this analysis used descriptive qualitative data collection using several data collection techniques such as interviews, observation, and documentation studies.     The number of positive COVID-19 patients in the Sidoarjo area continues to increase. As of April 19, 2020, there were 11,028 positive COVID-19 patients, 6,068 suspect patients, 617 patients who were declared dead due to Covid-19 and 10,398 people declared cured of Covid-19. This study was conducted to identify and describe the implementation of policies in the form of the Decree of the Minister of Health of the Republic of Indonesia Number HK. 01.07/Menkes/382/2020 concerning Protocols for Public Health in Public Places and Facilities in the Context of Prevention and Control of Corona Virus Disease 2019 (Covid-19) in the Sidoarjo area. Data analysis was carried out by Miles and Huberman interactive analysis. The results showed that the implementation of the Decree of the Minister of Health of the Republic of Indonesia Number HK. 01.07/Menkes/382/2020 concerning Protocols for Public Health in Public Places and Facilities in the Context of Prevention and Control of Corona Virus Disease 2019 (Covid-19) in the Sidoarjo region can be seen from four things. First, communication, where policy communication is carried out through socialization and education related to 3M (wearing masks, maintaining distance and washing hands) to the people of Sidoarjo. However, in practice, socialization and education related to 3M (wearing masks, maintaining distance and washing hands) are considered insufficient to overcome the Covid-19 pandemic. Need to add 2M (limit mobility and stay away from crowds) so that it becomes 5M. This is because mobility and crowd problems are felt to have contributed to causing many Covid-19 virus infections. Second, resources, where the task of fixing the level of compliance with health protocols actually requires the help of many parties. Not only from themselves, the media is also tasked with providing a sense of security and positive messages to the community.
