    Persepsi Masyarakat terhadap Implementasi Kebijakan Zonasi Pasar Modern di Kabupaten Sidoarjo: Public Perceptions of the Implementation of Modern Market Zoning Policies in Sidoarjo Regency

    This study aimed to describe the results of public perception of the policy implementation on modern market zoning. This type of research used qualitative research through the explanation method. Data was collected through interviews with employees of the modern market and government officials in Sidoarjo Regency as the basis of the policy implementation; in addition it is also supported by literature study related to the zoning policy of the modern market. The results showed that the modern market employees and government officials agree associated with modern market competition that is unhealthy and affect traditional markets. In addition, it was found that the licensing process was not in accordance with the procedure. It can be concluded, based on public perception stated that three main factors that affect of policy implementation zoning the modern market, namely the lack of effective communication between the government and the owners of the modern market; abuse of licensing and lack of socialization of the modern market zoning

    Peran Pemerintah dalam Pemberdayaan Lanjut Usia di Kabupaten Sidoarjo: The Role of the Government in Empowering the Elderly in Sidoarjo Regency

    This study aimed to describe the role of government in empowering the elderly in Sidoarjo and its supporting and inhibiting factors. This research is used by qualitative description. This study concluded that the government’s Sidoarjo Regency in implementing empowerment elderly quite good. It is supported by mental spiritual and religious guidance, health aspects like clinic and gymnastics, skills training such as crafts from recycled materials, ease in using facilities, public facilities and infrastucture, as well as social assistance in the form of cash RP.300.000 for poor elderly and unhealthy elderlys. Meanwhile, inhibiting factors first, coordination between three local work unit namely Social Department and Labor; Public Health Service; and Community Empowerment, Women and Family Planning Department. Second, data wasn’t valid related with neglected elderly in the villages. Third, elderly still had low awareness about importance of empowerment for their lives

    The purposes of this research were to know implementation of law number 78 of 2008 on giving some authority from regent to sub-district head especially in Tanggulangin Sub-district. The methods of this research used qualitative discriptive. While, technique of collecting data through interview, observation, and documentation. Analysis data consists of data reduction, data presentation, and data verification. The result of this research showed that implementation of law number 78 of 2008 on giving some authority from regent to sub-district head didn’t optimal yet. Researchers still find the some important things should be given more attention and correction from the government of Tanggulangin Sub-districts level and government of Sidoarjo Regency

    The purposes of this research where to find phenomena in local legislators related with implementation Law number 14 of 2008 that is concerning Public Information Transparency and to detect the supporting and inhibiting factors. The location of this research was local legislators office in Sidoarjo Regency. Research methods used descriptive qualitative. This method is used to collect data and information through interview, observation, and documentation. While, data analysis were data description, data analysis, and conclusions. The results of this research showed that local legislators Sidoarjo Regency weren’t optimal yet in implementing of this Law. It can be measured by interview results can be concluded that the information that must be provided and published on a regular basis then the information must be provided every times, was still had not available yet with completely and accurately. And the media public information existence have available information completely, it had not sufficiently yet representative to contain public information that should be accessible by public quickly and easily

    The purposes of this research to know and described corruption pattern conducted by government officials, the causes of corruption involving government officials, and effective solution in combating corruption in West Java that should be taken by the law enforcement institutions. This research based on qualitative method by literature research and in depth interview. The research founds that corruption committed in West Java mostly in form of State Budgeting Loss meanwhile; the causes of corruption in West Java were high political cost and taking the loopholes of such regulation. So, It can be solved by the law enforcement institutions must perform better in the eradication of corruption by repairing three sectors such as regulation, organizational structure and legal culture of the officers

    The purposes of this research were describe the public service quality and public satisfaction at RRI Malang Office; identify and explain the influence of the effect of reliability, responsiveness, assurance, empathy, and tangibles simultaneously towards public satisfaction of the public; as well as identify and explain the influence reliability, responsiveness, assurance, empathy, and tangibles in most of public satisfaction. Method of this research used explanatory research. Results of this study concluded that description of quality licensing services to public satisfaction can be shown and described through five (5) variables, namely: tangibles (X1), reliability (X2), responsiveness (X3), assurance (X4) and empathy (X5). This research showed that people who receive services from the Office of RRI Malang as respondents got positive respond towards these variables. By knowing the value of the influence of each variables, then it can be concluded that the dominant variable of public satisfaction in this research were reliability variable

    The purpose of this study was to determine and describe the partnership between of Surabaya government with local communities on mangrove forestsmanagement in the North Coast Surabaya. This research is conducted by qualitative descriptive method. Based on the research results, it is known that the partnership between the government of Surabaya with the local community (comanagement approach) provide positive value on the mangrove forests management. People who benefit from the mangrove forest participate in determining management decisions that affect their well-being, while the government got benefits from reduced liability manage. In addition, comanagement approach could increase the sense of belonging in the community, so there was a will of its own to preserve mangrove. But in this case, several steps that needs to be done by local government, among others: local government divided each authority were clearly based on formal rules; local government empower local communities associated with mangrove forest management, as well as set up an authorized institution in the management of resources such as beach protection as partners with Surabaya government on collaboration who could represent their respective interests (mangrove forest management) and recognized by the community

    The purposes of this research were to describe policy implementation of planning and empowering street vendors in Sidoarjo regency and its effects. Method of this research used qualitative approach. The results of this research showed that the Sanitation Department had many obstacles to implement this policy related with uncorporate between local government and many departments that involved in this policy implementation. So, there were problem still dicuss in local legislators in order to the mandate of Permendagri number 41 of 2012 on Structuring and Empowering of Street Vendors (PKL) can be realized particular in Sidoarjo Regency. Positive impact in this policy implementation for community could fulfill their needs, while negative impacts were uncomfortable condition when the street vendors sell in public area, highway, and sidewalk

    This study aims to analyze and describe how the integrated development in realizing Banyuwangi as an international tourism city is. The type of research used in this study is a qualitative with analysis descriptive approach. The results of study show that in realizing Banyuwangi as an international tourism city through integrated development, the lokal government of Banyuwangi Regency performs three steps of consolidation, namely improvement of infrastructure for access to the leading tourist destinations, consolidation of lokal cultural wealth, and consolidation of the tourism community. Through such measures, the number of foreign tourist arrivals has increased very significantly from year to year and Banyuwangi received several awards for the accomplishments and contributions in the tourism sector

    The purpose of this study to analyze and describe the disaster management by Regional Disaster Management Agency (BPBD) and communnity participation in disaster management in Jombang Regency. This study used a qualitative approach with descriptive method. The selection of informant’s used purposive sampling technique. The results of this research showed that the disaster management conducted by Regional Disaster Management Agency (BPBD) through the stages of response, recovery, and development. The most dominant stages are performed by response on actions before and after the disaster. Meanwhile, disaster management by the community is performed by participation in the form of manpower, energy, skill, and material, as well as social participation. Dominant participation from community was manpower participation and social participation
