    This study aims to see how far the process of learning transfer of training procurement of government goods and services implemented by the Regional Personnel Agency Sidoarjo Regency can be done well. In addition the researchers also see whether the training process has an effect on the implementation in the workplace for trainees who have followed the training. The method used by researchers for this research is to use qualitative research with deductive approach and active participation. After carrying out data collection, data processing and analysis of research results concluded that the input aspects of the learning transfer process has not been maximized because the partici- pants' understanding of the procurement process of goods and services is still theoreti- cal. Viewed from the process aspect of this training is the teaching-learning process that still uses the lecture training model so that the participants only accept the material in theory. While from the output aspect that the granting of alumni of training participants in implementing the materials received during the training but still must be accompanied by an experienced procurement committee. Based on the fact that the learning transfer from the training of procurement of goods and services implemented by the government has not been maximized

    This study aims to describe the role of government in building of Wonosari village, Tutur sub district, Pasuruan regency and how the implementation program of the building of Wonosari village. This study uses qualitative descriptive. The informants of this study are head of department, head of compiling program, head and members of local gov- ernment, BPD and societies. Collecting data technique doing by triangulation, inductive data analysis, and the result of the qualitative study emphasize to the good meaning of the study. this study showed that the role of government in building of Wonosari village is good enough and balance. The cooperation is mutual where the involved knowing each the position and role in build the village. The local government has role to facilitate the societies and give good guidance about the purpose of the building. People play the role in giving the ideas, energy and wealth to the success of build. Whereas, the support fac- tor is cooperation of government – society is the approach of government to the society. And the society has understood about their position and their role in study. In addition to, the inhibit factor is minimal awareness of society to the program and there is still opinion from the government that society is the object of supervision build

    This paper investigates economic happiness of skipped-generation families in rural north-eastern Thailand. The qualitative methodological approach was implemented in the study. Data collection was conducted in April - May 2018 and in-depth interview was used as a research instrument to collect data from two groups of key informants, including 1) community leaders, community seniors, and community commitees, In total eight persons, and 2) skipped-generation families living in a rural north-eastern region of Thailand, in total twenty families. Data analysis was done by the content analysis method. The study indicated that skipped-generation families are the familes with grandparents and grandchildren living together. Most families have an agricultural occupation, because they have a lot of land by inheritance and divided into two parts: housing and farming. Mostly agricultural income by sugar canes and farming can earn 2,400 USD per year. Moreover, remittances from international migrant only 450 USD per month is spent on family expenses and education of grandchildren. Some families do not have enoughmoney to invest in farming in the next year, and they have a lot more debt than 3,000 USD from a migrant who goes to work abroad. However, skipped-generation families have a perception of economic happiness "An empty hand is no lure for a hawk, no man is happy who does not think himself so" So, skipped-generation families must take this view to manage the economic situation of the family, even though the incomes are insuf-ficient to cover their living and lack of labor due to migrant workers going to work abroad.     The purpose of this research is to find out factors related to farmer's motivation to grow mangrove in Mayangan Village, Gumukmas Sub-district, Jember District. The method used in this study uses descriptive and correlational methods. The result of the analysis shows that the variables of experience, formal education and non-formal education have a relationship with the motivation of farmers to plant mangrove while other variables such as age and number of family members have no relationship, at 95% confidence level

    This study was conducted aimed at describing and analyzing the effectiveness of BPJS Health contribution payments with the 1 Virtual Account (VA) Family system and to find out the factors that influence BPJS Health contribution payments with the 1 Virtual Account (VA) Family system. The method used in this study is a qualitative method with data collection carried out by observing, documenting, and interviewing informants and using sources of books, journals, and documents related to BPJS Kesehatan. The results of this study are that the payment of contributions made by a family 1 VA system is quite effective because with this system payments are made easier and faster, besides that the participants save more on administrative costs, besides being able to increase the flexibility of contributions because participants pay their contributions collectively in 1 household. In addition, there are factors that influence payment of BPJS Health contributions with the 1 Virtual Account (VA) Family system, namely the lack of knowledge of participants, lack of community participation, low income, considerable expenditure each month, motivation and distance

    This research aims to know the effectiveness of Posyandu Lansia Program in Sidoarjo and to know the supporting and constraining factors in implementation of Posyandu Lansia Program. This descriptive qualitative research located in Sawotratap Village, Gedangan, Sidoarjo. This research focus on four of effectiveness indicators that is understanding of program, on time, on target, and in real change. The informants determination technique using purposive sampling that is the service officer of Lansia, midwife of the village, and elderly. The results showed that not all of elderly know the benefits and objectives of the Posyandu Program, the implementation schedule of Posyandu is not on time and often change. In terms of accuracy of the target already meet the health needs of the elderly and provide changes to improve the health of the elderly. The obstacles are the awareness of the elderly, the schedule changes and lack of maintenance the facilities so the elderly lazy to follow the activities. Meanwhile, the supporting factor is the funds from local budget to cover the needs of Posyandu activities, the number of officers is enough and assisted by the village midwife assistan

    This research was conducted aiming to describe and analyze the implementation of the public green open space structuring policy in Sidoarjo Regency and to describe and analyze the constraints in the public green open space structuring policy in Sidoarjo Regency. The method used in this study is a descriptive qualitative method with the technique of determining the informants using purposive sampling technique. Data collection techniques through interviews, observation, and documentation as well as data analysis techniques through data reduction, data presentation, and conclusion drawing. The results of this study indicate that of the four dimensions of policy implementation according to Edward III which includes communication, resources, disposition, and bureaucratic structure. The first dimension result is that communication has not gone well because there is no information delivery to the public in the form of socialization related to green open space. Resources in the implementation of public green open space structuring policies are inadequate. Disposition in the implementation of the public green open space structuring policy is appropriate and the gardening section as the implementer of the green space program. The bureaucratic structure has not gone well due to the absence of SOP (Standard Operating Procedure) as a guideline for program implementation and found several obstacles that hamper the implementation process, namely budget constraints, lack of field supervisors, and lack of community participation due to lack of socialization
