    Participative HR-Technologies in the Governance of the Russian Regions

    The modern reforms in the governance are connected with the development of the participative interaction of the administration with the citizens, implying the involvement of the society into the processes of elaboration and implementation of the managerial decisions. The objective of the research is the analysis of the current HR-technologies application practice in the governance of the Russian regions from the perspective of compliance with the participativity principle. As the theoretic base for the achievement of the objective, the authors considered: the notion of participativity in the technological sense – from the perspective of the mechanisms and algorithms of co-management; the notion of competency framework as a base for the development and implementation of HR-technologies, including those of the participative nature. The authors applied the following methods of research: analysis of documents, interviews with the public officials managing the processes of the competency framework formation. As part of the research, the authors considered the HR-technologies of eight territorial entities of the Russian Federation. It has been found that the participative mechanisms implying active participation of the population in the adoption of the HR-related decisions are not enough yet. It is more common to bring expertise only representing the opinion of the professional community and often among the public official themselves. However, the participative practice is gradually being developed, and the prerequisites for the use of a wider range of tools approbated in other managerial technologies are being formed. Besides, the practice of particular regions of the RF already shows not just the participation of the society in the adoption of the HR-related decisions, but its direct and ultimate influence on them

    Folklorism of the Contemporary Youth’s Creative Work

    Since the second half of the 20th century, there has been an increased interest in traditional forms of culture, which is probably associated with an increase in the national self-awareness of the peoples of the Russian Federation. Based on this, the authors considered the features of the use of the folklore heritage of Russian creative youth. The authors have studied the creative works of 24 young writers aged from 25 to 35. In particular, they have studied the types of folklorism in their creative works, provided the general estimate of the productivity and significance of the youth’s experience of using the folkloric heritage in the modern literary process and generally in culture. The paper is defining the phenomena of the youth culture in the early decades of the 21st century (fiction, CG). The authors have made a conclusion on the diversity of the youth’s creative works’ connection with the folkloric samples: the construction of the social-ethnographic reality, the field of the characters’ identity, a new ‘cosmos’, creation of the individual universes as well as the literary version of folkloric fairytale on their basis. We have also noted the tendency towards the use of the Russian folkloric characters with the purpose of giving them some universal traits of the characters of the popular computer games. The authors found that the fabulous texts are used by young authors in both the genre category and one of the ways to create on their basis new texts, various types of aesthetic experiments and games

The current situation in the Republic of Kazakhstan has been analysed based on the author\u27s methodology for the quantitative assessment of interethnic tension.     The Journey of Women from Victim to Peace-Maker: Women, Insurgency and Northeast India

    The sufferings of women in any insurgency movement have been the focus of many women\u27s rights and human rights groups in present times. Studies have demonstrated that women have to suffer pain as mothers, sisters, daughters, caregivers and victims during conflict situation which has till date brought great destruction and despair among them. In the insurgency movements, women continue to struggle as a victim, as combatants, as peace-makers. However, despite being the worst victim, women also play the role of protector of women\u27s rights and human rights. There are many women\u27s organisations in Northeast India like Meira Paibi, Naga Mother\u27s Association, Bodo Women\u27s Justice Forum, which are playing an active role as peace activists. Under this background, the present paper will focus on the role of women\u27s organisations during different situations of insurgency movements in Northeast India. The paper will put special focus on the role of the two women\u27s organisations that is All Bodo Women\u27s Welfare Federation (ABWWF), Bodo Women\u27s Justice Forum (BWJF) in BTC (Bodoland Territorial Council Region) of Assam. BTC is one of the most conflict-affected regions in Assam. Several conflicts have occurred within the region such as ethnic conflicts, fratricidal conflicts, the movement for autonomy and others.     Interfering Influence of Native German Dialects on the Language of Non-native Dialect Environment: Russian Speech of the German Bilinguals

    The problem of interference is one of the most complex issues related to language interaction, so it is especially important to investigate its workings on the example of the language of Russian Germans in the Kirov region. The article realises the historical and linguocultural approaches to the study of the interrelationship between folk-colloquial speech and the traditional culture of Russian Germans, residing on the territory of the Kirov region. The authors present the results of an in-depth analysis of interference features in the Russian speech of German bilinguals under the influence of the German language and its dialects, namely, the phonetic, lexical and grammatical features that occur under the influence of interference with the German language. The Russian speech of German bilinguals is heterogeneous and varies from "virtually without an accent" to "unnatural" for Russian monolingual hearing. The interaction of the Russian and German languages in the speech of German bilinguals resulted in the increased invasion of the norms of one language system into the framework of another language. This leads to the so-called levelling of the interacting languages. In other words, we see the emergence of a third–intermediate system that does not coincide either with the German or Russian languages and performs in the bilingual consciousness an adaptive function to the environment language. This study contributes to German dialectology, enriching both the theory and typology of island dialects, which retain archaic features and the theory and practice of scientifically grounded language policy and language preservation

    Christmas and Christmastide in the Interpretation of Russian Writers of the XVIII-XX Centuries

    New Year and Christmas are widely represented in the world literature. This is both a special genre – a touching Christmas story, which is created according to certain canons, and traditional "scary stories", the action of which is timed to the "magic" period of Christmas, and a description of the merry winter holidays in Soviet children’s literature, where the New year replaced the rejected Christmas. But not only the storytellers and romantics have left a description of the holidays they loved since childhood on the pages of their literary works. Poets, satirists, and realists had a hand here — quite a wide range of authors who described both the New Year holiday itself and everything that happens on Christmas. The ceremonies that took place during these holidays have a deep meaning. Therefore, the main purpose of the work is a comparative analysis of the descriptions of the Nativity and the Nativity in the works of Russian writers of the XVIII-XX centuries. The author analyses the works of Gogol, Tolstoy, Bulgakov, Starygin, Zaitsev. It has been established that Russian literature actively turned to Christmas and Christmas holidays in the nineteenth century. For example, A.S. Pushkin in "Eugene Onegin" contrasted Christmas with Christmas. It has been established that Christian motifs dominate heathenism in Gogol’s Christmas tale. In the novel “War and Peace” by L.N. Tolstoy was able to subtly determine the originality of the Christmas mood in the popular understanding. It has been determined that in classical works of Russian literature, Christmas time appears more often than Christmas: the pagan tradition is “one\u27s own”, original, unlike Christian. The atmosphere is transmitted by writers more attractively than the Christmas one

    Historical Aspects of Project Technologies Development and Opportunities for their Use in Scenic Arts

    The author considers historical trends in the development of project technologies in the arts. Various project and artistic solutions are analysed with the focus on various historical periods and styles, from the Ancient East to the Modern Age. An emphasis is placed on the era itself, which required a new approach to the organisation of theatrical enterprises and the performance production principles. The article also reveals the specifics of projects as a type of the human creative activity and defines the role of the project method as a system of unique and clearly defined actions aimed at obtaining specific results in a multifunctional environment within a specified period and within the allocated resources. The author shows that they are characterised by a deep mutual integration of the artistic and creative principle and the development of information technologies. The article contains various examples of the implementation of projects from the beginning of civilisation up to the twentieth century when art management appears as a form of arrangement of the theatrical business, and a combined company becomes possible. The author emphasises the role of the Russian Seasons by S. P. Diaghilev in creating conditions for the development of unique professional and artistic experience in Russia and other countries. Development of special knowledge and dialectics of research of project strategies in the twentieth century imply increasing importance of knowledge derived from the historical past, which can improve the competitiveness of performances, as well as of other creative works in the contemporary art market

    Engaging with the Law: Decriminalisation of Homosexuality and the Johar Judgement, 2018

    On September 6, 2018, the Supreme Court of India passed a historic judgment that decriminalised consensual same-sex acts among adults. The judgment which ‘read down’ S377 IPC was the culmination of demands that started from organisations that worked around HIV/AIDS prevention and eventually encouraged individual LGBTQ persons to challenge the law. Engagement with the law, therefore, this paper argues has been central to the emergence of the LGBTQ movement in India. Without undermining the significance of the grass root activism against S377, the paper also places stress on international human rights instruments and LGBTQ struggles against decriminalisation from different countries as factors that enabled the Johar Judgment. Finally, the paper raises the question on larger ramifications that the judgment can have and the necessity to look beyond decriminalisation

    Spread Effects vs. Localised Growth: The Case of Census Towns in Murshidabad District

    The phenomenal increase of census towns as a new trend in India’s urbanisation has questioned the model of urban development based on big and metropolitan cities. In 2011, the Census of India noted that West Bengal state experienced the highest growth of new Census towns. These newly developed Census towns have emerged not only in the districts away from the Kolkata metropolitan area but also in areas far away from the bigger towns of different districts. In the case of Murshidabad district, the Census towns have developed not near Berhampore, the biggest town and the district-headquarter, where agglomeration economies could play a role in their growth. Only eight out of 65 Census towns are located in the periphery of Berhampore, and the rest are located either near to other Statutory towns or are scattered in patterns. With the help of both primary and secondary data, this article tries to explore the nature of proximity of the Census towns with their nearest Statutory towns and also evaluates the role of distance from the existing towns regarding the availability of the basic services in the Census towns. The broader pattern of the growth of the Census towns and the influence of statutory towns on that growth pattern has been analysed with the help of Principal Component analysis and Quadrant analysis. Empirical research with a focus on different types of non-farm activities has been carried out to understand the process of growth of Census towns. The article finds that the economy of the Census towns is independent of the nearby Statutory towns, and their growth is dependent on the localised transformation of the rural economy from farm to non-farm especially to household industries such as bidi and silk
