    MANAJEMEN KEPALA SEKOLAH DALAM MENINGKATKAN KINERJA GURU BIMBINGAN KONSELING PADA SMP NEGERI 17 BANDA ACEH

    The objective of this research was to find out the principals planning in improving the performance of the guidance and counseling teachers at State Junior High School (SMP Negeri) 17 Banda Aceh by observing the personality of each teacher. The data were collected by doing direct observation and interview with the principal, the vice-principal, the school supervisors, and the guidance and counseling teachers of State Junior High School (SMP Negeri) 17 Banda Aceh. The sampling technique, the observation, and the interview in collecting the data was equipped with a list of questions that is able to find out the information related to the activity of supervising teachers done by the principal of State Junior High School (SMP Negeri) 17 Banda Aceh. The results indicated that the guidance and counseling teachers, the principal and the staffs were involved in compiling the planning of guidance and counseling program. This involvement gave positive impact on the effectiveness of the program. In addition, the guidance and counseling teachers have showed good performance and mature personality. However, the strategies in improving the performance of guidance and counseling teachers such as providing a special room for guidance and counseling activities and scheduling guidance and counseling subject for each class should be more considered.     MANAJEMEN PEMBELAJARAN DI SD 45 BANDA ACEH

    ABSTRACT: The purpose of this study to determine; (1) the learning plan in SD Negeri 45 Banda Aceh; (2) organizing learning in primary schools 45 Banda Aceh; (3) the implementation of learning in primary schools 45 Banda Aceh, and; (4) assessment of learning in primary schools 45 Banda Aceh. This study used a qualitative approach with descriptive methods. The subjects were 45 teachers in primary schools in Banda Aceh. The technique of collecting data through interviews, observation, and documentation. The results showed that; (1) planning of learning made by teachers SD Negeri 45 Banda Aceh is not yet planned. Most of the preparation of lesson plans that exist on teacher made jointly by team group. Only a small proportion of teachers are able to organize and make their own RPP; (2) organizing learning undertaken by teachers SD Negeri 45 Banda Aceh have done well, by organizing optimal learning process, manage changes and school development towards effective learning organization, create a culture and climate of the school is innovative and conducive to the learning process in the school; (3) the implementation of the study conducted by teachers SD Negeri 45 Banda Aceh general nature only. This, due to the limited funds at the school. If planned and implemented in earnest, teachers predict barriers to supporting factors, namely money, time, and means; and (4) learning assessment conducted by teachers SD Negeri 45 Banda Aceh can be categorized as good, the assessment of teachers do objectively the results obtained by the students. Assessment conducted to see the progress of learners in terms of mastery of teaching materials that have been studied.KEYWORDS: management, learning, and school ABSTRAK: Tujuan penelitian ini untuk mengetahui; (1) perencanaan pembelajaran di SD Negeri 45 Banda Aceh; (2) pengorganisasian pembelajaran di SD Negeri 45 Banda Aceh; (3) pelaksanaan pembelajaran di SD Negeri 45 Banda Aceh, dan (4) penilaian pembelajaran di SD Negeri 45 Banda Aceh. penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Subjek penelitian ini adalah guru di SD Negeri 45 Banda Aceh. Teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa; (1) perencanaan pembelajaran yang dibuat oleh guru SD Negeri 45 Banda Aceh belum direncanakan dengan baik. Sebagian besar penyusunan RPP yang ada pada guru dibuat secara bersama-sama oleh tim gugus. Hanya sebagian kecil guru yang mampu menyusun dan membuat sendiri RPP; (2) pengorganisasian pembelajaran yang dilakukan oleh guru SD Negeri 45 Banda Aceh telah dilakukan dengan baik, dengan menyelenggarakan proses pembelajaran yang optimal, mengelola perubahan dan pengembangan sekolah menuju organisasi pembelajaran yang efektif, menciptakan budaya dan iklim sekolah yang kondusif dan inovatif bagi proses pembelajaran di sekolah; (3) pelaksanaan pembelajaran yang dilaksanakan oleh guru SD Negeri 45 Banda Aceh hanya bersifat umum. Hal ini, disebabkan oleh keterbatasan dana di sekolah. Apabila direncanakan dan dilaksanakan dengan sungguh-sungguh, guru memprediksikan adanya hambatan pada faktor pendukungnya, yaitu dana, waktu, dan sarana; dan (4) penilaian pembelajaran yang dilaksanakan oleh guru SD Negeri 45 Banda Aceh dapat dikategorikan baik, penilaian yang dilakukan guru dilakukan secara objektif terhadap hasil yang diperoleh oleh siswa. Penilaian yang dilakukan untuk melihat kemajuan belajar peserta didik dalam hal penguasaan materi pengajaran yang telah dipelajari.KATA KUNCI: manajemen, pembelajaran, dan sekola

    PELAKSANAAN SUPERVISI AKADEMIK OLEH PENGAWAS DALAM MENINGKATKAN KINERJA GURU IPS PADA SMP NEGERI KABUPATEN GAYO LUES

    ABSTRACT: Academic supervision is an assistance provided to teachers to improve the ability, learning process and their performance. The purpose of this study was to find out academic supervision program, academic supervision implementation, academic supervision techniques and follow up activities of academic supervision implementation at State Junior High Schools of Gayo Lues Regency. This study used qualitative approach and descriptive method. Data were collected through interviews, observation and documentation study. Subjects in this study were school supervisors, principals and teachers. The results showed that (1) The program of supervision that has not been done organized by supervisors in school scheduled like planning, scheduled of activities and programming; (2) The but implementation of academic supervision has been implemented, although has not been scheduled but implementation, assessment, and development remain to be implemented by the supervisor in school; (3) The techniques of academic supervision carried out were: classroom visits, classroom observations, individual counseling and group counseling; and (4) Follow-up activities were carried out by joining teachers who had same problem together, getting coaching from supervisors and fostering kinship attachment among them, in addition, supervisors can determine the development of teachers as well as the success of teaching. From those it will be seen that teachers can improve their performance and for teachers who did not meet the standards should undertake clinical supervision coaching or ongoing guidance for those who have not been optimal in teaching.Keywords: academic supervision, schools supervisor and teacher performanceABSTRAK: Supervisi akademik merupakan bantuan yang diberikan kepada guru untuk meningkatkan kualitas pembelajaran. Tujuan penelitian ini untuk mengetahui bagaimana program supervisi akademik, pelaksanaan supervisi akademik, teknik-teknik supervisi akademik dan tindak lanjut pelaksanaan supervisi akademik pada SMP Negeri Kabupaten Gayo Lues. Penelitian ini merupakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan studi dokumentasi. Subjek dalam penelitian ini adalah pengawas sekolah, kepala sekolah, dan guru. Hasil penelitian menunjukkan bahwa (1) Program supervisi akademik oleh pengawas di sekolah belum tersusun baik perencanaan, jadwal kegiatan, dan pelaksanaan program; (2) Pelaksanaan supervisi sudah terlaksana, meskipun belum terjadwal pelaksanaan, penilaian dan pembinaan tetap dilaksanakan oleh pengawas; (3) Teknik-teknik supervisi akademik dilakukan dengan kunjungan kelas, observasi kelas, bimbingan individual, dan bimbingan kelompok; dan (4) Tindak lanjut supervisi akademik dilakukan dengan mengikutsertakan guru yang permasalahan sama, mendapatkan pembinaan dari pengawas, sehingga guru dapat meningkatkan kinerja, bagi guru yang belum memenuhi standar harus dilakukan pembinaan, supervisi klinis atau bimbingan berkelanjutan bagi guru yang belum maksimal dalam mengajar.Kata kunci: supervisi akademik, pengawas sekolah, dan kinerja gur

    PENGARUH KEPEMIMPINAN KEPALA SEKOLAH DAN MOTIVASI KERJA TERHADAP KINERJA GURU

    Abstract: Generally, teacher performance becomes the main objective in improving the quality of education. Therefore, the improvement of the teacher performance requires serious attention from various parties and needs efforts to increase the factors relating to the teacher performance, such as principal leadership and work motivation. This study aimed at determining effects on school leadership and motivation on the performance of teachers at SMAN 7 of Banda Aceh. This study used a quantitative approach with the associative method. The data analysis technique used to test the hypothesis was simple linear regression analysis and multiple, t-test and F-test. The results showed that: 1) there was a significant correlation between the leadership of the principal on teacher performance that was equal to 35.8%. This meant that both variables affected each other, the more conducive school leadership is, the better the level of teacher performance is; 2) there was a significant correlation of work motivations on the performance of teachers of 99.3%. Where the work motivation of teachers would affect the activities of teachers in the school to achieve maximum performance of teachers. High motivation will also encourage teachers to develop creativity and actualize all of the capabilities as well as its energy in order to achieve maximum achievement; and 3) there was a significant correlation between the principal leadership and motivation to work together on teacher performance about 96.8%. Both variables, the principal leadership and motivation, were accordance with the teacher performance variable, meaning the better the principal leadership and motivation are, the higher the performance of the teacher is.Keywords: leadership, principal, work motivation, and teacher performanceAbstrak: Kinerja guru menjadi sasaran utama dalam peningkatan mutu pendidikan secara umum. Oleh karena itu, peningkatan kinerja guru perlu mendapat perhatian yang serius dari berbagai pihak, dan upaya peningkatan faktor-faktor yang berkaitan dengan kinerja guru seperti kepemimpinan kepala sekolah dan motivasi kerja. Penelitian ini bertujuan untuk mengetahui pengaruh antara kepemimpinan kepala sekolah dan motivasi kerja terhadap kinerja guru di SMA Negeri 7 Banda Aceh. Penelitian ini menggunakan pendekatan kuantitatif dengan metode asosiatif. Teknik analisis data yang digunakan untuk menguji hipotesis adalah analisis regresi linear sederhana dan berganda, uji t dan uji F. Hasil penelitian menunjukkan bahwa: 1) Terdapat pengaruh yang signifikan antara kepemimpinan kepala sekolah terhadap kinerja guru sebesar 35,8%. Artinya kedua variabel dapat berjalan seiring, semakin kondusif kepemimpinan kepala sekolah maka akan semakin baik tingkat kinerja guru; 2) Terdapat pengaruh yang signifikan antara motivasi kerja terhadap kinerja guru yaitu sebesar 99,3%. Artinya motivasi kerja pada guru akan mempengaruhi aktivitas guru di sekolah untuk pencapaian kinerja guru yang maksimal. Motivasi yang tinggi juga akan mendorong guru mengembangkan kreativitas dan mengaktualisasikan semua kemampuan serta energi yang dimilikinya demi mencapai prestasi yang maksimal; dan 3) Terdapat pengaruh yang signifikan antara kepemimpinan kepala sekolah dan motivasi kerja terhadap kinerja guru sebesar 96,8%. Kedua variabel yaitu kepemimpinan kepala sekolah dan motivasi kerja berjalan seiring dengan variabel kinerja guru, artinya semakin baik kepemimpinan kepala sekolah dan motivasi kerja, maka semakin tinggi pula kinerja guru tersebut.Kata kunci: kepemimpinan, kepala sekolah, motivasi kerja dan kinerja gur

    ABSTRACT: Managerial Competence is the skill of principals to improve the performance of teachers in implementing the learning process at schools. The purpose this study was to investigate the program, implementation, and monitoring of teacher performance improvement. This study used a qualitative approach with descriptive methods, and the techniques of data collection done were observation, interviews, and documentation. The subject of this study was the principal, vice-principal, and teachers of Integrated Islamic Junior High School of Al-Fityan. The results showed that 1) The programs made by the principal in improving the performance of teachers at Integrated Islamic Junior High School of Al-Fityan were teacher training, educational seminars, teacher workshop, Teacher Professional development Networks (MGMPs), Teacher Working Group (KKG), awards to teachers who excel and also adds incentive for teachers as well as to provide an opportunity for teachers to use IT tools in learning; 2) the implementation of the program to improve the performance of teachers at Integrated Islamic Junior High School of Al-Fityan was by engaging teachers through teacher training programs, educational seminars, workshop teacher, MGMPs, KKGs, giving awards to teachers who excel and also adding incentives teacher as well as providing an opportunity for teachers to use IT tools in learning; 3) Monitoring done principal in improving teacher performance at Integrated Islamic Junior High School of Al-Fityan was carried out continuously and sustainably through two-way communication with teachers, as well as classroom visits with notice and without notice, individual communication, and by inviting inspectors to the school to evaluate the performance improvement program and receiving input and direction.KEYWORDS: managerial competence, principal, and teacher performanceABSTRAK: Kompetensi Manajerial merupakan keterampilan kepala sekolah untuk meningkatkan kinerja guru dalam melaksanakan kegiatan belajar mengajar di sekolah. Penelitian ini bertujuan untuk mengetahui program peningkatan kinerja guru, pelaksanaan program peningkatan kinerja guru, dan Pengawasan program peningkatan kinerja guru. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif, sedangkan teknik pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentasi. Adapun subjek penelitian ini adalah kepala sekolah, wakil kepala sekolah, dan guru SMP Islam Terpadu Al-Fityan. Hasil penelitian menunjukkan bahwa 1) Program kepala sekolah dalam meningkatkan kinerja guru di SMP Islam Terpadu Al-Fityan adalah dengan program pelatihan guru, seminar pendidikan, workshop guru, MGMP, KKG, memberi penghargaan kepada guru yang berprestasi dan juga menambah insentif guru serta memberi kesempatan kepada guru untuk menggunakan perangkat IT dalam pembelajaran, 2) Pelaksanaan program peningkatan kinerja guru di SMP Islam Terpadu adalah dengan mengikutsertakan guru melalui program pelatihan guru, seminar pendidikan, workshop guru, MGMP, KKG, memberi penghargaan kepada guru yang berprestasi dan juga menambah insentif guru serta memberi kesempatan kepada guru untuk menggunakan perangkat IT dalam pembelajaran, 3) Pengawasan kepala sekolah dalam meningkatkan kinerja guru SMP-IT Al-Fityan dilakukan secara terus-menerus dan berkesinambungan melalui komunikasi dua arah dengan guru, serta kunjungan kelas dengan pemberitahuan dan juga tanpa pemberitahuan, komunikasi secara individu, dan mengundang pengawas ke sekolah untuk mengevaluasi program peningkatan kinerja guru sekolah serta menerima masukan dan arahanKATA KUNCI: kompetensi manajerial, kepala sekolah dan kinerja gur

    ABSTRACT: Supervisory principals improve the professionalism of teachers can improve teacher competence. The aim of this study was to obtain data about the program, the implementation of the oversight conducted by the principal, and obstacles in carrying out supervisory teaching to improve teacher performance. This study used a qualitative approach, descriptive methods, data collection techniques of observation, interviews and documentation study, subjects qualitative research Principals and teachers MAN Beureuneuen Pidie and data processing through qualitative analysis, Penelitian gives conclusions: (1) The head of the school has put together a program supervisory specifically based on the results of the analysis of the needs and problems experienced teachers; (2) the implementation of supervisory teaching effectively implemented in accordance with a program that had been developed together with the techniques of individual and group techniques; (3) supervisory evaluation of principals in improving the professionalism of teachers in Madrasah Aliyah Negeri Beureunuen done with coaching, individually or in groups regularly and continuously, so as to produce professional teachers in accordance with their respective field; and (4) the barriers experienced by principals in implementing the internal oversight is the attitude of teachers in accepting guidance, and external constraints are the number of inspectors is limited and they are forced to build different teachers their field of study. Based on these results suggested that the government commissioned a study or field supervisor personnel provide specialized training to them.Keywords: supervisory, teaching, and teacher performanceABSTRAK: Kepengawasan kepala sekolah meningkatkan profesionalisme tenaga pendidik dapat meningkatkan kompetensi guru. Penelitian ini bertujuan untuk mendapatkan data tentang program, pelaksanaan kepengawasan yang dilaksanakan oleh kepala sekolah, dan hambatan-hambatan dalam melaksanakan kepengawasan pengajaran untuk meningkatkan kinerja guru. Penelitian ini menggunakan pendekatan kualitatif, metode deskriptif, teknik pengumpulan data observasi, wawancara dan studi dokumentasi, subjek penelitian kualitatif Kepala Sekolah dan guru MAN Beureuneuen Kabupaten Pidie, dan pengolahan data melalui analisis kualitatif, Penelitian ini memberikan kesimpulan: (1) kepala Sekolah telah menyusun program kepengawasan secara khusus berdasarkan hasil analisis kebutuhan dan masalah yang dialami guru; (2) pelaksanaan kepengawasan pengajaran dilaksanakan secara efektif sesuai dengan program yang telah disusun bersama dengan teknik perorangan dan teknik kelompok; (3) evaluasi kepengawasan kepala sekolah dalam meningkatkan profesionalisme tenaga pendidik di Madrasah Aliyah Negeri Beureunuen dilakukan dengan pembinaan secara individual maupun berkelompok secara rutin dan berkesinambungan, sehingga menghasilkan guru-guru yang profesional sesuai dengan bidangnya masing-masing; dan (4) hambatan-hambatan yang dialami kepala sekolah dalam melaksanakan kepengawasan yang bersifat internal adalah sikap guru dalam menerima pembinaan, dan hambatan eksternal adalah jumlah pengawas terbatas dan mereka terpaksa membina guru yang berbeda bidang studinya. Berdasarkan hasil ini disarankan agar pemerintah menugaskan tenaga supervisor bidang studi atau memberi pelatihan khusus kepada mereka.Kata kunci: kepengawasan, pengajaran, dan kinerja gur

    MANAJEMEN PERPUSTAKAAN PADA AKADEMI KEPERAWATAN PEMERINTAH KABUPATEN ACEH SELATAN

    Abstract: The purpose of this study was to know about management in the planning of library collection procurement, collection classification, services, and the evaluation of the collection procurement program. The method used in this study was a descriptive qualitative method. The techniques of data collecting used in this study were observation, interviews and documentation. The number of respondents was 10 people. The results showed that: (1) The planning of collection procurement was done by deliberation; the activities done were objectives formulation, the determination of techniques used in the procurement; (2) The collection procurement was done by purchasing collection and proposing from the government in cooperation with publishers, and provincial libraries; (3) The collection classification was done by selecting books in accordance with majors/course, registering bibliographic on the registration books, and arranging the books in accordance with the field; (4) Services of borrowing book were open and closed system; (5) Directors together with managers evaluated the program at the end.Keywords: Management, Libraries, and College Of Nursing Abstrak: Tujuan penelitian ini untuk mengetahui tentang manajemen dalam perencanaan pengadaan koleksi perpustakaan, pengklasifikasian koleksi, pelayanan pada pengunjung, dan evaluasi terhadap program pengadaan koleksi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif bersifat deskriptif. Teknik pengumpulan data melalui observasi, wawancara dan studi dokumentasi. Jumlah responden 10 orang. Hasil penelitian menunjukan bahwa: (1) Perencanaan pengadaan koleksi dilakukan dengan cara bermusyawarah, kegiatannya meliputi merumuskan tujuan, menetapkan teknik yang dipakai dalam pengadaan; (2) Pengadaan koleksi dilakukan dengan cara pembelian, bantuan dari pemerintah, kerjasama dengan penerbit, dan pustaka wilayah; (3) Pengklasifikasian koleksi berupa pemilihan buku sesuai dengan bidang ilmu, bibliografi dicatat pada buku induk, dan buku disusun sesuai dengan bidangnya; (4) Pelayanan peminjaman yang diterapkan adalah sistem terbuka dan tertutup; (5) Direktur dan pengelola melakukan evaluasi secara bersama pada saat akhir program.Kata kunci: Manajemen, Perpustakaan, dan Akademi Keperawata

    EFEKTIVITAS PEMBIAYAAN BANTUAN OPERASIONAL SEKOLAH PADA MADRASAH TSANAWIYAH SWASTA SIRAJUL HUDA DI KABUPATEN PIDIE JAYA

    ABSTRACT: Financing is one of the factors that influence the improvement of the quality of education.The purpose of this study is tofigure out the effectiveness of the of School Operational Assistance financing in 1) the relevance of BOS financing;2) Continuity of BOS financing;3) Monitoring of BOS financing;4) support and resistance of BOS financing at Sirajul Huda private Islamic Junior High School of Pidie Jaya.This study used the descriptive method with a qualitative approach.Data collection were done through observation, interviews and documentation study.The subjects of the study were headmaster, committees, teachers and treasurer.The results showed that: 1)the BOS funding had already relevant to BOS technical instructions.It can be seen from the RKAM and RKM drafting;2) the continuity of BOS Financing at Sirajul Huda Private Islamic Junior High School of Pidie Jaya has not been maximal.It can be seen from the distribution time of BOS funds that are not in accordance to rules and regulations;3) The BOS funding Monitoring was already done well.It can be seen from supervision by the District Monitoring Team that has been worked optimally, and 4) the BOS financing supporting at Sirajul Huda private junior high school has not been optimal.It can be seen from the less available of human resources.However, the inhibiting factorsof the BOS financing at Sirajul Huda islamic private junior high school is still there.It can be seen from the lack of financing and have no other funding sources.KEYWORDS:effectiveness, financing, and school operational assistanceABSTRAK: Pembiayaan merupakan salah satu faktor yang mempengaruhi peningkatan mutu pendidikan. Tujuan penelitian ini adalah untuk mendapatkan gambaran tentang efektivitas pembiayaan BOS dalam: 1) Relevansi pembiayaan BOS; 2) Kontinuitas pembiayaan BOS; 3) Pengawasan pembiayaan BOS; 4) Dukungan dan hambatan pembiayaan BOS pada MTsS Sirajul Huda di Kabupaten Pidie Jaya. Penelitian ini menggunakan metode deskriptif dengan pendekatan Kualitatif. Teknik pengumpulan data melalui; observasi, wawancara dan studi dokumentasi. Subjek penelitian adalah kepala madrasah, komite, guru dan bendahara. Hasil penelitian menunjukkan bahwa: 1) Pembiayaan BOS sudah relevan dengan petunjuk teknis BOS. Hal ini dapat dilihat dari tersusunnya RKAM dan RKM; 2) Kontinuitas Pembiayaan BOS yang ada selama ini belum maksimal. Hal ini dapat dilihat dari waktu penyaluran dana BOS tidak sesuai ketentuan; 3) Pengawasan pembiayaan BOS sudah berjalan dengan baik. Hal ini dapat dilihat dari pengawasan oleh Tim Pengawas Kabupaten yang berjalan dengan baik; dan 4) Pendukung pembiayaan BOS belum berjalan dengan maksimal. Hal ini dapat dilihat dari SDM yang masih kurang. Sedangkan faktor menghambat pembiayaan BOS masih ada. Hal ini dapat dilihat dari pembiayaan yang masih kurang, tidak memiliki sumber dana lainnya.KATA KUNCI: efektivitas, pembiayaan dan bantuan operasional sekola

    Abstract: Leadership as a process to persuade people to be willing to do something voluntarily.This study aimed at describing the leadership program, leadership strategies, supporting factors and obstacles leadership of the head of Technology, Communication, and Education Agencys Technical Implementing Unit (UPTD Tekkomdik) of Aceh Education Office in improving employees performance.The approach used in this study was a descriptive qualitative method.Data collection techniques used were interviews, observation, and documentation.The research subjects were head of UPTD Tekkomdik, Head of sub-Section, Head of Section, and employees of UPTD Tekkomdik.The results showed that: 1) Program to improve employees performance, including an increase in employees discipline, could encourage the employees to work with full responsibility and in accordance with the standard operational procedure (SOP) adopted;2) The strategies used in improving the quality of service of the employees were situational leadership, for the employees who committed the work as usual, but they worked obediently in carrying out their duties, and a consultative and participatory leadership style.For the efforts to increase the commitment, the head often discussed with the employees to find a way approved by the employees;and 3) supporting factors in improving employee performance was conducive work, unambiguous the duties and functions of each employee, as well as a conducive relationship between subordinates and superiors.The obstacles that were still encountered were limitedthe ability of the head to conduct intensive monitoring of employees performance, there was still a small portion of employees who lack discipline in implementing their work and function, and a lack of work equipment causing hampered employee in performing the tasks that had been assigned by superiors.Keywords: leadership, capable of convincing, able to influence, motivation and employees performanceAbstrak: Kepemimpinan sebagai suatu proses untuk membujuk orang agar bersedia melakukan sesuatu secara sukarela. Penelitian ini bertujuan untuk mendeskripsikan tentang program kepemimpinan, strategi kepemimpinan, faktor pendukung dan penghambat kepemimpinan Kepala UPTD Balai Tekkomdik Dinas Pendidikan Aceh dalam meningkatkan kinerja pegawai. Pendekatan yang digunakan dalam penelitian ini deskriptif dengan metode kualitatif. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan studi dokumentasi. Subjek penelitian Kepala UPTD, Kepala Sub Bagian, Kepala Seksi, dan Pegawai UPTD Balai Tekkomdik Aceh. Hasil penelitian menunjukkan bahwa 1) Program dalam meningkatkan kinerja pegawai, di antaranya penerapan SOP, memberikan keteladanan, memberikan kesempatan untuk berdiskusi, peningkatan kedisiplinan pegawai, pegawai dapat bekerja dengan penuh tanggung jawab dan sesuai dengan SOP yang ditetapkan; 2) Strategi yang diterapkan dalam meningkatkan kinerja pegawai adalah dengan menerapkan kepemimpinan yang bersifat situasional bagi pegawai-pegawai yang komitmen kerjanya biasa, tetapi sikap mereka patuh dalam melaksanakan tugasnya, menerapkan gaya kepemimpinan konsultatif dan partisipatif. Sebagai upaya peningkatan komitmen kepala sering berdiskusi untuk mendapatkan cara yang disetujui oleh pegawai-pegawai; dan 3)Faktor pendukung dalam meningkatkan kinerja pegawai adalah terciptanya budaya kerja yang kondusif, jelasnya tugas pokok dan fungsi masing-masing pegawai, serta terbina hubungan kondusif antara bawahan dengan atasan. Hambatan yang masih ditemui bahwa keterbatasan kemampuan pimpinan untuk melakukan pengawasan secara intensif terhadap kinerja pegawai, masih ada sebagian kecil pegawai yang kurang disiplin dalam melaksanakan tupoksinya, masih kurangnya perlengkapan kerja, sehingga menyebabkan terkendalanya pegawai dalam melaksanakan tugas yang telah diserahkan oleh atasan.Kata kunci: kepemimpinan, mampu meyakinkan, mampu mempengaruhi, motivasi dan Kinerja Pegawa

    MANAJEMEN PENGAWAS PADA KANTOR KEMENTERIAN AGAMA KABUPATEN SIMEULUE

    Abstract: School supervisor is a person who monitors the quality of education provided by schools. This study aims to examine: (1) supervisors planning mechanisms, (2) supervisors assignment, placement, and career development procedures, (3) supervisors monitoring and performance assessment mechanisms, (4) supporting and challenging factors of teachers at the Ministry of Religious Affairs of Simeulue Regency. This study employs descriptive method and qualitative approach. Research data is collected using interviews, observation techniques, and documentation study. Research subjects consist of Head of Ministry of Religious Affairs, Head of Sub Division of Administration, Vice Head for Academic Affairs, Head of Islamic Religious Education, and Supervisor Coordinator of Education Department, Supervisors, and Supervisors candidates. Data is analyzed using reduction, displaying, concluding, and data verification techniques. The results show that (1) mechanisms used in supervision planning or recruitment process for supervisors has not met the selection criteria set out for organizational need, in fact, the recruitment process tends to be subjective, thus discriminative. (2) Supervisors supervisors assignment, placement and career development procedures are bureaucratic, subjective, and disorganized. (3) Mechanisms used in monitoring and performance assessment of supervisors are not in line with Standard Operational Procedure, and (4) Supporting factors only limited to positional allowance and certification allowance. Meanwhile, a number of hurdles face by supervisors including lack of attention from the Ministry of Religious Affairs towards the position, welfare, and complaints. In short, it can be concluded that supervisor management at the Ministry of Religious Affairs Office has not been implemented in accordance with existing regulations.Keywords: management, personel, islamic school supervisorAbstrak: Pengawas merupakan personil yang dapat mempengaruhi mutu pendidikan secara berkelanjutan. Penelitian ini bertujuan untuk mengetahui tentang: (1) mekanisme perencanaan pengawas, (2) prosedur pengangkatan, penempatan, dan pengembangan karir pengawas, (3) mekanisme pengawasan dan penilaian kinerja pengawas, dan (4) faktor-faktor pendukung dan penghambat pengawasan guru pada Kantor Kementerian Agama Kabupaten Simeulue. Penelitian ini menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data melalui: observasi, wawancara, dan studi dokumentasi. Subjek penelitian ini adalah: Kepala Kantor Kementerian Agama Kabupaten Simeulue, Kepala Sub Bagian Tata Usaha, Kepala Seksi Pendidikan Madrasah, Kepala Seksi Pendidikan Agama dan Kependidikan Islam, Koordinator Pengawas Dinas Pendidikan, pengawas, dan calon pengawas. Data dianalisis dengan cara mereduksi, mendisplay, menarik kesimpulan, dan verifikasi data. Hasil penelitian menunjukkan: (1) mekanisme perencanaan pengawas belum melalui analisis kebutuhan jabatan sesuai formasi dan kriteria kebutuhan organisasi, rekrutmen dan seleksi bersifat tertutup, transaksional, dan diskriminatif, (2) prosedur pengangkatan, penempatan, dan pengembangan karir pengawas terkesan sangat birokratis, kurang bertanggungjawab, belum memenuhi azas kebutuhan organisasi, dan tidak terkoordinasi dengan baik, (3) mekanisme pengawasan dan penilaian kinerja pengawas belum dilaksanakan sesuai Standar Operasional Prosedur (SOP), dan (4) faktor pendukung hanya tunjangan jabatan dan tunjangan sertifikasi. Sedangkan, penghambat pengawasan guru adalah kurang pedulinya Kantor Kementerian Agama Kabupaten Simeulue terhadap latar belakang jabatan, kesejahteraan, dan keluhan para pengawas. Kesimpulan dari penelitian ini adalah manajemen pengawas pada Kantor Kementerian Agama Kabupaten Simeulue belum berjalan sebagaimana peraturan perundang-undangan yang berlaku saat ini.Kata Kunci: Manajemen, personil, dan pengawas madrasa
