IMPLEMENTASI PERJANJIAN INTERNASIONAL TENTANG PERUBAHAN IKLIM DI INDONESIA DALAM OTONOMI DAERAH DAN PEMBANGUNAN BERKELANJUTAN
Global warming and climate change in the world cause the degradation of environmental quality. This problem is a modern and complicated and source by development activity and policy of the state related environmental protection and management. International corporation through the international convention is one of effort can be done to solve that problem and implemented by the United Nations Framework Convention on Climate Change. Indonesia legal system regulate the ratification of the international convention, this process face a lot of difficulties for imply especially ini environmental matter. Regional autonomy give opportunity and also challenge for implementation of international convention in unity state for guarantee the sustainable development for present and next generation.Descriptive Analytical methodology is used for this research in order to gain a comprehensive idea about climate change and environmental law. The law and regulation approach used is legal normative, systematic conducted toward the related constitution. Technique of data collection was done through literature study and field research to collect primary and secondary data.International convention related to climate change ini Indonesia can not be apply effectively in local/ regional, because of there is no regulation related to ratification thought international convention related to environmental matter in law and regulation shape for local government refer to comply the local policy related to it. In order to sustainable development implementation, law related to environmental protection and management must be the umbrella provision for every activities in Indonesia including compliance and enforcement environmental law related to climate change for protection environmental function for present and next generations
KARAKTERISTIK BUDAYA ORGANISASI PADA PT. TAMBANG BATUBARA BUKIT ASAM (PERSERO) TBK MUARA ENIM SUMATERA SELATAN
The focus in this research is on the characteristics of organizational culture that is characteristic of organizational culture embodied in the PTBA after these BUMN to reform its organization culture.This study aims to describe the characteristics of organizational culture; traced through seven basic characteristics of the organizational culture: Innovation and risk taking, attention to detail, outcome orientation, people orientation, team orientation, stability and aggressiveness based on the basic values of the organizational culture of work attitudes and culture that exist in PT. Bukit Asam Coal Mine (Persero) Tbk.Research using qualitative methods, the techniques of collecting data through observation, analysis of documentation and in-depth interviews. Validity of data is done by triangulation techniques through check, re-check and confirm the observations, analysis documentation and in-depth interviews.Based on analysis it was depicted that there are 5 strength characteristic primer of PTBA organization culture ie: (1) attention to detail, (2) outcome orientation, (3) team orientation, (4) aggressiveness and (5)stability. While two others characteristic primer (1) innovation and risk-tacking and (2) orientation to the people still weak. Thus PTBA corporate culture could not be chategorized as strength culture, due to only 5 from 7 characteristic was categorized strength characteristic. External environment factor caused these two other characteristic primer not integrated yet. According to Robbins (2001), strength organization culturecovered strength of the seventh characteristic primer, as comprehensive the strength of the culture has seen togather and integrated.Based on the conclusions of this research it is proposed a new concept: an innovative attitude and orientation of the people is a fundamental characteristic of the culture of the organization.
KOMUNIKASI POLITIK PEREMPUAN: Studi Dramaturgis Komunikasi Politik Perempuan Di DPRD Jawa Barat
The purpose of this research was to learn more regards: (1) the preparation of women politicians before excecuting their duties as parlimentiary members in order to implement the legislation, controlling and budgeting functions; (2) The performance of women politicians involving their duties to execute the legislation, controlling and budgeting functions; and (3) The perception of men politicians on women politicians in their execution of legislation, controlling and budgeting functions. Methods used in this research was qualitative (subjective’s perspective) with simbolic paradigm and dramaturgy as its variance. The data collection methods used in this research were interview, observation and documentation.The result of this research indicates that (1) In the preparation of women politicians before excecuting their duties as parlimentiary, there wasa synergy pattern development among one stage with another stages. This development include motivation stage, deepening subject material stage and consultation stage; (2) The performance of women politicians whenexcecuting their duties: legislation, controoling and budgeting functions generally less than optimal comparedto men politicians. This conclusion was based on some constraints that women politicians have to face, such as economics, culture, background and experience life in politics, and (3) The perception of men politicians on women politicians in their execution of legislation, controlling and budgeting functions some are still gender bias. In the other words men politicians were still underestimate the competence and capacity of women politicians in their capacity as perlimeantary member. Nevertheles, men politicians generally stated that they agreed to positioning women politicians as their partner in carrying out the functions of legislation, controlling and budgeting in West Java Parliament. Therefore, according to the perception of men politicians, the efforts to increase the capacity, competence and quality of women politicians have to be improved either through political education with gender literacy through the support of a number of regulations that provide protection against the participation and political rights of women
PENGARUH IMPLEMENTASI KEBIJAKAN STANDAR PELAYANAN MINIMAL (SPM) BIDANG KESEHATAN TERHADAP EFEKTIVITAS PELAKSANAAN PROGRAM KESEHATAN DASAR PADA DINAS KESEHATAN KABUPATEN GARUT
The background of this study originated from yet effective implementation of primary health programs in Garut District Health Office. This is indicated by the low life expectancy (AHH). This condition is thought to have successful implementation of health policy particularly in health policy implementation of SPM. The purpose of this study is to reveal the influence of SPM in health policy implementation of the effectiveness of the implementation of primary health programs. This study used an explanatory research design using quantitative approaches and statistical analysis techniques using SEM. Technique of data collecting is done through study of documentation and field study through observation, questionnaires and interviews.The results showed that in health policy implementation of SPM significantly influence the effectiveness of basic health programs. Dimensional attitude of the implementers have the smallest value and less able to measure or reflect the implementation of the policy variables, can therefore be argued that the attitude of the implementers have not shown a good attitude. Therefore, the results of this study can be put forward a new concept that the attitude of the implementers that are less disciplined and less responsible in carrying out tasks can lead to failure of policy implementation
PERAN PEREMPUAN DALAM SISTEM PERKAWINAN MASYARAKAT ACEH
Marriage is not exclusively a business of the individuals who are going to get married; instead it also involves friends, families, and community as well. Marriage is sacred. That is why it involves many people in performing its procession, particularly for women who have essential roles in it; from the setting of marriage and marriage ceremonies up to its completeness. Whereas men only follow what women said or designed to facilitate a marriage procession. This research was aimed: (1) to obtain a description on the participation of community in the Acehnese marriage system, (2) to obtain a description on the motivation of community to participate in the Acehnese marriage system, 3) to obtain data on the forms of community participation in keeping marriage system in the Acehnese community.This research was conducted by using a descriptive-qualitative method focused on the case of marriage of Acehnese people in the district of Aceh Besar. Data collection was conducted by using in-depth interview, observation, and documentary study. The researcher also used FGD (Focus Group Discussion) to ensure the accuracy of the analysis. Marriage sistem in Aceh Besar community has become a social institution to be complied by all community members. Women have a dominant role in every step of marriage ceremony, and together with other people always share their participation in various kinds, such as power, thought, time, or even materials to support the party. The participation was motivated by habitual solidarity, sense of responsibility, care of life, togetherness encouraged by social economic, and job description. Aceh Besar community defend the marriage sistem by obeying customary rules and transformation of marriage ceremonies from old generation to young generation in order to always appreciate their culture as has been showed by Majelis Adat Aceh (MAA) that played an important role in maintaining the preservation of the Acehnese culture
POLA KOMUNIKASI KEPEMIMPINAN NYAI DI PONDOK PESANTREN MODERN PUTRI LAMPUNG
The research used the qualitative method through the case study of Nyai leadership in the Dinniyah Boarding School, Lampung. The results of the research show that: 1) The leadership strategy of Nyai consisted of : planning, cross- sector networking/cooperation, good relationship, socialization of boarding school, and visits to other boarding schools, 2) The function of Nyai communication involved giving information, getting relationship, conveying message, educating, changing attitude/behavior, persuading through Islamic preaching. 3) The leadership communication technique of Nyai consisted of : persuasive, dialogue, coercive, participative, and transcendental, 4) The communication pattern developed by Nyai was oral communication which tend to formal communication pattern and persistent to obidince or religion norms and The leadership communication model of Nyai in the boarding school was the discipline, autonomy, harmony, and relationship based leadership communication model as well as the conceptive and creative leadership of Nyai
MODEL HARMONISASI HUKUM PENATAAN RUANG KAWASAN PESISIR DALAM PEMBANGUNAN BERKELANJUTAN
This dissertation, discuss the issues : How the harmonization of the legal constraints in the process of establishment of regulations; and How the harmonization of the legal constraints in implementation regulations in spatial scope in the coastal areas and How the harmonization model in the spatial law in coastal areas to ensure the realization of sustainable development ?Through a descriptive approach: in terms of assessment though interdisciplinary and multidisciplinary, and management approach across sectors, across regions and across stakeholders (integrated), then analyzed it through normative juridical. The conclusions is : 1) The harmonization of legal constraints in the process of establishment regulation of spatial in the coastal areas is the Ministry of Justice and Human Rights just authorized to coordinate the process of harmonization 2) The harmonization of legal constraints in the implementation regulation of the coastal areas consist of the weakness of substance quality from Law of National Long term Development Plan and its derivatives, and also no sanction can be downed for everyone who against the plans. 3) The harmonization of legal model in environmental and spatial legal system based of theological, ecological and juridical element
BIAS GENDER DALAM KOMUNIKASI DI LINGKUNGAN PESANTREN
One of the discourse of modernization ideas that rejected in Pesantren Miftahul Huda is gender. At least there are four problems related to gender in communication in pesantren, namely: (a) the source of ideological discourse of gender bias, (b) agents of ideology of gender bias, (c) communication that is gender bias, (d) and gender inequality. To explain the issue a critical ethnographic approach was used through the theory of ideology (deep unconsciousness), the theory of communication performance (performance), and feminist theory. The research findings indicate the occurrence of gender bias in communication in The Pesantren of Miftahul Huda in various aspects
KINERJA KOMISI PEMILIHAN UMUM (KPU) KOTA PALU DALAM PEMILIHAN UMUM PRESIDEN DAN WAKIL PRESIDEN RI TAHUN 2009 DI KOTA PALU
This study aims to answer the research question: how the performance of Palu City Commission in the implementation of the General Election of President and Vice President in 2009. To answer that question with research conducted using qualitative research methods with the approach of phenomenology. This approach reflects the direct experience of man, as far as the experience was intensely associated with an object. Moreover this approach also seeks to understand how a person experiences and give meaning to an experience. As a qualitative approach, the main instrument of this study is the researchers themselves. The source data of this study, is the city of Palu KPU officials and their staffs, the voting public, and other stakeholders. Data collection techniques used, is in-depth interviews, library study, and study the document.This study concluded that the Commission's performance in implementing PPWP Palu in 2009 in Palu achievements have not been satisfactory, due not only because it is less based on performance aspects, namely: output, effieciency, productivity, service quality, effectiveness, cost-effectiveness, and customer satisfaction, but also because of the neglect of aspects of organizational commitment as a condition for the achievement of every aspect of performance.New concept are the findings of this study, the achievement of organizational commitment condition of every aspect of performance. This new concept complements the concept of performance in public administration, especially those conceived by Poister (2003)
KAWASAN MINAPOLITAN TERHADAP EFEKTIVITAS PRODUKSI PERIKANAN DI KABUPATEN GORONTALO UTARA PROVINSI GORONTALO
North Gorontalo Regency has a marine fisheries & aquaculture potential economic value. In response it, the government makes Minapolitan regional development policy. It is intended to enlarge the production of fisheries and aquaculture. However, the goal has not reached the target yet, because the implementation of policies have not been optimal. The purpose of this research is to measure and analyze the influence of regional development policy implementation Minapolitan toward the fisheries and aquaculture production. The method used in this research is explanatory survey by using the quantitative approach. The population is the policy implementer that consists of 221 persons. The technique of choosing sample uses estimation rule of thumb, so the total sample is 70 persons. Then statistical testing uses Structural Equation Modeling (SEM) model. The testing result shows that the implementation of regional development policy Minapolitan effects on the effectiveness of fishery production significantly, in which the dimension of the program implementers are able to reflect the variable implementation of development policy while the weak dimension is community leaders. The finding indicates that the implementation of the policy requires a dialogical approach, which is an approach that integrates both the interest of government and the public one
