    No full text

The political economy of evaluation : critical views on the field in Latin America and Brazil.

    No full text
The article problematizes the field of evaluation and deepens a discussion on the political economy of evaluation. Refuting a state-centric view, evaluating is an act linked to the set of actions that give meaning to the State and the public arena, permeated by different actors and agendas. By understanding evaluation as a diffuse field where different institutional actors and subjects act, interact, and make choices, the evaluative process is a process that highlights different visions, agendas, interests, and perceptions. Evaluation is a process that articulates this set of elements where technique or method is just one of the dimensions and reflects concepts that can be more or less hegemonic. By dialoguing with references that give centrality to inequalities, diversities, contexts, and the local wisdom of people, in territories – the target of policies, citizens, and citizens – the article stresses the complex field of evaluation in Latin America and Brazil

The Covid-19 pandemic impacted the world economies. Among the most affected sectors is the service sector, with the tourism segment standing out. Museums, parks, theatres, and tourist monuments had a great challenge with the period of social detachment. Digital transformation was the way adopted by companies to connect with their audiences and, consequently, contribute to the different segments of the value chain such as accommodation, transport and leisure and recreation. Thus, the managers of tourist attractions bet on entrepreneurial actions supported by digital transformation to change the business model in the face of the new pandemic scenario. The literature is still scarce to explore these actions adopted by museums worldwide. Thus, the research aims to identify the actions related to digital transformation adopted by museums in Ouro Preto during the pandemic period and compare them with the actions adopted by other museums around the world. Ouro Preto is a historical city of Brazil, conferred by Unesco. These museums are one of the main attractions of the city, whose economy is anchored in this segment of the service sector. This research comprises a Systematic Literature Review, using the PRISMA method. The literature served as a basis for the preparation of the protocol for collecting information from museums in Ouro Preto, guiding the comparative study of the actions practiced by them and compared with actions in the world. The study identifies the digital presence of museums on social platforms and verifies the reaction of these organisations to the pandemic. The information was collected in 12 museums. The protocol was answered through secondary data published on Facebook, Twitter, Instagram and digital platforms used by the museums. The results show differences between the strategies of Ouro Preto museums and other museums. It was observed that Ouro Preto museums adopted a more passive strategy when compared to the strategies adopted by other museums in the world. This result demonstrates the lack of an improvement agenda of adopting advanced technologies to increase the added value of museums

For a finite group G, we denote by d(G) and by E(G), respectively, the small Davenport constant and the Gao constant of G. Let Cn be the cyclic group of order n and let Gm,n,s = Cn s Cm be a metacyclic group. In [2, Conjecture 17], Bass conjectured that d(Gm,n,s) = m + n − 2 and E(Gm,n,s) = mn + m + n − 2 provided ordn(s) = m. In this paper, we show that the assumption ordn(s) = m is essential and cannot be removed. Moreover, if we suppose that Bass’ conjecture holds for Gm,n,s and the mn-product-one free sequences of maximal length are well behaved, then Bass conjecture also holds for G2m,2n,r, where r2 ≡ s (mod n)

Congenital toxoplasmosis can cause neurological and eye damage, behavioral alterations, or death in fetuses or babies born to Toxoplasma gondii-infected women. Several pieces of evidence suggest that socioeconomic, environmental, and inflammatory patterns linked to the maternal immune response partly drive the pathogenesis of this disease. However, immunoregulation induced by T. gondii infection during gestation is not completely understood. The aim of this study was to assess the association between T. gondii seropositivity and concen- trations of plasma markers (CCL2, CXCL16, IL-17, and IL-33) in Brazilian pregnant women. Inflammatory markers were measured by immunoassays in the plasma of 131 pregnant women (13 to 46 years old). The prevalence of T. gondii infections was 45.8% (n = 60) in this population. The concentrations of CCL2, CXCL16, and IL-33 were higher in T. gondii-seropositive than in seronegative pregnant women, while the opposite was observed for IL-17 levels. In IgG+ women, a strong correlation between IL-17 and IL-33 (r = 0.7508, p = 0.0001) and a moderate correlation between CXCL16/IL-17 (r = 0.7319, p = 0.0001) and CXCL16/CCL2 (r = 0.3519, p = 0.0098) was observed. In uninfected women, a strong correlation was found between IL-17 and CXCL16 (r = 0.6779, p = 0.0001) but moderate between IL-17 and IL-33 (r = 0.4820, p = 0.0001). In summary, our data suggest that plasma upregulation of CCL2, CXCL16, and IL-33 might exert a potential protective role in the mother/fetus/parasite axis and, in addition, multiparous women are more likely to be infected with T. gondii than primiparous women

This article aims to reflect on whether Law 13.465 / 2017, which discusses Brazilian urban land regularization, contemplates the constitutional right to housing. In order to carry out this reflection, the concept of land regularization and the definition of an informal urban nucleus are analyzed, as well as the main instruments of Reurb (Law 13,456 / 2017, which aims to promote urban land regularization in Brazil): concession of special use for housing purposes, legitimation of possession and land legitimation. Subsequently, after presenting the content of Law 13,465 / 2017, the normative aspects that involve the protection of the constitutional right to housing are considered, in order to consolidate the perspective adopted in the Law in question

The structural land problem in Ouro Preto/MG : the structural reform as an adequate way to fully address the problem as an alternative to the atomized management of adverse possession requests.

The research has as its main focus the study about the Structural Process as a possible solution to the land issue in Ouro Preto/MG, considering that, in 1980, the Land Registry Office of the county was hit by a fire that destroyed most of the documents related to real estate properties. The hypothesis is that the occurrence of this event gave rise, in the municipality, to a great proliferation of individual lawsuits seeking recognition of property rights through the adverse possession procedure. This is a phenomenon that, despite having started four decades ago, continues until today. The general objective of the research was to examine the current state of the land crisis in Ouro Preto/MG, seeking to understand its origins, unfoldings and the eventual possibility of an adequate treatment of the question through the use of techniques and procedures linked to the structural process. As a result, several irradiated effects resulting from the fire were found in that extra-judicial registry, among them, the increase in the number of adverse possession procedures in the County of Ouro Preto/MG, between 1980 and 2021. In conclusion, it was demonstrated the inadequacy of the individual and collective procedural models to deal with the problem and it was pointed out that the techniques pertinent to the structural process are adequate for solving the problem. The research method adopted was a case study concerning the land repercussions of the fire at the Ouro Preto/MG Land Registry Office, followed by quantitative research, undertaking an exploratory study of the current state of adverse possession lawsuits filed in the 1st and 2nd Civil Courts in Ouro Preto/MG. Finally, the theoretical research was associated with recent doctrines produced on the subject of structural collective process, in order to establish connections between the land problem and a possible framing of the case as a structural problem
