Creando capacidades: hacia la industria 5.0 en la formación de ingenieros industriales
The objective of this paper, based on the characterization of Industry 5.0 and its implicit Education 5.0, is to deal with experiences with industrial engineers in training, in the Cuban university context, associated with the competencies to be developed in the process of "active learning", in the transition towards an industry 5.0 in Cuba. This Education 5.0 implies two aspects of competences: those of high cognition of technologies or work processes and those of organizational management. They will be developed through Education 5.0 associated with the enabling technologies of that evolved Industry 4.0 or 5.0. Observation was used as a method, covering both documentary analysis and the participant made by teachers and students in "active learning". As results of the investigation, the characteristics of this Industry with its Education 5.0 and the peculiarities that are evident in the training of industrial engineers are expressed.El objetivo del artículo, partiendo de la caracterización de la Industria 5.0 y su implícita Educación 5.0, es tratar experiencias con ingenieros industriales en formación, en el contexto universitario cubano, asociado a las competencias a desarrollar en el proceso de “aprendizaje activo”, en el tránsito hacia una industria 5.0 en Cuba. Esa Educación 5.0 implica dos vertientes de competencias: las de alta cognición de tecnologías o procesos de trabajo y las de gestión organizacional. Las mismas se desarrollarán mediante la Educación 5.0 asociadas a las tecnologías habilitadoras de esa Industria 4.0 evolucionada o 5.0. Como método se utilizó la observación, abarcando tanto el análisis documental como la participante hecha por profesores y estudiantes en el “aprendizaje activo”. Como resultados de la investigación se expresan las características de esa Industria con su Educación 5.0 y las peculiaridades que se evidencian en la formación de ingenieros industriales
Knowledge and Technology Transfer under Digital Conditions: Transfer Intermediaries in Eastern Germany and the Role of Digital Means, Trust and Face-to-Face Interactions
Even before the corona pandemic broke out in 2020, the role of digitalisation became more and more apparent within Knowledge and Technology Transfer (KTT) processes. Since the pandemic, intermediary organisations that bridge the distance between academia and the world of business to pave the way for successful university-industry linkages have not primarily been able to build on face-to-face-encounters to create those relations. Based on an ongoing research project, this paper examines how digitally mediated communications potentially enhance or limit knowledge and technology transfer that is primarily based on face-to-face interactions.On the one hand, the use of digitally mediated communications seem to foster the spatial expansion of networks, save travel times and costs and foster a special form of social inclusion. University-industry-relations, on the other hand,still rely on a positive evaluation of face-to-face contacts and geographical proximity for trust to develop between heterogeneous partners. Here, actors with bridging functions like transfer scouts are vital in enabling a regular communicative exchange to create commitment, social cohesion and cooperation in digital contexts. Although the relevance of digitalised transfer processes has been increasing over time, an important set of activities, involving face-to-face contacts and co-location, currently still plays a major role for transfer intermediaries in university-industry-relations
Electrophoretic µPAD for Purification and Analysis of DNA Samples
In this work, the fabrication and characterization of a simple, inexpensive, and effective microfluidic paper analytic device (µPAD) for monitoring DNA samples is reported. The glass microfiber-based chip has been fabricated by a new wax-based transfer-printing technique and an electrode printing process. It is capable of moving DNA effectively in a time-dependent fashion. The nucleic acid sample is not damaged by this process and is accumulated in front of the anode, but not directly on the electrode. Thus, further DNA processing is feasible. The system allows the DNA to be purified by separating it from other components in sample mixtures such as proteins. Furthermore, it is demonstrated that DNA can be moved through several layers of the glass fiber material. This proof of concept will provide the basis for the development of rapid test systems, e.g., for the detection of pathogens in water samples
Local Government Auditing in Germany
Auditing is a traditional function in the German system of local public finance. Its' basic mission is to control local finances for accuracy, to avoid misuse of public resources and to support local councils. The priority of auditing is the annual financial statement and accounting, still. Performance is of limited relevance. Given the federal setting of 13 territorial states, the system is complex and fragmented. Another German peculiarity is a parallel structure of financial supervision executed by different public bodies having a particular focus on balanced budget and debt. Local auditing, generally, organises in a two-level structure. The lower level is part of the respective local government, the higher-level is part of the state administration. Beyond this basic setting, there are manifold structural options in place lacking transparency and a clear separation of duties. Private involvement in local auditing is very limited. Legislation guarantees independence of auditing with regard to personal independence, autonomy in auditing issues and methods. Local auditing faces several challenges, as local governments do. However, there is no sound discussion on reforms
Evaluation des Angebots für den Wissens- und Technologietransfer in der Lausitz
Die Lausitz durchläuft einen durch den Ausstieg aus der Braunkohleverstromung bedingten Strukturwandel. Dieser soll durch eine Vielzahl von Aktivitäten, Fördermitteln und neue Institutionen proaktiv gestaltet werden. Man erhofft sich neue wirtschaftliche Impulse und verstärkte Innovationsaktivitäten in der Region. Für die Schaffung von Innovationen fällt dem Wissens- und Technologietransfer (WTT) eine wichtige Rolle zu. Gerade in dieser bewegten Phase eines großen Transformationsprozesses stellt sich die Frage, wie es um das Angebot des WTT bestellt ist. Gibt es ausreichend und passende Impulse aus der Wissenschaft für Wirtschaft und Gesellschaft, werden diese bedarfsgerecht vermittelt? Für ein „gutes“ WTT-Angebot gibt es einige Anforderungen. Diese werden im vorliegenden Arbeitspapier dargestellt. Anschließend wird überprüft, ob das aktuelle Angebot in der Lausitz diesen Anforderungen genügt, basierend auf einer Expert:innenbefragung verschiedener im WTT aktiver Organisationen der Region
Digitisation of the Health Sector: Analysis of the Digital Competences of Physicians
The shortage of skilled workers in the health sector is accelerating digitalisation, which is increasing the demands on staff. The increasing technical possibilities are changing the necessary competences required of physicians in the direction of digitalisation. Therefore, in personnel recruitment, digital competences should already be considered in job advertisements in order to be able to cope with the future challenges. This paper investigates to what extent a) digital competences have already found their way into the job profiles of physicians on the market and b) whether these can be meaningfully extracted through a data-driven methodological approach. For this purpose, 1707 job advertisements are evaluated using Latent Semantic Analysis (LSA). The different methodological approaches within the LSA show that there is hardly any focus on digital competences in the health sector in job advertisements.Der Fachkräftemangel im Gesundheitssektor beschleunigt die Digitalisierung, wodurch die Anforderungen an das Personal steigen. Die zunehmenden technischen Möglichkeiten verändern die notwendigen Kompetenzen an die Ärzte in Richtung Digitalisierung. Daher sollten im Personal-Recruitment digitale Kompetenzen bereits in den Stellenausschreibungen berücksichtigt werden, um die zukünftigen Herausforderungen bewältigen zu können. Dieser Beitrag untersucht, inwieweit a) digitale Kompetenzen bereits in den am Markt befindlichen Stellenprofilen von Ärzten Eingang gefunden haben und b) ob diese durch einen datengetriebenen methodischen Ansatz sinnvoll extrahiert werden können. Dabei werden 1707 Stellenanzeige mit der Latent Semantic Analysis (LSA) ausgewertet. Die unterschiedlichen methodischen Ansätze innerhalb der LSA zeigen, dass kaum ein Fokus auf digitale Kompetenzen im Gesundheitssektor bei Stellenausschreibungen besteht

Model based Configuration of Platforms for Managing Cross- Organizational (Business) Processes
In this contribution interoperability is considered from the perspective of platforms, which have to manage cross-organisational business processes. A model-based approach for configuring a cloud platform for managing complex processes and their dependencies across different organisations is provided. The approach is applied on using FIWARE, which provides a framework of open source software platform components. The core concept is to extend the open source core data model of FIWARE by using the artefacts of an Enterprise model, describing the dependencies of processes, roles, object data and application interfaces. Impact of Russian War on COVID-19 Dynamics in Germany: the Simulation Study by Statistical Machine Learning
The new coronavirus COVID-19 has been spreading worldwide for almost three years. The global community has developed effective measures to contain and control the pandemic. However, new factors are emerging that are driving the dynamics of COVID-19. One of these factors was the escalation of Russia's war in Ukraine. This study aims to test the hypothesis of the influence of migration flows caused by the Russian war in Ukraine on the dynamics of the epidemic process in Germany. For this, a model of the COVID-19 epidemic process was built based on the polynomial regression method. The model's adequacy was tested 30 days before the start of the escalation of the Russian war in Ukraine. To assess the impact of the war on the dynamics of COVID-19, the model was used to calculate the forecast of cumulative new and fatal cases of COVID-19 in Germany in the first 30 days after the start of the escalation of the Russian war in Ukraine. Modeling showed that migration flows from Ukraine are not a critical factor in the growth of the dynamics of the incidence of COVID-19 in Germany, but they influenced the number of cases. The next stage of the study is the development of more complex models for a detailed analysis of population dynamics, identifying factors influencing the epidemic process in the context of the Russian war in Ukraine, and assessing their information content
Microstructuring of the end-surface for silver halide polycrystalline fibers to suppress Fresnel reflection
Silver halide polycrystalline infrared fibers (PIR) have unique properties such as excellent transmittance in the spectral range from 3 to 17 µm, while also being highly flexible, non-toxic, and non-hygroscopic. They are used in industry and medicine for CO2-laser power delivery, flexible infrared imaging, and remote process spectroscopy. While PIR fibers possess a quite low attenuation (0.1-0.5 dB/m) in the 8-12 µm range, their total transmittance is limited by significant Fresnel reflections at the fiber end faces due to the high refractive index of silver halide (>2.1). Functionalization of these surfaces with specially designed Anti-Reflective Microstructures (ARMs) enables a striking enhancement of fiber transmittance. In this work, direct imprinting (or embossing) of microstructures to fiber ends and their profiling with a microstructured knife was applied to fabricate such ARMs. The resulting two-dimensional Moth-eye microstructures and one-dimensional microgrooves at the PIR-fiber ends enable to an increase of fiber transmittance in a broadband range of (5-17 µm) as well as to reach up to 20% improvement for PIR-fiber laser cables used for power delivery of CO2-lasers at 10.6 µm
