大学コンソーシアム大阪の活動と期待― 関西経済の地盤沈下を食い止められるか ―
Get PDF[概略]関西経済は「 一人当たり県内総生産」(全国＝100)で計測したところ，期初である1955年度の121.8と比較して大きく低下し，1997年度以降24年連続で全国平均を下回り，2020年度には94.2となっている（同年度の非三大都市圏88.6を上回るが，関東圏113.0や中京圏111.2に大きく水をあけられている）。中でも，大阪府に限ってみれば，1955年度の142.7から2020年度には過去最低の101.5まで低下している。これに対し，関西圏の大学・短期大学の学校数シェアや学生数シェアをみると，現在でも人口シェアを大きく上回っている（学校数で1.13倍，学生数で1.28倍）。関西圏の中でも，特に京都市が目立つ（人口シェアと比べると学校数で2.78倍，学生数で4.29倍）ほか，学校数では2府2県で，学生数でも京都府・大阪府で人口シェアを上回っている。年齢別人口全国シェアをみても，京都市や大阪府下の一部の市で大学生期の若者のウェイトの高さが確認できる。関西経済が地盤沈下する中で，大学・短期大学の数や学生数が相対的に多いことは，関西経済に残された一つの大きな機会である。現状，学生が卒業した後は関西圏に若者を引き留められていないが，今後はベンチャー企業の創出などで経済発展を牽引することが期待される。関西圏では，大学の魅力を高めるべく大学間の連携が活発である。全国大学コンソーシアム協議会の事務局を務める公益財団法人大学コンソーシアム京都が有名であるが，特定非営利活動法人大学コンソーシアム大阪も健闘している。本稿では，大学コンソーシアム大阪の活動（とくに，筆者が関与している大学間連携＜単位互換を含む＞に焦点をあてる）や法人概要を紹介するとともに，その発展に対する期待を述べる。[Abstract] The Kansai economy, measured by "gross prefectural product per capita" compared to national average, has significantly declined from 1955 to 2020, and has been below the national average since 1997. On the other hand, the national share of number of schools and students of universities and junior colleges in Kansai exceed its share of population. We can find higher proportion of young people in university age in many cities in Kansai. Then, universities and students are one of the major opportunities remaining for the Kansai economy. In Kansai, collaboration among universities is very active in order to increase their attractiveness. The Consortium of Universities in Kyoto is most famous, but the Consortium of Universities in Osaka is also doing well. I introduce major activities of the latter Consortium, as well as expressing hope for its further development.departmental bulletin pape

The Inventory Cycle in Kansai
Get PDF在庫循環は、短期における景気変動と密接な関係にあることはよく知られている。本稿では、全国および関西地域を対象に、2013年から2023年の第16循環期における在庫循環の状況を分析した。在庫率や在庫循環図を活用し、地域間での在庫循環の推移やその差異を確認した結果、以下の示唆が得られた。まず、在庫指数および出荷・在庫バランスの推移において、全国と関西で大きな違いは見られなかった。一方で在庫循環図を見れば、2015年から2019年の前半期間には、関西が全国とは逆の在庫循環サイクルを示す時期や、在庫指数の変動幅が大きいなど、地域特有の動向が確認された。コロナ禍以降は、全国・関西ともに同様の在庫循環が見られ、再び一般的な在庫調整局面に戻る動きが観察された。The inventory cycle is well-known to be closely related to short-term economic fluctuations. This paper analyzes the inventory cycle from 2013 to 2023 during the 16th business cycle, focusing on both the national and Kansai regional economies. By utilizing inventory rates and inventory cycle charts, the study examines trends and differences in inventory cycles between these regions, yielding the following insights. First, there were no significant differences between national and Kansai trends in inventory indices or shipment-inventory balances. However, when reviewing the inventory cycle chart, specific regional trends emerged. In the first half of the period, from 2015 to 2019, Kansai exhibited an inverse inventory cycle compared to the national level, with larger volatility in its inventory index. Since the onset of the COVID-19 pandemic, similar inventory cycles have been observed in both the national and Kansai economies, with movements returning to typical inventory adjustment phases.departmental bulletin pape
