Globalisasi, 'Global Governance' dan Prospek 'Governance' di Dunia Ketiga
Get PDFOne of the most important theme in the current debates on globalization is the implication of globalization to the state. Two contending positions can immediately be identified: one that argues that globalization results in the 'retreat of the state' and other that argues that globalization is 'what the states make of it'. While it is quite apparent that none of these two positions is satisfactorily defensible, this article presents another problem related to the way in which the state is related to the globalization. Both positions tend to take the state for granted, in that, all states are (western) modern states, without taking into account their history and sociology. As a result, they fail to cacth inside dynamics of political power taking place in the group of states so called the third world and, therefore, lose their releaance
'Good Governance' dan 'Governability'
Get PDFThe article endeavors to trace the outset of governance concept, its dominant meanings and discourse, and its implication towards governability. The central role of government in the governing processes has predominantly been adopted. The concept of governance was emerged precisely in the context of the failure of government as key player in regulation, economic redistribution and political participation. Governance is therefore aimed to emphasize pattern of governing which are based both on democratic mechanism and sound development management. However, practices of such good governance concept –which are mainly adopted and promoted by donor states and agencies– tend to degrade state and/or government authority and legitimacy. Traditional function of the state as sole facilitator of equal societal, political and legal membership among citizens has been diminished. The logic of fair competition has been substituted almost completely by the logic of free competition in nearly all sectors of public life. The concept and practices of good governance have resulted in decayed state authority and failed state which in turn created a condition for "ungovernability". No full textDisillusions with the limits of parliamentary politics and the increasingly dilapidated processes of party politics have generated a renewed interest on civil society as a means of rejuvenating public life. In light of mounting animosity against the "high politics" of political parties, parliament, and constitution, civil society is perceived as the diagnosis as well as cure for current ills in politics. This led to glorification of civil society as an alternative to conventional practice of politics. However, experience from new democracies suggests that civil society has been increasingly tampered with cranks, extremists, rejectionists, and crooks. This paper attempts to present two faces of civil society: civil and uncivil; and tries to relate them to democratization. Drawing on Indonesian experience, it argues that civil society can be both supportive and destructive to democracy

No full textGlobal governance has entered intellectual debates in the International Relations since early 1990s. What global governance exactly means, however, is still very much debatable. Without ignoring the contentious nature and without aspiring to offer alternative definition of the concept, this article seeks to present ways in which global governance can be best understood. As such, global governance can be seen as a normative project, an idealised global political order to be achieved in order to tame globalization. This view of global governance represents mostly, but not merely, that of practitioners of international relations. At the same time, global governance can also be seen as descriptive and analytical frameworks which can be employed by students of International Relations. While it does not reflects an epistemological breakthrough in the study of international relations, global governance offers a challenging and promising research agenda
