    Signifikansi Desentralisasi Kehutanan Bagi Implementasi REDD+ di Kabupaten Maluku Tengah

    Indonesia is one of the world’s most promising countries for the implementation of policies for reduced deforestation as an element in climate change mitigation. REDD+ has been established as a recognized recipe for international cooperation and economic funds transfer for tropical forest conservation. However, the implementation of REDD+, in Indonesia and elsewhere, is slow to materialize and meets lots of skepticism. Special challenges are related to site selection and opportunity costs, tenure and land conflicts, income distribution, and adjustments to cultural contexts and respect for indigenous peoples’ rights. This paper takes as a starting point some empirical studies of potential implementation of REDD+ projects in Maluku Tengah district, Indonesia. We conclude that REDD+ implementation will enhance elogical and economic benefits in the society. The paper will then discuss how forest decentralization needs to be promoted to facilitate for REDD+ implementation in Indonesia

    Optimising Community-Based Forest Management Policy In Indonesia: A Critical Review

    Community-based forest management (CBFM) is a popular concept in many countries, covering over 400 million hectares worldwide. In Indonesia, CBFM is viewed as an important component of the forestry sector with the government’s goal to establish 5.6 million hectares of CBFM by 2011 (twice the area of industrial plantation forests). The Indonesian government is pursuing CBFM as a strategy to reduce deforestation of tropical forests, to alleviate poverty in rural communities, and to contribute timber supplies to the processing industry.There has been a belief that CBFM can lead to a physical and socio-economic transformation at the local level. However, in practice, especially in Indonesia, this claim appears problematic because in over 35 years since it has been officially introduced it does not appear to have contributed significantly to address the problems of deforestation and rural poverty.Despite the government’s ambitious goal for CBFM, there are several challenges, for instance the entrenched poverty of many rural communities and inconsistent and unsupportive policies of CBFM at the national, provincial, and local government. This paper is intended to explore, discusses, and criticize the implementation of CBFM policies in various countries and in particular in Indonesia. This paper also aims to explore its challenges in the future development in Indonesia

This paper aims to elaborate the concept of public sphere as written in those two books. By comparing the content of each book, this paper also classifies the similarity and differences between the concept of public sphere written in those two texts

    This article explores the Chinese and Japanese energy relationship by describing changes in the Chinese energy situation as a starting point. The article breaks down that the strength of the Chinese domestic energy since the 1970s and the decade of the 1980s make the country’s independent in energy and become the largest oil exporter country, especially to the energy poor neighbor, Japan. However, entering the decade of the 1990s or the end of the post-Cold War era, the situation changed drastically when China faces the energy crisis. The change status bring a wide range of implications for Japan and influence the bilateral energy relations of the two countries, which tend to be ambivalent or ambiguous, between energy cooperation and the potential of conflict. As main purpose of this paper is to identify which energy issues are a direct influence on the behavior of the interaction between China and Japan and as knowledge contribution in understanding the issues of energy itself and the Sino-Japanese relations as a whole. The main assumption of this article is that the energy security factor is a very important issue and significant in shaping the nature and pattern of Sino-Japanese relations, because it raises consideration of national interests and national security of both countries, particularly in the present and the future

    Labor movement after Soeharto shows different trend compare to the many view of the observers before. In the midst of the crush of neoliberal labor market flexibility, workers still often performs various street protests. The rising of minimum wage and changes in employment status towards more profitable one, are some workers material benefits gained through their street protest. Moreover, street protest also contributes to the making of collective workers identity. The high intensity of the street actions spawned the backlash from the capital and state. However, this attack rather than weaken the labor movement, instead it has the potential to encourage greater unity needs of the workers. The backlash from the capital and state during growing economic circumstances provide momentum to the emerging needs of modern interest organizations: a labor’ party. The future of the establishment labor’ party will depend on how much effort of the progressive elements in trade union able to leverage on the one hand a growing economy condition, and at the same time politically able to use reprisals of state and capital against their movement to create the need for the formation of an independent labor party for the rank and file workers

    Land tenure system is a crucial factor for the development of the nation. As a developing country, Indonesia is still encountering serious problems related to unequal land tenure system, indicated by the continuing rise of the Gini index of the land ownership year by year. This has negative implications for productivity and livelihoods. Therefore, agrarian reform is an urgent need that must be executed immediately. The agrarian reform in Indonesia should be led and pioneered by the alliance of the working class: the industrial workers (laborers) and farmers. The author argues that the alliance of the working class will have an impact on realization of agrarian reform which could lead the nation to the better development. However, agrarian reform must also be supported by other sectors such as cooperatives and village industrialization. However, these sectors are necessary to put into practice sustainable economic democracy after implementing agrarian reform so as to escape from capitalism logic of capital accumulation

    This paper discusses the importance of strengthening human security strategy at the border of Indonesia and Malaysia as a way to realize national interests. Using a case study design and qualitative approach, this paper attempt to explain the conditions of human security in border’s area. Some problems such as low level of people welfare indicates that individual security at the border is still unstbale. Underlying this argument, the government should implement the strategy of strengthening human security in border management. Through the strengthening of individual security, people’s natonalism will be strong to support the state. This strategy enough feasible to be implemented because Indonesia and Malaysia are neighboring and friendly countries, prominence of individual security issues, the cultural similarities and the failure of the implementation of the strategy of prioritizing state security
