    Power Network of Penghulu Adat in The Concurrent Regional Election in West Sumatera

    This article describes the power network of Minangkabau’s penghulu adat in West Sumatera. As known in West Sumatera, the penghulu has a strategic position in the Minangkabau community. Its position in traditional institutions is of utmost importance, especially in bridging the interests of the community in the political and governance processes in the nagari. This is deemed feasible as penghulu adat is capable of optimizing their power network and utilizing traditional institutions that they congregate in. In explaining the power network of penghulu, this study used a descriptive type of qualitative approach.  Furthermore, this research found various types of formation in penghulu’s power network which serves as the basis for their involvement in the political process of the village. Firstly, the establishment of penghulu power networking through personal capabilities recognized by the community in the village. Secondly, the establishment of penghulu power networking through traditional authority. Thirdly, the establishment of penghulu power networking which originates from the additional legitimacy of local governments, particularly for penghulu considered to represent the local government’s interests in the village. Fourthly, the establishment of penghulu power networking based on the recognition of their peers by bestowing the title of sangsako in the tribe

    Media and Politics: Re-Thinking the Indonesian Broadcasting System

    The emergence of the policy of broadcasting liberalization in the established democracies of Europe and North America, which is indicated by the absence of state intervention to broadcasting governance has been influencing broadcasting policy in the new democracies, including Indonesia. Is it true that Indonesia adopts a liberal broadcasting policy? This paper outlines two issues. First, the academic debate surrounding broadcasting system in the world. Second, discussion as stated by scholars on a thesis of the enactment of the liberal media system in Indonesia that is primarily based on the broadcasting policies after Suharto’s reign of power, among others Law 32/2002 on Broadcasting. Based on the intensive literature review, it can be concluded that the broadcasting system prevailing in Indonesia is not purely liberal, but a mix of liberal and authoritarian model, a unique character that also occurs in the post-communist and post-authoritarian states in Asia, Africa and Eastern Europe. This mix is indicated within the last fifteen years through the adoption of public and community broadcasters and the establishment of Komisi Penyiaran Indonesia (KPI) as an independent regulator that were accompanied with the existing control of the ruling government to public broadcasters (RRI & TVRI); the weak mandate of KPI and the omission of commercial broadcasting domination. 

    Exploring the Terrains of Indonesian Cultural Policy: Learning from Singapore’s and Malaysia’s Experiences

    This article seeks to examine Indonesian cultural policy in comparison to Singapore and Malaysia. It focuses particularly on documentary films as a field covered by the cultural policy, which is closely associated with the creative industry. Therefore, this article analyzes various official documents regarding cultural policy and the position documentary films within that policy. While Singapore’s cultural policy is quite comprehensive and visionary in managing and regulating arts and culture, it tends to neglect documentary films as it celebrates commercial feature (fiction) films.  Similarly, Malaysian cultural policy pays scant attention to documentary films despite its nationalistic nature. Learning from those two neighboring countries, Indonesia should not only have a comprehensive cultural policy, but also a clear vision on the development of infrastructures while taking into account the fast changing ecology of documentary films in Indonesia

    Gaukang and White Coup: Dismantling of Traditional Power

    This paper discusses the concept of power adhered to by the South Sulawesi community and explains the power struggle which had occurred both in the past and present. The South Sulawesi community’s conceptiontraditional power on power signifies a strong, transcendental relationship between themselves and supernatural powers, wherein all objects possessing certain peculiarities are inseparable from the stable and unchanging cosmic world. Thus, gaukang holds a significant position in the life of the South Sulawesi community, particularly pertaining to matters of power struggle. The waxing and waning of traditional power in South Sulawesi is determined by at least three factors: firstly, a change in power patterns with the emergence of new elites having a commoner background; secondly, incessant resistance to feudalistic rule; and lastly, the application of modern bureaucratic model. The general conclusion of this paper emphasizes the position of gaukang as a central point affecting the various power struggles that occurred throughout the history of the South Sulawesi community. The enactment of Regional Regulation (Perda) No. 5 year 2016 on the Organization of Gowa Regency Local Cultural and Customary Institution provides a peek at how bureaucratic power had dismantled traditional power in Gowa Regency, which included, consequently, the transfer of authority over the royal heirlooms or gaukang of the Gowa Kingdom

    Electoral System and Party Dimension Assessment in Democratic Indonesia

    Studies on election and its consequences on political parties in new democratic countries have often paid attention to cover the impacts imposed on the party system. This paper aims to examine the extent of the electoral system in influencing political parties in terms of improving their function or performance. This study will apply an analytical framework initiated earlier by webb and White (2009) on party dimension in the new democracy by looking at the Indonesian case. In this framework, there are saveral generic factors in the relation between the electoral system and the party's function such as ideological polarization, party constituency base, fractionalization in parliament and vote distribution. This study found that any changes applied to the electoral system in democratic Indonesian bear little or insignificant impact on political party performance. In addition, this study made use of the national election result dataset and calculated the variables with correlated formula which were subsequently analyzed to obtain an empirical explanation

    Family recreation is becoming more popular among families in Yogyakarta. This phenomenon is associated with an increased understanding of the importance of family togetherness, strengthen family ties and family memories. The practice of family recreation is affected by geographic, demographic changes, and understanding of the importance of tourism for the family. The purpose of this study is to explain the tendency of families's understanding of family recreation and trend of family recreation. The findings suggest that family recreation associated with increased understanding and mobility of families. This study contributes to an understanding of the social changes in Yogyakarta families and its meaning for the tourism industry in the future
