The lost Spitzenkandidaten and the future of European democracy
No full textThis editorial critically examines the decision of EU leaders not to follow the ‘Spitzenkandidaten’ procedure when recently nominating the new President of the European Commission. It does so by situating that decision in a consociational model of democracy, that seeks to share political authority rather than link it directly to electoral processes. As the editorial argues, this model leaves the EU exposed to elitist critique and sits uneasily with certain aspects of Article 17(7) TEU. The review and renewal of the Spitzenkandidaten system promised by the incoming Commission President is thus sorely needed

No full textDie Literatur zur Entwicklung privater Renten konzentriert sich traditionsgemäß auf die sozialpolitischen Effekte im Hinblick auf die Verteilung von Risiken und Kosten auf Anspruchsberechtigte und Arbeitgeber. Es gibt jedoch noch eine weitere Dimension der Privatisierung der Altersvorsorge, die diese im Kontext der Finanzmärkte und – im weiteren Sinn – des Wirtschaftssystems betrachtet. Hier spielen insbesondere Mindestverzinsungen eine große Rolle, weil sie für Fondsmanager einen Anreiz dafür setzen, größere Tranchen der Portfolios in festverzinsliche Wertpapiere statt in Aktien zu investieren. Während in den verschiedenen Segmenten der Finanzindustrie unterschiedliche Präferenzen im Hinblick auf garantierte Mindestverzinsungen vorherrschen, befindet sich die Politik in einem Dilemma: Sollte man kalkulierbaren Renditen oder aber der Entwicklung der Aktienmärkte Priorität einräumen? Das Beispiel der Riester-Rente in Deutschland zeigt, dass die Verknüpfung der Einführung privater Rentenpläne mit Einschnitten bei der staatlichen Rente durch die Politik dazu führte, dass Versicherungsunternehmen im Verbund mit Gewerkschaften auf Mindestleistungen bestanden und dadurch die Expansion der Aktienmärkte in Deutschland eingeschränkt wurde

No full textThe reform of the welfare state entails changes in interdependent policy fields stretching from social policies to employment and wage policies. These linked policy fields are often governed by varying sets of corporate actors and involve different decision-making procedures. Adaptation in one policy field is often unco-ordinated with other policies, and can work at cross-purposes, produce negative externalities, or fail owing to the lack of supporting conditions. The article has two objectives. First, it argues that the renewed emergence of tripartite concertation is due to the need to co-ordinate policies across policy fields. Second, it evaluates the institutional factors which have facilitated concertation in some cases, but not in others. Using a similar country design, the article compares four continental European countries with similar reform pressures but different reform trajectories: France, Germany, Italy and the Netherlands
Instinct: A Biologically Inspired Reactive Planner for Intelligent Embedded Systems
No full textThe Instinct Planner is a new biologically inspired reactive planner, based on an established behaviour based robotics methodology and its reactive planner component—the POSH planner implementation. It includes several significant enhancements that facilitate plan design and runtime debugging. It has been specifically designed for low power processors and has a tiny memory footprint. Written in C++, it runs eciently on both Arduino(Atmel AVR) and Microsoft VC++ environments and has been deployed within a low cost maker robot to study AI Transparency. Plans may be authored using a variety of tools including a new visual design language, currently implemented using the Dia drawing package
