    Rethinking voluntary carbon credit markets and the EU ETS: A critical review

    Climate change is a global challenge, with estimated mitigation costs ranging from 1.6to1.6 to 3.8 trillion per year. As a pioneer in climate action, the European Union has the most exten-sive emissions trading system worldwide (90% of the global value of $759 billion in 2021). In this paper, we review the European Union's climate strategy, emphasizing the EU Emissions Trading System (EU ETS) development, and the role of tropical forest carbon credits for off-setting. We argue that the European Union continues to leave a significant potential of trop-ical forests as natural carbon sinks unattended. In contrast, we reveal that the regulators can learn from the experiences made in the past and the finalization of the rulebook for Article 6 of the Paris Agreement. We present a proposal on changes to the EU ETS regulation by con-verting the European Commission's proposal to increase the linear reduction factor from 2.2% to 4.2% to the eligibility of forest carbon credits, resulting in additional funding poten-tial for forestry projects to increase necessary carbon sinks. Simultaneously, allowing flexibil-ity of investing to a limited extent in neutralization projects mitigates the risk of overstress-ing regulated companies to reach the emission reduction targets

    Die Relevanz der Hinzuziehungspflicht von Hebammen in Deutschland

    Hintergrund Die Pflicht eines jeden Arztes/einer jeden Ärztin zu allen Geburten eine Hebamme hinzuzuziehen ist in Deutschland einzigartig. Hebammen argumentieren für, die Ärzteschaft gegen die Beibehaltung dieser Hinzuziehungspflicht im deutschen Hebammengesetz. Es stellt sich also die Frage, ob eine hebammengeleitete Geburtshilfe besser als eine ärztlich geleitete Geburtshilfe hinsichtlich der Outcomes für Mutter und Kind ist, und ob sich davon ausgehend die Beibehaltung der Hinzuziehungspflicht der Hebammen in Deutschland als sinnvoll erweist. Besonderer Fokus in dieser Arbeit liegt auf dem historischen Hintergrund der Hinzuziehungspflicht. Methodik Durch eine Literaturrecherche und die narrative Darstellung der Ergebnisse sollen die Forschungsfragen beantwortet werden. Hierzu wird Fachliteratur bezüglich zwei relevanter Aspekte analysiert: „Hebammengeleitete versus ärztlich geleitete Betreuungsmodelle“ und „Elterliche Erfahrungswerte und Wünsche bezüglich Hebammenbetreuung“. Ergebnisse Die Ergebnisse zeigen, dass die intrapartale Betreuung durch eine Hebamme mit besseren Outcomes für Mutter und Kind assoziiert ist als die ärztliche Betreuung. Ebenfalls zeigt sich, dass durch ausreichende, kompetente und kontinuierliche Geburtsbegleitung durch eine Hebamme die Geburtserfahrung positiver bewertet wird. Fazit Die Beibehaltung der Hinzuziehungspflicht ist mit Blick auf die aktuellen Forschungsergebnisse sinnvoll. Die Argumente der Gegner können entkräftet werden. Weitere Forschung ist anzustreben. Midwives argue that this should be maintained within the German midwifery law, while physicians argue against it. The question arises, if midwife-led intrapartum care is superior to physician-led intrapartum care regarding the outcomes for mother and child and if the duty of every physician to consult a midwife during every childbirth should be maintained on this basis. Methods The selected research questions will be answered through literature research and by using a narrative approach to present the extracted results. Therefore, literature regarding two relevant aspects will be analyzed: “midwife-led versus physician-led intrapartum care models” and “experiences and desires of expectant parents regarding midwifery-care”. Results Intrapartum care by a midwife leads to better outcomes for mother and child than a physician-led model of care. Moreover adequate, competent and continues care by a midwife leads to a more positive assessment of the birth experience. Conclusion Regarding the current scientific evidence, the remainder of the duty of every physician to consult a midwife during every childbirth in German midwifery law is appropriate. The opposing arguments can be refuted. Further scientific research ought to be strived for.     Nudging zur Adipositasprävention in der Außer-Haus-Verpflegung: systematisches Review

    Hintergrund: Adipositas hat sich zu einem weltweiten Gesundheitsproblem entwickelt. Als innovativer Ansatz rückt Nudging vermehrt in den Fokus. Ohne Einschränkung der Wahlmöglichkeiten lassen sich Entscheidungen durch die gezielte Gestaltung der Umgebung unbemerkt lenken. In der Außer-Haus-Verpflegung (AHV) könnten so Ernährungsentscheidungen positiv beeinflusst werden. Potenzial von Nudging zur Prävention der Adipositas ist denkbar. Zielsetzung: Ziel der Arbeit ist es, die Wirkung von Nudging in der AHV offenzulegen, um schlussfolgernd die Bedeutung für die Adipositasprävention einordnen zu können. Methodik: Eine systematische Literaturrecherche wurde via PubMed und Cochrane Library durchgeführt. Unter den 42 Treffern erfüllten sieben Publikationen die Einschlusskriterien. Ergebnisse: Nudging lenkt die Speisenauswahl zu kalorien- und fettärmeren Produkten. Gleichzeitig wird die Auswahl von Speisen reich an Vitamin C und Ballaststoffen sowie Obst und Gemüse erhöht und Speisen reich an Energie, Fett und gesättigten Fettsäuren reduziert. Schlussfolgerung: Deutlich wird, dass Nudging in der AHV die Speisenauswahl positiv beeinflussen kann, es werden gesündere Konsumentscheidungen bewirkt. Das könnte zur Umsetzung der Ernährungsempfehlungen zur Vorbeugung einer Gewichtszunahme beitragen. Nudging könnte somit bestehende adipositaspräventive Maßnahmen ergänzen. Künftige Studien könnten durch längere Interventionszeiträume und größere Stichproben aussagekräftigere Ergebnisse generieren. As an innovative approach nudging has received increasing attention. Without forbidding any options, decisions can be altered unremarked by the targeted design of the environment. The out-of-home-catering (OoHC) could offer the opportunity to influence nutritional decisions positively. Therefore obesity-preventive potential of nudging is conceivable. Aim: The aim is to examine the effect of nudging in the OoHC to conclude the importance for obesity prevention. Methods: A systematic literature search was performed on PubMed and Cochrane Library. Seven out of 42 hits met the inclusion criteria. Results: Nudging directs food selection to lower-calorie and lower-fat products. Furthermore, the selection of food high in vitamin c and fibre as well as fruit and vegetable increases, the selection of food high in energy, fat and saturated fatty acids decreases. Conclusion: The results show that nudging in the OoHC can have a positive impact on food choice, healthier consumer decisions were made. This can help implementing nutritional recommendations to prevent weight gain. Nudging could thus complement existing measures to prevent obesity. Future studies could generate more meaningful results by longer intervention periods and larger samples. Keywords: obesity, nudging, prevention, out-of-home-caterin

    Geburtserleben von Geburtseinleitung. Frauen zwischen Selbstbestimmung und Kontrollverlust

    Hintergrund - Geburtseinleitungen werden aus medizinischer Perspektive als Strategie angesehen, das in Deutschland sehr niedrige Risiko für perinatale Todesfälle zu reduzieren. Das gilt auch für Geburtseinleitungen wegen ‚Terminüberschreitung‘ und Übertragung. Trotz steigender Zahlen von Geburtseinleitungen, steigen die Zahlen der totgeborenen Kinder seit 2007 wieder leicht an. Erfahrungen von Frauen mit Geburtseinleitungen mit physiologischen Geburtsverläufen sind bisher wenig erforscht, spielen aber eine große Rolle wegen langfristiger Auswirkungen auf die psychische und physische Gesundheit von Frauen. Die vorliegende Arbeit beantwortet die Frage, welche Präferenzen Frauen mit physiologischen Schwangerschaftsverläufen bezüglich Geburtseinleitungen haben und welche Erfah-rungen Frauen mit Geburtseinleitungen wegen Terminüberschreitung machen. Methodik - Anhand eines narrativen Reviews werden qualitative Studien analysiert und in den Kontext der Betreuungskonzepte des bio-medizinischen Modells vs. dem Midwifery model of care gestellt. Ergebnisse - Frauen wollen Mitentscheidungsrechte bezüglich der Geburtseinleitung. Schwangere mit größeren Ressourcen würden sich eher für ein abwartendes Management, Frauen mit geringeren Ressourcen eher für eine Geburtseinleitung entscheiden. Schwangere, die keine Wahlmöglichkeiten bezüglich der Geburtseinleitung hatten, berichten von negativen Gefühlen gegenüber ihren Körpern, Kindern und dem betreuenden System. Schwangere, die sich aktiv für eine Geburtseinleitung (mit-)entscheiden und gut informiert werden, sind mit ihrem Geburtserleben zufrieden. Fazit - Evidenzbasierte Betreuung unter Beachtung aller drei Säulen der EBM sowie das Shared decision making sollten im Kliniksetting umgesetzt werden, um die Zufriedenheit des Geburtserlebens zu verbessern.Background - From a medical perspective, induction of labor (IOL) is viewed as a strategy to further reduce the risk of perinatal deaths, which is very low in Germany. This is also true for IOL for late-term and post-term indications. Despite the increasing frequency of IOL, the number of stillborn children has been rising again since 2007. Little research has been done on women's experiences with IOL. Yet, birth experiences play a vital role for long-term effects on women’s psychological and physical health. This work explores how women with uncomplicated pregnancies experience IOL for late-term and post-term indications. Methods - Qualitative studies are analyzed and placed in the context of the bio-medical model vs. the midwifery model of care using a narrative review approach. Results - Women want the right to (co)decide on IOL. Pregnant people with greater resources opt for expectant management, while women with fewer resources opt for IOL. Pregnant people, who did not have choices about the IOL decision process, report negative feelings about their bodies, children, and the caregiver system. Pregnant people who were well informed and actively chose IOL are satisfied with their birth experience. Conclusion - Evidence-based care, taking into account all three pillars of EBM as well as shared decision making, should be implemented in the hospital setting for improving women’s birth experiences

    Currently, process control in automation technology is mostly regulated by fixed process parameters as a compromise between several identically constructed systems or by plant operators, who are often guided by intuition based on decades of experience. Some operators are not able to pass on their knowledge to the next generation due to societal developments, e.g. academization or increased desire for self-actualization. In contrast, the vision of Smart Factories includes intelligent machining processes that should ultimately lead to self-optimization and adaptation to uncontrollable variables. To consistently implement this vision of self-optimizing machines, a defined quality criterion must be automatically monitored and act as a feedback for continual, autonomous and safe optimization. The term safe refers to the compliance with process quality standards, which must always be maintained. In a very conservative branch such as automation technology, no risks whatsoever are allowed through random experiments for data generation in production operations, since, for example, an unscheduled downtime leads to serious financial losses. Furthermore, machine-driven decisions may at no time pose a threat. Thus, decisions under uncertainty may only be taken where the amount of uncertainty can be considered uncritical. Additionally, industrial applications require a guaranteed real-time capability in terms of reaction to ensure that the actions can be taken in time whenever needed. Since economic aspects are often crucial for decisions in industry, necessary experiments under laboratory conditions, for example, should also be as avoidable as possible, while the effort required for integration into a field application should be as simple as possible. The aim of this work is the scientific investigation of the integration of learning feedback for intelligent decision making in the control of industrial processes. The successful integration enables data-driven process optimization. To get closer to the vision of self-optimizing machines, safe optimization methods for industrial applications on the process level are investigated and developed. Here, considering the given restrictions of the automation industry is critical. This work addresses several fields including technical, algorithmic and conceptual aspects. The algorithmic refinements are essential for enabling a wider use of safe optimization for industrial applications. They allow, e.g., the automatic handling of the majority of hyper-parameters and the solution of complex problems by increased computational efficiency. Furthermore, the trade-off between exploration and exploitation of safe optimization in high-dimensional spaces is improved. To account for changeable states perceived via sensor data, contextual Bayesian optimization is modified so that safety requirements are met and real-time capability is satisfied. A software application for industrial safe optimization is implemented within a real-time capable control to be able to interact with other software modules to reach an intelligent decision. Further contributions cover recommendations regarding technical requirements with focus on edge control devices and the conceptual inclusion of machine learning to industrial process control. To emphasize the application relevance and feasibility of the presented concepts, real world lighthouse projects are realized in the course of this work, indented to reduce skepticism and thus initiate the breakthrough of self-optimizing machines

    Wirkungsbeschreibung | Fallstudie Witzenhausen Das partizipative Forschungsprojekt „Age4Health – Gesunde Stadtteile für Ältere“ war ein Teilprojekt des vom Bundesministerium für Bildung und Forschung (BMBF) geförderten Forschungsverbundes PartKommPlus. In zwei Forschungsförderphasen (02/2015–01/2018; 02/2018–01/2021) untersuchte und förderte das Projekt gemeinsam mit professionellen und zivilgesellschaftlichen Akteuren sowie bürgerschaftlich Engagierten und (älteren) Bürger:innen kommunale Gestaltungsmöglichkeiten für die gelingende Beteiligung Älterer – insbesondere auch in schwierigen Lebenslagen – im Stadtteil (Fallstudie Kassel-Bettenhausen) sowie im ländlichen Raum (Fallstudie Witzenhausen) und damit die Entwicklung von inklusiven und gesundheitsförderlichen Nachbarschaften. In der Prozess- und Wirkungsbeschreibung werden Projektentwicklungen und -prozesse der in Witzenhausen (Werra-Meißner-Kreis) durchgeführten Fallstudie anhand ausgewählter zentraler Projektbausteine (Steuerungsgruppe, Runder Tisch » Älterwerden in Witzenhausen«, Seniorentreff, „Begegnungswoche »Schlemmen & Schnuddeln«“) beschrieben und die (Aus-)Wirkungen dieser partizipativen Forschungs- und Handlungsprozesse reflektiert.The participatory research project "Age4Health - Health Promoting Neighborhoods " was a sub-project of the research network PartKommPlus funded by the German Federal Ministry of Education and Research (BMBF). In two research funding phases (02/2015–01/2018; 02/2018–01/2021) the project, together with professional and civil society actors as well as civically engaged and (older) citizens, investigated and promoted integrated municipal strategies for health promotion and health-related quality of life for disadvantaged older people, and the successful participation of older people in selected quarters in the urban district (case study Kassel-Bettenhausen) as well as in the rural area with shrinking population (case study Witzenhausen) and thus the development of inclusive and health-promoting neighborhoods. In the process and impact description, project developments and processes of the case study conducted in Witzenhausen (Werra-Meißner district) are described on the basis of selected central project components (steering group, round table "Älterwerden in Witzenhausen", senior citizens' meeting place, "Encounter Week/Begegnungswoche ‚Schlemmen & Schnuddeln‘") and the (impact) effects of these participatory research and action processes are reflected
