Production and Use of Films in the Central Government Ministries in Prewar Japan : The Production System and the Problems of Preservation
Get PDFapplication/pdf今日に至るまで、日本の公文書館では映像資料の保存が十分に行われていない傾向にある。その背景を検討するため、本稿は、映像資料の作成方法それ自体に固有の課題があるものと仮定し、戦前期日本の中央官庁における映画の利用状況を確認の上、当時の主流であった委託制作に焦点をあてた。中央官庁に映画を利用する局部課が増え始めたのは大正期である。中でも1919（大正8）年に官製の映画部門を設置し、特徴ある活動を展開したのが文部省であった。しかし、これはあくまでも例外であり、同じく映画利用が活発だった鉄道省の例を確認すると、同省では目的や用途に合わせて都商会や東宝映画といった複数の映画製作会社に製作を委託していた。戦前期日本の官庁映画は、映画製作会社の関与の上に成立していた。この結果は、政府映画の保存を考える際、こうした民間事業者の存在を考慮する必要があることを示唆している。To date, a trend has existed for insufficient preservation of audiovisual materials in Japanese public archives. To investigate the underlying factors, this study assumed that challenges inherent to the production methods of audiovisual materials themselves are present. The utilization patterns of films in prewar Japanʼs central government are examined with a focus on commissioned production, which was the predominant method during that period.
The Taishō era marked the beginning of an increase in departments and sections within the central government utilizing films. Among these, the Ministry of Education stood out by establishing an official film section in 1919 (Taishō 8) and developing distinctive activities. However, this was more of an exception. Examining the case of the Ministry of Railways, which was also actively utilizing films, revealed that, depending on their purposes and intended uses, it commissioned multiple film production companies such as Miyako Shōkai and Tōhō Eiga for production.
Prewar Japanese government films were produced with the involvement of film production companies. These findings suggested that when considering the preservation of government films, one must take the existence of these private sector entities into account.研究論文departmental bulletin pape

Get PDFapplication/pdf本稿では音楽やスポーツなどの文化的活動へ参加する主たる要因を復習し、関連する統計を紹介しつつ、いくつかの先行研究の手法を確認することにより文化的活動への参加要因に関する推計手法を概観することを目的としている。文化的活動への参加要因を特定することにより、文化的活動への参加者ひいては文化的活動の維持・発展に貢献することが期待される。本稿によりとりまとめた結果として考えられることは以下のとおりである。第一に文化的活動への参加について、統計個票を研究目的に使用しやすく、調査自体も行われているアメリカを中心に研究が進展していることである。第二に、文化的活動への参加要因については、所得層や学歴など合意ができている要因がある一方、所得の弾力性など結果に幅がある内容も含まれていることである。第三に、日本では本分野に関する研究成果は必ずしも多いとはいえず、なお研究の進展が期待されるところである。departmental bulletin pape
