    Indramayu regency render production rate 54,38% from the total rate production of sea fisheries production in north coastal West Java reaching Rp 216,9 billion per year.  Capture fisheries effort can be developed further with maximizing the positive interaction and anticipate negative interaction of the Capture fisheries effort components.  The research result show that suistainable of fisheries resources and  human quality are the main internal focus of  the capture fisheries industry development (kp = 2,41 by P = 0,042).   While some components that become main interest for external aspect, governmental policy, and industry development performance is influence of culture (kp = 4,39 by P = 0,024), licensing (kp = 1,63 by P = 0,000), and ability in return of invesment (kp = 4,39 by P = 0,024). The height focus in cultural aspect because of Indramayu fishermen easy to follow behavior changing from outside.  From fisherman point of view, the job assurance opportunity must become main focus to development, but  the reasing of fisherman earn consider to be disregarded because the profit sharing from every trip remain high enough during this time.     In order to support the sustainability of Karimunjawa National Park (KNP) especially for its function as a protected area, some regulations are needed through optimization of fishermen activities in KNP Traditional Fisheries Use Zone, i.e the determination of fish type, fishing season and number of fishing gears. The results show there are 4 (four) fish type that become fishermen’s major commodities : anchovies (Stolephorus spp.) with indeks value 3.16, frigate tuna (Auxis thazard) with indeks value 1.75, narrow-barred spanish mackerel (Scomberomerus commersoni) with indeks value 1.60, and yellowtail fussilier (Caesio cunning) with indeks value 1.05. Fishing season of anchovies occurs for 5 (five) months from June until October, frigate tuna occurs for 5 (five) months from August until December, narrow-barred spanish mackerel occurs for 5 (five) months from December until April and yellowtail fussilier occurs for 6 (six) months during February until May, September and October. The optimum number of fishing gears are (1) 81 units for Liftnet with anchovies as target fish, (2) 101 units for fish troll with frigate tuna and narrow-barred spanish mackerel as target fish, (3) 71 units for gillnet with yellowtail fussilier as target fish and (4) traps. Wider waters is needed to facilitate seaweed culture as alternative livelihood for local fishermen are 913 ha, with number of culture units needed by each fisherman are 3 units for floating fish cageculture based activities, 4 units for fish troll based activities with frigate tuna as target fish, 2 units for fish troll based activities with narrow-barred spanish mackerel as target fish, and 7 units for each repositioned fishermen, that are fishermen who has to completely change their activities to seaweed culturing

    The capture offisheries sustainability is management and the utilization off fish resources which can guarantee the availability of that resources continuously. In this research, the sustainability status offisheries in Manado city has been examined through ecological, economic, sociological, technological, and ethical approaches by employing RAPFISH technique. The status of the purse seine fishery in this region is 53% of the fisheries sustainability which is classified as good fisheries. Meanwhile, tuna long pole­-lines and gillnets fisheries status are 57.5% and 60.1 %, respectively, of the good fisheries sustainability. Improvement of this status can be carried out by improving the several attributes qualities, among others: wage, other income and sector employment (economy); socialization offishing, environmental knowledge and kin participation (social); pre-sale processing, gear selectivity and fishing power (technology); alternatives and just management (ethics).Key words: sustainability, fisheries status, coastal cit

    Rekomendasi otonomi daerah adalah mempercepat pertumbuhan ekonomi. Cara yang paling efektif dan efisien untuk mencapai hal tersebut adalah mentransformasikan keunggulan komparatif yang dimiliki daerah menjadi keunggulan kompetitif. Kabupaten Belitung memiliki potensi perikanan tangkap yang relatif besar. Sektor ini diharapkan dapat menjadi pilar ekonomi wilayah di masa mendatang. Tujuan penelitian ini adalah mengkaji keunggulan teknologi penangkapan tenggiri dan menentukan peluang usahanya berdasarkan dugaan nilai potensi dan pola musim tenggiri di Kabupaten Belitung. Penelitian dilaksanakan selama bulan April-Mei 2005 di Kabupaten Belitung dengan menggunakan metode survei. Berdasarkan hasil penelitian diketahui bahwa kegiatan penangkapan ikan tenggiri (S. commerson) dengan alat tangkap jaring insang dan pancing ulur telah berjalan efektif dan efisien dengan rata-rata faktor teknis produksi telah mendekati nilai-nilai optimum yang disyaratkan.     REKAYASA TANGKI MINI BERARUS (MINI FLUME TANK) UNTUK PENELITIAN TINGKAH LAKU RENANG IKAN

    This research was carried out to construct mini flume tank that is reliable and ideal used for fish swimming behavior research through a series testing the flume tank technical performance. The mini flume tank has a maximum water velocity 85 cm/s (1.7 knots), with dimensions of 250 x 135 x 55 cm, and water capacity 155 litres. Based on observation, the field observation is clearly visible due to minimal air bubbles in the water velocity. Observations can be conducted from the two view fields (top and side) that allow observation of swimming endurance and fish tail flick easily. The water velocity is in laminar category at each level of the tested speeds.The rpm of engines is relatively stable for more than 200 minutes. Engine temperature is below 60 oC at frequency of 10 to 40 Hz. At frequency of 50 Hz the temperature reached 60 °C in 25 minutes and stable at 73oC after an hour. Water temperature changes during the test for more than 200 minutes at different speeds which have differences of 0.2 to 1.8 oC. The test result showed that the mini flume tank performance was reliable and ideal used for fish swimming behavior research

    This article determines about technology level Dok Pembinaan Unit Pelaksana Teknis Balai Teknologi Penangkapan Ikan (UPT BTPI) Muara Angke, Jakarta.  Assessment of technology level is conducted by using model technometric to calculate TCC (technology contribution coefficient) value from technology component, consist of: technoware (hardware), humanware (human resources), inforware (information component), and orgaware (organization component). Value of component contribution orgaware haves contribution is lower value as 0.347, whereas component humanware haves highest contribution as 0.600.  TCC value from Dok Pembinaan UPT BTPI Mua-ra Angke as 0.447 indicate that technology in that shipyard has been fair and can be told that level of shipyard technology is semi modern.Key word: shipyard, technology, technometric mode

    ANALISIS TEKNIK DAN FINANSIAL UNIT PENANGKAPAN MUROAMI DI PERAIRAN KEPULAUAN SERIBU

    The objective of this research was determined of influence from activity of the yellow tail resources utilization with the profit and feasibility level of the yellow tail fisheries effort in territorial Seribu Islands waters.  The research was did by descriptive method, the sample was did by purpo-sive sampling.  Data analysis used the technique and financial analysis.  The result indicate that the actual condition of the yellow tail resources utilization give profit level of the muroami unit is Rp 384,751,272 per year and R/C is 1.09.  Pursuant to investment criterion, NPV value of muroami unit is Rp 8.980.639,29, Net B/C 1,06 and IRR is 18%, so that the muroami unit competent be achieved and developed, but very sensitive to price change of fuel (diesel fuel and carosene) equal to 2,5%.Key words: financial analysis, Seribu Islands, technique analysi

    PROSPEK PENGEMBANGAN PERIKANAN TANGKAP DI PERAIRAN PROVINSI RIAU

    A proper strategy for fisheries management is needed in enforcing sustainable fisheries resource management.  The selected fisheries should consists various component of fishing unit which can be operated technologically and ecologically in sustainable manner.  In order to know the selected fish resources of Riau Province especially after the separation of Riau Kepulauan from Riau Province, evaluation was conducted on Bengkalis Regency in Malacca Strait and Indragiri Hilir Regency in South Chine Sea.  Survey method was used to collecting information and data from the field.  Schaefer model was used to determine the limit of fishery utilization by determining the Maximum Sustainable Yield (MSY).  Linear Goal Programming (LGP) Model was used to analyse the fishing unit allocation based on all determined target.  Scoring method was applied to indicate the best kind of capture fisheries technology.  The results of this study indicated that selected fish resource in Malacca Strait Bengkalis Regency are, yellow pike-conger, giant threadfish, silver pomfret, and white shrimp, with fishing technology of  longline, kurau net, atom net and apollo net.  The optimum amount for  the selected fishing technology in Bengkalis Regency is 6387 unit.  Selected fish resources in the South China Sea Indragiri Hilir Regency are giant threadfish, white shrimp, yellow pike-conger  and barred spanish mackerel and with fishing technology of longline, “kurau net”, gillnet and shrimp net.  The optimum amount for the selected fishing technology in Indragiri Hilir Regency is 5825 unit.
