    RANCANG BANGUN SISTEM PENUNJANG KEPUTUSAN STRATEGI PENGEMBANGAN TRANSPORTASI LAUT PADA ERA GLOBALISASI (Design on Empowerment Strategic of National Sea Transport in Globalization Era)

    The background of choosing this topics is to realize that unfavorable condition is occur in the national sea transports in which is a very weak competitiveness in having a cargoes share. Archipelagic state of Indonesia comprises 17,506 islands, has 5.8 million kilometers square of waters, and a large amount of market cargoes, however national armada just only can contribute a small number of national incomes, that marked by reaching only five percent share of the total export-import cargoes and only fifty percent share of the total domestics cargoes, in which the rest of them are occupied by foreign armada. Those are caused of the maritime sector income loss that in amount of U5D 18,4 millions yearly that consist of USD 12,4 millions in cargoes share and USD 6 millions in transhipment oportunities. The purpose of this study is to obtain the capability of Indonesian sea transport within globalization era by formulating a design the empowerment strategy to support decision making policy in sea transportation solving problem. The dilta are collected from interviewing and filling the polling by eighteen competence officers of the maritime stakeholders that come from three maritime institutions such as the regulator, the actors, and the users. SWOT analysis, computerized influence / dependence (I/D) matrix, and importance and performance analysis (IPA) methods are used for analyzed data. The results of this study is showed that the influence on and the dependency of the five key factors in technoware, the six key factors in humanware, the four key factors in infoware, and the five key factors in orgaware are founded to high, and should be developed. So that it needed some sufficiency.....

    ANALISIS TEKNOLOGI PENANGKAPAN IKAN PILIHAN DI PANTAI SELATAN PROVINSI JAWA BARAT (The Proper Fishing Technology Analysis At Southern Coast of West Jawa Province)

    As mandated in Fisheries Act No. 31/2004 about Fisheries, it is stated thatfisheries resources management aimed to improve community welfare especially fishermen and to conserve the fisheries resources and its environment. To keep the capture fisheries bussiness system sustainably efficient and profitable. Beside marketing guarantee, optimalization between fisheries resources stock and fishing effort in each of fishing area. The improvement of capture fisheries must be held based on the existing condition, ie: marketing in determining the priority comodity, maximum sustainable yield and fisheries resources utilization level to determine limit of fisheries resources utilization chance, fishing technology and socio-economic condition to identify the fishermen\u27s earns and absorbtion of labours related to capture fisheries sector. Based on the marketing aspect analysiS, it is determined that the kinds of priority comodity in Southern of West Java Province are lobster, shrimp, tuna, skip jack tuna, and layar. Hence, the potency (MSy) and fisheries resources utilization level of the priority comodity still has very large chance to improve, except lobster has large enough chance.Based on the scoring approach, combined from many technical aspects, financial aspects and social aspect can be concluded that the proper fishing technology in southern waters of West J/lVa Province are: (1) Purse seine, (2) Denish saine, (3) Lines, (4) Gillnet, (5) Trammel net, (6) Boat lift net. To improve the management and utilization of  fisheries resources in southe-rn waters of West Java Province or in Hindia Ocean, it is recommended to implement the improvement of proper fishing technology based an technical aspects, financial aspects, environmental and social aspects.Keywords: the proper fishing technology, Southern waters of West Java Province, fisheries resource

    In arder to have better understanding about small scale fisheries characteristic, the study about reliltionship between moon\u27s cycle and daily dynamic ofblue swimming crab (Portunnus pelilgicus) has conducted in Bandet, Cirebon. The study has carried out by following fishermen fishing activity during 28 days moon\u27s cycle. The result shows that the catch of blue swimming crab (in number) is highest during full moon\u27s cycles than others. However, individual weight of blue swimming crab is highest during new moon\u27s cycles than others. The other result also sJwws that sex-ratio of blue swimming crab is lowest during dark moon\u27s cycles than others.Keywords: blue flying crab, daily catch dynamic, moon\u27s cycle

    Analisis Tingkat Keramahan Lingkungan Alat Tangkap Tramel Net di Teluk Palabuhanratu

    Krisis perikanan telah muncul di dunia, terutama untuk sumberdaya perikanan pantai, menurunnya stok ikan merupakan tantangan bagi pengguna sumberdaya dan pengelola perikanan. Masalahnya adalah semakin tingginya permintaan akan produk perikanan sebagai sumber protein hewani dan intensitas penangkapan ikan yang tinggi, penting untuk mengetahui tentang tingkat keramahan lingkungan alat tangkap trammel net yang beroperasi di Teluk Palabuhanratu. Tujuan penelitian ini akan menjelaskan tentang komposisi tangkapan, selektivitas alat tangkap dan tingkat keramahan terhadap lingkungan. Pengumpulan data dilakukan dengan cara experimental fishing. Analisis selektivitas hasil tangkapan dijelaskan melalui indeks keanekaragaman Shannon dan indeks dominansi Simpson. Analisis skoring digunakan untuk mengetahui tingkat keramahan alat tangkap terhadap lingkungan. Komposisi hasil tangkapan sasaran utama (32%) dan hasil tangkapan sampingan (68%). Indeks keanekaragaman jenis hasil tangkapan berkisar anatara 1,87-2,54 (indek keragaman tinggi; selektivitas alat tangkap rendah) dan indeks dominansi berkisar antar 0,09-0,20 (tidak terjadi dominasi spesies hasil tangkapan). Nilai total skoring berdasarkan kategori tingkat keramahan lingkungan adalah 25 termasuk dalam kategori alat tangkap kurang ramah terhadap lingkungan. Hasil tangkapan didominasi ikan berukuran kecil, jika kegiatan penangkapan berlangsung dalam jangka waktu yang lama tanpa ada mekanisme pengelolaan seperti sistem buka-tutup suatu wilayah pengelolaan atau pengaturan alat tangkap maka dapat dikhawatirkan akan berdampak terhadap kelestarian sumberdaya ikan

    Indramayu merupakan daerah yang memiliki potensi sumber daya ikan terbesar di Jawa Barat. Ikan komoditas unggulan lokal di Indramayu diantaranya tenggiri. Secara umum, nelayan di Indramayu menentukan daerah penangkapan ikan berdasarkan pengalaman sehingga proses penangkapan menjadi kurang efektif dan efisiensi operasi dengan banyaknya waktu, biaya dan tenaga yang terbuang. Sebaran suhu permukaan laut (SPL) yang diambil dari data satelit dapat digunakan sebagai indikator penentuan daerah penangkapan ikan. Penelitian ini bertujuan mengetahui kisaran SPL di Perairan Indramayu, mengetahui hasil tangkapan tenggiri pada kurun waktu yang berbeda serta hubungan SPL terhadap hasil tangkapan tenggiri di Perairan Indramayu. Metode yang digunakan dalam Penelitian ini adalah metode survei. Kisaran SPL di perairan Indramayu adalah 23-33°C. Pada bulan Juni SPL berkisar antara 23-31°C dengan suhu dominan 27,55°C. Kisaran SPL Juli berada antara 28-33°C dengan suhu dominan sebesar 30,28°C sedangkan pada bulan Agustus SPL berkisar 24-32°C dengan suhu dominan 29,37°C. Hasil tangkapan ikan tenggiri pada bulan Juni sebesar 14 kg/trip, bulan Juli 2005 sebesar 6 kg/trip dan pada bulan Agustus 2005 sebesar 6,5 kg/trip. SPL berpengaruh secara nyata terhadap hasil tangkapan ikan tenggiri dengan nilai koefisien korelasi sebesar 0,672. Adapun nilai koefisien determinan (R2) sebesar 0,45 yang berarti variasi dari SPL dapat menjelaskan model observasi 45%. Sisanya 54% dipengaruhi oleh faktor oseanografi yang lain serta faktor-faktor produksi

    To achieve sustainable fisheries management needs appropriate and validated indicators. The purpose of this study is to evaluate the ecological indicator of sustainable fisheries base on fishery statistic data. The analyses of diversity, similarity, and clusters were conducted on landing data of fisheries statistic for ten years of 1995-2005 in Kotabaru District. Result of this study indicated the variations of diversity parameters of catch in this area. Characteristic taxa of the catch in Kotabaru were family Penaeidae (shrimp), Scombridae (mackerel), Clupeidae, and Carangidae. The group of demersal fish was mostly exploited during the year 1995-2005 comparing other species. Finally, this study confirms such ecological indicator of sustainable fisheries could be developed base on landing statistic data, however a multi-indicator should be used in order to asses the state and trend of fisheries comprehensively in certain location

    ALGORITMA UNTUK ESTIMASI KEDALAMAN PERAIRAN DANGKAL MENGGUNAKAN DATA LANDSAT-7 ETM+

    The need for accurate shallow water mapping is highly desireable for various engineering work and navigational safety. The current research attempts to estimate shallow water depth using Landsat-7 ETM+ and to formulate the best combination of Van Hengel and Spitzer algorithm and the best original digital number model. The best digital number model is obtained by correlation analysis, Principal Component Analysis (PCA) and application of regression model to 1st, 2nd and 3rd bands of Landsat-7 ETM+ satellite images. The results show that: (1) Shallow water depth in Pari Island, as a study site, can be estimated from Landsat-7 ETM+; (2) Combination of 321 bands of Land Satellite-7 Enhanched Thematic Mapper Plus (Landsat-7 ETM+ )is the best combination of algorithm of Van Hengel and Spitzer; (3) The best model to estimate shallow water depth from original digital number is exponential equation: y = 21.07e-0.0591x; (4) The best original digital number model has smaller mean error at the depth of less than 9 meter while the Van Hengel and Spitzer algorithm has smaller mean error at the depth of more than 9 meter

    Development of fishery activity shall be conducted base on the characteristic of potency owned by a territotial water region. South Java water region has a characteristic condition of fisheries resources which need a specific management. Based on a fishery resources potency, South Java water region has a very big potency, but fishery activity just develop in a certain places only, namely Palabuhan Ratu, Cilacap and Prigi. The research has aim to build a model of fisheries development which is adopted by a regional characteristic. Method of the system approach used to analyse the problem and develop the model. System engineering compiled in a model with three submodels are 1) fishery effort (submodel USAHA), 2) requirement of PP/PPI, functionality and accessability (submodel PELABUHAN) and 3) policy and institution (submodel LEMBAGA). Firstly model determined commodity’s priority, strategy of model implementation using interpretative structural modellig (ISM) technique. The study resulted two models are 1) tuna fisheries development model and 2) coastal fisheries development model. At tuna fisheies development model, its expressed that tuna fishery business represent a high risk business, the government policy which do not support the business like increasing the fuel price giving big impact for continuing the business. Fishing port which capable to support tuna fishery’s business are PPS Cilacap and PPN Pelabuhan Ratu. Developments are require to be done by the intregrated institution which can accommodate the stakeholder needs. At the model of fisheries coastal development, the commodity’s priority are bonito, skipjack, white pomfret, hair tail, lobster, shrimp and anchovy. Fishery business covering gillnet multifilament, gillnet monofilament, purse seiner, trolling,’payang’, trammel net and ‘pancing rawai’. The effort can be done in middle scale or small scale. Existing PP/PPI mostly can be able to support fisheries acivity in each region. Role of KUD, HNSI and group of fisherman require to be improved for fisherman empowerment. Strategy of implementation model require to pay attention to the system which is a key element for succeeded the system

    KAJIAN PEMANFAATAN SUMBER DAYA MAMALIA LAUT DI KEPULAUAN BERAU, KAUMANTAN TIMUR (Assessment of Cetacean Resources Utilization in Berau Islands, East Kalimantan)

    This paper will explain the result of cetacean reconaissance survey including investigation of abundance and diversity of cetacean related to the designing of a co­ management Marine Protected Area (MPA) in Berau, East Kalimantan. Berau islands consist of 31 very small islands that have high marine biodiversity including mangrove, coral reefs, sea grass. It has been found by this survey that Berau waters is a corridor for cetacean migration route, beside as home for green turtles and manta ray aggregation sites in Indonesia. This reconaisance survey in the frame oj Rapid Ecological Assessment using visual and acoustic method, indicated that cetacean existence is closely related to the coral reef ecosystem and small islands. Berau islands is an integral part of \u27Coral Triangle\u27 within marine mega biodiversity area, and it is inhabited by at least 10 species ofcetacean.Conservation of marine cetacean in the frame work of MPA will ensuresustainable marine resource use, including tourism and fisheries, for the benefit of local communities. The strategies pursuant to this goal will be arrived upon through the linkage of partnerships that have been created, and the objective will be achieved by establishing a large, co-managed Marine Protected Area that will include extractive use zones, non-extractive use zones and fully protected (no-take) zones. Partnership amongstgauernment and NGOs has already been innitiated in Berau. Currently the MPA boundary covers an area of 1.2 million Hectars of Berau waters, including corridor of cetacean migration, that has been formalized through District Decree No.31/2005.Keywords: Marine Protected Area, Rapid Ecological Assessment, Marine Cetacean

    Tangkapan Kerapu Macan (Ephinephelus fuscoguttatus) di Perairan Semak Daun, Kepulauan Seribu

    Penelitian ini mengkaji hasil tangkapan dan pola pertumbuhan ikan kerapu macan di perairan Semak Daun. Rata-rata hasil tangkapan ikan kerapu macan di perairan Semak Daun adalah 38.3 kg/bulan dengan simpangan baku 15.9 kg atau 0.098 kg/hari/perahu. Parameter pertumbuhannya adalah K = 0.27 per tahun, L∞ = 97.48 cm, dan to = -0.44, dengan hubungan panjang dan bobot mengikuti bentuk hubungan: W=0.008L3.16. Kajian ini pun menemukan bahwa di perairan Semak Daun sudah terjadi recruitment overfishing sehingga memerlukan langkah proteksi induk atau restocking
