The Internet and public policy: Future directions
In January 2021, the editorial team of Policy & Internet changed from the Oxford Internet Institute to the Department of Media and Communications at the University of Sydney. This article invites all the past and current editors to contribute to the future directions and discussion of internet and public policy. It is collection of six contributions covering the trajectory of the internet policy research agenda, platform power in the digital economy, algorithms and the need for transparency, media diversity and platform regulation, speech in the age of content moderation and age-gating the internet. The collection of essays highlights the past 10 years of the journal and paints a clear trajectory for the next era of Policy & Internet
Organization of afferents along the anteriorposterior and medial-lateral axes of the rat orbitofrontal cortex
The orbitofrontal cortex (OFC) has been anatomically divided into a number of subregions along its medial–lateral axis, which behavioral research suggests have distinct functions. Recently, evidence has emerged suggesting functional diversity is also present along the anterior–posterior axis of the rodent OFC. However, the patterns of anatomical connections that underlie these differences have not been well characterized. Here, we use the retrograde tracer cholera toxin subunit B (CTB) to simultaneously label the projections into the anterior lateral (ALO), posterior lateral (PLO), and posterior ventral (PVO) portions of the rat OFC. Our methodological approach allowed us to simultaneously compare the density and input patterns into these OFC subdivisions. We observed distinct and topographically organized projection patterns into ALO, PLO, and PVO from the mediodorsal and the submedius nuclei of the thalamus. We also observed different levels of connectivity strength into these OFC subdivisions from the amygdala, motor cortex, sensory cortices and medial prefrontal cortical structures, including medial OFC, infralimbic and prelimbic cortices. Interestingly, while labelling in some of these input regions revealed only a gradient in connectivity strength, other regions seem to project almost exclusively to specific OFC subdivisions. Moreover, differences in input patterns between ALO and PLO were as pronounced as those between PLO and PVO. Together, our results support the existence of distinct anatomical circuits within lateral OFC along its anterior–posterior axis
Capital and economic growth in Britain, 1270-1870: Preliminary findings
Estimates of capital formation and the stock of capital in Britain are provided for the period 1270-1870 and used to analyse economic growth. (1) We chart the growing importance of fixed relative to working capital, the declining importance of land and the growth of net overseas assets. (2) Kaldor’s stylised facts of a rising capital-labour ratio and a stationary capital-output ratio are broadly confirmed, but only if attention is confined to fixed capital. (3) Extensive form growth accounts suggest that output growth was driven largely by factor input growth, while intensive form growth accounts suggest that TFP growth was more important than capital deepening in explaining the growth of output per head. (4) The investment share of GDP increased substantially during the transition from pre-industrial to modern economic growth
Ensuring that offsets and other internationally transferred mitigation outcomes contribute effectively to limiting global warming
Ensuring the environmental integrity of internationally transferred mitigation outcomes, whether through offset arrangements, a market mechanism or non-market approaches, is a priority for the implementation of Article 6 of the Paris Agreement. Any conventional transferred mitigation outcome, such as an offset agreement, that involves exchanging greenhouse gases with different lifetimes can increase global warming on some timescales. We show that a simple 'do no harm' principle regarding the choice of metrics to use in such transactions can be used to guard against this, noting that it may also be applicable in other contexts such as voluntary and compliance carbon markets. We also show that both approximate and exact 'warming equivalent' exchanges are possible, but present challenges of implementation in any conventional market. Warming-equivalent emissions may, however, be useful in formulating warming budgets in a two-basket approach to mitigation and in reporting contributions to warming in the context of the global stocktake
Dynamic spatio-temporal graph convolutional networks for cardiac motion analysis
We propose a dynamic spatio-temporal graph convolutional network (DST-GCN) approach to learn the left ventricular (LV) motion patterns from cardiac MR cine images. We represent the myocardial geometry using a graph that is constructed from sample nodes on endo- and epicardial contours. The DST-GCN follows an encoder-decoder framework. The encoder accepts a given cardiac motion represented by a sequence of ST-GCN. The decoder employs a graph-based gated recurrent unit (G-GRU) to predict future cardiac motion. We show that the DST-GCN can automatically quantify the spatio-temporal patterns in cardiac MR that characterise cardiac motion. Experiments are performed on the UK Biobank dataset. We compare four methods from two architecture variances. Experiments show that the proposed method inputting node velocities with residual connection in the decoder outperform others, and achieves a mean squared error of 0.135 pixel between the ground truth node locations and our prediction
True motives: prosocial and instrumental justifications for behavioral change in organizations
When organizations want their employees to adopt behaviors that advance prosocial and instrumental aims, which motive should they express? A groundswell of recent work suggests that highlighting prosocial actions inspires and motivates employees. Building on this work, we embed a field experiment in the context of an organizational change initiative (Study 1). A large university sought to change the behavior of administrative employees who purchase office supplies, encouraging them to place orders of at least $50, referred to as “bundling.” We exploit the fact that the organization could justify the same behavior in contrasting ways. We randomly assign employees to view either a prosocial (“limiting pollution”), instrumental (“limiting costs”), or mixed motive (“limiting pollution and limiting costs”) for caring about bundling each time they access the organization’s procurement system. We then evaluate changes in employees’ behavior by comparing a six-month baseline to a six-month experimental period, covering 10,169 purchases in 556 offices. Contrary to expectations from related research, the instrumental motive was most effective for changing behavior, leading to significantly more bundling than the prosocial motive. Two follow-up vignette experiments probe theoretical mechanisms. They indicate that an instrumental motive seems more genuine (i.e., reflecting the organization’s true motive) than a prosocial motive (Study 2) and that seeming genuine increases individuals’ intention to bundle (Study 3). This research reveals that prosocial justifications can be less effective than instrumental ones and suggests that perceptions of genuineness may shape the effectiveness of behavioral change efforts in organizations
System-level simulation for integrated phase-change photonics
Conventional computing systems are limited in performance by the well-known von Neumann bottleneck, arising from the physical separation of processor and memory units. The use of electrical signals in such systems also limits computing speeds and introduces significant energy losses. There is thus a pressing need for unconventional computing approaches, ones that can exploit the high bandwidths/speeds and low losses intrinsic to photonics. A promising platform for such a purpose is that offered by integrated phase-change photonics. Here, chalcogenide phase-change materials are incorporated into standard integrated photonics devices to deliver wide-ranging computational functionality, including non-volatile memory and fast, low-energy arithmetic and neuromorphic processing. We report the development of a compact behavioral model for integrated phase change photonic devices, one which is fast enough to allow system level simulations to be run in a reasonable timescale with basic computing resources, while also being accurate enough to capture the key operating characteristics of real devices. Moreover, our model is readily incorporated with commercially available simulation software for photonic integrated circuits, thereby enabling the design, simulation and optimization of large-scale phase-change photonics systems. We demonstrate such capabilities by exploring the optimization and simulation of the operating characteristics of two important phase-change photonic systems recently reported, namely a spiking neural network system and a matrix-vector photonic crossbar array (photonic tensor core). Results show that use of our behavioral model can significantly facilitate the design and optimization at the system level, as well as expediting exploration of the capabilities of novel phase-change computing architectures
Structural landscapes in geometrically frustrated smectics
A phenomenological free energy model is proposed to describe the behavior of smectic liquid crystals, an intermediate phase that exhibits orientational order and layering at the molecular scale. Advantageous properties render the functional amenable to numerical simulation. The model is applied to a number of scenarios involving geometric frustration, leading to emergent structures such as focal conic domains and oily streaks and enabling detailed elucidation of the very rich energy landscapes that arise in these problems
Economic growth in Sub-Saharan Africa, 1885–2008: evidence from eight countries
Sub-Saharan Africa (SSA) has been absent from recent debates about comparative long-run growth owing to the lack of data on aggregate economic performance before 1950. This paper provides estimates of GDP per capita on an annual basis for eight Anglophone African economies for the period since 1885, raising new questions about previous characterizations of the region's economic performance. The new data show that many of these economies had levels of per capita income which were above subsistence by the early twentieth century, on a par with the largest economies in Asia until the 1980s. However, overall improvements in GDP per capita were limited by episodes of negative growth or “shrinking”, the scale and scope of which can be measured through annual data
