Comparative Analysis of Binarization Approaches for Automated Dye Penetrant Testing
Full text linkThis paper presents a comparative study of binarization techniques for automated defect detection in dye penetrant testing (DPT) images. We evaluate established methods, including global, adaptive, and histogram-based thresholding, against three novel machine learning-assisted approaches, Soft Binarization (SoBin), Delta Binarization (DeBin), and Convolutional Autoencoder Binarization (AutoBin), using a real-world dataset from an automated DPT system inspecting stainless steel pipes. Performance is assessed with both pixel-level and region-level metrics, with particular emphasis on the influence of defect saturation. Defect saturation is quantified as the mean saturation value of all pixels belonging to a given defect, and defects are grouped into ten categories spanning from low (60–68) to high (132–140) mean saturation. Our results demonstrate that for lower mean defect saturation values, methods such as AutoBin_Triangle , HSV_global_70 , and SoBin achieve superior Intersection over Union (IoU) and high true positive rates. In contrast, methods based primarily on global thresholding of the saturation channel tend to perform competitively on images with higher defect saturation levels, reflecting their sensitivity to stronger color signals. Moreover, depending on the method, nearly perfect region-level true positive rates ( TPRregion) or minimal false positive rates ( FPRregion) can be attained, emphasizing the trade-off that different models offer distinct strengths and weaknesses, which necessitates selecting the optimal method based on the specific quality control requirements and risk tolerances of the industrial process. These findings underscore the critical importance of defect saturation as a cue for both human and computer vision systems and provide valuable insights for developing robust automated quality control and predictive quality algorithms
The Needs of an Ageing Society and The Participatory Budgeting Process
No full textCel - Celem niniejszego artykułu jest ustalenie głównych rodzajów potrzeb członków silver generation (K60M65+) zgłaszanych i możliwych do zaspokojenia dzięki procesom budżetu obywatelskiego oraz określenie skali i barier uczestnictwa tej grupy w analizowanych procesach.
Metoda badań - W artykule zastosowano metodę opisową wraz z analizą przestrzenno¬ statystyczną danych zastanych dotyczących partycypacji mieszkańców Wrocławia w procesie Wrocławskiego Budżetu Obywatelskiego 2023.
Wnioski - Budżet partycypacyjny może być narzędziem umożliwiającym zaspokajanie potrzeb seniorów związanych z poprawą warunków ich funkcjonowania w przestrzeni miejskiej, infrastrukturą społeczną oraz zwiększaniem kompetencji i umiejętności. Preferuje się projekty infrastruktury społecznej – w szczególności dotyczące sportu i rekreacji. W badanym okresie jedynie 5% wrocławskich seniorów uczestniczyło w procesach budżetu partycypacyjnego. Do zidentyfikowanych barier uczestnictwa zaliczyć można m.in. niechęć, brak zaufania, wykluczenie cyfrowe, brak wiedzy.
Oryginalność / wartość / implikacje / rekomendacje - W literaturze problem uczestnictwa seniorów w procesie budżetu obywatelskiego w Polsce nie był jak dotąd podejmowany. W obliczu starzenia się społeczeństwa i konieczności dostosowania przestrzeni miejskiej do potrzeb tej grupy poszukiwanie i diagnozowanie narzędzi włączających w proces decyzyjny samych zainteresowanych wydaje się istotne.Purpose - The purpose of this article is to determine the main types of needs of members of the silver generation (K60M65+) reported and possible to meet through participatory budgeting processes, as well as to determine the scale and barriers of participation of this group in the analysed processes.
Research method - The paper uses a descriptive method along with a spatial¬ statistical analysis of data on the participation of Wrocław residents in 2023 Wrocław participatory budgeting process.
Results - The participatory budget can be a tool to meet the needs of seniors related to improving their living conditions in the urban space, social infrastructure, and increasing their competences and skills. Social infrastructure projects – especially those related to sports and recreation – are preferred. Only 5% of Wrocław’s senior citizens took part in participatory budgeting processes in the period under review. Barriers to participation that were identified include reluctance, lack of trust, digital exclusion and lack of knowledge.
Originality / value / implications / recommendations - In the literature, the issue of seniors’ participation in the participatory budgeting process in Poland has not been addressed so far. “I stink, therefore I am”: Puns in popularisation discourse
No full textThis article investigates the role of puns in the production and dissemination of botanical knowledge to non-professional audiences. Specifically, an ecolinguistic perspective is adopted to suggest that particular conceptualisations entailed by some wordplays may stimulate the layperson’s interest in the botanical world and increase attention towards plant and fungi. The study analyses data collected from a corpus of blog posts published on the website of the Royal Botanic Gardens, Kew (2017–2023) which offer simplified descriptions of the biology of plants and fungi. Puns are examined with reference to conceptual blending theory and classified according to the lexical-grammatical distinction between relexicalized and reconstructed puns. The article proposes that the effort required by the reader for reconstructing the original and deciphering the conceptual incongruity on which puns are built can act as an effective tool in forwarding scientific information and promoting consciousness about the ecological importance of plants and fungi. No full textTo jedna z pierwszych prób refleksji na temat naukowego awansu małżeństw badaczy. Autorka przygląda się biografiom i karierom wybitnych medyków – Hanny i Ludwika Hirszfeldów. Oboje odnieśli naukowy sukces, choć tylko jemu przypadła palma międzynarodowej sławy. Hanna rozwijała swą karierę w cieniu męża. Profesorka i kierowniczka klinik uniwersyteckich, twórczyni tzw. pediatrii opiekuńczej, lekarz wojskowy podczas I wojny, przez większość była kojarzona tylko jako żona L. Hirszfelda. Celem autorki jest przybliżenie jej postaci i dokonań, w szczególności refleksja nad tym, jak małżeństwo z wybitnym uczonym wpłynęło zarówno na jej, jak i jego karierę. Autorka koncentruje się na oczekiwaniach, jakie stawiane były żonie uczonego, a także na tym, na ile Hanna je spełniała, na ile zaś przekraczała.This is one of the first attempts to reflect on the scientific advancement of married couples of researchers. The author looks at the biographies and careers of outstanding doctors – Hanna and Ludwik Hirszfeld.
They both achieved scientific success, although only he received the palm of international fame. Hanna developed her career in her husband’s shadow. Professor and manager of university clinics, creator of the so-called pediatrician, military doctor during World War I, most people associated her only as L. Hirszfeld’s wife. The author’s goal is to present her persona and achievements, in particular to reflect on how her marriage to an outstanding scientist influenced both her and his career. No full textThe study is an attempt at the interpretation of the least known period in the biography of K.I. Gałczyński, which still awaits detailed research, i.e. the period from the end of World War II to the 22nd of March 1946, when the poet disembarked from the ship “Ragne” and wrote in the memorial book of the Harbour in Gdynia: “Gałczyński is back and alive!”. The poet’s return to Poland took nearly eleven months of wandering along the roads and highways of Germany, Holland, Belgium, and southern France, from where he tried to get to Italy. He roamed in alcohol-induced trance, intoxicated by love, offering ill-considered marriage proposals. Yet trance and intoxication were not the only attributes
of this journey, as they were accompanied by an emotional craze and eclipse of the mind that resulted from this Saint Vitus’ dance, as well as the despair that resulted from the inability to solve the dilemma: whether to return to the country where the instruments of ideological slavery had begun to emerge, or not. Gałczyński arrived in Krakow, at the apartment occupied by his legally wed wife Natalia, whom he had married in the Orthodox church in Warsaw in 1931, and his daughter Kira. He left in Germany his second wife, whom he married fourteen years later in a catholic church in Blomberg, and his son Konstanty who was born on the 22nd of January 1946.WOJCIECH KASS (ur. 1964 w Gdyni) – poeta, eseista, diarysta. Uhonorowany przez ministra kultury i dziedzictwa narodowego srebrnym medalem „Gloria Artis”. Od 2002 roku członek redakcji „Dwumiesięcznika Literackiego TOPOS”, a od 2022 członek rady programowej pisma. Należy do Stowarzyszenia Pisarzy Polskich, PEN Clubu Polska, ZAiKS-u. Prowadził zajęcia creative writing na Studiach Literacko-Artystycznych Uniwersytetu Jagiellońskiego oraz na Wydziale Filologicznym Uniwersytetu w Białymstoku. Członek Rady Naukowej Serii Wydawniczej „Colloquia Orientalia Białostocensia”, rady Białostockiej Kolekcji Filologicznej/Literatura oraz rady redakcyjnej Naukowej Serii Wydawniczej „Pisarze Podlasia i Kresów”. Protection of the Family in Latvia: Recent Developments
No full textThis article examines the development of the understanding of the concept of the family in Latvia during the last few years, and reflects the contribution made by the Constitutional Court of the Republic of Latvia to the development of this concept. The article analyses the judgment of the Constitutional Court of 12 November 2020 (case no. 2019–33-01), in which the legislature was determined to regulate the legal relations of same-sex partners (families) and provide for the economic and social protection of all families. The article outlines the problems that were encountered during the execution of this judgment and the constitutional mechanisms with which the conservative parties represented in the
Parliament tried to delay the entry into force of the law. Finally, the authors reflect on the changes in the regulatory acts that entered into force on 1 July 2024 introducing the regulation of partnership relations in Latvia, i.e. providing that adult persons will be allowed to register their partnership or cohabitation in accordance with the procedure established by law (a right which will apply also to same-sex partners). No full textThis paper was enriched thanks to the Polish Agency for Enterprise Development – the owner of the database resulting from a survey with cluster members which was used for the analysis.Purpose | This article analyses the impact of cluster membership on businesses’ digital transformation and adoption of Industry 4.0 technologies, with a focus on benefits and varying member approaches. Research method | The study combines the literature review with the results of Bench marking and the application of R software to develop typologies of cluster members based on four dimensions [4xE]: Exploitation, Effectiveness, Evaluation, and Expecta tions concerning I4.0 adoption. Results | The results show that cluster initiatives positively influence the adoption and use of advanced technologies. The identified member typologies highlight varying engagement levels and benefits. Originality / value / implications / recommendations | This research contributes to the understanding of cluster dynamics in fostering technological advancements and offers evidence-based recommendations for enhancing digital transformation support within clusters. No full textCel | Celem niniejszego opracowania jest próba oceny eksperymentu jako metody badawczej zagadnień finansowych, a szczególnie wybranych uwarunkowań i ograniczeń badań eksperymentalnych w sferze podatków dochodowych. Metoda badań | Podstawową metodą badawczą zastosowaną w tym opracowaniu jest analiza porównawcza wybranych podejść metodologicznych. Pojawiają się tu dwa pytania badawcze: Czy badania eksperymentalne dotyczące opodatkowania dochodów stwarzają duże możliwości rozwiązywania praktycznych problemów podatkowych? Czy badania eksperymentalne mogą być skutecznie zastosowane do podatków nakładanych na dochody z działalności gospodarczej i podatników będących osobami prawnymi? Wnioski | Wprowadzanie eksperymentalnych metod badań w obszarze podatków jest skomplikowane, ale niesie ze sobą duży potencjał. Łatwiejsze do zorganizowania są eksperymenty laboratoryjne niż naturalne, jednak te ostatnie mogą skuteczniej przyczyniać się do poprawy funkcjonowania aparatu skarbowego. W przypadku podatników opodatkowanych podatkiem dochodowym od osób prawnych (CIT) wdrożenie eksperymentów naturalnych na większą skalę jest trudniejsze ze względu na złożoność obiektu badań i wymaga z reguły szerszej współpracy z aparatem skarbowym. Oryginalność / wartość / implikacje / rekomendacje | Przedstawienie status quaestionis. Badania eksperymentalne zastosowane w obrębie podatków uwzględniają czynniki etyczne, instytucjonalne i społeczne. Dotyczą głównie zachowań podatników podatku dochodowego od osób fizycznych (PIT).Purpose | The purpose of this study is to attempt to assess the experiment as a research method for financial issues, and in particular for the selected conditions and limitations of experimental research in the area of income taxes. Research method | The basic research method used in this study is a comparative analysis of the selected methodological approaches. Two research questions arise here, among others: Do experimental studies on income taxation create great opportunities for solving practical tax problems? Can experimental studies be effectively applied to taxes imposed on income from business activities and taxpayers who are legal entities?
Results | Introducing experimental research methods in the area of taxes is complicated, but it carries great potential. Laboratory experiments are easier to organise than natural field experiments, but the latter contribute more effectively to improving the functioning of the fiscal apparatus. In the case of taxpayers taxed with corporate income tax (CIT), the implementation of natural experiments on a larger scale is more difficult due to the complexity of the research object and usually requires broader cooperation with the treasury apparatus. Die Verfassungskonformität politischer Forderungen zur Reformation der Sanktionen im zweiten Sozialgesetzbuch
Full text linkDie Sicherung der menschenwürdigen Existenz gehört zu den fundamentalsten Aufgaben staatlichen Handelns. Seit der Gründung der Bundesrepublik Deutschland unterlag die Ausgestaltung dieser Aufgabe – ebenso wie die Gesellschaft selbst – einem stetigen Wandel. Ein Bestandteil dieser Entwicklung waren stets Mitwirkungspflichten und Sanktionsmechanismen.
Spätestens seit einem Beschluss des Bundesverfassungsgerichts aus dem Jahr 1990 wird die Pflicht des Staates, die menschenwürdige Existenz zu sichern, explizit aus Art. 1 Abs. 1 GG in Verbindung mit Art. 20 Abs. 1 GG hergeleitet – also aus der Unantastbarkeit der Menschenwürde und dem Sozialstaatsprinzip.
Aber wie lassen sich Sanktionen mit dem verfassungsrechtlich garantierten Existenzminimum vereinbaren, dessen Zweck doch der Schutz der Menschenwürde ist? Die Antwort lautet: gar nicht. Art. 1 Abs. 1 GG verbietet Sanktionen, die den geschützten Bereich der Menschenwürde auch nur berühren. Selbst die Ausführungen des Bundesverfassungsgerichts in seinem Urteil von 2019 erscheinen in sich inkohärent und liefern keine tragfähige Begründung für Einschnitte in die Menschenwürde
