    Exploratory investigation of selected interfaces between hospital alarm and emergency planning and business continuity management systems in the context of the German “KRITIS-Dachgesetz”

    Die Häufigkeit und Intensität globaler Katastrophen nehmen deutlich zu. Vermehrt betreffen deren Auswirkungen auch die Kritische Infrastruktur und führen zu Einschränkungen in der Funktionalität wichtiger Einrichtungen. Insbesondere in Krankenhäusern gibt es viele Prozesse, die es davor zu schützen gilt. Aus diesem Grund soll perspektivisch unter anderem das KRITIS-Dachgesetz auf Grundlage der CER-Richtlinie (EU 2022/2557) bis zum 17. Oktober 2024 verabschiedet werden. Eine Anforderung des KRITIS-Dachgesetztes wird zukünftig unter anderem die Erstellung von Maßnahmen zur Steigerung der Resilienz beinhalten, welche in Resilienzplänen nachgewiesen werden sollen. Die Maßnahmen aus betrieblichen Kontinuitätsstrategien (=Business Continuity Managementsystemen) können integraler Bestandteil der Resilienzpläne sein. In dieser Arbeit sollen Schnittstellen zwischen Business Continuity Managementsystemen und bereits bestehenden Krankenhausalarm- und -einsatzplänen identifiziert werden. Die Erkenntnisse sollen den von dem KRITIS-Dachgesetz betroffenen Krankenhäusern einen Einblick in die Anforderungen von Business Continuity Managementsystemen geben und dazu beitragen, Umsetzungsmöglichkeiten in Krankenhäusern aufzuzeigen. Im Bearbeitungszeitraum wurden 14 qualitative Experteninterviews mit Vertretern von Krankenhäusern, Behörden, juristischen Einrichtungen und internationalen Krisenvorsorgeexperten geführt, von denen 11 in dieser Forschungsarbeit ausgewertet werden. Die Befragungen wurden halbstrukturiert und mit einer explorativen Herangehensweise durchgeführt, um ein Meinungsbild zu den perspektivischen Anforderungen aus dem KRITIS-Dachgesetz zu erfassen, aktuelle Maßnahmen zur Steigerung der Resilienz in Krankenhäusern zu identifizieren und potenzielle Herausforderungen in der Umsetzung zu ermitteln. In den Befragungen wurde eine breite Zustimmung zur Notwendigkeit der Etablierung von Business Continuity Managementsystemen als integraler Bestandteil des Resilienzmanagements von Krankenhäusern festgestellt. Die wesentlichen Erkenntnisse sind die Unterscheidung zwischen ereignisspezifischen und prozessbezogenen Vorgehensweisen bei der Identifizierung von Risiken sowie die erweiterten Anforderungen des Business Continuity Managementsystem hinsichtlich des Wiederanlaufs und der Wiederherstellung von Prozessen und Systemen. Synchronisationspotenziale bietet die Krankenhauseinsatzleitung, welche ebenfalls im Business Continuity Managementsystem mit der besonderen Aufbauorganisation als zentrales Organ zur Ereignisbewältigung beschrieben wird. Ebenfalls können bereits vorhandene Redundanzen in die Anforderungen der betrieblichen Kontinuitätsstrategien übertragen werden. Ein zentrales Hindernis für die Umsetzung in Krankenhäusern kann die branchenspezifische Personalnot und die Insolvenzgefahr darstellen. Die Erkenntnisse wurden genutzt, um konkrete Handlungsempfehlungen für die Krankenhäuser zu entwickeln. Eine frühzeitige Identifizierung von Störungen, Notfällen oder Krisen und die entsprechende Meldung an die verantwortlichen Stellen sind wesentlicher Bestandteil einer erfolgreichen Ereignisbewältigung. Darauf aufbauend wird die Etablierung eines „Leiters KAEP“ empfohlen, welcher unter anderem für die Erstellung und Aktualisierung der Krankenhausalarm- und -einsatzpläne verantwortlich ist und über einen Gesamtüberblick der relevanten Schnittstellen und Abhängigkeiten aller Abteilungen im Krankenhaus verfügt.The frequency and intensity of global disasters are increasing significantly. Their effects are also increasingly affecting critical infrastructure and leading to restrictions in the functionality of important facilities. Hospitals in particular have many processes that need to be protected. For this reason, the "KRITIS-Dachgesetz" based on the CER Directive (EU 2022/2557) is to be adopted by October, 17 2024. One of the requirements of the "KRITIS-Dachgesetz" will in future include the creation of measures to increase resilience, which are to be demonstrated in resilience plans. The measures from business continuity strategies (= business continuity management systems) can be an integral part of the resilience plans. The aim of this work is to identify interfaces between business continuity management systems and existing hospital alarm and emergency plans. The findings are intended to give hospitals affected by the "KRITIS-Dachgesetz" an insight into the requirements of business continuity management systems and help to identify implementation options in hospitals. During the research period, 14 qualitative expert interviews were conducted with representatives of hospitals, authorities, legal institutions and international crisis prevention experts, 11 of which are analysed in this research paper. The interviews were semistructured and conducted using an exploratory approach in order to gather an opinion on the perspective requirements of the "KRITIS-Dachgesetz", identify current measures to increase resilience in hospitals and determine potential challenges in implementation. The surveys revealed broad agreement on the need to establish business continuity management systems as an integral part of resilience management in hospitals. The key findings are the distinction between event-specific and process-related procedures when identifying risks and the extended requirements of the business continuity management system with regard to the restart and recovery of processes and systems. Synchronisation potential is offered by the hospital operations management, which is also described in the business continuity management system with the special organisational structure as a central body for incident management. Existing redundancies can also be transferred to the requirements of operational continuity strategies. A key obstacle to implementation in hospitals can be the sector-specific staff shortage and the risk of insolvency. The findings were used to develop specific recommendations for action for hospitals. Early identification of disruptions, emergencies or crises and the corresponding reporting to the responsible parties are essential components of successful incident management. Based on this, the establishment of a "Head of KAEP" is recommended, who is responsible, among other things, for creating and updating the hospital alarm and emergency planning and has a complete overview of the relevant interfaces and dependencies of all departments in the hospital

    Multi-Target Multi-Camera Tracking and Re-Identification from Detection to Tracking in Real-Time Scenarios

    This research project provides a comprehensive literature review in the area of Multi-Target Multi-Camera Tracking (MTMCT) and Re-Identification, with a focus on Real-Time Scenarios. The literature review begins with an exploration of the early developments in MTMCT, outlining the basic concepts and initial challenges. It then delves into key milestones that have shaped the field, focusing on critical aspects such as detection, feature extraction, data association, and tracking, along with the datasets and challenges encountered. The review describes various methods and paradigms used in MTMCT, ranging from traditional tracking approaches to more sophisticated techniques such as single-shot, graph-based approaches, and the integration of edge computing. Special emphasis is given to the adaptation of online and real-time tracking methods, which are crucial in modern applications. In addition, the review covers recent advances in the field. By examining state-of-the-art approaches, the project provides insight into the evolution and current capabilities of MTMCT systems. This comprehensive analysis not only reflects the significant progress made in the field, but also highlights the ongoing challenges and potential directions for future research, particularly in the development of efficient, robust, and ethically responsible MTMCT systems

    Measuring Transformation Concerning Climate Change and Extreme Events at the Regional Level: Actor Needs and Spatial Assessment in the Cologne District, Germany

    The article focuses explicitly on transformation and analyzes how it can be measured both quantitatively and qualitatively in a case study region in western Germany. It addresses blue, critical, and green infrastructures in a region that was affected by the 2021 floods in Europe. Together with regional actors, co-creative solutions for developing adaptation strategies and infrastructure planning will be developed. Using and combining different conceptual models and applying them to the project region as well as to human infrastructure highlights the different types of change and transformation. This also shows the complexity of such an overall assessment, which needs to include a lot of diverse actors and disciplines. The project's first results are overviews of national and cross-regional changes to infrastructures and administrative structures after the 2021 floods in Germany and at the district level. The interim results reveal that more needs and plans exist than real, measurable transformations and that certain transformations stem from planning long before the floods in 2021. Maps and land use potentials are presented that provide overviews of regional differences in flood, drought, and wildfire exposure and capacities for nature-based solutions. Both the conceptual models developed in this study as well as the application examples could be useful for other researchers and administrative bodies to measure transformation to climate change and other stimuli

    Transformation of the AECO Industry Through the Metaverse: Potentials and Challenges

    The integration of the metaverse into the real estate and construction industry reveals various potentials, but also challenges. The increasing digitization in the architecture, engineering, construction, and operation (AECO) sector requires a critical examination of aspects such as the metaverse. This paper is dedicated to examining the impact of the metaverse on the real estate and construction industry. The following specialist article is primarily aimed at the target group of the AECO sector, with the aim of gaining an initial overview of the opinions within this sector. The methodology used includes an in-depth literature review and a representative survey. Respondents from different age groups and areas of activity within the construction and real estate industry took part in this survey. The research questions of this paper are aimed at identifying the range of metaverse applications in the AECO industry, assessing their potential impact on business potential and challenges. The aim is to develop initial definitions and use cases and to create an overview of opinions in the industry. In this context, potential opportunities and risks will be examined to derive recommendations for an effective integration of the metaverse into the AECO industry. The results of this paper conducted indicate that there is still considerable uncertainty in the construction and real estate industry. It appears that the term “metaverse” and the associated potential through targeted use cases are not yet widespread in this industry. The survey participants recognize a potential for 3D visualizations in the metaverse that extends over the entire life cycle of buildings. An exemplary scenario for this is the use of 3D visualizations both during the planning phase and in marketing. The challenges identified shed light on uncertainties relating to data protection, privacy, and the influence of the internet. The results of the study reveal a high level of uncertainty and ignorance within the industry when it comes to understanding the metaverse. Based on the results, further studies are needed to establish the understanding and real potential of the metaverse in the industry. Conducting workshops specifically aimed at the AECO sector can help to deepen understanding of the potential of possible use cases

    Emotional and Psychological Safety in the Context of Digital Transformation in Healthcare: A Mixed-Method Strategic Foresight Study

    Background:Perceived safety has received attention in the digital transformation of healthcare. However, the impact of perceived safety on the future of digital transformation has not been fully elucidated. Aim: To investigate perceived safety in the context of the digital transformation of healthcare while considering relevant needs, influencing factors and impacts, including crisis events, to provide recommendations for action based on a participatory, multiperspective, strategic 5-year foresight viewpoint. Methods: A strategic foresight study is conducted via a participatory mixed-methods design to understand the present related factors that are likely to be relevant to future developments in the digital transformation of healthcare. Results: We observed that feeling safe plays a complex role in the digital transformation of healthcare. How perceived safety is considered has and will continue to impact the individual, organisational and system levels. Regarding a potential crisis event, controversial consequences have been observed. At its core, digital (health) literacy related to equity of access and human support is one of the crucial aspects in the context of perceived safety related to the successful implementation of digital technologies in healthcare. Conclusions: The scenarios showed that a continuation of the current situation over the next 5 years may result in partly desirable and partly undesirable outcomes. Concrete key factors should be used in practice to support both education and healthcare quality development and research. The essence of the scenarios should serve as a starting point for research agenda setting and political decision-making in the future. However, additional research is needed to quantify the correlations among the relevant factors

    The subject of the main description in the article is a small novel by Szalom Ash, America, published in Yiddish in 1911 and translated into Polish in 1926. Apart from it, other works by Ash with an American theme appearing in them are also important, such as the novel Uncle Moses (1918) and East River (1946), in which the writer emphasized the described reality differently and more pessimistically and outlined the prospects for the presence of Jewish culture in the USA. In all literary approaches, Asz relied on his own experiences and thoughts, which gives his writing an autobiographical mark. On the other hand, he was a careful and critical observer of Jewish life in America, which means that his literary works can be perceived as a manifestation of social or even religious views.     Subjective Identity and the Right to be Forgotten: A Multifaceted Claim in the Legal System

    In the complex relationship between individual identity and its claims for recognition and protection by the legal system, the right to be forgotten is crucial, because it addresses a personal, social and legal definition of the individual as authentically as possible and highlights the uniqueness of each identity, with changes experienced in the temporal dimension. The lack of distinction in real life between the physical world and the analogue context traces new spatial and temporal coordinates, able to profoundly redefine the traditional categories of identity and difference, as well as to modify the usual dynamics of personal and social inclusion and exclusion, submitting identity to a process of dismemberment that makes the individual a complex ‘informational organism’. The multiple connections between the right to be forgotten and the protection of personal identity are confirmed by the most recent developments of European legislation and, in particular, in Italian jurisprudence, which outlines it as an identity claim in order to obtain a correct representation of oneself, resulting in the guarantee offered by the legal system of reconfiguring one’s telematic image.     Language Anxiety as an Aspect of Oral Communication in English Among Philology Students

    W artykule podjęto próbę opisu zjawiska lęku językowego w kontekście komunikacji ustnej wśród 87 studentów kierunków filologicznych na Wydziale Filologicznym Uniwersytetu w Białymstoku. Głównym celem badania była analiza korelacji między pewnością siebie a lękiem językowym oraz między ego językowym a lękiem językowym. Jako narzędzie badania zastosowano ankietę składającą się z 27 pytań zawierających stwierdzenia w skali Likerta. Analiza korelacji została przeprowadzona przy użyciu metody Pearsona, z uwzględnieniem normalności rozkładów analizowanych wskaźników. Wyniki analizy wykazały istotną ujemną korelację między ogólną pewnością siebie a lękiem językowym (p= 0,010) oraz istotną ujemną korelację między ego językowym a lękiem językowym (p< 0,001).The article attempts to describe the phenomenon of language anxiety in the context of oral communication among 87 students of philological faculties at the Faculty of Philology of the University of Białystok. The main aim of the study was to investigate the correlation between self -confidence and language anxiety, and between language ego and language anxiety. The research tool used was a survey consisting of 27 questions containing statements on a Likert scale. The correlation analysis was performed using the Pearson method, taking into account the normality of the distributions of the analyzed indicators.     “Taming” and “Unfamiliarity”: A Landscape To Be Told

    The article concerns the way in which the cultural landscape of the so-called Recovered Territories was “tamed” after 1945 and today. The author juxtaposes the diagnosis of Jacek Kolbuszewski with Olga Tokarczuk’s contradictory opinion. In his article “Oswajanie krajobrazu kulturowego. Z problematyki integracji kulturowej na Ziemiach Odzyskanych” [Taming cultural landscape. On the problem of cultural integration on the Recovered Territores] (1988), Kolbuszewski states that the process of integration was successfully completed in the second half of the 1950s. Tokarczuk’s essay “Bezimienny krajobraz” [Nameless landscape] (included in the book Nieswojość [strangeness], 2019) contradicts the thesis of successful adaptation in the ‘post-German’ territories. According to Tokarczuk, the prerequisite for such adaptation is the recognition of the inhabited space as one’s own, which is achieved through the naming of the ‘nameless landscape’ and the stories about the place. Christopher Tilley’s concept of cultural landscape, which emphasises the relationship between narratives and space, resonates with this position.
