Personal Income Tax Rate in the Light of The Postulates of Fair Taxation
No full textPurpose – The aim of this article is to assess the flat rate and progressive personal income tax rate in the aspect of tax fairness. Research method – To achieve the aim, the use of a direct method – a questionnaire was required. The results of empirical research from years 2009–2024 conducted in the Podkarpackie Voivodeship are presented. These studies have been carried out systematically since 2009, excluding 2021 – due to the Covid-19 pandemic and difficulties in directly reaching respondents. Every year, 1,300 surveys are sent to households, but the level of their return varies, which caused the different research samples in the period 2009–2024. Results – Among the people participating in the study, there was a predominance of supporters of progressive taxation as a form which is more consistent with fair taxation in the opinion of the respondents. The widespread acceptance of tax progression indicates a strongly rooted sense of vertical justice in Polish society, according to which, higher taxes should be paid by the richer, while the income of less wealthy people should be taxed at lower rates. Originality / value / implications / recommendations – The article presents the essence of tax fairness, which has had a permanent place in tax science and tax practice for years. It is an important and still topical issue, because the results of the previous experience indicate that many issues are debatable, but also raise new questions. The choice of the type of income tax rate is one of the dilemmas. The results of our own research indicate high social support for a progressive income tax rate. Mein Gott, jak pięknie: Filip Springer’s Wanderings Through the Historical Landscape
No full textThe aim of this article is to interpret Filip Springer’s fictionalized historical reportage Mein Gott, jak pięknie [My God, so beautiful]. In the work, which is a record of a journey through the so-called Regained Territories in search of traces of historical landscapes, Springer presents the engineering and architectural interventions in the landscape of the eastern Prussian provinces. On the basis of numerous historical sources, he builds fictionalised narratives about the regulation of the Oder River in the 18th century, the construction of the Eastern Railway linking Berlin and Königsberg, the creation of palace and garden complexes, the modelling of Lower Silesian landscapes in the fashion of an idyllic wonderland, dubbed the ‘Silesian Elysium’, and the art of inscribing the architecture of East Prussian towns into the local landscape. The author reads Springer’s book as an argument on the art of human-arranged space that turns the landscape into a carrier of aesthetic values and enables the experience of [email protected]żbieta Konończuk, dr hab., prof. Simplified old Polish readings. A modernized edition of selected works of old Polish literature – a monograph for literary and linguistic education
No full textArtykuł dotyczy projektu publikacji będącej formą wsparcia edukacji polonistycznej, obejmującej uwspółcześnione wersje wybranych tekstów literatury dawnej. Celem szkicu jest nakreślenie tła, na którym osadzamy planowaną monografię, przedstawienie jej treści i kompozycji. W artykule zastosowano metodę analizy zawartości treściowej materiałów poświęconych takim zagadnieniom, jak projektowanie uniwersalne, prosty język, upraszczanie lektur czy inkluzywność w edukacji. W konkluzji stwierdzono potrzebę opublikowania planowanej monografii, a także zwrócono uwagę na praktyczny wymiar badań literaturoznawczych i językoznawczych.The article deals with the project of a publication that is a form of support for Polish language education, including modernized versions of selected texts of ancient literature. The purpose of this article is to outline the background against which we set the planned monograph, and to present its content and composition. The article uses the method of content analysis of materials devoted to such issues as universal design, simple language, simplification of reading, and inclusiveness in education. In conclusion, the need to publish the planned monograph is stated, and attention is paid to the practical dimension of literary and linguistic research.Elżbieta A. Creating Innovations within the Framework of Scientific and Industrial Consortia and Compliance with Data Protection Obligations
No full textOne of the elements of building a competitive advantage is the development of innovations. With this objective in mind, market players cooperate with other businesses, but also with entities in the
science sector, including research institutes and universities. One of the instruments used for this purpose is a consortium agreement, Such cooperation requires defining, first of all, issues related to intellectual property rights. Since personal data may be processed as part of such agreements, it is important to bring these processes in line with legal requirements under data protection laws, particularly the GDPR. The article analyzes first of all what personal data processing processes may be applicable in cooperation between science and business in the field of innovation, what roles in terms of personal data protection are played by the various entities and what obligations they entail, what special obligations in terms of personal data protection arise from the establishment of international consortia, including with entities from countries outside the European Economic Area, and are the rules that govern the responsibility of these entities for the fulfillment of their obligations under personal data protection regulations. Alignment of the collaborations carried out by consortium members with applicable legal requirements not only safeguards them legally, but also affects the economic and commercialization potential of the results generated in the course of such collaboration. These entities are thus seen as socially responsible, which fosters trust among science and

Split Genders: Medical versus Legal Understanding of Gender Identity (De Lege Lata and De Lege Ferenda)
No full textFor centuries, the law accepted the legal gender of an individual that was indicated at birth by the appearance of their genitalia and stated on their birth certificate. Nowadays, however, we have plenty of scientific, medical and psychological evidence (and thus reasons) to revise the adopted way of thinking about legal gender to associate it more with gender identity. Most people do not perceive a potential conflict between genital sex and gender identity, because their genital sex is consistent with their gender identity. Trans- and intersex comunnity needs recognition of their gender identity independent of their genital sex as a condition for a life of self-determination, personal freedom, respect and dignity; these are, after all, values that are extremely important for the law. The purpose of this analysis is to determine whether the concept of gender identity is perceived generally in the Polish language and the Polish legal system in a way that takes into account current medical knowledge and the legitimate needs of the individual. Kommunikationsräume, in denen sich Kinder unbeschwert und sicher mit ihren Freundinnen und Freunden austauschen können, fehlen.
Im Vorhaben „CoCoKI – Co-Constructing KI“ arbeiteten Kinder und Entwickler*innen in einem co-konstruktiven Prozess gemeinsam daran, ein soziales Netzwerk für Kinder im Alter von neun bis 13 Jahren zu konzipieren und einen Prototyp zu entwickeln. Die Bausteine für das soziale Medium - ausgerichtet an den UN-Kinderrechten „Schutz, Befähigung und Teilhabe“ – legen den Fokus auf Achtsamkeit, soziales Lernen und ein gelingendes Miteinander. Für gängige Funktionen eines Netzwerks, darunter Empfehlungen, Feedback, Resonanz und Inhalte-Moderation, wurden Möglichkeiten von Künstlicher Intelligenz und neuartigen Algorithmen für kindgerechte Gestaltung ausgetestet
Effects of Laser Cleaning on the Condition of Different Silk Model Samples Using Varying Wavelengths and Pulse Durations
Get PDFThe cleaning of aged silk fibers poses a common challenge in the conservation of textiles, since traditional cleaning techniques often yield unsatisfactory results or even harm objects. In this regard, cleaning objects with laser radiation is a promising addition to the range of available methods. Due to it being contactless, even brittle and touch-sensitive objects with disfiguring or harmful soiling could potentially be cleaned and therefore made accessible for research and presentation. Examples of treatment have sometimes shown spectacular results. Still there is some skepticism concerning the safety of this treatment for textile materials, which has been strengthened through previous 532 nm wavelength nanosecond laser cleaning studies on silk fibers. Taking these published results into account, the range of examined laser parameters has been extended in this study, from 532 nm nanosecond laser to 1064 nm nanosecond and even 800 nm femtosecond laser, reevaluating the effect of this treatment on the fibers. The physicochemical processes taking place on the silk fibers when cleaning with lasers are complex and still not fully understood. The aim of this project was therefore to bring more clarification about potential effects of those processes on the condition of silk samples treated with a set of different parameters for wavelength, pulse duration, energy density and number of pulses per spot. It also looks at the influence of the presence of soiling on the results. The analysis of potential effects was then carried out using statistical methods and advanced analytics. Scanning electron microscopy, Fourier-transform infrared spectroscopy and colorimetry technology provided the required insights to better assess the effects. Results show that laser cleaning of silk fibers, like most other conventional cleaning techniques, is not completely without risk, but knowing what the possible effects are helps making decisions on whether the benefits of the technique used justify these risks
Detection of Growth Stages of Chilli Plants in a Hydroponic Grower Using Machine Vision and YOLOv8 Deep Learning Algorithms
Get PDFVertical indoor farming (VIF) with hydroponics offers a promising perspective for sustainable food production. Intelligent control of VIF system components plays a key role in reducing operating costs and increasing crop yields. Modern machine vision (MV) systems use deep learning (DL) in combination with camera systems for various tasks in agriculture, such as disease and nutrient deficiency detection, and flower and fruit identification and classification for pollination and harvesting. This study presents the applicability of MV technology with DL modelling to detect the growth stages of chilli plants using YOLOv8 networks. The influence of different bird’s-eye view and side view datasets and different YOLOv8 architectures was analysed. To generate the image data for training and testing the YOLO models, chilli plants were grown in a hydroponic environment and imaged throughout their life cycle using four camera systems. The growth stages were divided into growing, flowering, and fruiting classes. All the trained YOLOv8 models showed reliable identification of growth stages with high accuracy. The results indicate that models trained with data from both views show better generalisation. YOLO’s middle architecture achieved the best performance
Practice and Research on Risk Transfer of Cyber Risks
Get PDFIn today’s networked world, the threat of cyber risk is ubiquitous. The unpredictable and far-reaching effects it presents pose a considerable threat to the international economy and society. In the insurance sector, primary insurers often have difficulty obtaining sufficient capacity for these risks. Approx. 50% of global cyber premiums flow into the reinsurance market, according to a report by Gallagher Re (cf. Newman, 2022). According to various industry sources and statements, cyber risks are often passed on to reinsurers in the form of proportional reinsurance. Cyber underwriting is still in its early stages; hence, it is unclear what risks cyber insurers face and the dimensions such claims can take present (cf. Pache, 2024). If a reduction in capacity were to occur, this would result in stricter underwriting, often accompanied by shortened insurance cover, higher requirements for security measures and larger deductibles. Consequently, policyholders and SMEs in particular would have to pay significantly higher premiums; in the worst case, they might fail to meet the criteria for cover and hence lose that cover (cf. Skeoch & Ioannidis, 2024)
