    Tirana, the Albanian capital, started its urban transition processes after the fall of communism in a rather small-scale and mostly informal manner. Three decades later, urban development in the metropolis with its tripled population has generally formalised. The built fabric experienced a metamorphosis into a globalised urban structure. During the last years, a certain number of megaprojects (in Albanian terms) arose in the city, such as mixed-use skyscrapers, high-rise apartment buildings and big shopping malls or other commercial buildings. In this context, three topics seem to be of urban geographic interest. The first is the overwhelming scalar dimension of the projects as well as the randomness of function and design. Tirana’s skyline shows more and more elements of globalised structures, but from an organisational point of view there is no corresponding functional internationalisation, for example, via the global financial market. In fact, quite the opposite is true: both the investors and the capital are mainly of Albanian origin. In such contexts, the powerful role and position of national elites, the second topic, may not come as a surprise. The key players seem to be very close to politics; sometimes political representatives are actively involved. Overall, there is no transparency in decision-making. Finally, it is highly problematic that some of the large urban developments are organised as public-private partnerships. In such cases, the public sector provides the property, applies for approval and then transfers the responsibility to private developers. This model fosters urban development and renewal, but at the same time, the profits will be privatised. All in all, we note in Tirana – and with a grain of salt this is true for the ex-socialist period as a whole – an urbanism of exception that can only be partially explained with common theoretical approaches, but rather requires an appropriate consideration of the evolutionary background, thus a relational perspective. We take up the concept of the “ordinary city” and discuss the scope of socialism and post-socialism as explanatory concepts

    Fertility Intentions and Their Realisation: Insights from the Polish Generations and Gender Survey

    The aim of the paper is to investigate the link between fertility intentions and outcomes in Poland. Previous studies detected large differences between countries in the extent to which childbearing plans are realised. Specifically, failure to realise an intention to become a parent was found to be particularly common in the post-socialist countries. We use the two waves of the Polish Generations and Gender Survey, conducted in years 2010/2011 and 2014/2015, to verify whether the same can be observed for Poland. We find that approximately 35% of respondents, who at wave 1 intended to have a child in the next three years, actually got one by wave 2. The results are in line with those obtained in other post-socialist countries. For respondents who did not get a child between wave 1 and 2, we analyse the stability of their fertility plans. Both realisation and stability of fertility intentions vary markedly by gender and parity

    Spatio-temporal analysis capabilities of big Earth observation (EO) data are possible now on various infrastructures, but the transferability and interoperability of analyses remain challenging. This contribution describes an approach for interacting with multiple semantic EO data cubes, where for each observation, at least one nominal (i.e., categorical) interpretation is available and can be queried in the same instance. Our in-house developed Web-based graphical user interface (GUI) provides technical access to multiple semantic EO data cubes, regardless of what infrastructure they are implemented on. It is designed to create semantic models using a graphical language, and an inference engine is able to evaluate these models against existing semantic EO data cubes based on a user’s defined area and timespan of interest. Querying on a semantic level allows the transferability of semantic models across EO data cubes. Our contribution shows an approach towards solving this open research gap and discusses relevant challenges such as transferability of semantic models, on-demand instantiation, and federated EO data cubes. We believe that this approach offers new opportunities for improved semantic and syntactic interoperability in EO analyses and is better positioned to allow semantically-enabled queries possible in a federated EO data cube context
