A Study of the Establishment of the Poor Relief Low from a Local Viewpoint: The Case of Tottori Prefecture
Get PDF従来、救護法（1929年公布、1932年施行）の研究は中央レベルで分析されたものが多く、地方に視点をおいて検討されることはほとんどなかった。本稿では鳥取県を例にして、救護法制定過程における県と村の動向を明らかにする。県では救護法制定以前から近代的な貧困認識が芽生えはじめていたこと等もあって、救護法の制定は歓迎すべき出来事であった。その一方で村レベルに目を転じてみると、全体としては救護費、救済件数ともに伸びているものの、村の支出という点からみると従前並であった。この理由として折からの不況と重なって村の財政が逼迫していたことと、「隣保相扶」の強さゆえ救済を避ける傾向があったことが考えられる。救護法は通説が示唆する通り明治期の救貧体制から脱しきれず、それは村から見ても同様であったと言えるかもしれない。救護法鳥取県下北條

A sustainable globalized society requires a population that is more culturally and linguistically sensitive, and requires educators with the dispositions and skills to 1) help students be more culturally responsive, and 2) work with an ever-increasing culturally and linguistically diverse population. Any core curriculum should include the infusion of a culturally responsive pedagogy. This presentation will examine how guided international exchange in teacher education programs may be a particularly powerful tool toward preparing teachers to infuse a culturally responsive pedagogy in their practice
