    EVALUASI KINERJA PROYEK PEMBANGUNAN GEDUNG AKIBAT PERUBAHAN DOKUMEN KONTRAK DENGAN METODE EARNED VALUE

    ABSTRACT The main objectives in the construction project are completed with the appropriate cost, time, quality according to specifications, and the fulfillment of work safety. However, the construction project have a problem. In this study, the project problem that occurs is a change in contract documents. The research was carried out through interviews and brainstorming with parties involved and competent in their fields. From the results of interviews and brainstorming, it was found that the changes that occurred were changes in structure design, addition of work items, reduction of work items, and changes in finishing materials. The cause of this change is the difference in architectural structure and function images by the planning consultant, the owner and consultant planner's desire to add /reduce work items, the desire of the owner and consultant planner to change the finishing material used. The impact of these changes is in the Compensable Delay category. Earned Value analysis is carried out at the end of the work, with the result that the project has an extension of 3 months and there is an addendum of additional work of 6.14% of the contract value. This condition needs attention for the owner and consultant planner to finalize the design/image before the tender process is carried out to reduce the risk of additional project time and costs. Keywords: contract documents, project performance, earned values ABSTRAK Tujuan utama dalam proyek konstruksi adalah terselesaikannya proyek sesuai dengan biaya yang dianggarkan, waktu yang direncanakan, mutu yang sesuai dengan spesifikasi, dan terpenuhinya keselamatan kerja. Namun kenyataannya, proyek konstruksi pasti memiliki kendala-kendala yang menyebabkan terjadinya permasalahan proyek. Pada penelitian ini, permasalahan proyek yang terjadi adalah akibat adanya perubahan dokumen kontrak. Penelitian dilakukan dengan wawancara dan brainstorming dengan pihak yang terlibat dan berkompeten dibidangnya. Dari hasil wawancara dan brainstorming, diperoleh identifikasi perubahan-perubahan yang terjadi yaitu perubahan desain struktur, penambahan item pekerjaan, pengurangan item pekerjaan, dan perubahan material finishing. Penyebab terjadinya perubahan ini adanya perbedaan gambar struktur dan fungsi arsitektur oleh konsultan perencana, keinginan owner dan konsultan perencana untuk menambah/ mengurangi item pekerjaan, keinginan owner dan konsultan perencana untuk merubah finishing material yang digunakan. Dampak dari perubahan-perubahan tersebut masuk dalam kategori Compensable Delay. Analisis Earned Value dilakukan pada akhir pekerjaan, dengan hasil bahwa proyek mengalami perpanjangan waktu 3 bulan dan terjadi addendum penambahan pekerjaan sebesar 6.14% dari nilai kontrak. Kondisi ini perlu mendapat perhatian bagi owner dan konsultan perencana agar mematangkan desain/ gambar sebelum dilakukan proses tender untuk mengurangi risiko penambahan waktu dan biaya proyek.     Concrete production is identical to environmentally destructive starting from the process of stone blasting, burning process and carbon emissions in the air. The production of cement was declared as the world's second largest contributor of 7% of carbon emissions in the world after the power plant is therefore needed innovation of environmentally friendly concrete for the sustainability of infrastructure development without damaging the environment. Glass powder and ash husk can be used as partial substitution of cement as an alternative solution environmental problems. Both materials are expected to function as filler because it has potential as pozzolan materials. This study was conducted on the compressive strength and the properties of normal concrete materials against the effect of using husk ash and glass powder on concrete mixture at the Laboratory of Civil Engineering Department of Warmadewa University. The test was performed on 7 days concrete with variation of the addition of husk ash and glass powder by 5%, 10%, 15%, 20% and 25% by weight of cement Replacement of husk ash and glass powder to the weight of cement affects the compressive strength and specific gravity of the concrete. The strength of concrete with glass powder showed to have a higher compressive strength when compared to the compressive strength of husk ash ash. The maximum strength of concrete with glass powder is obtained at 10% when the maximum strength of concrete with the husk ash was added of 5%. In addition, on the specific gravity of concrete obtained the optimum value when the addition of glass powder and concrete respectively by 20% and 5%.     ABSTRACT During the construction period there is often an incompatibility schedule between the planning and implementation in the field. Therefore, the need of doing control performance in order for the project to run in accordance with the contract time. To find out the performance of the project, can be used earned value method. The data that are required to analyze the performance using earned value are BCWP, BCWS, and ACWP. The control of construction project could be done by acceleration. Time Cost Trade Off method is used to obtain the most efficient and effective results. The purpose on this study is to evaluate a project that is experiencing delays in achievements. Based on the contract, if the contractor unable to finish the project in accordance with time that is given in the contract, the contractor will be charged with penalty of 0.1% of the agreed price. After being evaluated at week of 13th using earned value, it turns out that the project is experiencing delays where the project should be completed within 300 days and it turns out 314 days with the cost required to complete the project is IDR.16,139,554,490.00. In order for the project to be completed in accordance with the contract time, the writer does the acceleration by doing additional work time for 3 hours. By using time cost trade off method, the writer could determine the work to be accelerated by selecting from the lowest slope value on the critical path so that it could obtain the most efficient cost to complete the project on time. From the analysis result using time cost trade off, it is found that the acceleration resulting in the minimum total cost to complete the project on time is IDR.16,157,311,547.00. By using the additional working hours, this project could be completed with the most optimal time of 259 days with the total cost required is IDR.16,329,053,679.00.     ABSTRACT School safety zone (ZoSS) is a government program that began in 2006. The program aims to reduce the number of traffic accidents, especially school children. The use of ZoSS is still not optimal because there are still many road users passing ZoSS at high speed, school children have not used ZoSS facilities, as well as the surrounding community including teachers and parents who do not understand the existence of ZoSS. The approach taken is by observing the behavior of pedestrians, especially school children, the introductory behavior of school children, the behavior of drivers, the speed of vehicles passing on ZoSS, the volume of vehicles that are then analyzed and the performance of the road. The results of the study showed that the behavior of the crossers was 60.01% that meaning ZoSS was effective. The level of introductory behavior is 67.65% that meaning ZoSS was effective. The percentage of vehicles that follow ZoSS regulations is 32.58% that meaning ZoSS was less effective. The performance of the road segment in the ZoSS segment has a degree of saturation of 0.09 service level A. Keywords: driver, vehicle, ZoS

    ABSTRACT The construction phase is a stage that needs attention so that the main goal of producing a quality project can be achieved. In the construction phase, project managers should consider the positive and negative aspects that will occur in the next stage, the operational phase. The construction project is a job sector that has high risk compared to other sectors. The number of work accidents in Indonesia is quite high and continues to increase from previous years. the number of accidents in Indonesia continues to increase from 2007 to 2011. The number of work accidents in Indonesia in 2008 experienced the highest increase of 13.17%. While in 2011 the number of work accidents in Indonesia that the smallest increase is 0.79%. It indicates the risk of accidents in Indonesia is quite high. Cost of safety can be divided by other approaches that consist of cost prevention, inspection cost, and accident cost. If the security system is not valid or there is no safety program, usually the cost of prevention and inspection is not provided or available but small (less adequate), while the accident costs are great. prevention and inspection is sufficient, so as to reduce the cost of accidents to be small. Safety and work safety management system planning is a series of steps, hazard identification, risk assessment, risk control, and cost calculation of risk control. Based on this it becomes interesting to do an assessment of the estimated cost prevention (prevention cost) and inspection cost (K3) on the construction project. The results of the review on the construction project reviewed indicate that the costs required for prevention cost and inspection cost of work accidents amount to IDR 726,182,726.28 or 5.39% of the total contract value consisting of the cost of personal protective equipment amounting to IDR 585,780,486.28, the cost of occupational safety and health equipment of IDR 32,402,240.00 and the cost of personnel of occupational safety and health is IDR 108.000.000,00.     ABSTRACT The activities of taking and picking up by parents of students often cause traffic congestion around the school. This happens almost every day, especially in the morning, when school starts and in the afternoon, when school hours are over. There is not an adequate parking space available at the school, so the introductory and pick-up people use the body of the road to park when delivering and picking up. To overcome this, transportation facilities are needed which can reduce the number of vehicles used to deliver and pick up school students. The information that you want to know from the survey on respondents is monthly family income, factors that are considered important in choosing the type of transport, the vehicle used by students, whether students go to school or alone, vehicle facilities for parents, travel time from home to school, desired service and departure schedule. The number of samples that have been set is a minimum number of samples from statistical calculations as respondents, where as respondents are parents of students. For this reason, questionnaires were distributed to the students, so that they were delivered to their parents. Based on the results of the questionnaire, the transport operation parameter data is obtained between the next pick-up, to get the number of passengers, service pattern, number of vehicles needed and the scheduled departure of transportation. The results of the analysis show that 74% of respondents want the first service pattern to be picked up on the main road at their respective address or residence. The estimated number of passengers to be served by the school student shuttle transportation in Denpasar City is 5148 people, with 214 vehicles needed.     ABSTRACT The development of equipment technology were used in construction projects must be balanced with skill and high level of risk management, the most appropriate solution by using the safety and health management system so that the assets and labor that is an investment for the entrepreneur can be saved. The issues of occupational safety and health can’t be separated from industry problems, because safety and health are closely related to productivity. Occupational Safety and Health (OSH) in industry are associated with environmental issues. The Ritz Carlton Bali project in Sawangan Nusa Dua is one of the projects undertaken by PT. Tatamulia Nusantara Indah and has ISO certified. The implementation of OSH standards on this project is contained in the OSH plan and is always carried out monitoring and evaluation activities by the safety team in the field. To give more understanding on the implementation of OSH to all project workers was scheduled OSH simulation for 1 (one) hour adjust to schedule of project and informed by safety team, including effort of control that must be done. Based on this, it becomes interesting to do an assessment on OSH Control on Construction Project at The Ritz Carlton Bali Project in Sawangan Nusa Dua. The purpose of this study is to understand the control of OSH on construction projects. The result is a preliminary study was conducted to identify the potential OSH risks of The Ritz Carlton Bali Project. The procedures for reviewing these OSH risks and their system of controls are routinely applied to update hazard and risk records. All important risks are always controlled and monitored.     ABSTRACT Noise that occurs at Ngurah Rai Airport can cause hearing loss. The purpose of this research is to know hearing loss of the staff in the airfield, relationship between hearing loss and the characteristics of the respondents (working period and use of personal protective equipment), and to know the difference of hearing loss in the engineering division and the administration department at Ngurah Rai Airport. The cross sectional method was used to analys data, 44 samples are collected randomly. Data were collected by interview using questionnaires. Results showed that 16.7% of administrative staff has hearing loss, while 83.3% were normal. In the engineering division, 60.5% has hearing loss and 39.5% has normal. Based on staff with a working period of ≤ 20 years, 37.5% has hearing loss and 62.5% has normal. Based on staff with a working life of> 20 years, 77.3% has hearing loss and 22.7% has normal. Based on staff who often use ear protection, 66.7% of hearing is normal and 33.3% is not normal. Based staff who did not use ear protection, 5.9% of hearing is normal and 94.1% is not normal.     ABSTRACT Nyitdah Hospital Building - Tabanan is planned to use steel structure by utilizing skeleton brace system and without brace. This planning is done to find out the comparison of dimensions that occur when a Steel Structure in the add framework brace. The steel structure of this Hospital is based on SNI 1729 - 2015 Specifications for structural steel building buildings. The method used in this planning is using Load Resistance Factor Design (LRFD) method. The LRFD method is a method of planning by means of nominal capacity to anticipate uncertainties in the material used, while with the resistance factor to anticipate uncertainty in the variation of work load. The loads that work on the structure of the Hospital Building, calculated and analyzed the results obtained that the steel structure without brace experiencing a large shear force. The shear force occurs greatest in the beam with a ratio of 89.7% of the allowable shear force. After added brace framework, is brace type X and V inverted obtained a decrease of shear force. For brace type X shear forces that can be retained up to 30.65% of the shear force of the structure without brace. And for inverted breeding V can hold up to 21.33%, preferably 9.32% of brace type X. But the force that occurs not only sliding, the beam occurs moment and the column is pressed. In this case the type X breeders can withstand both the moment force on the beam and the compression force in the column, while the breed of type V is reversed, the moment that occurs on the beam becomes large. Brace Type X was chosen for the redesign of Nyitdah Hospital Building - Tabanan by considering the dimensions used in bias smaller than the structure without brace. The shear, moment and tap forces that occur in the structure can already be retained by the main structural frame and additionally the type X brace frame. Key word: steel, brace, LRF

    ABSTRACT Denpasar city is growing quite rapidly. The development is quite rapid followed by an increase in movement of people and goods. The development of activities of centers of activity such as markets has increased the rise of travel which tends to lead to conflicts with the movement of traffic flows. The existence of temporary market location Badung cause various traffic problems around the location of the market that is the occurrence of traffic delays due to increased side barriers, traffic congestion which ultimately affects the decreased performance of roads. Data required in this study include primary data and secondary data. The primary data required are traffic volume data, road geometry, speed, side resistance and movement generation. Secondary data obtained from the Central Bureau of Statistics (BPS) Province of Bali is the population of the city of Denpasar. Roadway performance analysis is guided by Indonesian Road Capacity Manual (MKJI). Based on the results of the analysis can be taken that the existence of the temporary location of Badung Market turned out to affect the performance of the road cokroaminoto Denpasar. At peak hour of traffic volume that is at 17.00 - 18.00 has road capacity of 2623.8 smp/hour, degree of saturation of 0.75 and average speed of the vehicle that is equal to 8.15 km/hour. At the peak hour of the movement movement is at 06.15 - 07.15 has a road capacity of 2623.8 smp/hour, the saturation degree of 0.58 and the average speed of the vehicle that is equal to 8.08 km/hour.
