    Charter and ASEAN blueprint towards the ASEAN Economic Community (AEC) in 2015, has been agreed by the members, characterized by  a new round of joint commitment that is legally binding. AEC Blueprint will give direction of ASEAN as a regional production base and single market. The blueprint is supported by the five essential pillars namely: the free flow of goods, services, investment, skilled labor, and freer flow  of capital. Efforts to realize the ASEAN as a regional production base and single market is certainly provides a lot of great opportunities and challenges for Indonesia. In this regard, the  main sectors which require improvement are professional human capital and competent. Without improvements in this sector, efforts to achieve the Indonesian government for human capital to compete with other countries in Southeast Asia will be difficult.     STRATEGY DEVELOPMENT AND IMPLEMENTATION OF GOOD CORPORATE GOVERNANCE (GCG) ON BUMN AND BUMD IN INDONESIA

    ABSTRACTGood Corporate Governance (GCG) is a important measure in the corporation an business practice. Some fact that showed lowed rank in the implementation of GCG in Indonesia, had been one of important factors that caused economic crisis and slow face of economic growth in Indonesia, This is had been a trigger to all stakeholders to continue encourage implementation of GCG in Indonesia. There are four important principal in GCG that now continue to encourage, fairness, transparency, accountability, and responsibility.At the level of practice, the application of GCG in Indonesia, especially in BUMN and BUMD is still very low. Some of the obstacles that hinder the implementation of GCG in Indonesia, especially in BUMN and BUMD are the internal constraints, external constraints, and constraints of ownership. To overcome the obstacles it needs to be stressed to continue to raise awareness of all stakeholders about the important of GCG implementation, strengthening the legal basis of GCG implementation, strengthening  government system reform until clean government that free from corruption had been establish, and do some reform throughout the business corporation that runs in Indonesia. Keywords : strategy, GCG, BUMN, BUMD   STRATEGI PENGEMBANGAN DAN PENERAPAN GOOD CORPORATE GOVERNANCE (GCG) BAGI BUMN DAN BUMD DI INDONESIA ABSTRAKGood Corporate Governance (GCG) merupakan sebuah instrumen penting dalam praktek bisnis dan perusahaan. Fakta menunjukkan bahwa rendahnya penerapan GCG di Indonesia telah menjadi salah satu faktor penting terjadinya krisis ekonomi di Indonesia serta lambatnya pertumbuhan ekonomi di Indonesia. Hal ini telah menjadi pendorong berbagai pihak untuk terus mendorong penerapan GCG di Indonesia. Empat prinsip penting dalam GCG yang saat ini terus didorong untuk diterapkan adalah kewajaran, transparansi, akuntabilitas, dan responsibilitas. Pada tataran praktek, penerapan GCG di Indonesia, khususnya pada BUMN dan BUMD masih sangat rendah. Beberapa kendala yang menghambat penerapan GCG di Indonesia, khususnya pada BUMN dan BUMD adalah kendala internal, kendala eksternal, dan kendala kepemilikan. Untuk mengatasi berbagai kendala tersebut maka perlu ditekankan untuk terus meningkatkan kesadaran berbagai pihak akan pentingnya penerapan GCG,   memperkuat   dasar  hukum  penerapan  GCG,   mereformasi  sistem  pemerintahan  hingga terciptanya praktek clean government yang bebas KKN serta reformasi di seluruh korporasi bisnis yang berjalan di Indonesia. Kata kunci : strategy, GCG, BUMN, BUM

    ABSTRACTThe implementation of “business not as usual” on the MP3EI 2011 – 2015 was held to optimize the potential of regional commodities that can increase the regional values. This research was conducted to search for the potential of UMKM in developing the potential commodities of Lampung province. The problems related to the commodities development consists of setting up the potential commodities which as based on the production copacity, so that it is difficult for those local governments to stimulate the coomdities development.The research method was qualitative method and data collected through   literature reviews and analysis of competitive advantage. The results of the research were 1) there are high potential of UMKM development, 2)UMKM should be developed in accordance with the local culture and regional commodities, 3) UMKM plays an important role in solving the social problems such as creating employment, 4) the development of human resources, technology, capital, marketing, information and management plays an important role in the development micro business, 5) the natural resources, human resources, and the world market in the global era would be a high potential if it is designed and the initiation strategy consists of the government network, NGO, private institution, individual and groups, which is managed effectively. Keywords : strategy, business institutions, competitivve advantages   STRATEGI PENGEMBANGAN DAN KEUNGGULAN BERSAING LEMBAGA BISNIS UMKM TERHADAP PEMBANGUNAN DAERAH ABSTRAKPenerapan “business not as usual” pada MP3EI 2011-2025 dilakukan dengan menggali dan mengoptimalkan potensi unggulan daerah yang dapat memberikan nilai tambah bagi daerah tersebut. Penelitian ini dilakukan untuk mengkaji potensi Usaha Mikro Kecil dan Menengah (UMKM) dalam mengembangkan komoditas unggulan di Provinsi Lampung. Permasalahan terkait dengan pengembangan komoditas unggulan yang hanya didasarkan pada kapasitas produksi, sehingga menyulitkan bagi pemerintah daerah untuk menstimulir pengembangan komoditas unggulannya.Metode penelitian yang digunakan adalah metode kualitatif  dan data yang dikumpulkan melalui studi literatur dan analisis keunggulan bersaing. Hasil penelitian adalah, Pertama; potensi pengembangan UMKM di daerah sangat besar. Kedua, pengembangan UMKM harus dilaksanakan sesuai dengan budaya lokal dan potensi yang dimiliki oleh daerah yang bersangkutan. Ketiga, sektor UMKM ini sangat berperan dalam menanggulangi masalah sosial di daerah dengan penyerapan tenaga kerja yang sangat tinggi. Keempat, peranan peningkatan SDM, pemanfaatan teknologi, akses permodalan, akses pemasaran, akses informasi, dan manajemen sangat penting dalam mengembangkan usaha mikro. Kelima; Sumber daya alam dan sumber daya manusia serta pasar dunia  yang semakin terbuka pada era global merupakan potensi  besar jika disain dan strategi replikasi yang meliputi kerjasama jaringan (network) pemerintah, LSM, lembaga swasta dan individu maupun kelompok dikelola secara efektif dalam bentuk kemitraan. Kata kunci :strategi,lembaga bisnis, keunggulan bersaing

    ABSTRACT  The presence of SMEs not only in order to increase revenue but also to ensure equal distribution of income. This is understandable because the SMEs sector involves a lot of people with a variety of business  cases.  The  government  expects  an  independent  and  resilient  SMEs  can  flourish  and encourage  regional  and  national  economy.  Support  for  SMEs  must  of  course  be  immediately supported by the easiness for SMEs in obtaining venture capital.     There are externalities as a result of street vendors economic activities. The externalities may be negatives and may be positives.The method used to collect data through literature and the data collected is secondary data from reports and research publication. Negative externalities caused by the street vendors are accessibility of public spaces, garbage, open space inharmony, dirty and untidy, traffic congestion, pedestrian interference and the possibility of diseases due to lack of sanitation. Tragedy of the commons happened due to excessive uses of public facilities resulting in reduced or loss of its function. The Positive externalities are generate jobs, as a distributor, security, bring the servicecloser to the customers and means of recreation.
