    In unserer ersten Blickwechsel-Ausgabe zu Taiwan beschrieben wir die historische Abfolge von Protestbewegungen und die Entstehung von NGOs in Taiwan: Angefangen mit der »Wild Lily«-Bewegung 1990, gefolgt von der Rothemden-Protestbewegung 2006, die sich gegen Korruption richtete, der spontanen »Wild Strawberries«-Bewegung 2008, einer Demonstration gegen Polizeigewalt bis hin zur »Sunlower«-Bewegung 2014, der Besetzung des Parlamentsgebäudes in Taipeh als Protest gegen die Verabschiedung des »Cross-Strait Service Trade Agreement« (CSSTA) zwischen Taiwan und China.     Today, one must state that most women in Afghanistan find themselves in a similar repressive situation as during the Taliban regime. Besides some initial positive developments in the fields of education, political participation, health care and employment thanks to the armed intervention of the international community, not many aspects have improved in a substantial manner for most Afghan women and girls. According to several observers and human rights organisations, women in Afghanistan continue to be among the worst off within and beyond South Asia. Despite relevant commitments of the former Karzai government, women are facing all kinds of social atrocities, political limitations and sufferings from traditional practices, which are neither in line with the Afghan constitution, nor with national and international laws. The situation further deteriorated after the withdrawal of the bulk of international troops, which paved the path for the comeback of the Taliban and other Islamic fundamentalist groups, as well as the growing influence of religious clerics within the Afghan state and society. Having this in mind, the article attempts to shed some light on the most significant trajectories contributing to the worsening of the status of Afghan women

    Cross-Border Electricity Cooperation in South Asia

    South Asian countries, facing challenges in efficiently meeting growing electricity demand, can benefit from increased cross-border electricity cooperation and trade by harnessing complementarities in electricity demand patterns, diversity in resource endowments for power generation, and gains from larger market access. The region has witnessed slow progress in expanding regional electricity cooperation and trade, and undertaking needed domestic sector reforms. Although bilateral electricity sector cooperation in the region is increasing, broader regional cooperation and trade initiatives have lagged in the face of regional barriers and domestic sector inefficiencies. Deeper electricity market reforms are not a necessity for further development of cross-border electricity trade, but limited progress in overcoming regional and domestic barriers will limit the scope of the regional market and the benefits it can provide

    The Rohingya are an ethnic group who have long lived and suffered oppression in Myanmar. Though they were once accepted by Myanmar society, they now experience political and legal discrimination. The state marginalizes Rohingya through brute coercion and the enshrinement of laws designed to relegate them the bottom of society. Also, the state has at times practiced policies resulting in the deaths of Rohingya. In Myanmar—a country purported to be democratizing, such policies amount to persecution. Yet who exactly who are the Rohingya? What is Myanmar’s “problem” with them? What might be their future? This paper examines these questions

    Diversification, Growth, and Volatility in Asia

    Economic development critically involves diversification and structural transformation—that is, the continued, dynamic reallocation of resources from less productive to more productive sectors and activities. This paper documents that, over an extended period, developing Asia has on average been particularly successful in diversifying its exports, particularly in comparison with Sub-Saharan Africa. Much of the progress has occurred through diversification along the ‘extensive margin,’ that is, through entry into completely new products. In addition, developing Asia has on average benefited significantly from quality upgrading, helping it capitalize on already existing comparative advantages. Yet, agricultural and natural resources tend to have lower potential for quality upgrading than manufactures. Therefore, for lower-income “frontier” countries, diversification into products with longer “quality ladders” may be a necessary first step before large gains from quality improvement can be reaped

    Governance for Quality in Higher Education in Odisha, India

    The rise of the global economy, where social and economic development are driven by knowledge coupled with the information and technology revolution, signifies that tertiary education everywhere cannot continue with business as usual. The hope is that by creating, applying and disseminating new ideas and technologies to greater numbers, higher education systems will graduate a skilled, flexible and productive work force. The scope of the study includes primarily the governance and management system across the Higher Education (HE) sector in Odisha; the current Quality Assurance System (QAS) including affiliation and accreditation and the inter-relationship between QAS and HE governance system; issues associated with autonomy in Higher Education Institutions (HEIs) in Odisha; the existing policy and legal environment in view of systemic transformation of governance for excellence; and international experience of good practices of governance and management system focusing on quality assurance. This paper aims: to describe and analyze the state of governance in Odisha higher education with special focus on the role of the higher education department of the GoO, university management, college management and the relationship between these structures; to analyze and re-examine the concept of increased autonomy for HEIs in Odisha; and to make recommendations on how to improve efficiency, effectiveness and accountability for increased autonomy in higher education governance
