Digital Libraries in Nigeria in the Era of Global Change: A Perspective of the Major Challenges

    No full text
The world is witnessing a rapid and progressive transformation as a result of IT revolution, which has predominated all aspects of societal development. One of such transformations has manifested in the form of digital libraries. The evolution of digital libraries has ensured the emergence of global networked environment that has dramatically changed the face of libraries, their functions, services as well as their storage and delivery systems. In this perspective, the paper examines the status of digital libraries in Nigeria. It also analyzes the Nigerian information environment within the context of an escalating situation in terms of funding, infrastructure, and ICT policy. The paper concludes that if digital libraries in Nigeria are to survive, drastic and progressive action needs to be taken to overcome some the aforementioned issues. Governments and sponsoring bodies of libraries must provide all the necessary funding and support for library development especially the digital libraries

Graph Based Framework for Time Series Prediction

    No full text
Purpose: A time series comprises of a sequence of observations ordered with time. A major task of data mining with regard to time series data is predicting the future values. In time series there is a general notion that some aspect of past pattern will continue in future. Existing time series techniques fail to capture the knowledge present in databases to make good assumptions of future values.Design/Methodology/Approach: Application of graph matching technique to time series data is applied in the paper.Findings: The study found that use of graph matching techniques on time-series data can be a useful technique for finding hidden patterns in time series database.Research Implications: The study motivates to map time series data and graphs and use existing graph mining techniques to discover patterns from time series data and use the derived patterns for making predictions.Originality/Value: The study maps the time-series data as graphs and use graph mining techniques to discover knowledge from time series data. Keywords: Data mining; Time Series Prediction; Graph Mining; Graph MatchingPaperType: Conceptua

An Evaluation of the Digital Britain Report

    No full text
Purpose: The UK government outlined its vision of the future in the “Digital Britain” report published in June 2009. The paper provides an evaluation of the report and offers professional comments with a particular focus on Universal Broadband Access and Next Generation Access (NGA) networks. The paper also provides an overview of the currently available fixed and wireless broadband access technologies in the UK and the main challenges associated with these technologies in terms of migration towards NGA networks. The UK government has often been criticized for its lack of leadership in the provision of adequate broadband access in rural areas. The paper further discusses the government stance with regard to this issue and proposes solutions that could be cost-effectively deployed to extend coverage of broadband access to rural areas. The paper also reviews some of the successful NGA deployments around the world and discusses some of the useful lessons that could be drawn from these examples. A brief summary of some of the social and economic benefits associated with universal broadband access is also provided.Methodology: The study is based on a critical evaluation of the Digital Britain report published in June 2009.Findings: The study evolves up with solutions that could be cost-effectively deployed to extend coverage of broadband access to rural areas of Britain. The paper concludes with a number of key recommendations to ensure that the UK is not left behind in the global digital race as a growing list of countries actively seek to adopt a universal service commitment for broadband. Keywords: Digital Britain (DB); Universal Broadband Access (UBA); Next Generation Access (NGA); Universal Service Commitment; Worldwide Interoperability for Microwave Access (WiMAX); 3G; Long Term Evolution (LTE); Mobile BroadbandPaper Type: Revie

Comprehensive Patient Health Care System for the Saudi Hospitals using Information and Mobile Computing Technologies

    No full text
Information Technology (I. T) forms an important part of the healthcare solution. Accurate and up-to-date information is essential to continuous quality improvement in any organization, and particularly in an area as complex as healthcare. Therefore, diverse information systems must he integrated across the healthcare enterprise. The knowledge base in the medical field is large, complex, and growing rapidly. It includes scientific knowledge, as well as familiarity with the day-to-day business of provid ing healthcare. It is crucial to identify the processes in the healthcare sector that would he benefitted.from the support of Information Technology. The paper is focused on the use of Comprehensive Patient Healthcare System (CPHS) comprising two large subsystems, Computerized Patient Record System (CPRS) and Mobile Computing Clinical System (MC.C.S) as an application of state-of-the-art information and mobile computing technologies in Saudi Arabia hospitals as part of an ongoing research project. Significantly, the use of such technologies with highly efficient techniques for essential information gathering in a timely and cost effective manner in hospital sites is critical in order to understand how to enhance quality health care services to improve the life of patients and rapid decision making. It would therefore be expected that the project would facilitate optimal hospital resource utilization for medical purposes in Saudi Arabia. This development would therefore pave the way for opening new venues in which such highly advanced information and mobile computing technologies are employed in the hospitals and other sectors beyond the field of medical care.PAPER TYPE: Research PaperKEYWORDS : Comprehensive Patient Healthcare System (CPHS); Computerized Patient Record System (CPRS); Mobile Computing Clinical System (MCCS); Information Communication Technology (ICT); Mobile Technolog
