PEREMPUAN PADA SEKTOR EKONOMI UNGGULAN
The economically superior sectors are sectors with good prospect and they contribute to the local development. In other words, the sectors are those that win the competition with other sectors as clearly observed in its contribution to local income. This study aims to investigate the economically superior sectors and the participations level and the working productivity in Yogyakarta Special Regency. The study conducted by analyzing the secondary (time series) data obtained from Susenas and Sakernas. The descriptive analysis is using table and maping through model LQ (Location Quotient). The result shows that Sleman has 6 economically superior sectors while Gunung Kidul only has 3. A high participation level of women in the economically superior sectors is found in trading, hotel and restaurant sectors while the lowest participation level is found in mining sector (less than 1%)
DEMOKRASI DAN TRANSPARANSI DALAM PEMILU 2004
This paper is about the process of election during democracy periode in Indonesia. The problem that usually accured during the election was the involvement of the elites in the process of election. Some elites, both from the political parties and from the village, usually interfering the process. The case in Gampeng shows that all elements have been working together in successing the process of election. Reflecting from the election process in Gampeng, the transition process towards more democratic government in Indonesia could be happen inpeace and harmony if there was honesty inside the political elites. They should more appreciate the voice from the people they were represented, instead of fighting for their own needs
KEMISKINAN DAN USAHA MIKRO, KECIL, DAN MENENGAH
This paper would like to see the role of UMKM (Usaha Mikro, Kecil, dan Menengah//W/cro, Small and Middle Scale Unit) in tackling poverty. The main superiority of UMKM in tackling poverty is in its ability to create working spaces. UMKM usually developed in the villages and created a new center of economical growth without eliminating the primary sector (agriculture). The developing of UMKM has been impeded since the government failed to understand the nature of UMKM itself. In framing the policies related to the development of UMKM, the government has misassumption the nature of UMKM and the problems they faced. In fact in general the development of UMKM needs a more conducive environment. The step should be taken by the government in this case is to be more convenience ingiving the information to UMKM. There should be an effort to increase the demand of the product by UMKM.
BIAS GENDER DALAM PENANGANAN KASUS KEKERASAN TERHADAP PEREMPUAN SECARA LITIGATIF
The ongoing raise of violence against women shows that the issue refers to the problem of gender in its various dimensions. This is due to beliefs that the differences between men and women are laws of nature- have long been socially propagated. Aside from that, a strong culture of patriarchy has also been put women on powerless positions, as reflected in the handling of violence's cases through legal processes. This article is intended to analyse the problem through three major aspects. pirst, the law has a strong bias towards women as victims, in particular men as perpetrators of detrimental acts towards women. Second, bias in legal procedures which should be administered in the whole processes of litigation which occurs in a lot of violence's cases. Third, the attitude of law enforcements which stand opposed women both as the real victims and culturally as the subordinated classes.The article has showed that the performance of law-enforcement officials in dealing with violence against women has remained remarkably low.The main cause of such violence, may be due to the classic gender bias in the perspective of our legal system which has been reflected in the forms of the patriarchal order of society
PERAN DUKUN BERSALIN TRADISIONAL DALAM PERAWATAN KEHAMILAN, PERTOLONGAN PERSALINAN, PERAWATAN PASCAPERSALINAN DAN KEPERCAYAAN
Delivery mortality rate is still considered high. One of the mainreasons is the high rate of delivery assistance conducted by traditional midwives. To anticipate the problems and to obtain safe delivery, the government has decided to enact a program to appoint midwives to work in the villages A study was carried out on trained traditional midwiveswho play their role in the villages in the hope to study their role and development of these midwives in the future. The study was conducted in six villages of two subdistricts in Tulung Agung Regency. An interview and a survey were carried out to six traditional midwives and mothers-of-children-below-five years respectively in the study area. The study shows that 67.1 percent of delivery cases were assisted by traditional midwives. The role of traditional midwives during pregnancy care was considered low, yet was considered high during the delivery itself, the post-partum services, and the belief in relation to pregnancy and delivery. The fact shows there is a considerable healthy relation of social and delivery cooperation assistance between traditional midwives and trained midwives. It is suggested that improvement in knowledge and skills on delivery assistance be intensified. Besides, it is also suggested to improve the role of traditional village midwives to cooperate with trained midwives to guide the former in becoming the agents to convey the health program to its targets
KESEHATAN REPRODUKSI PEKERJA WANITA*
As a society becomes more modernized, the role of women in a working place is increasing. A quite large number of women work in various sectors: agriculture, industry, and services. While their participation contributes to the welfare of their family and society at large, the health implication (particularly on reproductive health) needs considerable attention. The study shows the incidence of various reproductive health problems in a working place and low attention given by the employers to this problem. Statutes and government regulations have been made to protect female labours from reproductive health problems, but these laws and regulations have not been implemented consistently by the employers. This studyproposes to increase the government control on reproductive health services and protection given by employers to private industries, and to give the workers the right to organize themselves so that they can obtain the power to have reproductive health services as well as protection from their employers
REALITAS KEKERASAN PEKERJA PEREMPUAN DAN KONSEKUENSI PERLINDUNGAN HUKUM
This study deals with Indonesian female workers migration especially on the case of workers security and workers violence. The study is carried out at Cilacap Regency with the research samples in Donan, Jojog and Kuta Waru Vilage in the area of Central Cilacap sub-district. This study is design to explore the phenomena of international female workers migration regarding the security and violence issues in the whole of migration process. The value of this research is desired to be raw material, which is, can be a positive requirement in formulating the role of international migration policy. The facts shows that the program of international labor sending since 1980s was lacked of security that can be protecting migrant workers, especially female migrants. This condition causes that Indonesian (female) migrants tend to be marginal workers in destination countries

HASIL KONFERENSI KEPENDUDUKAN DI KAIRO: IMPLIKASINYA PADA PROGRAM KESEHATAN REPRODUKSI DI INDONESIA
The World PopulationConference in Cairo has received substantial attention and comments from the mass media and a large circle of experts, although a more basic explanation is still needed due to the result of the conference. Since abortion is considered a very important issue which dominates the field of reproductive health, it needs to further analyze the relations between abortion and the 'new concept' of reproductive health. This paper broadly analyzes the objectives and the agreed result of the conference. It also proposes several implications on the reproductive health program in Indonesia. Even though, as the mass media reported, the Cairo Conference seemed to be a conference on abortion, the theme of the conference was: Population, Sustainable Economic Growth, and Sustainable Development. Indonesia takes a very active role in the preparation of the world's population conference, including to conduct and initiate the summit population conference of the Non-Aligned Ministerial level prior the Cairo Conference. The Cairo World Population Conference has resulted in a substantially broad Population Action Program, in which the implementation needs serious consideration on the heterogeneity of the respective countries according to the priorities of development, cultural considerations, norms, religion, and law that prevails in the respective countries, yet the Conference should consider the norms of the universal human rights. Out of various materials covered in the Population Action Program, reproductive health problems have become one of the important controversial sources. For this reason it has thus been agreed to accept a "new concept" of reproductive health. Out of this 'new concept', some implications of several reproductive health programs emerge, particularly the family planning program of the countrywhich should be expanded and qualified. Even though the "new concept" of reproductive health covers sexual reproductive rights, it has been wholly agreed that abortion would not be promoted as one of the implementations of the family planning method. The target of quantity in various fields could be optimistically achieved except the maternal mortalitydecline. Without a breakthrough effort in the new reproductive healthsector the quantitative aims to reduce the maternalmortality rate in Indonesia could never be achieved

Issues on marginalization of women in labour market have always become an important discussion in developing countries. The success of economic development represented by high economic growth for some extend has even been argued as factor behind the low role of women in labour market. Does it mean that when economic growth decrease women participation in labour market will be better? In fact the economic crisis hit Indonesia since 1997, which lower the economic growth becoming minus, put women as first victim. Their role in labor market were even worsening. At least the evidence can be seen from the result of this study. Their participation in labour market is increasing, but it can not be interpreted as a better condition! maight be true that women were forced to enter labour market because of economic pressure in the household due to the crisis
