    Unpacking policy effects on the smuggling industry: a postfunctionalist examination

    Evidence from different countries show that increasingly restrictive policies such as the criminalisation of migrant smuggling and the externalisation of border controls to countries of origin and transit of migratory flows, often result in more sophisticated organisational structures, causing the replacement of small-scale decentralised organisations with larger hierarchical structures. Drawing on qualitative interviews with 20 professionals involved in undocumented migration, this study aims to assess the impacts of bilateral policy changes between 2016 and 2021 on the smuggling industry in the Mediterranean through a post-functionalist theoretical perspective. The Italy-Libya Memorandum of Understanding and the EU- Turkey agreement prompted changes in migrants’ routes arriving in Greece and Italy, leading to a shift in demand for smuggling services from certain countries to others. As the findings suggest, the Italy-Libya agreement increased the demand for smugglers operating in Tunisia, while the EU-Turkey agreement reinforced traditional methods of unauthorised movement relying on smuggling networks

    The framing of contemporary violence policy in England and Wales: an examination of the contributing roles of alcohol and illegal drugs

    Background: In 2018, the UK Government published its Serious Violence Strategy setting out the Government’s commitment to adopting a public health approach to ‘serious violence’ in England and Wales and encouraging a multi-agency, whole system public health approach to violence prevention. There has been very little research attention and commentary on the roles of alcohol and illegal drugs in the construction of ‘serious violence’ within the Strategy. . Method: Drawing on thematic analysis of key policy documents, the ways in which drugs and alcohol have been conceptualised in recent violence policy in the English and Welsh context are explored through the analytical framework of ‘framing’. Results: The overwhelming emphasis on violence associated with the drugs market has skewed attention towards exceptional and sensationalist forms of ‘serious’ violence and diverted it from more common and widespread forms of ‘everyday’ violence including domestic and alcohol-related violence. Omitting these from the policy purview has implications for those affected and how resources are allocated. Conclusion: To advance inclusive and holistic violence prevention, a wider framing of violence is required and both illegal drugs and alcohol need to be embedded for meaningful working across populations and organisational boundaries

    Navigating ESG arbitrability challenges in energy and climate: an in-depth analysis and future perspectives

    Over the past few years, there has been a notable surge in the inclusion of Environmental, Social, and Governance (ESG) clauses within both domestic and international agreements and contracts. This trend places a distinct focus on aspects related to climate change and energy. Implementation and enforcement challenges have emerged, prompting the exploration of remedies and procedural channels, wherein commercial and investment arbitration has gained recognition as a suitable dispute resolution mechanism. Against this backdrop, this article examines ESG clauses from both substantive and procedural perspectives, emphasizing their relevance to climate change and energy issues in light of the Paris Agreement. The study presents a thorough analysis of conceptual frameworks, content, scope, and implementation of ESG clauses. Additionally, it explores procedural pathways for enforcement, encompassing commercial and investment arbitration, highlighting their advantages and downsides. A critical analysis of recent arbitration cases involving ESG clauses provides insights into future implications. The study contributes to a deeper understanding of the challenges and significance surrounding the implementation of ESG clauses, particularly in the context of climate change and energy considerations, within contemporary international investment agreements and in the evolving landscape of commercial arbitration

    The role of macro institutional factors in determining types of entrepreneurial start-ups: a longitudinal panel study

    Purpose- What shapes entrepreneurs’ intention to allocate entrepreneurial effort towards different types of entrepreneurial start-ups? Grounded in a 'national business systems' (NBS) approach, the purpose of this research is to examine the impacts of institutional dimensions on Schumpeterian and Kirznerian entrepreneurship. Design/methodology/approach- Drawing upon a global context comprising 82 countries over the period between 2007 and 2018, this research applies a dynamic panel modelling approach, namely, the dynamic panel Generalised Method of Moments (GMM) estimator. This estimator allows us to take into account the unobserved county-specific heterogeneity and to deal with endogeneity constraints that might occur between institutions and entrepreneurship. Findings- The findings reveal that there are positive relationships between financial capital and both Schumpeterian and Kirznerian entrepreneurship. Educational capital positively affects the allocation of entrepreneurial efforts towards opportunity-based entrepreneurial activities. Moreover, institutional regulatory conditions could hinder the allocation of entrepreneurs’ resources into a Schumpeterian while facilitating the allocation of resources into a Kirznerian type of venture. Finally, a higher level of corruption promotes innovative entrepreneurial activities (i.e. a Schumpeterian type of venture) and leads to constraints on Kirznerian entrepreneurship. Practical implications- The research findings demonstrate the significance of the macro environment for enacting and implementing policies to reap the benefits of different types of start-ups. It suggests different political actions are needed in order to motivate highly qualified individuals to engage in Schumpeterian and Kirznerian entrepreneurship, rather than focusing purely on enhancing a country’s overall start-up rates. Originality/value- By acknowledging the multidimensional nature of entrepreneurship, this research provides greater theoretical exposition and empirical support for the role played by macro-level institutions in determining types of entrepreneurship. It reveals the important role played by macro institutional conditions in influencing choices about different types of start-ups and gives rise to the multidimensional nature of entrepreneurship

    Geo-political vampirism: how and why has Western literary scholarship appropriated and then re-mythologised the socio-historical origins of the vampire?

    The article considers the claims of Western academics like Frayling (1992) that the literary vampire began with Polidori's The Vampyre (1819). Crawford (2016) identifies a German literary vampire tradition existing one hundred years before Polidori, yet that work has strengthened Eurocentric claims concerning the literary vampire by academics like Bloom (2018). The article reviews Anatol's (2022) challenge to the dominant position of Dracula in vampire criticism, Anatol identifying a literary tradition pre-dating Stoker, that tradition seeing the documenting of Caribbean vampire folklore by British colonialists/slave owners, travel writers and journalists. In sympathy with Anatol's non-Eurocentric consideration, the article re-examines/disputes Western academia's 'mythology' concerning the Villa Diodati (1816), when Lord Byron's reading from the German Fantasmagoriana apparently inspired Polidori and Mary Shelley to write their novels. The article identifies an Ottoman literary tradition that directly influenced Byron's 1813 poem 'The Giaour', his unfinished story 'A Fragment' (1819), and Stoker's Dracula. The article explores Ottoman vampire ('obur') literature, starting with Celebi's Book of Travels of 1666, which refers back to the fifteenth century 'vampire fatwas' in the Balkans under Ottoman rule. The article traces how the dominant Turkic languages of the region informed the proto-Albanian language, the 'vampire' (as both term and demonised 'other') entering Albanian folklore. The Ottoman empire declining, the rising Austro-Hungarian and then British empires appropriated the vampire westward, exoticising and demonising non-central Europeans. Finally, the article provides a post-colonial reading of Southey's 1801 orientalist poem Thalaba the Destroyer, reading the first true 'vampire' in English literature
