    The Building as Witness: visual narratives from Post-War Beirut

    “Six of them hide in my body Two at the entrance, two on the second floor Two on the 24th” - Lyrics from the song Holiday Inn (March 21 – 29) by Mayssa Jallad (2023) Not far from the palm-lined corniche on Beirut's Mediterranean coastline, you will find standing tall the Holiday Inn Hotel. An abandoned shell of its former luxurious self and today an infamous monument to the Lebanese Civil War (1975 – 1990), with its surface still pockmarked and riddled with bullet holes. Its notoriety was cemented as a snipers’ den in what was dubbed the “Battle of the Hotels” at the onset of the civil war in 1975. This paper will refer to the notion of architecture and the building as a witness to history. Granting it anthropomorphic qualities. During wartime, the built environment is carved up by the warring factions into territories. Such was the case of Beirut during its civil war, the city was divided along religious affiliations between largely Muslim West Beirut and Christian East Beirut. Once buildings were occupied in these newly claimed territories, they often stood at the forefront of war and from which battles were waged. Extending the notion of the “building as a witness”, this paper will further refer to visual art representations of these once wartime-occupied buildings like the Holiday Inn Hotel and the Burj al-Murr. Utilising Visual Art/ History of Art as a new form/ modality for architectural historical narration.     Intraspecific diversification and mitonuclear discordance in the monogenean parasite Dolicirroplectanum lacustre, co-introduced with the invasive Nile perch

    Parasites typically speciate faster, and become more species-rich than their hosts. This especially holds in large and long-lived hosts. Most African lates perches (Latidae), some of the largest freshwater fishes, host only a single monogenean flatworm: Dolicirroplectanum lacustre. This parasite has 'failed to diverge', but displays high morphological variability, with two morphotypes identified. The Nile perch (Lates niloticus) is a notorious invasive species. The introductions of Nile perch from lakes Albert and Turkana into lakes and rivers in the Lake Victoria region led to the impoverishment of the trophic food webs, particularly well documented in Lake Victoria. Along with the introductions of the Nile perch, its parasites were co-introduced. To investigate the pattern of parasite co-introduction, we studied the intraspecific diversity of D. lacustre from Nile perch in Lake Albert and Lake Victoria by assessing morphological and genetic differentiation. A single morphotype is suggested to be co-introduced in Lake Victoria. Based on our results, we reported reduced genetic and morphological diversity in Lake Victoria, resulting from a founder effect. The diversification in the COI mitochondrial gene portion was directly linked with the morphotypes, while the nuclear gene portions indicated conspecificity. Mitonuclear discordance within the morphotypes of D. lacustre indicates an incomplete reproductive barrier between the morphotypes

    Internationaal Zeerechttribunaal: staten moeten klimaatverstoring stoppen In een advies van 21 mei 2024 oordeelt het Internationaal Zeerechttribunaal dat de staten die partij zijn bij het VN-zeerechtverdrag, onder meer verplicht zijn om de uitstoot van antropogene broeikasgassen terug te dringen. Voor het eerst spreekt een internationaal rechtscollege zich uit over de klimaatverstoring en de juridische gevolgen ervan in het internationale recht tussen staten. nale bijdrage aan de mondiale samenwerking te bepalen. Bijgevolg voldoen verdragstaten niet aan de verplichtingen van het VN-zee-rechtverdrag louter door zich aan het Parijsak-koord te houden. Zij moeten meer doen, met de beste middelen en vaardigheden die tot hun beschikking staan. Het Tribunaal bena-drukt in dat opzicht dat, hoewel het optreden tegen de klimaatverstoring een gedeelde ver-antwoordelijkheid van alle staten is en hoewel iedere staat maatregelen moet treffen, niet van iedere staat hetzelfde wordt verwacht. De meest ontwikkelde staten, waartoe België zich mag rekenen, dienen een voortrekkersrol op te nemen. Die staten zijn overigens op basis van het verdrag ertoe gehouden om de minst ontwikkelde staten te helpen om verplichtin-gen na te komen. Ook van belang is dat het Tribunaal de verdragstaten erop wijst dat zij rekening moeten houden met de best beschik-bare wetenschap bij het bepalen welke maat-regelen zij noodzakelijk moeten nemen en dat het voorzorgsbeginsel zich daarenboven aan hen opdringt hoewel het VN-zeerechtverdrag dat beginsel niet uitdrukkelijk vermeldt. Zelf spreekt het Tribunaal zich niet uit over speci-fieke maatregelen, aangezien dat niet zijn taak is, maar het is duidelijk dat het de in de IPCC-rapporten vermelde mitigatiemaatregelen als relevant beschouwt. Wat de reikwijdte van de terugdringverplich-ting betreft, oordeelt het Tribunaal dat er een inspanningsverbintenis en geen resultaatsver-bintenis voorligt. Dat zou volgen uit de tekst van de relevante bepaling, terwijl het Tribunaal ook aangeeft dat een inspanningsverbintenis in deze context voor de hand ligt. De eigenlij-ke uitstoot van broeikasgassen wordt immers veroorzaakt door private personen, zodat het onredelijk zou zijn om te oordelen dat aan een staat die zich voldoende inspant, het bestaan van enige overblijvende uitstoot moet worden toegerekend. Bovendien erkent het Tribunaal pragmatisch dat het simpelweg niet mogelijk is om te verlangen dat alle vervuiling door alle mogelijke bronnen op ieder moment wordt vermeden. De verdragstaten moeten dus een mate van zorgvuldigheid aan de dag leggen. Lees verder op pagina 4 Christopher Borucki H et in het Duitse Hamburg gezetelde Internationaal Zeerechttribunaal ziet toe op de interpretatie en toe-passing van het verdrag van de Ver-enigde Naties inzake het recht van de zee (VN-zeerechtverdrag; met 168 ratifica-ties). Een alliantie van kleine eilandstaten ver-zocht het Tribunaal om te antwoorden op de vraag of dat verdrag de partijen ervan verplicht om, ten eerste, vervuiling van het mariene leefmilieu door antropogene broeikasgassen tegen te gaan en, ten tweede, om het mariene milieu beschermen tegen de negatieve gevol-gen van de klimaatverstoring door de uitstoot van die gassen, in het bijzonder de verzuring van de oceanen en zeeën in de wereld. De eilandstaten bevinden zich in een steeds hachelijker situatie door de klimaatverstoring. Op langere termijn bedreigt de stijgende zee-spiegel hun voortbestaan. Vandaag al kampen zij met extremer weer, met toenemende kust-erosie en met de afname van biodiversiteit en daardoor kwijnende visbestanden in hun wa-teren. De rechters van het Tribunaal klinken una-niem in het advies dat zij op 21 mei 2024 uit-brengen: het VN-zeerechtverdrag houdt effec-tief specifieke verplichtingen in die zin voor de verdragstaten in. Voor het eerst, maar niet het laatst, spreekt een internationaal rechtscolle-ge zich uit over de klimaatverstoring en de ju-ridische gevolgen ervan in het internationale recht tussen staten. WetensChappelijke dimensie Het Tribunaal opent zijn advies met de vast-stelling dat het adviesverzoek een weten-schappelijke dimensie heeft en dat er inter-nationale afspraken over de klimaatverstoring zijn gemaakt. Het verwijst naar de rapporten van de Intergouvernementele Werkgroep in-zake Klimaatverandering van de VN (IPCC) en merkt op dat geen van de betrokken partijen de gezaghebbende aard van die rapporten be-twist (meerdere andere verdragstaten, zoals Frankrijk en Nederland, kwamen tussen in het verzoek van de eilandstaten). De rappor-ten bevatten bevindingen over de oorzaken en gevolgen van klimaatverstoring, de rol van oceanen en zeeën in het klimaatsysteem en de toenemende druk op het mariene milieu. Op basis van de rapporten zet het Tribunaal een duidelijke toon. De huidige klimaatver-storing is door menselijk gedrag veroorzaakt en houdt een existentiële bedreiging voor het menselijke leven in, wat optreden noodzake-lijk maakt. Het Tribunaal stelt in dat opzicht vast dat er internationale akkoorden en andere afspraken over de klimaatverstoring bestaan. Het Tribunaal overweegt dat artikel 293 VN-zeerechtverdrag voorschrijft dat het verdrag zoveel als mogelijk in lijn met andere interna-tionale normen moet worden geïnterpreteerd. Het oordeelt dat de verschillende klimaatak-koorden kunnen worden gebruikt om te be-palen welke verplichtingen precies worden opgelegd door het VN-zeerechtverdrag. Het meent dat het VN-klimaatverdrag en het Pa-rijsakkoord in dat opzicht bijzonder relevant zijn, specifiek de temperatuurdoelstellingen (ruim onder 2°C boven pre-industrieel niveau, met als streefdoel 1,5°C) en tijdlijn ervan (de uitstoot van broeikasgassen moet zo spoedig mogelijk pieken en vervolgens snel afnemen). Zoals later nog wordt uitgelegd, meent het Tri-bunaal evenwel dat die doelen op zichzelf niet volstaan. De achtergrondschets van het Tribunaal leidt tot een eerste belangrijke vaststelling over het advies. Het internationale rechtscollege omarmt ondubbelzinnig de best beschikbare wetenschap over de klimaatverstoring en ver-ankert die als het richtinggevende kompas voor internationale akkoorden. Doorheen het advies grijpt het Tribunaal steeds weer terug naar de IPCC-rapporten. Daarbij valt in het bijzonder op dat het vooral het streefdoel van 1,5°C als richtinggevend beschouwt. Later in het advies nuanceert het Tribunaal wel nog-terecht-dat hoewel de wetenschappelijke kennis cruciaal is om te bepalen hoe staten de klimaatverstoring doeltreffend een halt kunnen toeroepen, die kennis niet alleen kan bepalen welke maatregelen noodzakelijk zijn. inspanningsverBintenissen Na de achtergrondschets gaat het Tribunaal inhoudelijk in op de gestelde vragen. Over de eerste vraag oordeelt het Tribunaal dat de an-tropogene uitstoot van broeikasgassen moet worden beschouwd als vervuiling van het mariene milieu. Die kwalificatie is van belang, omdat het VN-zeerechtverdrag de verdrag-staten in het algemeen verplicht om, alleen of gezamenlijk, alle noodzakelijke maatregelen te nemen om zo'n vervuiling te voorkomen, te verminderen en te beheersen en ook om het eigen beleid af te stemmen op dat van andere staten. Het Tribunaal wijst de verdragstaten er dan ook op dat zij op basis van die verplich-ting broeikasgassen moeten terugdringen. De vraag rijst wat die terugdringplicht precies in-houdt en hoe ver zij reikt. Het Tribunaal neemt het Parijsakkoord als uitgangspunt om het VN-zeerechtverdrag te interpreteren en toe te passen. Het Tribunaal wijst er echter op dat het Parijsakkoord de partijen ervan niet tot een specifieke reduc-tiedoelstelling of uitgewerkt tijdspad dwingt, maar het aan hen overlaat om de eigen natio-De adviezen binden niet, maar er gaat wel een gezaghebbende werking van uit. Verdragstaten voldoen niet aan de verplichtingen van het VN-zeerechtverdrag louter door zich aan het Parijsakkoord te houden. Zij moeten meer doen, met de beste middelen en vaardigheden die tot hun beschikking staan

    Team Roles in Collaborative Research

    The Research School?! network engages teachers, student-teachers, and teacher educators in a systematic effort to address educational challenges through collaborative research. Over the course of a school year, teams analyze practical issues, implement evidence-informed solutions, and evaluate their outcomes. In this symposium, we present from both a practice (part 1) and research perspective (part 2) how the Brussels CityScope Lyceum involves pupils and other stakeholders as partners in this school development process. The CityScope Lyceum's real-life story showcases how the school since 2021 has progressively expanded its research team to include a broader range of stakeholders, starting with pupils, followed by parents and experts. This participatory approach has not only led to new and interesting team dynamics, but, it has also fostered widely supported solutions to the educational challenges. A single case study conducted at CityScope Lyceum during the 2022-2023 school year investigates team dynamics within this extended collaborative research team. Concept map-mediated interviews were conducted with 13 members of the research team to gain insight into the role allocation and conceptualization of single actors within the team, and their perspectives on how these roles contributed to breakthroughs in the school development process. The findings reveal discrepancies in team members' role conceptions and highlight the need for clear communication to promote equality and positive dynamics. Some actors assign themselves roles that are not recognized by others, while others reject assigned roles. Recommendations include proactively aligning roles, promoting awareness of responsibilities and encouraging dialogue on shared responsibility to improve school development outcomes

    Ecology of ostracods inhabiting groundwaters in Benin, West Africa, with potential use of stygobites as indicators of groundwater quality

    Ostracods are a significant component of groundwater ecosystems, affected by both abiotic environmental factors and biotic interactions. This study investigates the factors influencing ostracod communities in groundwater from dug wells in several regions of Benin, West Africa, which experiences chronic anthropogenic disturbances such as nutrient enrichment from sewage and fertilizer infiltration. We evaluated the presence of ostracod species in 219 wells across seven catchment areas, examining 31 predictor variables, which include a variety of water quality parameters, hydrology as well as several well characteristics such as closure, usage and well construction type. The influence of these variables was analyzed using distance-based linear models and redundancy analysis. Our research identified 60 ostracod species, which we classified into two ecological groups: 1) 36 stygobitic species from the family Candonidae, representing an endemic evolutionary radiation, and 2) 24 non-stygobitic species, mostly from the family Cyprididae. Through our analysis, we identified several key factors influencing ostracod community structure, with consistent patterns observed at both species and genus levels. The primary predictors, aside from well descriptors, included water chemical and physical properties, such as electrical conductivity, pH, temperature, and bicarbonate concentration, along with NO2- concentration, a factor not previously demonstrated to be crucial for ostracod assemblages. Elevated nitrite levels in groundwater were found to significantly affect the distribution of stygobitic and non-stygobitic ostracods. Stygobites were notably less frequent in environments with higher NO2- concentrations, likely due to their greater vulnerability to periodic or chronic anthropogenic disturbances compared to non-stygobites. Therefore, we suggest that stygobiticostracod species, identifiable even at the genus level, have a potential as reliable indicators of groundwater quality in the tropical regions of western Africa

    Derivation of the deformed Heisenberg algebra from discrete spacetime

    - Although the deformation of the Heisenberg algebra by a minimal length has become a central tool in quantum gravity phenomenology, it has never been rigorously obtained and is often derived using heuristic reasoning. In this study, we move beyond the heuristic derivation of the deformed Heisenberg algebra and explicitly derive it using a model of discrete spacetime, which is motivated by quantum gravity. Initially, we investigate the effects of the leading order Planckian lattice corrections and demonstrate that they precisely match those suggested by the heuristic arguments commonly used in quantum gravity phenomenology. Furthermore, we rigorously obtain deformations from the higher-order Planckian lattice corrections. In contrast to the leading-order corrections, these higher-order corrections are model dependent. We select a specific model that breaks the rotational symmetry, as the importance of such rotational symmetry breaking lies in the relationship between CMB anisotropies and quantum gravitational effects. Based on the mathematical similarity of the Planckian lattice used here with the graphene lattice, we propose that graphene can serve as an analogue system for the study of quantum gravity.     Integrated decision-making for medium-term home health care planning: a matheuristic approach

    Home health care (HHC) may be defined as care workers visiting patients following predefined schedules in order to provide medical services in their homes. It involves various planning and scheduling decisions at different decision levels, with literature mostly focuses on optimizing operational decisions for a daily or weekly planning horizon. In this work, we take a broader perspective by also addressing medium-term HHC decisions (e.g., nurse rostering) over a four-week planning horizon. We propose an integrated decision-making approach in which multiple decisions at the tactical and operational levels are optimized simultaneously. These decisions include nurse rostering, service pattern selection and routing. At the same time, our model accounts for numerous realistic problem aspects (e.g., continuity of care and working time regulations). A mathematical model is proposed and some attempts to optimally solve the problem are presented. Next, we present a matheuristic solution algorithm to address real-life based problem instances of up to 3000 patient visits over the planning horizon. This algorithm first finds an initial solution using a tailored k-means heuristic and a binary integer linear programming model. Then, the initial solution is improved by a large neighborhood search heuristic while periodically solving a mathematical model. Finally, the efficiency gains of tackling the medium-term HHC planning problem in an integrated manner instead of sequentially is demonstrated, and experiments conducted to derive insights for the practical organization of HHC are discussed

    Reasonable accommodation in schools in S. v. the Czech Republic: How the ECtHR’s position on the CRPD has become untenable

    In the case of S. v. the Czech Republic, a child with autism spectrum disorder requested his school to provide reasonable accommodations, which were provided after a delay. In the subsequent court case on this issue, the child’s request to be heard was denied. Twice the absence of a medical report lay at the root of the issue. The Court, however, found no fault with the requirement of a medical attestation before any type of reasonable accommodation could be set up. The case’s outcome did not come as a surprise to anyone who has been following the Court’s case law on inclusive education and reasonable accommodation for persons with disabilities. This post analyses the judgment in the context of earlier cases and argues that the Court’s approach is permeated by the medical model of disability, despite the applicants’ clear argumentation in favour of the social model of disability. This makes the Court’s stance that it interprets the Convention “so far as possible in harmony with other rules of international law of which it forms part” and that it “takes into account the provisions on the rights of persons with disabilities laid down in the CRPD” (§39) increasingly untenable
