Publishing Policy: Aim and Scope 
The sole purpose of JSAS is to be a prestigious journal which contributes to scientific 
knowledge. In order to keep this purpose, JSAS, adopts and follows the publication policies of 
world’s prestigious scientific journals. All original and qualified works which may contribute to the 
scientific knowledge are evaluated through a rigorous editorial and peer review process. Hereby, 
JSAS is an international, peer reviewed and scientific journal. It strictly depends on the scientific 
principles, rules and ethical framework that are required to this qualification. 
JSAS is published as four issues per year, March, June, September and December and all 
publication policies and processes are conducted according to the international standards. JSAS 
accepts and publishes the research articles in the fields of economics, political economy, fiscal 
economics, applied economics, business economics, labor economics and econometrics. JSAS, 
without depending on any institution or organization, is a non-profit journal that has an 
International Editorial Board specialist on their fields. All "Publication Process" and" Writing 
Guidelines" are explained in the related title and it is expected from authors to Show a complete 
match to the rules. JSAS is an open Access journal beyond its printed version. 
Papers which are inappropriate to its scientific purpose, scope and fields are kindly rejected. 
Any issue of JSAS welcomes all the subjects mentioned above. However, due to the exceptional 
decision of Editor or suggestions of Field Editors, JSAS publishes special issues based on a specific 
subject. The decision of publishing a special issue is given 6 months in advance and is announced to 
the science society to call for papers. JSAS does not accept any work which was previously 
published or submitted for publication elsewhere. JSAS does accept any kind of work which is 
original and appropriate to the scientific ethic in its area of interest and holds all the requirements 
under the "Author Guidelines". JSAS can use all technics in order to prevent any attempt to 
plagiarism. JSAS rejects aforementioned work when any attempt to plagiarism is found and stops 
immediately and indefinitely connection with the author. Besides all the original articles, JSAS 
accepts and publishes Publicity Articles, Letter to the Editor, Conference Reports and Book Review. 
 
Refereeing Policy  
According to the article subject and suitability to the JEL codes, two referees from the referee 
pool are specified. Referee assigned to an article is chosen from the referees who has the same 
academic or higher academic titles of the author. The identity of referee and author are never 
explained within any of the processes. Referees can give the decision as "accept", "reject" or 
"revision". When two referees disagree, the decision for applying to a third referee is depended to 
the Editor. After receiving the article, a Referee has maximum six weeks of time in order to prepare 
the evaluation reports. Unless some exceptional cases this time schedule cannot be exceeded. All 
kind of delays based on the exceptional cases, Referees can take 2 weeks of additional time. If the 
evaluation report is not prepared after the end of this additional period, the article is withdrawn 
from the referee and will be sent to other referees. All referees evaluate an article according to its 
ethic rules, scientific quality, contribution to the literature, methodology, and writing style and 
language. At the same time every referee has right to control the article for plagiarism. 
Editor, without an exceptional case, bases on the referee evaluation reports and decisions for 
the publication of the article.  
The disputes between referee and the author, without giving out their identities, are conducted 
through Editor and/or Field Editor. Editor and/or Field Editor can participate to the scientific content 
of the disputes. Scientists that are asked for being a referee for an article, based on the reasonable 
excuses that are given to the Editor, can be withdrawn from refereeing process within one week 
after the article have been received. When editor and/or field editor think that a referee does not 
accord to JEPE processes and/or they are convinced that the referee violates the discipline, they can 
regrettably break all the connection with the referee.

Dear Scientists and Researchers, 
ournal of Social and Administrative Sciences (JSAS) is a member of KSP 
scientific journals group and begins broadcasting life with its first edition on 
18 December. KSP Journals are a journal group focusing on economics. 
JSAS’s basic publishing policy with other KSP Journals can be summarised as 
follows; JSAS which will be published quarterly, in the 18th day of the month in 
which it will be published without any fault and delay. JSAS accepts the qualified 
economics articles and concieves them into evaluation process. JSAS, which 
includes all subdivisions of economics, after having them in secretarial and 
editorial squeamishly, has the articles into double-blind peer review. The publishng 
process is available in the web site with all its details; moreover JSAS is highly 
dedicated to implement all the principles. KSP Journals of which main intention is 
to make contributions to scientific knowledge production and publishings, offers 
publishing opportunities for the articles in the journals’ publishing areas. JSAS 
with other KSP Journals, is an international scientific enterprise which is open-to-
access, non profit and focusing on scientific voluntary basis. 
Editor owns all the duties and responsibilities, other than the exceptional 
conditions, arbitrational decrees are taken into account for all the articles. All KSP 
Journals adopted the same sccientific principles and publishing processes. The 
differences among those are only about publishing subjects. For example, JSAS 
publishes only economic articles while JSAS includes other social sciences beside 
economics and acceptd articles. All the journals await for the articles which were 
not submitted to any journals to be published and/ or not published in any journals 
yet, as well. 
JSAS accepts all the articles in all subdivision of economy like country 
economical studies, macro and international economy, business economics and 
labor economy. 
KSP Journals initiated by a powerful and respectful editorial board. This 
Commitees are specified according to journals’ publishing areas; they are widelty 
known and competent sciencepeople in their field of study. Therefore Editorial 
Commitees are the most important feautures of KSP Journals including JSAS. 
JSAS is highly willing to publish book reviews and conference note at the same 
time. Moreover, book reviews can take place upto 50% of the total articles amount 
that will be published in an edition and conference notes also can be published at 
the same amount. Additionally, Letter’s to Editor Articles can be also published in 
the Journals as the first example existed in JEPE’s December edition. Morever 
other scientific writing types including technical notes, small articles, discussion 
articles may be published in KSP Journals. Therefore, each of KSP Journals tries to 
specify a scientific agenda in its field and willing to start discussions and contribute

to scientific knowledge as implementing the dialectic processes of scientific 
knpowledge.  
JSAS intends to organize special editions as JEPE and other KSP Journals. 
JEPE completes all the preparation to publish its first special edition on May 2015 
in the subject of “economical sociology and metedology” and began to accept 
articles. Studies and preparations for JSAS’s special issue were started and its 
special issue’s publishing date is decided as 18 August. Editorial Committee’s 
ideas are being taken about the main theme of the JSAS’s special issue. The main 
theme of the JSAS will be announced at least before 6 monthes of the publishing 
date as happens for aother KSP Journals. Therefore the calender and the main 
theme will have been announced in 18 February. 
JSAS is very dedicated to the principle of “no plagiarism” so that it has all 
required technical substructure (like iThanticate and Grammarly) and uses all the 
human audit methods. Thus, the plagiarism attempts are being published journal’s 
web site so that the policy against plagiarism is shown clearly. This 
implementation has been brouht to life in the first journal of KSP Group, JEPE and 
the three recognized plagiarism attempts are revealed. This implementation is also 
effective for JSAS and other journals. 
In 22 December, JSAS is going to start initiative to enter the world’s most 
respectful indexes rapidly. Therefore, Access to articles published in the journal 
will have been easen.  Firstly, with help of experiences of JEPE, JSAS will also be 
added to the indexes in economics field (like RePec, EconPaper, Econis, EconBiz, 
EconStor) Additionally, for other the indexes in which Jepe takes place, the 
preparations are also started. 
JSAS is highly willing to cooperate with conferences that are organized by 
different countris in the World. Therefore, JSAS will contribute to the 
organizations and will grant the opportunity to publish the conference notes about 
the cooperated conferences and chosen paper/ notice will be haven opprtunity to be 
published in the journal through JSAS’s publishing processes as well. Moreover, as 
KSP Journals take attemps and start preparations for “KSP Conference” which will 
be in 2006 in economy areas. 
JSAS began waiting for the articles, conference notes and book reviews in the
