Tartu Ülikooli arstiteaduse õppekava praktiliste oskuste nimekirja uuendamine – Delphi uuring
Taust ja eesmärk. Praktiliste arstlike oskuste õpetamine on Tartu Ülikooli (TÜ) arstiteaduse õppekava üks eesmärkidest. Meetodid. Praktiliste oskuste nimekirja uuendamiseks viidi läbi kaheetapiline Delphi uuring. Delphi uuringu tulemusena uuendati praktiliste oskuste nimekirja.
Abstract. Oliver Issak, Margaret Tilk, Jan Teevet: Questionnaire as a meeting ground of bureaucracy and poetics. This essay stems from a durational performance action “The Embassy of Utopia: Happiness for Everybody, Free of Charge, and May No One Be Left Behind!”, which was led by an artistic collective (called the Institute of Meetings & Non-Meetings) at the EKA Gallery, Estonia from February 19th to 24th, 2024. The performance was created by Oliver Issak, Kairi Mändla, Jan Teevet, Taavi Teevet, and Margaret Tilk – three of whom are also the authors of the essay. This reflection is embedded in an artist-researcher’s perspective as it delves into the possibilities of viewing a questionnaire as a form of art. Particularly, we explore how “Application for poetical asylum”, the poetical-bureaucratic text central to the durational performance, prompted participants to share and reinterpret their personal experiences, thoughts, and narratives. By inspecting 250 visitor-completed questionnaires collected over the five days of “The Embassy of Utopia” performance, we map the inherent artistic and dialogical potential of a questionnaire as a textual form
Lambert W normal distribution: a viable extension for skew-normal?
Several distributions and families of distributions, such as skew-normal and related distributions, are proposed to model skewed data. Lambert W transformation offers a flexible approach to introduce skewness to any random variable. In this paper, we compare the Lambert W normal distribution with the widely known skew-normal distribution and point out the similarities and differences, focusing mainly on risk-related characteristics and data fitting. While mathematically a different construction, one can think of Lambert W normal approach as an extension of the skew-normal to a more skewed situation
Singing out Strange Days
In Slovenia, group singing played an important role in times of political change and crisis. It was deliberately used in times of uncertainty, when there was a greater need for cohesion, such as during the First World War, the Second World War and the Covid-19 pandemic. The songs that were most widely used at a given time reflected the emotional needs and desires of people in precarious situations. With the advent of new technologies, new modalities of group singing, such as singing at a distance and virtual choirs were enabled. During the Covid-19 pandemic lockdown, group singing was realised via online tools, which has a number of limitations. Using three examples from times of uncertainty the specific characteristics of group singing that allow it to thrive in times of crisis are analysed
KAITSEPLANEERIMINE ÄREVAL KÜMNENDIL – VÄEHALDUSE KÜSIMUS: DEFENCE PLANNING FOR A TROUBLED DECADE – A QUESTION OF ADMINISTRATION.
This article analyses the development of Estonia’smilitary defence from the restoration of the country’s independence up to 2024,focusing on defence planning and its impact on building military capability. Thestudy describes the progress of Estonian defence planning, the factors that influenceit, and their impact on the development of national military capabilities. The main conclusion of the study is that Estonia has not yet developed a comprehensivesystem for military capability management, although such a system would becentral to the development and preservation of the country’s defensive capabilities. The article stresses the urgent need to develop such a system and puts forwardconcrete proposals by which this can be achieved. The article focuses on three closely-related fields: military force structure planningin a changing security environment, the life-cycle management of capabilities, and the integration of the defence industry. The article provides a systematic reviewof Estonia’s current experience and gives practical recommendations for a moreeffective development of military capabilities with limited resources. These recommendationscan help to further advance Estonia’s defence policy and refine its planningprocesses
COMPARATIVE STUDY INTO ARCHAIC SOFTWARE INTEGRATION BASED ON NATO S4 SOFTWARE LIBRARY
This study aims to research different integration strategies for a legacysoftware suite, focusing on comparing Command Line Interface (CLI) and web APImethods. The research evaluates these approaches using both objective metrics, such as CPU/RAM usage and response times, and subjective metrics, including clientsatisfaction. Results showed that CLI integration handles a higher volume of lowcomputation-time requests more efficiently, while RAM usage was similar across allrequests and integrations. Response times were marginally longer for the web APIintegration, but the differences became less significant for more complex requests.Feedback from the client indicated a lack of strong preference, however the importanceof efficient CPU and RAM usage was emphasised due to the crucial need forbattery efficiency. Although the integrations in this study exhibited minimal differences, these findings will provide valuable insight for future integration projectsand suggest possible avenues for further research in this domain
