    The Policy of Coastal Waste Management: Case Study In Demak Regency

    The excessive amount of waste piles has been a challenge for Indonesia. Moreover, it has worse impact on coastal communities as rob takes place. Hence, this study aims to unveil the forms of coastal community waste management and local government policy. Using qualitative method and case study approach, it was found that coastal communities shared the same understanding of waste. They perceived it as discarded substance, both organic and inorganic, after its primary use. Further, coastal communities disposed of the waste by getting it burnt, buried, thrown into rivers, sold, and saved in waste banks.  In dealing with waste problems, the government issued policies by signing cooperation agreements and encouraging residents to have waste management literacy. However, many village governments did not have any specific policy on waste management

    Penyandang disabilitas dengan jenis disabilitas yang berbeda merupakan salah satu kelompok yang rentan terhadap infeksi virus covid-19. Dalam menghadapi covid-19 dan untuk penyandang disabilitas, pemerintah telah mengeluarkan kebijakan pencegahan. Regulasi ini harus diimplementasikan secara benar, dikarenakan individu dengan disabilitas memerlukan bantuan untuk melakukan aktivitas mereka karena keterbatasannya. Sehingga pendidikan mengenai protokol kesehatan menjadi sangat penting bagi penyandang disabilitas. Penelitian ini merupakan penelitian deskriptif kualitatif dengan pengumpulan data melalui studi literature, observasi, focus group discussion dan wawancara mendalam.  Tujuan dari penelitian ini adalah untuk menguraikan strategy dari pemerintah daerah untuk mengedukasi protokol kesehatan untuk orang dengan disabilitas mental melalui optimalisasi Lembaga sosial di Ponorogo. Hasil penelitian ini mengungkapkan bahwa pemerintah setempat, termasuk juga penyandang disabilitas, mempunyai peran yang signifikan dalam menjalankan protokol kesehatan masyarakat. Edukasi protokol kesehatan untuk penyandang disabilitas dapat dilakukan antara lain dengan a) mengikutsertakan pembicara bahasa isyarat; (b) menyusun panduan pelaksanaan komunikasi dan penyediaan informasi yang inklusif, dan (c) membuat pedoman layanan untuk kelas daring. Edukasi protokol kesehatan dilakukan secara langsung dan tidak langsung. Partisipasi dari lembaga sosial non pemerintah merupakan salah satu cara untuk menerapkan protokol kesehatan bagi penyandang disabilitas di Kabupaten Ponorogo. Komunitas Rumah Harapan Karangpatihan adalah salah satu lembaga non pemerintah yang secara langsung aktif dalam edukasi penyandang disabilitas untuk protocol kesehatan di desa mereka. Edukasi bagi keluarga penyandang disabilitas dilakukan secara informatif. Dalam rangka membatasi interaksi langsung, aktivis Rumah Harapan sering mengkoordinasikan dukungan sosial dari berbagai pihak. Namun sangat disayangkan, pengoptimalan proses edukasi protokol kesehatan untuk penyandang disabilitas tidaklah terkoordinasi dengan baik antara rumah harapan dengan otoritas terkait yang ada di Kabupaten Ponorogo. Bagaimanapun juga, jelas bahwa penyandang disabilitas dalam aktivitas keseharian mereka tidak menerapkan protokol kesehatan

    The purpose of this study is to analyze and identify the implementation of Village-Owned Enterprises (BUMDes) program policies in Sabbangparu District, Wajo Regency and identify supporting and inhibiting factors in implementing Village-Owned Enterprises (BUMDes) programs in Sabbangparu District. This research is conducted by looking at the implementation of the theory proposed by Grindle 1980, which is from the contents of the policy and the implementation environment of this study using a qualitative descriptive approach. It intended to provide a clear picture of the problem under study and systematically explain the data in implementing the BUMDes program. Research results on the implementation of BUMDes are seen from the content and context variables. The implementation of the BUMDes is still not running effectively due to the lack of support from the community in implementing the BUMDes. In addition, there is still insecurity from village leaders in running BUMDes and a lack of supporting the administration

    Evaluation of Innovation in the Development of Agricultural Product Processing Industry Programs in Bantaeng Regency

    Innovation evaluation consists of a systematic investigation to look at the various objectives of activities and programs, such as enabling learning, development, improvement and capacity, the importance of policies and programs and supporting oversight. This research method uses a qualitative approach and case studies toanalyze and explain phenomenawhich focuses on how to evaluate the innovation of the agricultural product processing industry development program. Data collection is done by conducting interviews and observations. Data processing and analysis techniques are carried out in three stages, namely: data reduction, presentation and drawing conclusions. Informants in this case are as follows: a). The research is as follows: Head of the Bantaeng Regency Agriculture Office. b). Secretary of the Bantaeng Regency Agriculture Office. c). Head of the Facilities and Infrastructure Division of the Bantaeng Regency Agriculture Service. d). CBO (Community Base Organization). The results showed that the framework used to measure the evaluation of innovation in the development of agricultural product industry programs in terms of program development, network expansion, and comprehensive system improvement was effective. Then the involvement of youth groups in socialization and counseling to women farmer groups was not involved. The new approach in evaluating the innovation of the agricultural product processing industry development program in Bantaeng Regency in terms of an economic approach and a social approach has been effective

    Aplikasi E-Government dalam Inovasi Pelayanan Publik: Studi Kasus di Yogyakarta

    Artikel ini bertujuan untuk memaparkan mengenai upaya Pemerintah Yogyakarta dalam meningkatkan kualitas pelayanan publik melalui aplikasi Jogja Smart Service (JSS). Adapun latar belakang dari penulisan ini adalah karena pelayanan publik yang diberikan oleh para aparatur negara masih terbilang memiliki banyak kelemahan. Sehingga kebutuhan untuk masyarakat masih belum terpenuhi secara maksimal. Di sisi lain, keberlangsungan reformasi birokrasi menuntut banyak pemerintah daerah untuk memperbaiki beberapa area perubahan yang salah satunya adalah pelayanan publik. Pemerintah Yogyakarta menyikapi hal tersebut dengan menghadirkan aplikasi pelayanan via online untuk memudahkan masyarakat setempat. Penulisan ini menggunakan metode kualitatif yang bersifat deskriptif dengan penjelasan yang mengacu pada pengertian dari konsep Smart City serta reformasi birokrasi. Metode pengumpulan data dilakukan dengan studi dokumen dan dianalisis dengan metode interpretative. Penelitian ini mengindikasi Pemerintah Yogyakarta memiliki komitmen untuk melakukan inovasi pelayanan publik dengan memperkenalkan aplikasi pelayanan via online yakni Jogja Smart Service (JSS).     Applying Performance Management in Public Apparatus Development at Regional Level

    This study aims to analyze the performance of officials in the management of conservation areas at the Agency of Natural Resources Conservation Center (NRCC) of South Sulawesi Province. The study applies a qualitative descriptive approach and data were collected through interviews and document studies. The results of the study indicate that the implementation of performance management in the NRCC of South Sulawesi has not been optimal. This is due to the limited number of employees, a lack of training and education and problems in the management of conservation areas. However, the performance management process at the NRCC has been organasied consistently, starting from performance planning, performance implementation and performance evaluation

    This study aims to analyze and empirically test the fragmentation of policy implementation on the quality of health services in Mamasa District, West Sulawesi, research question is how much the effect of policy implementation fragmentation to quality health service in Regency of Mamasa in West Sulawesi. The Method in this Research used analyses quantitative with model of path analysis. Data obtained by through circulating of questionnaire to all policy implementor fragmentation and cervices health in Regency of Mamasa. The Result of research to found that execution of policy implementation fragmentation as according to variabel exogen that is communications, resource, disposition or attitude, and the bureaucratic structure, and so that quality health service have as according to reliability, responsiveness, assurance, empathy, and tangible. The correlation influence of policy implementation fragmentation to quality health service, hence did not all of dimension from policy implementation fragmentation have an effect on significant to quality health service, so that create new models is to called as model struktur-3 where only have dimensions of resources, disposition or attitude, and structure of bureaucracy having an effect on significant. From model of this struktur-3 to created a model of policy implementation fragmentation can be influenced by consistency factor, authority, facilities, staffing the bureaucracy, incentive, and system operating procedure.     This study aims to analyze the Accountability of Career Development of State Civil Apparatus in Maybrat Regency. Judging from the aspects of transparency, liability, controllability, responsibility and responsiveness. This research was conducted at the Agency for Personnel and Human Resources Development, Maybrat Regency. The research method used is descriptive qualitative. Data collection techniques using in-depth interviews, observations and documentation studies. While the data analysis techniques used are data condensation, data presentation, verification and drawing conclusions. The results of this study indicate that the Accountability of State Civil Apparatus Career Development in Maybrat Regency in the aspect of Transparency is transparent enough, but in terms of the Liability dimension it has not been fully implemented because there are several obstacles faced by the BKPSDM of Maybrat Regency, and in the Controllability dimension of State Civil Apparatus career development accountability in Maybrat Regency has in accordance with the BKPSDM\u27s main task and responsibility, while in terms of accountability, career development, State Civil Apparatus in Maybrat Regency has followed the applicable rules regarding personnel management, as seen from the BKPSDM, Maybrat Regency, has received an award from BKN, while for the Responsiveness dimension of Accountability of State Civil Apparatus Career Development, Maybrat Regency is seen from the presence of the program includes echelons for DIKLATPIM

    The Effect of Service Information System Quality on the Intensity of Use of Digital Learning Service Systems

    Information systems are used by organizations to help the organization\u27s operations become more efficient in their role as a tool to win the competition. Data processing has become an important part of the Management Information System that will affect every organization\u27s activities. Universitas Hasanuddin\u27s management information system has developed an online information system through the website, namely the Learning Management System. The Universitas Hasanuddin Learning Management System is prepared to support and expedite the learning process. However, the current learning management system has not been understood by lecturers and students due to poorly understood features, slow system access, and a lack of socialization of the use of the learning management system at the department or study program level, so that it does not encourage lecturers and students to use it more often. Learning Management System. This study aims to determine how the system\u27s quality significantly affects the intensity of use. This type of quantitative descriptive research uses a survey approach in this study. The respondents in this study were adjusted for lecturers with a sample of 100 people and students with a sample of 100 people. Data collection techniques included Questionnaires and Document Studies. Data analysis techniques using Structural Equation Modeling will be processed using AMOS software version 24.00. This study found that the effect of system quality on the intensity of use resulted in a cr value of 0.328 < 1.96 and a p-value of 0.74 > 0.05, so there was no significant effect of system quality on the intensity of use. This answers the hypothesis in the study. Namely, H0 is rejected, and H1 is accepted

    Challenges of E-Government Implementation in The Region Archipelago Characteristics

    Local governments implement e-government programs as a form of bureaucratic reform to achieve good governance. However, the implementation of E-government in South Halmahera Regency, geographically an archipelagic area, has its challenges, which the authors make as problems in this study. To assist research analysis using e-government theory. This research is qualitative research with a descriptive approach to analyzing the N-VIVO 12 Plus software. Based on the findings, the South Halmahera district has implemented e-government to a low degree with various challenges, including the distribution of telecommunications technology network infrastructure is not evenly distributed, limited budget support, lack of telecommunications infrastructure, lack of skilled resources, limited supply of electricity networks, lack of training and knowledge transformation of the apparatus, limited public knowledge, low socialization of e-government programs, not maximal collaboration and synergy between stakeholders. In implementing e-government, it is considered to have benefits, while to encourage the strengthening of e-government implementation, the South Halmahera government has planned the Labuha Smart City
