Customary Right Compensation and Forest Villages Development Programs of Mangrove Company at Bintuni Bay Papua Barat
Mangrove at Bintuni bay offers various services to indigenous communities from ecology, social, and economic. Mangrove also could be harvested accordingly to optimize contributions to indigenous communities welfares. This paper highlights implementation of customary right compensation (CRC), and Forest Villages Development programs (FVDP) of mangrove company at Bintuni Bay, Papua Barat. Company reports and documents related to CRC and FVDP from 1988 to June 2013 were reviewed and analyzed. Field works were conducted to examine the implementation of both programs at four villages of two districts. Sustained mangrove harvest for chipwood production in Bintuni bay for more than 25 years is the most outstanding achievement of mangrove utilization and management in Indonesia. Huge amount of expenditure have been spent out, and given to indigenous communities through the CRC and FVDP programs, respectively. These cover from economic, social, and environmental related programs, manufactured public facilities, scholarships, and others. However, the indigenous communities are remained poor, and failed of being self-sufficient community. It clearly impresses that the main goals to improve the welfare, prosperity of indigenous people are considerable failed. It is presumably that social culture systems, and subsistence agriculture practices contribute to the failing these programs. Mostly, forest communities in Papua are practicing subsistence agriculture, hunting, heavily relying on their surrounding natural resources, and spending all their cash or money instantly for consumption, not for saving, investments or even productive activities. Therefore, several program could be initiated to improve in achieving the CRC and FVDP missions, such as building capacity, providing counselors and strengthen local community governance, which could accelerate of being self-reliant community
Growth and Biomass in Response to Salinity and Subsequent Fresh Water in Mangrove Seedlings Avicennia marina and Rhizophora stylosa
The present study describes the growth and biomass of salt secretor mangrove, Avicennia marina and the non-secretor Rhizophora stylosa by long-term exposure to salinity and its subsequent fresh water. The seedlings of the 2 mangroves grown with varying salt concentration for 3 months were then divided into 2 treatment groups, and grown for another 3 months: 1 continuously in salinity conditions and another in fresh water to recover from salinity. The growth parameter namely plant height and diameter of A. marina was significantly enhanced by salt with maximal stimulation at 2% (equal to 75% natural seawater) and this increase appeared to be attenuated by increasing the salinity concentration above 2%. By contrast, the growth of R. stylosa significantly thrived up to 0.5% salt concentration, then decreased with the increasing of salinity. The growth of both species slightly increased after removal to salinity. Our findings suggested that within the range of salinity treatments, A. marina was more salt tolerant than R. stylosa, which provides important information for mangrove rehabilitation in North Sumatra. The biomass of the 2 mangrove seedlings was changed in the same manner as the growth of plants upon salt and fresh water treatment. The Roles and Sustainability of Local Institutions of Mangrove Management in Pahawang Island
Local institutions along with community participation are crucial things in a sustainable development. Collective actions performed by a community in managing natural resources have led to success, but local institutions are also facing challenges to institutional sustainability. This research aimed to elucidate and explain the roles and sustainability of local institutions of mangrove management. This research is a qualitative research, using a case study method Research results showed that the majority of community support and admit that mangroves in their region as Mangrove Preservation Area under controlled by management of local organization with agreed rules. Nevertheless, the inability of local organizations to enforce such rules when facing investors and politics in the local level has caused these organizations to elude their support and institutional status. It is for this reason that local institutions need to be strengthened through collaboration among local institutions, local, national and international NGOs, universities, research institutions, and many others. Such collaboration can improve bargaining position of local institutions, so that finally can promote regency government policies which favoring more to local institutions. Mangrove management in a sustainable way by local institutions will help regency government in rural development
Reforming the Gazettment of State Forest Area in Riau Province
Controlling and determining ownership of forest area in Indonesia are done by units of forest area gazettment, which are ranging from designation to determination of boundary. The process is not quite easy and have tendency to be unsuccessful. The aim of study was to reveal the difficulty and to analyze series of measurements to reform. Descriptive data were analyzed qualitatively using strategy typology based on data collected through in-depth interviews, participant observation and document review. The results showed that forest area gazettments had not been able to guarantee tenure as proof of ownership at local level dominated by proven un-written rights. Delineation process had potential conflict because it did not disclose claims process in a transparent manner. The mechanism of strengthening forest area did not meet the rules. This is because of low capability of Forest Boundary Committee (PTB). Therefore, it requires a set of actions namely strengthening of the PTB, separating duties between achievement and maintenance of legitimacy. To maintain the legitimacy needs the presence of managers at site levelwith strong legitimacy from government to collaborate with non-governmental organizations.

Geographic Information Systems (GIS) is one of the fastest growing technologies. It is hard to resemble definitions of GIS, because it has such a broad application. Principally, it is combining technology and processing capabilities of map and its attributes. One of general definition is a system used to store, manipulate, analyze and display spatial data that has reference to the earth. In the early of its development, GIS is only used for digital mapping for the purposes of resource inventories, cadastral, planning, transportation and census, but by this time GIS has been widely used for modeling and decision making. Along with advances in GIS, remote sensing technology is also increasingly available with different levels of temporal and spatial resolution. The Commercial Profitability of Growing Hybrid Eucalyptus Clones in The Coast Province, Kenya
Due to the current high demand for timber, fuelwood, and building poles and the realization that tree growing may pay dividends in the short and long term, many farmers are planting trees on their farms. Farmers are increasingly planting eucalyptus partly due to the fast growth rates of the hybrid clones as well as the opportunity to earn money within a short time. In this paper we report on the profitability of growing eucalyptus hybrid clones in the coastal region, Kenya. Tree growth and cost data was sourced from farmers in Malindi, Kilifi, and Msambweni. Market information was sourced from hardwares in North and South Coast while tree growth models were used to provide average tree sizes at various ages. Results showed that a farmer could make a net income of upto Kshs.500,000.00 (USD6,250) in 5 years. Farmers in the South Coast (Kwale and Msambweni) spent more on transport than their counterparts in the North Coast (near Gede-KEFRI). This, added to the fact that trees in the South Coast (Msambweni) grew less compared to those in North Coast meant that farmers in the south made less profits
Annual Equivalent Value, Benefit Cost Ratio, and Composite Performance Index as Valuation Appraisal Support of Teakwood Plantation
Teak (Tectona grandis L.f) is a premium high-value hardwood species being viewed as the most preferred species for investment opportunity. Recently, there has been a gradual move away from state control of teakwood plantation toward the participation of private enterprises. Several enterprises offer investment opportunity of teakwood plantation in which one of the main selling points being offered is a quick harvesting schedule. A quick harvesting time, however, might not provide the best outcome to the investors. This research exercise and compare the valuation appraisal of different harvesting schedules. The research focused on project planning, enterprise budget, financial projection, and valuation measurements to arrive at overall appraisal. To avoid any possible bias of individual investor\u27s preference on common valuation criteria such as total investment, net cash flow (NCF), net present value (NPV), internal rate of return (IRR), profit on investment (P/I), and payback period (PBP), 3 otherS criteria namely benefit cost ratio (BCR), annual equivalent value (AEV), and composite performance index (CPI) have been applied to arrive at a more fair valuation. It is concluded that the longer the harvesting schedule, the better valuation outcome could be achieved, and therefore, investors should critically review any investment proposal in accordance to their preference on valuation criteria
Diversity of Soil Arthropods in Teak Forest Plantation Forests at Cepu, Blora, Central Java
Insects are the main group of soil arthropod and the most dominant animals in the terrestrial ecosystems. The aims of this study were to get information about soil arthropod diversity in relation to environmental influence at teak plantations at Cepu, Central Java. The sampling plot design was based on forest health monitoring design method. Pitfall trap and Berlese-Tullgren funnel were employed to collect the soil arthropods. The trapped specimens were sorted in the laboratory and then identified up to family or genus. The result of the study revealed that young-age plantation has higher abundance and diversity of arthropod than old-age plantation. Totally we found 3 classes, 11 orders, 29 families, and 714 individuals from young teak plantation, and 3 classes, 11 orders, 25 families, and 397 individuals from the old one. The dominant class was insect and the dominant order of the insects was Hymenoptera. The thickness of the teak litter was the most important factor to the abundance of soil arthropods (R2 = 0.891)

In general, the science of forest management provides guidance on how forest managers set the forest, so that it is ready to be sustainably managed and used. The forest setting is based on the natural properties of forest - bio- physical characteristics, social condition, financial, and economic. In forest management practice, the quite broad science coverage is not fully used (Kartodihardjo 2013). Regulations regarding forest management are determined more only by the forestry physical property basis, as they are contained in the various settings of the silviculture system, forest inventory, as well as forest harvesting, either in natural forest or plantation forest (Kartodihardjo et al. 2006). This practice leds science of forest management become a kind of discourse which does not have a strong relationship with other disciplines such as institutional science and political science. Habitat Suitability Modeling of Bornean Orangutan (Pongo pygmaeus pygmaeus) in Betung Kerihun National Park, Danau Sentarum and Corridor, West Kalimantan
Conservation areas such as national parks became the last safe area for biodiversity in Indonesia, especially for orangutan, because they have permanent status, and other forest areas may change at any time. Currently, there have been tremendous numbers of land use changes in orangutan habitats such as the development of roads, large scale plantations, settlements, farming as well as logging. However, the available national parks still offer secure places for orangutans. This research was conducted to study the impact of spatial land use policy on the habitat distribution of orangutans. A remote sensing technology was used to study the habitat distribution and suitability of orangutan in Betung Kerihun National Park (BKNP), Danau Sentarum National Park (DSNP) and a corridor which connects these 2 parks. Seven parameters have been observed to characterize the habitat of orangutans. Habitat suitability levels of three research sites i.e. BKNP, corridor, and DSNP were 53.72%, 42.94%, and 3.34% which is considered as high, moderate, and low level of habitat suitability, respectively. These results were obtained with 93.63% of validation
