    Countless books on proposed management practices have been written and published over the past century. Some of these have focused on specific management practices for government. In more recent decades, the topics of strategic planning, performance management, cost management and risk management have been extensively covered. However, little has been offered as an approach to integrate these and numerous other management methods and practices in a manner that maximizes the delivery of value to the organization’s key stakeholders. A general management framework is presented in this book in a manner particularly applicable to government organizations. Value-Based Management in Government introduces a new, integrating framework for management practices that optimizes the balancing of results sought; resources supplied and allocated; and risks accepted. These considerations are all balanced for the purpose of delivering maximum stakeholder value.     This book contains steam tables for practical industrial use calculated by using the international standard IAPWS-IF97 for the thermodynamic properties of water and steam and the IAPWS industrial standards for transport and other properties. The complete set of equations of IAPWS-IF97 is presented including all supplementary backward equations adopted by IAPWS for fast calculations of heat cycles, boilers, and steam turbines. The calculation of the properties is not only shown for the usual input parameter pairs pressure and temperature, but also for the parameters pressure and enthalpy, pressure and entropy, enthalpy and entropy. It is for the first time that such a description is given. For designing advanced energy conversion processes, tables and property calculation algorithms of steam up to 2000 °C are given. In addition, these steam tables contain the following features: • Formulas to calculate arbitrary partial derivatives of the eight most important properties from IAPWS-IF97, which are very helpful in non-stationary process modelling, are shown. • The uncertainty values of IAPWS-IF97 regarding the most important properties are included. • Pressure-temperature diagrams with isolines of 26 thermodynamic, transport and other properties are added

    Wilayah Indonesia terbilang rawan terjadi gempa bumi karena Indonesia berada pada titik pertemuan antara tiga lempeng bumi yang mengakibatkan lempeng tersebut bergeser, pecah atau mencuat ke atas yang mengakibatkan gempa bumi, menimbulkan kepanikan dan dampak kerugian yang begitu besar. Untuk meminimalisir kerugian yang ditimbulkan, maka diperlukannya alat pendeteksi gempa bumi. Berdasarkan permasalahan tersebut peneliti pada tugas akhir ini merancang alat pendeteksi gempa bumi menggunakan sensor Omron D7S sebagai pendeteksi getaran. Hasil yang didapat dari sensor kemudian diklasifikasikan oleh Artificial Neural Network dan akan memberikan informasi berupa kekuatan gempa dalam Skala Richter dan himbauan untuk mengevakuasi diri ke tempat yang lebih aman pada running text. Alat pendeteksi gempa bumi menggunakan sensor getar Omron D7S berhasil untuk mendeteksi getaran gempa bumi dan teks peringatan terjadinya gempa dapat ditampilkan pada running text. . Adapun hasilnya, tugas akhir ini terbukti dapat mendeteksi getaran magnitude yaitu 2.0 sampai dengan 5.1 Skala Richter. Hasil pengujian intensitas cahaya pada running text didapat 639 – 1004 Lux dengan jarak 10 meter. Untuk jarak 51 meter, intensitas yang didapat adalah 400 Lux.     PENDETEKSI KELAINAN JANTUNG BERDASARKAN SUARA JANTUNG DENGAN MENGGUNAKAN METODE FRAKTAL

    Kelainan jantung merupakan masalah kesehatan utama di negara maju dan negara berkembang salah satunya negara indonesia, seperti serangan jantung, stroke, atau gagal jantung Satu juta sampai dua juta kematian terjadi pada penderita jantung setiap tahunnya dan menurut data Depkes tahun 2010 bahwa penyakit jantung merupakan penyebab kematian nomor satu, pasien di rumah sakit, Angkanya mencapai 35 hingga 100 ribu penduduk Indonesia setiap tahunnya. Penyebab kelainan jantung sendiri salah satunya faktor keturunan tapi dalam berkembangnya jaman terdapat faktor lainnya seperti karena kurang olahraga atau tidak mengkonsumsi makanan yang sehat. Maka dalam tugas akhir ini akan dirancang sebuah sistem yang dapat mendeteksi kelainan jantung berdasarkan suara jantung dengan stetoskop elektronik menggunakan metode fractal dan menggunakan algoritma K-Nearest Neighbor. Fungsionalitas stetoskop elektronik sendiri mirip dengan stetoskop akustik dimana memungkinkan merekam suara yang dikumpulkan yang akan lebih mudah untuk dianalisis dengan menggunakan alat bantu komputer. Sedangkan metode fraktal merupakan objek geometris yang didapatkan melalui proses iteratif. Dan KNN digunakan untuk mengklasifikasikan ciri suara dari perhitungan metode fractal seperti box counting, sevcik, higuchi dan katz. Dimana Suara jantung akan didengar atau direkam melalui stetoskop elektronik lalu akan mengirim data rekam suara jantung ke PC yang dimana akan ditampilkan dengan aplikasi Matlab. Hasil dari tugas akhir ini adalah sebuah system yang mampu mendeteksi kelainan jantung dan mengklasifikasikan dengan hasil akurasi dari beberapa data pengujian. Pada pengujian training B dan training F dengan metode faktal dan algoritma KNN mampu menghitung nilai akurasi. Parameter yang digunakan pada fractal yaitu Box Counting, Katz, Higuchi dan Sevcix dengan nilai K=1 atau ganjil, parameter terbaik adalah katz dengan nilai akurasi 72 %.     Membaca merupakan suatu keterampilan dasar yang wajib dalam berbahasa dan berkomunikasi dalam kehidupan sehari-hari, untuk dapat membaca tentunya kita juga harus dapat mengenali huruf-huruf alphabet. Alphabet terdiri dari 26 huruf, dalam setiap huruf memiliki konsonan bunyi vokal. Menurut Kementerian Pendidikan dan Kebudayaan terdapat 2,07% yang tidak dapat membaca dan melafalkan setiap huruf alphabet. Sistem teknologi saat ini, dapat digunakan untuk melatih dan melafalkan dalam pengucapan huruf alphabet melalui pengenalan suara dengan. Tujuan dari penelitian tugas akhir ini adalah membuat aplikasi mengenal huruf sebagai media anak untuk melatih dan melafalkan huruf alfabet dengan fasih dengan menerapkan metode Convolutional Neural Network untuk pengenalan suara. Aplikasi ini berhasil membantu anak dalam pelafalan huruf dengan cepat dan tepat dalam pengucapannya dan metode Convolutional Neural Network (CNN) digunakan sebagai proses pelatihan dan juga menghasilkan karakteristik khusus dalam huruf alphabet. Hasil tingkat akurasi pada penelitian ini dengan metode convolutional neural network sebesar 88,20% dengan epoch 300 dan learning rate 0.002, untuk tingkat kepuasan dan kebutuhan pengguna pada aplikasi sebesar 89,45% berdasarkan hasil kuesioner
