Applying Landslide and Debris-flow Integrated Model for Assessing Hillslope Hazards
[[abstract]]本近年來台灣災害類型大多屬於崩塌與土石流同時發生的複合型災害,但目前對於複合型災害的研究仍然相當缺乏。本研究利用崩塌體積-面積法估算崩塌體積,結合Debris 2D二為土石流模式,稱之為整合崩塌體積估算與 Debris 2D模擬,以台南市南化區玉山里的羌黃坑地區,並且測試崩塌料源、模式參數與數值地形模型與崩塌位置對於土石流模擬之敏感度。結果顯示莫拉克颱風於羌黃坑地區產生崩塌體積共計15,099 m3,土石流影響範圍與實際觀測範圍相當符合,並且模擬結果在青山宮後方之土石流流深為3.2 m,與野外觀測的3~4公尺相當符合。而敏感度分析顯示土石流影響範圍受到崩塌體積、數值高程模型與料源位置影響甚鉅,而降伏應力則對較不敏感。最後,本研究建議結合經驗統計式的崩塌潛勢、崩塌體積-面積式與Debris 2D,並且以時間性的發生機率為基礎,評估複合型土砂災害風險。[[abstract]]The composed hazards, landslides and debris-flows happened continuously, were triggered frequently in recent year in Taiwan. However, the studies focused on this issue were still few. In this study, we combined the landslide volume-area relation and Debris-2D model to simulate the landslide and debris-flow hazards in the Qianghuangkeng village, and made the sensitive analysis of the landslide volume, model parameters, DEMs, and landslide location. The results show that the typhoon Morakot triggered 15,099 m3 of landslide volume. The simulated affected areas of debris-flow were well consistent with the observed area. And the simulated deposited depths were 3.2 m, corresponding to the observed depths of 3~4 m near the Chin-Shan temple. Sensitive analysis shows the landslide volume, DEMs, and landslide location are critical factors influenced on debris-flow simulation, rather than yield stress. Finally, we suggested that the applying of integrated model, combining landslide susceptibility, estimation of landslide volume, and debris-flow simulation, and the basis of temporal probability can help assessing risk of the composed hazards
An Integrated Landslide-Runout Model for the Assessment of Typhoon-Induced Landslide Hazard and Early Warning Practice
[[abstract]]The study proposes an integrated landslide-runout model, iLIR-w (Integrated Landslide Initiation prediction and landslide Runout simulation at
Watershed level), to assess landslide hazard affected by typhoon. For rainfall-induced landslides, many landslide model have focused on the
prediction of landslide locations, but few have incorporated the prediction of landslide timing and landslide runouts in one single modeling
framework. iLIR-w combines an integrated landslide model for predicting shallow landslides and a watershed-scale runout simulation to simulate the coupled processes related to landslide hazard. The study developed the model in a watershed in southern Taiwan, by using landslide inventories prepared after eight historical typhoon events (2001-2008). The study then tested iLIR-w by incorporating typhoon rainfall forecasts from the Taiwan Cooperative Precipitation Ensemble Forecast Experiment (TAPEX) to practice landslide hazard early warning of 6 h, 12 h, 24 h, 48 h before the arrival of Typhoon Morakot which seriously damaged Southern Taiwan in 2009. The model performs reasonably well in the prediction of landslide locations, timing and runouts. Therefore, the model is expected to be useful for landslide hazard prevention, and can be applied to other watersheds with similar environment, assuming that reliable model parameters are available
香港官立中學來訪 規模龐大前所未見
[[abstract]]香港官立中學近80名師生日前來校參訪,陣仗之大前所未有。官立中學此行主要目的是進一步瞭解本校,作為畢業生日後來臺升學的參考,顯示本校學術聲譽已揚名海外,國際化腳步亦與世界接軌,成為僑、外生來臺就學的選擇之一;加以本校郭校長艶光不久前訪問數所港、澳大學及中學,提升本校在當地的知名度,未來來校就讀的港澳學生可望增加。
本校與港澳交流頻仍,尤其103年下半年,郭校長兩度前往當地,參訪包括姊妹校在內的數所大學及中學,並對300餘名高中生發表演說。另一方面,實施資優教育的香港優才書院校長,甫於官立中學到訪前數日蒞校簽署合作協議,推動該校畢業生來校升學。
官立中學為香港政府開辦的公立中學統稱,此次來訪的師生來自數所學校。郭校長於歡迎會上以流利的英文歡迎官立中學到訪,並分享他近期參訪港澳的心得,同時指出,他所遇到的港澳校友均喜歡臺灣的生活環境,且本校保障僑外生於就學期間的校舍住宿權利,因此校友們均難忘在彰師就讀的歲月。郭校長於會中強調,目前管理學院已有全英授課課程,未來教育及理工等領域亦將跟進,加上本校設有語文中心,大大降低不諳華語的港生來臺升學的疑懼。此外,本校與多所國際知名姊妹校合辦雙聯學制,學生可透過本校赴國外就學而取得雙學位。郭校長兩度訪港適逢「佔中」行動,因此他也鼓勵港生來臺升學,親身體驗香港刻正爭取的民主價值。
除郭校長外,進修學院葉院長凱莉、理學院洪院長連輝、工學院陳院長良瑞、文學院彭院長輝榮、技職學院張院長火燦、國際暨兩岸事務處黃國際長聖慧與國際處兩岸組張組長嘉仁、會計系薛助理教授明賢,以及澳、港僑生代表林嘉樂與許曉峰同學均蒞會交流。與會師長表示,本校為中部地區最好的大學之一,且緊鄰數個工業區,產學結合共榮潛力無窮,工學院及技職教育學院理論與實務並重,有極佳的發展前景;另如財金、輔諮與特教等系所則符合香港就業市場需求。而本校小巧精緻,師生交流機會多,更為他校所不及。
官立中學之一的九龍工業學校導師洪帆則表示,來臺後她深刻感受到臺灣人的熱情,並對此地大學除培養學生專業知識,亦重視學生的全人發展印象深刻;她期勉學生藉此行對臺灣的大學課程深入瞭解,以為將來升學作準備。
電機系大四、來自澳門的畢聯會副會長林嘉樂同學分享他的彰師經驗,認為學校提供僑生強大的支援,讓異鄉學子無所顧慮;此外,校方給予學生寬廣的發展空間,由學生決定自己未來的方向,師長則適時給予引導。會計系的港生許曉峰同學為來訪學生釋疑,本校因是國立大學,尤其是國內3所師範大學之一,因此香港多數企業均承認本校學歷,無需擔心未來的就業問題。
座談結束後,國際處安排來訪師生參觀本校運動學系場館、圖書館與攀岩場等,並品嚐彰化在地小吃肉圓、桂圓蛋糕,以及臺灣最負盛名的珍珠奶茶,讓訪問團對彰化及本校留下深刻印象,盡興而歸。(國際暨兩岸事務處
本校工學院與彰化縣青年創業協會簽訂策略聯盟
[[abstract]]本校工學院為培育學生實務研究能力與創新創業精神,同時為構築師長與中小企業交流平台,用以促進彰化縣產業技術研發發展,特與彰化縣青年創業協會(以下簡稱青創協會)成立策略聯盟,並於104年3月12日(四)下午5時正簽訂策略聯盟合約書。
此次活動除進行合約簽署儀式外,青創協會亦於本校工學院大樓舉辦「理監事會議」,同時號召約50家會員廠商出席,藉此提供中小企業負責人與工學院教授面對面交流機會。當天工學院開放機電系、電機系、資工系、電子系及電信所等4系1所各重點實驗室參觀,主題包括電能轉換、綠能光電、機器視覺、量測技術、無線寬頻通訊、機電控制核心、奈微機電系統及車輛技術與控制網路等實驗室。
本校陳副校長明飛表示,透過簽署備忘錄,禆益增進本校工學院4系1所教師與青創協會的互動與交流。合作計劃方案包括:一、合辦學生專題實作競賽,提升學生產業競爭力;二、開放工學院研究實驗室,促進產學交流;三、促進雙方研發創新與企業育成合作;四、促進產界業師與學術師資交流合作。
彰化縣青創協會黃理事長永承亦表示,透過此次的結盟,彰化青創協會的會員們更瞭解本校工學院的資源與教授專長,工學院的師長們也更認識產業界的需求。相信不久的將來定有豐碩成果。此外,典禮前亦特別邀請中國生產力中心於本校舉辦「小型企業人力提升計畫說明會」,鼓勵彰化縣產業界踴躍申請勞動部勞動力發展署為協助小型企業強化健全人才培訓發展之計畫,藉以達到人力升級之目的。(工學院
Operation Mechanism of the Local Economic Development-case Study of the Taiwan Exhibition
[[abstract]]本文的研究方法主要採案例分析, 以問卷調查、深度訪談為輔; 研究目的為檢討花博現有推動模式, 對未來推動機制提出建議。本文從地方經濟發展推動機制之內涵、國內外推動經驗借鏡、彰化縣2004及2005花博推動模式分析等, 再對彰化縣公部門(縣政府、鄉鎮市公所)、私部門(民意代表、企業界、民間團體)等進行問卷調查、深度訪談, 綜合歸納演繹出「彰化縣地方經濟發展推動機制初步構想」, 作為未來地方經濟發展推動機制建構之參考。[[abstract]]The textual method mainly adopts an case-analysis, regarding questionnaire, depth interview as to assist.
