    [[abstract]]本校英語系柯惠薏同學獲頒國際傑人會傑出領袖獎,晉見吳副總統敦義接受表揚。   國際傑人會中華民國總會鼓勵大專院校學生參與學校服務性社團、關懷公益,於每年舉辦「傑青獎」選拔及表揚活動,希望藉此激發學生參與服務之熱忱,進而回饋社會。本校柯惠薏同學代表山地服務社參與第21屆傑出領袖選拔,榮獲佳績,特別前往總統府接受吳副總統表揚。   柯同學說:「有時候我只是一味的跟著自己的夢想前進。大學四年中,思考如何做服務占了我大部分的時間,服務不是同情、是同理,是分享、不是給予,我花了四年才了解服務的真諦,它也讓我看見更多的自己。」柯同學稱這份榮譽為幸運,她感謝一路上幫助她的所有人,也感謝傑人會這份對志工服務的肯定、對山地服務社的肯定,她期許未來能夠繼續在服務中學習、成長。(學務處

    河川泥砂入流量推估-以莫拉克颱風林邊溪流域為例

    [[abstract]]由於流域集水區內地質脆弱,在颱風來襲時,豪雨常造成崩塌及土石流等天然災害,且大量土砂堆積於河道可能於下次颱洪時引發嚴重災害。是故,若能合理推估河川泥砂入流量,進行河道沖淤模擬,實為防災之重要課題。本研究以莫拉克颱風下林邊溪流域為研究案例,經由衛星影像判釋颱風事件後集水區內崩塌地的面積,配合經驗公式推估崩塌地的泥砂產量;再以土壤沖蝕模式概估集水區各事件的坡面總產砂量。坡面總產砂量與崩塌地泥砂產量經過遞移率推估泥砂流入河川之泥砂入流量。最後透過水理輸砂模式HEC-RAS模式進行河道沖淤模擬和新埤站之泥砂入流量推估,最後再與新埤站之實測流量-懸浮質輸砂量率定曲線配合經驗公式推估之泥砂入流量進行分析比較。[[abstract]]Due to the fragile geological conditions of watersheds in Taiwan, heavy torrential rains induced by typhoons often inflict natural disasters such as landslides and debris flow. Meanwhile, the deposited sediment in the river channel may induce large damages in the next typhoon-induced flood. As a result, it is vital to reasonably estimate the sediment discharge for sediment simulation. This study focused on Linpian Creek Watershed. First, the areas of landslides are indentified by using the satellite images and the depths of landslides are estimated by empirical equations. The soil erosion on the hillsides is also estimated. The sediment discharge from landslides and soil erosion is then estimated by the delivery rate multiplying the volume of sediment of landslides and soil erosion. The above mentioned sediment discharge is treated as lateral sediment discharge. The sediment discharge of Hsinpei Station and sediment transport simulations are performed by the HEC-RAS. The results are compared with that estimated by the rating curve of discharge and suspended load of Hsinpei Station accompanying empirical relations

    Combination of Landslide Volumes Estimation and Debris Flow Simulation in the Xinkai Village, Southern Taiwan

    [[abstract]]Many debris flows in the tropical and mountainous areas, including Taiwan, are triggered by heavy rainfall with failed materials from large landslides and usually induced severe natural hazards. To assess debris flow hazards, numerical simulation for affecting zone is widely adopted in Taiwan. As for the simulation, the estimation of triggering volume of debris flow is a critical component. Previous studies have estimated these volumes by field surveys or equilibrium concentration concept, which estimates the volume of debris flow by using accumulated rainfall. However, as shown in many studies in recent years, the volume of failed materials triggered by landslide could be more accurately estimated by empirical relationships relating the volume of individual landslides to its area. In this study, we propose a new novel methodology comprising this scaling relationship for landslide volume estimation and Debris2D, which is a numerical model and developed by Liu and Huang ( 2006, Computat. Geosci. 10:221-240), to simulate the flowing properties of failed materials from triggering site and assess final deposition and affected zone. To verify this methodology, the case triggered by typhoon Morakot in August 2009 in XinKai village, in southwest Taiwan is conducted. The landslide volume for debris flow is estimated by the triggering area obtained in the aerial photos after disaster together with the scaling volume-area relationship for landslide volume. From simulation results, the affected area concides with the one from aerial photos very well and the simulated deposition depth is 6 meters in average, which also approximates the result by field survey. Besides, we also present the sensitive analysis of our simulation inputs, including landslide volume, yield stress, and digital elevation model (DEM). The inputs of landslide volume and DEM are sensitive except yield stress. The over- or under-estimates of landslide volumes can lead to large uncertainties in assessing the affected area of debris flow. The methodology proposed in this study is practical and reliable for the assessment and mitigation of debris flow hazards

    Large Scale Simulation of Watershed Mass Transport – A Case Study of Tsengwen Reservoir Watershed

    [[abstract]]We present the large scale simulation of watershed mass transport, including landslide, debris flow and sediment transport. A case study of Tsengwen reservoir watershed under the extreme rainfall triggered by the typhoon Morakot is run for verification. This approach integrates volume area relationship formula with inventory method to predict time varying landslide volume and distribution. Then, debris flow model, DEBRIS 2D, is used to simulate the mass transport of debris flow from hillslope to fluvial channel. Finally a 1 D sediment transport model, NETSTARS, is used for hydraulic and sediment routing in river and reservoir. The results give a very good agreement with the sediment concentration variation recorded downstream

    Development of Shallow Landslide Warning System in Mountainous Area

    [[abstract]]臺灣地區地形陡峭、降雨強度集中,往往造成崩塌與土石流,進而造成人員傷亡與鉅額財產損失。隨著數值高程資料精度的增加,使得工程師能依照集水區的地文與水文特性,進而建置物理型淺層崩塌分析模式,藉此預測坡地災害可能發生的時間。研究中蒐集蘇花公路蘇澳至東澳路段之易致災集水區水文及地文資料進行分析,並採用水文模式配合2010 年至2013 年雨量資料,以模擬各集水區飽和水位之變化;而後將所得集水區飽和水位之變化配合無限邊坡穩定分析,藉以預測集水區之安全係數。研究結果顯示,本研究所得之分析結果與災害實際發生時間相符。因此應用本研究之分析方法,應可藉以發佈即時淺層地滑災害之警訊,以減少傷亡與損失。[[abstract]]Landslides and debris flow usually occur in Taiwan to result in casualties and property losses due to steep topography and concentrated rainfall intensity. By using high resolution digital elevation data, current engineers are able to develop the physical model for shallow landslide prediction based on watershed geomorphologic and hydrologic characteristics. In this study, hydrologic records and geological information from high risk watersheds on the Su-Hua Highway (from Su-Ao to Dong-Ao section) were collected for analysis. By using hourly rainfall data from 2010 to 2013, variation of the saturated water table on hillslopes was simulated using a hydrological model, and the temporal saturated water level was then used in the slope instability analysis to predict factor of safety in the investigated areas. The results indicated that the studied watersheds were considered having potentiality for landslide occurrence. The predicted landslide occurrence time was found coincidence with the field investigation data. It is therefore considered promising to apply the proposed analytical procedure for real-time shallow landslide warning to alleviate the loss of lives and property

    [[abstract]]本校103學年度第二學期第一次捐血活動「快樂捐血~愛心滿載!」於104年3月10日及11日兩天辦理,並於3月10日早上10時揭開序幕,是日全校師生不畏寒流來襲,熱烈響應,旨在希望協助舒緩國內血庫面臨血荒問題,並能夠締造捐血成效再創佳績。本校捐血成績逐年遞增,並連續5年榮獲教育部捐血績優學校之獎勵,對於熱心參與公益活動且具有愛心關懷的捐血學子,本校也特予嘉獎鼓勵。   彰化縣彰師大國際獅子會長期贊助本校辦理捐血活動,協助活動順利進行。本校學生事務處軍訓室石主任豫臺亦於捐血活動前頒贈感謝狀予彰化縣彰師大國際獅子會,由楊會長奕強代表接受,感謝該會長期對本校各項活動的協助與支持。張前會長榮鑫更邀請本校財務金融技術學系博士班的學長姐及王立法委員惠美前來共襄盛舉,更熱絡了本次捐血活動,藉由拋磚引玉之舉,為溫暖的校園更添溫馨。   感謝本次活動的參與者,並希望可以匯集更多彰師大師生無限的愛心,形成一股巨大的校園暖流,湧向社會需要協助的角落,幫助更多需要用血的人,展現出彰師人的正向能量。快樂捐血~愛心滿載!期待下次捐血活動6月9日有您的參與!(學務處

    [[abstract]]本校郭校長艶光偕同進修學院葉院長凱莉、國際暨兩岸事務處國際合作組洪組長雅惠以及公共關係與校友服務中心蕭主任輔力,於104年3月10日啟程赴馬來西亞,進行為期6天的參訪行程。   本次出訪行程主要目的為參加南方大學學院藝術教育學碩士課程開課禮。此課程由本校與南方大學合作開辦,歷經2年多的時間籌備,終於104年3月14日順利推展,至今已招收11名學生。南方大學學院祝校長家華表示,該校積極開發藝術與教育兩大領域,藝術與設計學院已是該校第二大學院,學生總數超過300位,反映了就業市場對藝術與設計領域的需求。本校郭校長則表示,希望藉由這次的合作開辦課程,未來彰化師範大學與南方大學學院可以有更多學術上的合作交流,為本地華人教育提供更多課程。   近年積極推動教育國際化,以深化校園國際化及建立世界知名度為發展願景,增加僑生與外籍生的招募亦為本校發展國際化的重要環節。郭校長此行赴巴生濱華中學、馬六甲培風中學、麻坡中化中學、居鑾中華中學、寬柔中學古來分校,及新山寬柔中學等多所華文獨立中學進行招生,誠摯歡迎各中學學生前來本校就讀。此外,拜訪拉曼大學、駐馬來西亞台北經濟文化辦事處、馬來西亞留臺校友會聯合總會(留臺聯總)商討合作交流及簽訂策略聯盟事宜,期待馬來西亞當地與彰化師大有更深的瞭解及開展更多元的合作交流。(秘書室

    [[abstract]]香港北區中學校長會「臺灣大學考察團」於104年4月10日蒞校參訪,團中18所中學分別與本校簽訂合作協議書,顯示本校教學與研究品質普獲海外肯定,並提供香港北區中學畢業生另一升學管道,除本校港籍學生人數可望增加,豐富校園多元文化風采外,亦有助本校國際化進一步提升。   近來本校與港澳交流頻仍,103年下半年,郭校長艶光兩度前往參訪包括姊妹校在內的數所大學及中學,本校並於去年底及今年初新建立近10所香港中學合作關係;另一方面,香港優才書院、官立中學及心誠中學等自去年底即陸續蒞校交流,顯示本校深耕國際化已具成效,並吸引海外中學畢業生來校升學。   「臺灣大學考察團」由聖公會陳融中學嚴校長志成領軍,35名團員來自18所香港北區中學,包括8名校長及8名副校長。當日郭校長主持歡迎座談會,與會師長有陳副校長明飛、國際處黃國際長聖慧、進修學院葉院長凱莉、師資培育中心林主任清文、教育學院高院長淑貞、理學院洪院長連輝、機電工程系賴主任永齡、公關與校友中心蕭主任輔力、學務處軍訓室石主任豫台、教務處教學資源組呂組長維容等師長。   郭校長致詞時指出,本校推動國際化不遺餘力,姊妹校遍佈全球,其中不乏知名學府如美國加州大學柏克萊分校等,更與加州州立大學弗雷斯諾分校等合作雙聯學制計畫,未來與該校簽署雙聯學制系所將由現有之管理學院及輔導與諮商學系擴及各系所,提供學生赴美研習並獲雙學位的機會。   郭校長表示,本校對來自香港的學生提供多元化協助,例如僑生自治會與學生社團國際交流社提供的服務,以及學務處生活上的關照等;他同時鼓勵香港學生以外籍生身分及個人申請方式申請來校就讀,錄取機率將可提升   考察團嚴校長志成指出,香港的大學錄取率不及二成五,多數中學畢業生必須尋求其他的升學管道;而臺灣有地理優勢,與香港的文化亦相近,加上學習風氣濃厚及民風純樸,提供港生理想的求學環境;而本校創校四十多年,是臺灣3所師範大學之一,師培領域及輔諮、特教等科系具有競爭力,因此對與本校建立良好合作關係寄予厚望。   隨後郭校長逐一與18所中學代表簽署合作協議書,使本校與香港中學的合作交流邁入新的里程碑,合作學校已達26所;雙方師長並就申請入學資格與名額、本校對港生的服務與協助等議題於會中交換意見。   據隨同來臺的海華服務基金會顧問李博士志文表示,香港北區共有20所中學,除2所官立中學外,其餘學校此次均隨團來訪;而全港三十餘所官立中學,九成以上有畢業生在臺升學,因此他對未來本校與香港北區2所官立中學的合作亦表樂觀。(國際暨兩岸事務處
