    Vlada je na sjednici 30. travnja 2015. prihvatila Program konvergencije RH za razdoblje 2015. do 2018. To je drugi Program konvergencije koji je RH izradila kao država članica EU. Najkonkretniji je dio o financijskom upravljanju u kojem su objašnjene glavne promjene u proračunskom sustavu neophodne zbog prilagodbi Europskom semestru. Planirane promjene tek bi od 2016. trebale unaprijediti financijsko upravljanje, a posebice planiranje proračuna, upravljanje javnim dugom i kontrolu rashoda

Svrha je rada pokazati statistički tretman transakcija koji proizlazi iz ugovora o koncesiji i JPP-u, a koji bi se zbog nedostatka proračunskih prihoda mogli učestalije koristiti u financiranju projekata od državnog interesa u Republici Hrvatskoj

    Budget transparency in Croatian counties, cities and municipalities (November 2014 – March 2015)

    Despite improvements in the transparency of local government budgets in the Republic of Croatia, the situation is still far from satisfactory. Some cities and municipalities performed remarkably well, with a special mention being due to Viškovo, one of 428 municipalities, for having published all the requested budget documents. The leader (as regards the average level of transparency for all local government units located in a county) is the Karlovac County and the least transparent are the Split-Dalmatia, Zadar and Bjelovar-Bilogora counties. Viewed by type of local government units, the most transparent are counties; cities are much less so, and municipalities are mostly non-transparent. The results for all counties, cities and municipalities are also shown on the interactive map. The analysis shows that the budget transparency score of a local government unit is not significantly influenced by its population size or its budget performance. It can therefore be assumed that transparency primarily depends on the local government authorities' political will. National and local government authorities use budget transparency to prove their accountability to citizens and gain their trust. Therefore, the Government and Ministry of Finance should tighten the obligation of local government units to publish key budget documents, including citizens’ guides pertaining to them, within predetermined time limits. They should also penalize those units which do not comply with this obligation. Moreover, they should set a good example of the timely publication of key state budget documents, including citizens’ guides, showing to local government units the importance of budget transparency for the efficient and equitable collection and spending of public funds

    Citizen Participation in Fiscal Policy and Budgetary Processes in Croatia

    The objective of this paper is to explain the importance of citizen participation in fiscal policy and budgetary processes and to present the results of an online questionnaire conducted at the beginning of 2015 among students in their final years at universities in the Republic of Croatia. Students were selected as representatives of the younger population that were expected to be particularly interested, for they will long have to cope with the consequences of the currently unsound, ineffective and inequitable public finances. The results, however, reveal how little interested and poorly informed the respondents were and, even more, how meagrely they participated in budgetary processes. Although 50% of the respondents thought that it was possible to participate, and 80% that citizens should participate, only 7% had actually tried to. What is more, fewer than 14% of the students regularly kept up with media information about the budget. The knowledge and level of involvement of the respondents were clearly very far from being at a satisfactory level. Because only 16% of the Croatian adult population is educated to tertiary level, it can be assumed that the situation in the population at large is even worse. Although in the last fifteen or so years institutions have been established and numerous measures passed to achieve higher levels of budgetary transparency and greater citizen participation in the budgetary processes, they function at a level well below that which would give grounds for satisfaction

    Vlada je u saborsku proceduru po hitnom postupku uputila petnaesti Prijedlog zakona o izmjeni Zakona o financiranju jedinica lokalne i područne (regionalne) samouprave s Konačnim prijedlogom zakona. Podsjetimo, Zakon o financiranju jedinica lokalne i područne (regionalne) samouprave mijenjao se učestalo od donošenja u 1993. godini (NN 117/93, 69/97, 33/00, 73/00, 127/00, 59/01, 107/01, 117/01, 150/02, 147/03, 132/06, 26/07, 73/08, 25/12, 147/14) te bi Vlada trebala konačno prirediti i pročišćeni tekst Zakona
