EU grants to Croatian counties, cities and municipalities 2015-2016
No full textThis article aims to provide basic information on the grants received by Croatian counties, cities and municipalities as holders of, or partners/participants in the programmes and projects (co)financed by the EU in 2015 and 2016. It provides a synthesis of data also presented in a database that enables detailed analysis and comparison with previous years. Reference is made to the data sources and some easily noticeable curiosities are highlighted. In the period 2015-2016, counties, cities and municipalities received almost one billion kuna in EU grants, much more than in previous years. Almost half of that amount was utilized by counties, about one third by cities and less than a fifth by municipalities. It is noteworthy, however, that almost half of cities and over three quarters of municipalities used no grants at all in the reference period
National budget transparency: public access to budget information remains limited despite slight improvement
No full textThe International Budget Partnership (IBP), a non-profit Washington-based organisation, on January 30, released the Open Budget Index 2017. Croatia scored 57 out of a possible 100, thus ranking among countries with limited online access to national budget information. Despite the slight improvement over the country’s 2015 Index score, there is an urgent need to upgrade the quality and accessibility of online national budget information

No full textThe Ministry of Economy, Entrepreneurship and Crafts (MINGPO) has presented the Act on Strategic Investment Projects of the Republic of Croatia for debate before the Parliament. The original Act was adopted in 2013 (NN 133/13) and has been amended twice. A new act has been presented in order to define, in a more concise manner, strategic investment projects and activities aiming at removing administrative obstacles for their implementation. More specifically, the aim is to shorten and accelerate the licensing procedure for public and private investment projects as well as for public-private partnership investment projects of strategic interest for the Republic of Croatia
Fiskalna konvergencija i održivost u Europskoj uniji
No full textU radu se analizira fiskalna konvergencija i održivost u Europskoj uniji korištenjem podataka o javnom dugu, prihodima i rashodima. U EU je prisutna apsolutna fiskalna divergencija, što je posebno izraženo nakon dužničke krize. Međutim, postoji fiskalna konvergencija među klubovima kad su klubovi endogeno određeni. Klubovi konvergencije su važni za EU, jer ne postoji jedinstvena fiskalna politika, već su politike zemalja članica heterogene. Endogeni klubovi konvergencije nemaju uobičajene geografske, političke ili razvojne sličnosti. Fiskalna politika u EU nije održiva, ali je kontraciklička. U radu se koristi funkcija fiskalne reakcije prema kojoj je primarni suficit funkcija javnog duga i jaza BDP-a. Primarni suficit ne reagira na promjene javnog duga, što se smatra dugoročno neodrživim. Međutim, primarni suficit se povećava u ekspanzijama i smanjuje u recesijama, što govori o kontracikličnosti fiskalne politike. Kontraciklični primarni suficit je važan za ublažavanje poslovnih ciklusa

Croatian wind power market
No full textIn the period from 2010 to 2016, wind power production in Croatia increased by 15 times, one of the reasons being high state financial incentives. Investments in wind farms have proven to be profitable and involving minimal risk, and credit institutions have consequently financed between 85 and 90% of total assets (projects). The main aim of this paper is to analyse the wind power production market and to assess the financial position of companies engaged in this activity. Bearing in mind frequent electricity shortages in Croatia, the question has been raised as to why the state does not further liberalize this sector and open it for new market participants, and why the public energy company HEP does not engage in this attractive business
