Budget Transparency in Croatian Counties, Cities and Municipalities: November 2021 – April 2022
The overall average level of budget transparency in Croatian counties, cities and municipalities – expressed as the number of key budget documents published on their respective websites, stands at 4.5 (out of a maximum 5). All counties published all five requested budget documents, cities published 4.7 documents on average, while municipalities scored an average score of 4.4. However, 19 cities and 92 municipalities still fail to publish the three documents required by law, while 14 cities and 124 municipalities fail to publish the two documents whose publication was recommended by the Ministry of Finance. Two municipalities failed to publish a single budget document. The mere publication of key budget documents can only be considered the first, but nevertheless crucial step toward higher levels of budget transparency and public participation and the necessary prerequisite for getting the citizens acquainted with local budgeting processes. National benefit for the elderly
National benefit for the elderly was introduced by the Government in January 2021 with the purpose of providing social security to persons over the age of 65 who failed to secure income for their old age and are unable to earn it in another manner. According to figures presented in the Draft Act on the National Benefit for the Elderly, around 19,700 persons were estimated to be eligible for this benefit in 2021. However, the latest data of the Croatian Pension Insurance Institute show a much lower number of beneficiaries – only 5,658 persons received the benefit in November 2021. Porezno opterećenje dohotka od rada za mlade osobe
Sustavno smanjenje poreznog opterećenja dohotka od rada u razdoblju od 2014. do 2021. rezultiralo je padom prosječnog poreznog klina za 4,2 postotna boda. Analiza po dobnim skupinama pokazuje da su osobe u dobi do 30 godina zabilježile značajno veće smanjenje prosječnog poreznog klina od ostalih dobnih skupina, a za to su zaslužne olakšice za mlade u sustavima obveznih doprinosa i poreza na dohodak
Pandemijski izazov: Kako razdvojiti šok ponude i šok potražnje u uvjetima bolesti COVID-19
Ozana Nadoveza, savjetnica u Hrvatskoj narodnoj banci i docentica na Ekonomskom fakultetu u Zagrebu, predstavila je članak Pandemijski izazov: Kako razdvojiti šok ponude i šok potražnje u uvjetima bolesti COVID-19 objavljen u časopisu Public Sector Economics. Koautorice rada su Lovorka Grgurić, savjetnica, i Nina Pavić, glavna stručna suradnica u Hrvatskoj narodnoj banci.
Autorica je izložila moguće načine modeliranja učinaka pandemije na potencijalni BDP Hrvatske i uputila na probleme procjena potencijalnog BDP-a u uvjetima makroekonomskog šoka bez presedana. Procjena implicira da je otprilike 40% ukupnog pada BDP-a u 2020. moguće objasniti šokom ponude, dok se ostatak pripisuje negativnom šoku potražnje.
Prema procjenama analitičarki HNB-a, stope potencijalnog rasta BDP-a u dugom će roku iznositi oko 1,8%. Najveći doprinos rastu očekuje se od kapitala zbog optimističnih prognoza o kretanju investicija u idućim godinama povezanim s fondovima EU-a i obnovom Zagreba. Doprinos rada u dugom bi roku mogao biti neutralan, pri čemu bi pad stanovništva u radnoj dobi i sati rada mogli biti nadoknađeni pozitivnim doprinosom pada prirodne stope nezaposlenosti i veće participacije na tržištu rada.

Integritet javne nabave i upravljanje u energetskom sektoru u jugoistočnoj Europi
U okviru javne nabave česti su neki od oblika koruptivnih aktivnosti. Među nepravilnostima uočenima u zemljama jugoistočne Europe (JIE) posebice se ističe povlašteni tretman poduzećâ zbog političkih veza njihovih vlasnika. U Hrvatskoj, primjerice, oko polovine ukupne vrijednosti ugovora osvoje ponuđači koji nisu privatni subjekti, već je riječ o poduzećima u djelomičnome ili potpunome vlasništvu države, i upravo tu je „plodno tlo“ za određene zlouporabe. Stoga je izuzetno važno transparentno upravljati državnim poduzećima, posebice u energetskom sektoru, jer su ona suočena s brojnim izazovima, pogotovo u pogledu upravljačkih nedostataka u javnoj nabavi. Rješavanje ovih izazova pridonijelo bi i boljem društveno-političkom okruženju u kojemu se ne bi dopustilo neodgovorno financijsko upravljanje u državnim poduzećima i provođenje neučinkovitih ili štetnih odluka o ulaganju

Karakteristike fiskalne politike u Hrvatskoj: Ovisi li o fazi poslovnog ciklusa?
Frane Banić, stručni suradnik u Hrvatskoj narodnoj banci, predstavio je članak Karakteristike fiskalne politike u Hrvatskoj: Ovisi li o fazi poslovnog ciklusa? kojeg je zajedno s Vladimirom Arčabićem, docentom na Ekonomskom fakultetu u Zagrebu, objavio u znanstvenom časopisu Public Sector Economics. Predstavljanje rada zajednički su organizirali Hrvatska narodna banka i Institut za javne financije.
Glavna novina rada je analiza karakteristike fiskalne politike kroz faze poslovnog ciklusa, tj. ekspanzije i recesije. Rezultati članka Arčabića i Banića ukazuju na održivost javnog duga i kontracikličko ponašanje fiskalne politike tijekom ekspanzija u Hrvatskoj. S gledišta pristupanja europodručju, rezultati su povoljni i ukazuju na stabilnost javnih financija
Application of digital technologies in banking operations in the Republic of Croatia
Digital technologies become an integral part of business activities of a large number of market players in the past fifteen years. Technologies that we used to consider as distant future, such as handheld computers or smart cars, are now considered common and are used on a daily basis. Dynamism, innovation and adaptation are but a few of the features of digital technologies. They constantly change and monitor their users’ needs, trying to create a positive user experience, which would eventually provide the most benefits to their owners – by increasing the number of users and reaching the desired financial objectives. Digital technologies penetrated almost all sectors of the economy, from the primary all the way to the quaternary sector. The banking sector is no exception as financial institutions are forced to make use of digital technologies as competitive advantage at the ever more competitive market. Banks, as the most relevant actor at the Croatian financial market, are also no exception ; their mobile apps are perhaps the best indicator of how much they are able to keep up with worldwide trends in doing digital business. The conducted survey leads to the conclusion that the respondents are satisfied and have positive opinions about Croatian banks’ mobile apps. With regard to the trends concerning the application of digital technologies in Croatian banks, we can say that, when it comes to the context of mobile app digitalization levels, the banks are up-to-date with the trends and innovations implemented at the worldwide banking scene
