A Study on Relationship between Local Governments’ ICT Implementation Plans for Achieving SDGs and Regional Development : Based on semi-structured interviews conducted to the stakeholders of the SDGs Future Cities
Get PDF研究の概要(和文)：本研究の目的は、SDGs達成へ向けた取組について、日本国内の基礎自治体を対象としたケーススタディを通じ、ICT導入に関する計画と地域発展との関連性を考察することである。調査対象は、「SDGs未来都市」のうち、その事業コンセプトにICT導入が含まれる4つの基礎自治体とした。調査方法は、2020年10月～11月に、当該調査対象自治体の担当者に対し半構造化インタビューによる調査を基本として実施し、収集した情報についてオープンコーディングを用いた質的データ分析を行った。その結果、1）自治体幹部のリーダーシップは重要であること、2）ICT導入を通じた地域発展の目的は、地場産業の発展や持続的なまちづくりであること、3）国の関与を受けることは地域発展にとってメリットになることを明らかにした。さらに本研究を通じ、ある一定の条件下においては、自治体のSDGs達成に向けたICT導入計画は「地域の市民・団体の共通目標の意識付け」「新ビジネスや新たな投資の創出」「立案した計画の適切な施行」が期待できる、という点で地域発展と関連性があるということを確認した。本研究は、日本国内の一部の基礎自治体に関する調査であり、普遍的な結論を導き出すには更なる調査が必要である。研究の概要(英文)：The purpose of this paper is to consider the relationship between the local governments’ ICT implementation plans and their regional development, through case studies in Japan regarding their efforts to achieve the SDGs.As the targets for the case study, I have selected four local governments that are included in the Japanese government’s project, titled “SDGs Future Cities”, which indicated the ICT implementation concept. To collect the data for the case study I conducted semi-structured interviews to the officials of each target’s local government between October and November in 2020 and analyzed the collected data using the open coding method.This paper revealed the following three points: 1) importance of the executive leadership in a local government; 2) the objectives of the regional development through ICT implementation are the development of local industries and the sustainable development of the local infrastructure; and 3) the advantages of obtaining the national government aids on the local development. In addition, it is confirmed that under certain conditions, the relationship between local governments’ ICT implementation plans for achieving SDGs and their regional development can be expected positive in terms of “heightened awareness of the common goals among local citizens”, “creation of new businesses and new investments” and “appropriate implementation of plans”.This paper illustrates a case study on some local governments in Japan, and further studies will be needed for drawing up a more generalizable conclusion
A Study on the Promotion of the Community Formation between Apartment Residents and Areas
Get PDF研究の概要(和文)：本研究はマンションと地域の交流促進に着目し、都心6区（千代田区、中央区、港区、新宿区、渋谷区、品川区）の実態を見ながら、マンション住民と地域コミュニティの状況について調査したものであり、今後のコミュニティ形成のあるべき姿や交流を促進するための仕組み等の可能性について探ることを目的としている。結果として、1）交流促進のための仕組みとして、紙媒体による情報提供が有効かつ効率的に機能していること 2）住民の参加意欲を促すテーマとして、特に「防災」や「見守り」があること などがわかった。研究の概要(英文)：This study focuses on the promotion of the community formation between condominium residents and local community. We investigated the situation of community formation between condominium residents and local communities in 6 wards of central Tokyo (Chiyoda, Chuo, Minato, Shinjuku, Shibuya, Shinagawa). The purpose of this study is to explore the ideal form of community formation in the future and the possibility of mechanisms for promoting exchanges. The following were the main results of the study. 1) Provision of information on paper is effective and efficient as a mechanism for promotion of exchange. 2) "Disaster prevention" and "MIMAMORI" are themes that encourage the participation of residents
