Determinant Factors of Fraud Prevention in Procurement of Goods and Services with Government Effectiveness as a Moderating Variable: A Study on the Provincial Government of Riau
This study aims to analyze the influence of e-Procurement, internal control systems (ICS), transparency, religiosity, and national culture on fraud prevention in public procurement, as well as to examine the role of government administrative effectiveness as a moderating variable. The background of this research is based on the persistence of fraudulent practices in government procurement of goods and services, which result in low accountability and public trust. The study employs a mixed methods approach, namely a quantitative approach using Partial Least Square–Structural Equation Modeling (PLS-SEM) complemented by a qualitative approach through in-depth interviews to strengthen the empirical findings. Respondents in this research include Budget Users (PA), Proxy Budget Users (KPA), Procurement Service Units (ULP), Commitment-Making Officials (PPK), and Technical Implementation Officials (PPTK).
The results of the study indicate that e-Procurement, SPI, transparency, religiosity, and national culture have a positive and significant influence on fraud prevention. However, the effectiveness of government administration does not have a direct influence on fraud prevention. Nevertheless, the effectiveness of government administration is proven to strengthen (moderate) the variables of e- Procurement, SPI, transparency, religiosity, and national culture in preventing fraud.
This study provides theoretical contributions to the development of Fraud Triangle Theory and Institutional Theory, as well as practical contributions for the government in formulating fraud prevention strategies through strengthening electronic procurement systems, improving internal control quality, implementing transparency, instilling religiosity values, and understanding national culture. Thus, optimizing government administrative effectiveness becomes a key factor in reinforcing the aspects that can minimize the potential for fraud in the procurement of goods and services383 PagesDisertasi Dokto

Modification Of Oxidized Breadfruit Starch (Artocarpus altilis) Using Sodium Bromate
Modification of breadfruit starch (Artocarpus altilis) into carboxylated starch through oxidation reaction using sodium bromate as an oxidizer has been carried out. The modification was performed with a mass ratio of starch to sodium bromate of 1:0.6, 1:0.8, and 1:1 and reaction times of 4, 6, and 8 hours. The carboxylated starch obtained was characterized using FT-IR, SEM, determination of the degree of oxidation, carboxyl content, swelling power, and viscosity. The FT-IR spectrum of native starch shows a wave number of 1640 cm-1 and oxidized starch shows the presence of carboxyl groups (C=O) at a wavelength of 1729 cm-1. The highest degree of oxidation was obtained in carboxylated starch with a 1:1 ratio and a reaction time of 6 hours, which was 82.45%, with a carboxyl content of 0.52%, a swelling power value of 6.4834 g/g, and a viscosity of 0.6518 cP. SEM analysis shows that the broken surface of the granules is caused by an oxidation reaction. The results of this research indicate that the use of starch to sodium bromate ratio and variation in reaction time affect the characteristics of the carboxylated starch formed.70 PagesSkripsi Sarjan

Analysis of the Protection of Foreign Industrial Design Registration in Indonesia Based on Law No. 31 of 2000 on Industrial Designs (Decision No. 76/Pdt.Sus-Desain Industri/2023/PN Niaga Jkt.Pst)
The development of global trade and industrial advancement has led to an increasing circulation of foreign products in Indonesia, including those incorporating industrial designs. However, the application of the first to file principle under Law Number 31 of 2000 on Industrial Designs often gives rise to legal issues, particularly when parties acting in bad faith register in advance designs that belong to foreign owners and have not yet been registered in Indonesia. Based on this background, the research problems are formulated as follows: how the legal regulation of foreign industrial design registration is governed under the prevailing laws and Law Number 31 of 2000 on Industrial Designs; how the mechanisms and procedures for registering foreign industrial designs in Indonesia are implemented; and how the judges’ legal reasoning and decisions concerning the legal protection of foreign industrial designs are reflected in the Decision of the Central Jakarta Commercial Court Number 76/Pdt.Sus-Desain Industri/2023.
This thesis employs a normative juridical research method with a descriptive research character and a statutory approach. The data used are secondary data as the main sources, collected through library research and analyzed qualitatively, as well as a case approach based on the relevant court decision.
The results of the study indicate that legal protection of foreign industrial designs in Indonesia is not solely based on the first to file principle, but must also take into account the elements of novelty and good faith. In Decision Number 76/Pdt.Sus-Desain Industri/2023 of the Central Jakarta Commercial Court, the panel of judges held that the registration of an industrial design by an unauthorized party without fulfilling the requirement of novelty constitutes an act contrary to law and the principle of justice, and therefore such registration may be annulled. The judges considered that a design which had previously been published and used abroad no longer meets the novelty requirement if it is later registered in Indonesia by another party with the intention of unlawfully acquiring rights. This decision affirms that legal protection of foreign industrial designs must be granted to the rightful owners in order to ensure legal certainty, justice, and to prevent registrations made in bad faith121 PagesKertas Karya Diplom
Structural Design of a Cantilever-Type Retaining Wall with 60 cm Diameter Bored Pile Reinforcement as an Alternative for Landslide Mitigation Using the PLAXIS 2D Program (Case Study: Perkebunan Nusantara, North Sumatra)
Landslides are one of the most frequent geotechnical disasters in Indonesia,
often causing significant losses in terms of infrastructure and economy. They are
triggered by various factors such as geological conditions, steep topography, high
rainfall, seismic activity, and poor soil stability. One such case occurred at the
loading ramp area of a palm oil mill, which disrupted the production process and
required geotechnical analysis to determine the appropriate slope reinforcement.
This study focuses on the design of a cantilever retaining wall structure combined
with bored pile reinforcement as an alternative solution. The analysis was
conducted using two approaches: manual calculations based on slope stability
theory and numerical simulations with PLAXIS 2D 2024.2, and the results of both
methods were compared to evaluate the effectiveness of the proposed design. The
results show that the existing slope has a safety factor (SF) below the required
standard (SF < 1.5), indicating a critical and failure-prone condition. However, after
the reinforcement was applied, the safety factor increased to 1.506 under static
conditions and 1.106 under seismic loading, both of which met the minimum slope
stability requirements. Therefore, it can be concluded that the use of a cantilever
retaining wall with bored pile reinforcement is effective in improving slope stability
and preventing potential recurrent landslides, while also ensuring smooth
operational performance in the loading ramp area. Moreover, this approach can
serve as a design reference for similar geotechnical problems in other locations.154 PagesSkripsi Sarjan
The Effect of Work Motivation Factors on Construction Workers Performance in the Merdeka Revitalization Project Medan (Multi Years)
The Merdeka Square Revitalization Project is a development project for open
spaces and MSME buildings with large capacity. The construction project heavily
depends on human resources, especially skilled laborers as on-site executors.
However, issues related to workers' performance are often still found in the human
resources, which can also be influenced by the level of work motivation they have.
This study aims to examine and determine how work motivation affects the
performance of laborers in the Merdeka Square Revitalization Project in Medan.
This issue arises from field conditions showing variations in laborer performance
that can be influenced by several factors, such as work motivation that is not yet
optimal. Additionally, it aims to identify the most dominant motivation indicators,
which is important for the project team as a basis for evaluation. This research is
quantitative in nature with a descriptive approach, and the method used is a survey
method through the distribution of questionnaires. Data was collected through
questionnaires distributed to 38 respondents consisting of laborers. The collected
respondent data will be analyzed using validity tests, reliability tests, classical
assumption tests, simple linear regression tests, hypothesis tests, and will later be
processed using SPSS. The results of this study indicate that work motivation has a
positive effect on the performance level of laborers with a t-count value greater
than the t-table (6.784 > 2.028), which means that work motivation partially has a
significant effect. The coefficient of determination value is 0.561, which means that
56.1% of work motivation influences laborer performance. Among several work
motivation factors, sufficient salary and good work guidance are the dominant
factors affecting laborers' performance at work.65 PagesSkripsi Sarjan
