    Rethinking Turanism Beyond Expansionism

    The mainstream literature on Turanism defines the term as an essentially expansionist and irredentist movement that aims at unifying all Turkic populations. This article challenges this presupposition, arguing that the Turanist imagination has multiple usages. A considerable number of Turkish nationalist intellectuals of the late nineteenth and early twentieth centuries, in fact, approached it as a modern political concept within the confines of solidarity and sovereignty. They regarded the general idea of nationalism as a universal concept to which everyone could make an equal claim, including non-Turks in the Ottoman Empire. This translates to mean that Turanism is not necessarily territorial expansionism, nor must it go hand in hand with racist/expansionist claims. Neither should it be understood as the hegemony of Turkey's Turks over other Turks. It rather strives for a Turkist internationalism in which Turks negotiate with each other to maximize their sovereign interests. Seen in that light, Turanism is not a mystical idea, and it refers to modern practical/political concepts such as independence, territorial integrity, national sovereignty, and self-determination

    Communication (educational) Kit (haki)

    Wireless communication has become an indispensable part of our lives. So how does this communication happen? With the 'Communication (Educational) Kit (HaKi)' project, we aim to teach wireless communication in an engaging way by experiencing it in a real environment. The kit is a low-cost integrated development environment that includes open-architecture hardware and software and it can be utilized to visualize and process RF signals that exist around us but that we cannot see, for example, to listen to the broadcast from an FM radio station, to analyze the signal coming from the mobile handheld radio or remote control, or to obtain the location and flight information by capturing the signals emitted by the aircraft in the air. The kit can be used to raise awareness and interest in communication systems with a simple user interface at the primary education level. A secondary school student can put his learning in Mathematics, Science, and Informatics courses into practice in the communication field with the Python language. Combined with an integrated curriculum at the higher education level, the kit offers a one-place opportunity for students who want to improve themselves in the fields of Communication / Digital Signal Processing / Software Development. Hobbyists, on the other hand, will have all the things they need in order to realize the project they want. In short, the kit has an innovative, low-cost, and extensible structure, making it suitable for users of all ages and levels, and for both in-person and remote education models. © 2024 IEEE

    Korunma Altındaki Çocukların Gelişimlerinin Bakım Tiplerine ve Mizaç Özelliklerine Göre Karşılaştırılması

    Uyaran eksikliği ve çocuklarla birebir etkileşimde bulunan bir yetişkinin olmaması, devlet koruması altındaki çocukların gelişimi için risk oluşturmaktadır. Farklılaşan hassasiyet teorisine göre, çocukların içinde bulundukları koşullardan etkilenme düzeyleri, çocukların bireysel özelliklerine göre değişkenlik gösterebilir. Bu çalışmada, yuva, sevgi evi, çocuk evi, koruyucu aile ve hiç koruma altına alınmamış düşük sosyoekonomik düzey (SED) ailelerin çocuklarının, dil-bilişsel ve sosyal beceri-öz bakım gelişim farklarının/gecikmelerinin karşılaştırılması; ayrıca, çocukların tepkisellik ve algısal hassasiyet mizaç özelliklerinin bakım tipi ve çocukların gelişim farkları ilişkisindeki düzenleyici rolünün incelenmesi amaçlanmıştır. Çalışmanın örneklemini, yuva, sevgi evi, çocuk evi, koruyucu aile yanında kalan ve hiç koruma altına alınmamış düşük SED ailelerden gelen 357 çocuk ve anne/bakım verenleri oluşturmaktadır. Çocukların gelişim farkları Ankara Gelişim Tarama Envanteri (AGTE) ile değerlendirilmiştir. Bulgulara göre, dil-bilişsel alanda, yuvada kalan çocuklar koruyucu ve düşük-SED’li ailelerin çocuklarına, sevgi evi ve çocuk evinde kalanlar da düşük-SED’li ailelerin çocuklarına kıyasla; sosyal beceri-öz bakım alanında ise yuva, sevgi evi ve çocuk evinde kalan çocuklar koruyucu ve düşük-SED’li ailelerin çocuklarına göre daha fazla gelişimsel fark göstermişlerdir. Ayrıca, gruplar arasındaki gelişimsel farklarda, tepkisellik ve algısal hassasiyet mizaç özelliklerinin düzenleyici rolü olduğu bulunmuştur. Çalışmanın bulguları, sosyal politikaların düzenlenmesi ve müdahale programlarının geliştirilmesi açısından tartışılmıştır.Lack of stimulation and absence of one-to-one interaction with an adult constitute risks for children’s development under the care of social services. According to differential susceptibility theory, children can be differently affected by their environments due to their individual characteristics. The current study compared the developmental difference/delay of children living in different care types (institution, care village, group home, foster care) and never-institutionalized children from low-SES families regarding language-cognitive and social/self-care skills. Also, children’s temperament was investigated as a moderator in the relationship between care types and children’s developmental levels. Therefore, 357 children aged between 2-5 years and their caregivers/mothers participated in the study. Developmental levels of children were assessed via Ankara Developmental Screening Inventory. The results revealed that children in institutions had higher developmental difference scores than those in foster care and low-SES family in language-cognitive skills. Children in care villages and group homes had higher developmental difference scores than those in low-SES families. In social/self-care skills, children in institutions, care villages, and group homes had higher developmental difference scores than those in foster care and low-SES families. Besides, the moderator role of children’s temperament was significant in several associations. The results were interpreted considering future intervention programs and social policies

    A Future Demand Prediction Based Approach for the Design of Pelton Turbines on Irrigation Channels

    9th International Symposium on Advances in Computational Heat Transfer, CHT 2024 -- 26 May 2024 through 30 May 2024 -- Istanbul -- 317889In the study, a sequence-to-one regression methodology utilizing the predictive capabilities of the Long Short-Term Memory (LSTM) algorithm was employed to provide forecasts of flow rate values in the future time periods based on the two-year discharge data of Akbas HEPP Irrigation Canal. Thus, the aim is to evaluate the algorithm's forecasting ability for different timeframes beyond the existing dataset. Predictions for the future working conditions were sought by comparing the results of the pelton-type turbine, designed using traditional methods based on the current dataset, with the anticipated outcomes. Additionally, a study was conducted to optimize the performance of the LSTM design. After selecting the appropriate architecture, it was observed that the Long Short-Term Memory (LSTM) architecture, used for flow prediction in irrigation systems, achieved approximately 0.96, 0.92, and 0.90 R2 values, confirming its effectiveness in prediction tasks. LSTM models were trained multiple times, consistently demonstrating strong performance with diverse values for different prediction horizons. © 2024, Begell House Inc.     In Situ Synthesis of Silver Nanoparticles as a Facile Strategy To Prepare Pcl Scaffolds With Antibacterial Activity for a Potential Treatment for Decubitus Ulcers

    A single-step strategy was proposed for the in situ synthesis of silver nanoparticles (AgNps) to prepare polycaprolactone scaffolds with antibacterial activity for decubitus ulcers. AgNps were synthesized, by chemical reduction method, on the surface of electrospun polycaprolactone scaffolds that had been treated with argon plasma. Different AgNO3:NaBH4 molar ratios (1:1-1:6) and PVP concentrations (1-3-5-10%) were investigated. For further studies, AgNO3:NaBH4 molar ratio of 1:3 and a 3% PVP were selected, resulting AgNps with a diameter of 91.54 +/- 7.62 nm. Silver release behavior of the scaffolds exhibited a burst release within the first 12 h, followed by a plateau within 2 weeks. The synthesized AgNps demonstrated a potent antibacterial effect against Escherichia coli and Staphylococcus aureus strains, reducing viability down to 15%. PCL scaffolds with AgNps showed increased inhibition zones, 13.33 +/- 2.17 mm to 14.94 +/- 2.37 mm for E. coli and 14.76 +/- 0.24 mm to 16.24 +/- 1.45 mm for S. aureus.     Software Performance of the Atlas Track Reconstruction for Lhc Run 3

    Charged particle reconstruction in the presence of many simultaneous proton–proton (pp) collisions in the LHC is a challenging task for the ATLAS experiment’s reconstruction software due to the combinatorial complexity. This paper describes the major changes made to adapt the software to reconstruct high-activity collisions with an average of 50 or more simultaneous pp interactions per bunch crossing (pile-up) promptly using the available computing resources. The performance of the key components of the track reconstruction chain and its dependence on pile-up are evaluated, and the improvement achieved compared to the previous software version is quantified. For events with an average of 60pp collisions per bunch crossing, the updated track reconstruction is twice as fast as the previous version, without significant reduction in reconstruction efficiency and while reducing the rate of combinatorial fake tracks by more than a factor two. © The Author(s) 2024

    Roma hukuku Kıta Avrupası hukuk sisteminin tarihsel temelini oluşturmaktadır. 11. yy.’dan 19. yy.’a değin oluşum sürecinde Avrupa hukuku, Roma hukukunun 2. büyük kodifikasyonu olan Corpus Iuris Civilis’ten yararlanmıştır. Romalı hukukçuların oluşturduğu ve gerçekliğe dayanan hukuk kuralları ve ilkeleri, yüzyıllar boyunca “yazılı akıl (ratio scripta)” olarak uygulama alanı bulmuştur. Romalı hukukçuların hukukî bir sorunu çözüme kavuştururken başvurdukları akıl yürütme yöntemleri, kullandıkları hukuk ilkeleri, hukukî menfaatleri dengeleme sırasındaki yorum faaliyetleri ve olayları çözümlemedeki hukukî derinlik hakkında bilgi sahibi olmak, günümüz hukukçuları için özel bir öneme sahiptir. Bu, bir gerçeklik olarak ortada dururken Nasyonal Sosyalizm döneminde Roma hukuku düşmanlaştırılmış; hukuk bilimine düşmanını tanı ve onun hukuk düzeninden ayıkla emri verilmiştir.     Effect of Relative Density on Microstructure, Corrosion Resistance and Mechanical Performance of Porous Ti–20zr Alloys Fabricated by Powder Metallurgy

    The microstructure, corrosion resistance and mechanical properties of a binary Ti–20Zr (at. %) alloy with differing porosities were investigated. The alloys were produced following a standard powder metallurgy with sintering at 1200 °C for 4, 6, and 8 h. A space holder agent was used to obtain two ranges of relative density, i.e., 74.8–89.3% and 54.6–66.7%. Metallographic examinations were conducted by using optical microscopy and scanning electron microscopy. The confirmation of chemical composition was performed by energy dispersive spectrometry and elemental mapping analysis. Electron backscatter diffraction analysis was conducted to investigate microstructure morphology. Phase identifications were detected by X-ray diffraction. Uniaxial compressive tests were carried out and also potentiodynamic polarization was employed to understand the corrosion performances of the alloys. Experimental results showed that the pore size and pore connectivity were able to be controlled by the sintering time and a fixed amount of space holder agent. The phase constituents of the alloys were characterized as a mixture of predominant hcp α phase and some distorted hcp α′ phase. As foreseen, the ultimate compressive strength and elastic modulus of the alloys increased with increasing relative density. Results of corrosion resistance revealed adding space holder reduced the polarization resistance of Ti–20Zr (at. %) sintered for 6 h from 15.4 to 14.09 Ω. However, volume fraction of general porosity did not affect the microstructure of the alloys. In conclusion, the relative density of the alloys achieved in this study played a crucial role on the mechanical properties and corrosion properties. © King Fahd University of Petroleum ; Minerals 2023

    Self-Powered Quasi-Solid Photoelectrochemical Photodetectors Based on Mxene Paper Modified by Zno Nanostructured Architecture

    In this work, we report a self-powered quasi-solid-state photodetector (PD) device prepared from flexible two-dimensional (2D) nanocomposites of a zinc oxide nanowire (ZnO-NW) in various weight percents (5, 10, 30, 50%) and Ti3C2Tx (MXene) paper, constructed with manganese (Mn)-doped zinc oxide nanorods (ZnO NRs) using an ionic gel electrolyte and carbon paper. All PD performance tests revealed that 5% ZnO-MXene-based devices were superior to the other samples. The maximum detectivity of 1.44 x 10(13) Jones at 367 nm (0.1 mW cm(-2)) and zero bias was calculated for the 5% ZnO-MXene-based device. Additionally, a very high on/off ratio of nearly 10(6), which is approximately 35-fold higher than that of the 50% ZnO-MXene-based PDs, was achieved for 5% ZnO-MXene PD at a zero bias under 367 nm (2.52 mW cm(-2)) illumination. The rise time for this device was 9.25 ms. Furthermore, the PD device exhibited excellent stability by enduring 1000 s of light on/off cycles.
