    Prevalence of Intestinal Parasitosis and Immunological Status of Hiv/Aids Patients on Antiretroviral Therapy in Nyanya General Hospital Abuja, Nigeria

    Intestinal parasites, especially in HIV/AIDS patients, are a leading cause of morbidity and mortality worldwide. The aim of this study was to determine the prevalence of intestinal parasitosis and the immune status of HIV/AIDS patients on ART. Two hundred (200) HIV/AIDS patients were recruited from the ART clinic at Nyanya General Hospital in Abuja, Nigeria, for this cross-sectional institution-based research. To collect detailed demographic data, questionnaires were sent out. The direct wet mount, formol-ether concentration, and adjusted Ziehl-Neelsen staining were used to analyze stool samples. Patients' records were analyzed during this study period to assess their CD4+ T-cell count and viral load status. The findings were compared using a contingency table analysis and the chi-square test. The Mann-Whitney test was used to compare quantitative data sets. P value of 0.05 was described as statistically significant (P≤0.05).The findings of our study were 80 (40 percent) of the patients had intestinal parasitosis, with 11 (13.8 percent) of them having multiple parasitosis. Cryptosporidium parvum had the highest prevalence (16%), Entamoeba histolytica /dispar (13%), Giardia lamblia (7%), and Entamoeba coli (3.5%). Strongyloides stercoralis, Ascaris lumbricoides, and Cystoisospora belli each had a prevalence of 2.5 percent. The findings revealed that diarrhoea was linked to cryptosporidiosis, giardiasis, and cystoisosporiasis. In this study, there was no correlation between intestinal parasitosis and immune system function. In HIV/AIDS patients, prolonged and untreated diarrhoea can be crippling and fatal

    7343 sayılı Kanunla, borçlu ile üçüncü kişinin birlikte elde bulundurduğu hacizli mal hakkında, üçüncü kişinin istihkak iddiasında bulunması halinde, bu malın icra müdürü tarafından muhafaza altına alınması hususunda İİK’nın 97/a maddesine yeni bir hüküm eklenmiştir. 7343 Sayılı Kanun’un 8 inci maddesiyle İİK 97/a maddesinin birinci fıkrasına ikinci cümlesinden sonra gelmek üzere eklenen hüküm şöyledir: “Bu hâlde üçüncü şahıs yedieminliği kabul ettiği takdirde bu mal muhafaza altına alınmaz. Ancak 97 nci maddenin birinci fıkrası uyarınca takibin devamına karar verilmesi hâlinde mal muhafaza altına alınabilir.”. İcra ve İflas Kanunu’nun istihkak davalarında mülkiyet karinesi başlığını taşıyan 97/a-1 inci maddesinin ikinci cümlesine göre, borçlu ile üçüncü şahısların taşınır malı birlikte elde bulundurmaları halinde, mal borçlu elinde haczedilmiş sayılmaktadır. Getirilen yeni düzenleme, birlikte elde bulundurulan malların kimin elinde haczedilmiş sayılacağı hususunda bir değişiklik yapmamıştır. Birlikte elde bulundurulan mal, eskiden olduğu gibi yine borçlu elinde haczedilmiş sayılacaktır. İcra ve İflas Kanunu’nun 88/2 nci maddesi hükmüne göre “Diğer taşınır mallar masrafı alacaklıdan peşin alınmak suretiyle muhafaza altına alınır. Alacaklı muvafakat ederse, istenildiği zaman geri verilmek şartıyla borçlu yedinde veya üçüncü şahıs nezdinde bırakılabilir”. Bu hükme rağmen birlikte elde bulundurulan ve istihkak iddia edilen hacizli bir mal, yeni düzenleme uyarınca, borçlunun elinde haczedilmiş sayılmasına rağmen, üçüncü şahıs yedieminliği kabul ettiği takdirde kural olarak muhafaza altına alınamayacaktır. Muhafaza altına alınamayan ve üçüncü şahıs nezdinde bırakılan bu mal, ancak İİK m.97/1 hükmüne göre takibin devamına karar verilmesi halinde muhafaza altına alınabilecektir. Kanaatimizce, birlikte elde bulundurulan malı, bir taraftan borçlu elinde haczetmiş saymak, diğer taraftan sanki üçüncü kişi elinde haczedilmiş gibi muhafaza işlemine tabi tutmak bir çelişki teşkil etmektedir. Getirilen yeni düzenleme, malı borçlu ile birlikte elde bulunduran üçüncü kişilerin korunması düşüncesiyle getirilmiş olması noktasında savunulabilir ise de, kendi içinde mantıksal bir çelişki barındırması ve bazı sorunlara yol açabilecek nitelikte olması noktasında eleştiriye açıktır. Dolayısıyla bu tarz bir düzenleme yerine, üçüncü kişiyi koruyucu mahiyette başka bir düzenleme yapılması daha isabetli olurdu. Çalışmamızda, getirilen yeni düzenleme çeşitli açılardan değerlendirilmiş ve bazı önerilerde bulunulmuştur

    Determination of the Parton Distribution Functions of the Proton Using Diverse Atlas Data From Pp Collisions at Root S=7, 8 and 13 Tev

    This paper presents an analysis at next-to-next-to-leading order in the theory of quantum chromodynamics for the determination of a new set of proton parton distribution functions using diverse measurements in pp collisions at root s = 7, 8 and 13 TeV, performed by the ATLAS experiment at the Large Hadron Collider, together with deep inelastic scattering data from ep collisions at the HERA collider. The ATLAS data sets considered are differential cross-section measurements of inclusive W-+/- and Z/gamma* boson production, W-+/- and Z boson production in association with jets, t (t) over bar production, inclusive jet production and direct photon production. In the analysis, particular attention is paid to the correlation of systematic uncertainties within and between the various ATLAS data sets and to the impact of model, theoretical and parameterisation uncertainties. The resulting set of parton distribution functions is called ATLASpdf21.We thank CERN for the very successful operation of the LHC, as well as the support staff from our institutions without whom ATLAS could not be operated efficiently.     Towards a Dialogic Perspective for Urban Voids

    One of the primary purposes of urban studies is to investigate scenarios for the future of cities and how the decisions influence the urban landscape. Every decision taken by authorities changes the physical, social, economic, and political qualities and identi- ty of the city, and these changes are reflected in the urban space and, therefore, in the urban experiences of people. These decisions are mostly taken by solely considering the tangible qualities of the urban space. However, there are also intangible aspects of urban space. This paper addresses the importance of these intangible aspects, with a particular focus on deepening urban experience. Urban voids are an essential part of the urban experience. They are the cornerstone for urban development and the grounds for change; therefore, their design process should be considered thoroughly, together with the city organism and taking different viewpoints into account. There are two risks of not considering urban voids in such a manner: 1. These voids will become undefined areas and transform into lost spaces, 2. These voids will potentially break off from the city organism and become patches. Thus, they should be intertwined with the city before they become patches in every aspect. Only in this way will they be filled with meanings, identities, people, actions, subsequently, urban experiences. The scope of this study is to scrutinize the potential of urban voids with the conceptu- al framework of Mikhail Bakhtin’s theories of ‘dialogy’, ‘carnival’, and ‘heteroglossia’. The Bakhtinian point of view aims to reveal a heteroglot and a dialogical perspective dominated by the carnavalesk state of urban voids.     Global public procurement amounts to $11 trillion annually. More than 250,000 European Union (EU) public authorities spend around C2.3 trillion every year which constitutes 14 percent of the European Union GDP. Even small improvements in the procurement processes have a large effect on the effectiveness of public funds usage. Therefore, competitive and cost-effective public procurement processes are essential for the effective use of public resources. Public authorities in EU are responsible for applying EU commission directives such as ensuring market competitiveness, transparency and reliable data. To control public procurement activities, predicting future award metrics before bidding is crucial while there exist thousands of documents about procurement calls. The data used in this work consists of European Union's multilingual public procurement notices. The data covers raw contract description texts from 2011 to 2018 spanning 22 EU languages and extracted from publicly available contract documents in Tenders Electronic Daily (TED) which is the online version of 'Supplement to the Official Journal' of the EU. In the experiments, fine-tuned multilingual transformer models, sentence embeddings approach, and a feature based approach are proposed to predict four economic metrics including the single bid awards, the number of offers, foreign contract awards, and contract price effectiveness. In all prediction tasks, proposed methods outperform all baselines including models that use word ngrams and economic indicators. This suggests that notice descriptions play an important role in the outcome of public procurement calls. We also showed that multilingual training improves prediction accuracy in all tasks suggesting that EU dataset can be also used for public procurement calls of other countries. Developed models can be used by public procurement officials to automatize the examining process of procurement notices and detect the ones causing low competition. Participating firms can also use the models to predict potential competition they will face to make better decisions and reduce the future risks. Note that there is still gap to improve model performances by adding economic indicators into models. But the best performing models in this work focus only procurement notice descriptions.Küresel bazda kamu alımları 11 trilyon dolar tutarı ile muazzam bir ekonomik aktiviteye denk gelmektedir. 250 binden fazla Avrupa Birliği kamu otoritesi her yıl Avrupa Birliği'nin (AB) gayri safi yurtiçi hasılasının (GSYİH) yüzde 14'ünü oluşturan yaklaşık 2.3 trilyon euroyu kamu alımları için harcamaktadır. Yapılacak küçük çaplı iyileştirmeler bile kamu kaynaklarının kullanımını büyük ölçüde etkilemektedir. Bu nedenle kamu kaynaklarının etkin kullanımı için rekabetçi ve maliyet etkin kamu alım süreçlerinin oluşturulması önem arz etmektedir. Kamu otoriteleri ise piyasa rekabet gücünün sağlanması, verilerin şeffaflığı ve güvenilirliği gibi Avrupa Birliği Komisyonunun direktiflerininin uygulamasından sorumludur. Kamu alımları faaliyetlerini kontrol edebilmek için ilan edilmeden önceki süreçte ihale ölçütlerini tahmin edebilmek önem arz etmektedir. Binlerce belge içerisinden ihale ölçütlerinin belirlenmesi başlı başına önemli bir problem olarak karşımıza çıkmaktadır. Bu çalışmada kullanılan veri kümesi, 2011'den 2018'e kadar 22 AB üye ülke dilini kapsayan AB'nin Resmi Gazetesine Ekinin çevrimiçi versiyonu olan Tenders Electronic Daily'deki (TED) kamuya açık sözleşme belgelerindeki sözleşme açıklama metinlerinden derlenmiştir. Gerçek veriler kullanılarak yapılan deneylerde, çok dilli hassas ayarlanan dönüştürücü modeller, cümle temsil vektörleri tabanlı yaklaşımlar ve öznitelik tabanlı yaklaşımlar önerilen metotlar olarak sunulmaktadır. Önerilen metotlar yalnızca ilan açıklamalarını kullanarak tek teklifli sözleşmeler, toplam teklif sayısı, yabancı firma sözleşmeleri ve sözleşme fiyatının etkinliği olmak üzere dört ekonomik ölçütü tahmin etmek için kullanılmaktadır. Önerilen yöntemler, tüm tahmin görevlerinde kelime frekans vektörlerini ve ekonomik göstergeleri kullanan modeller de dahil olmak üzere tüm temel modellerden daha iyi performans göstererek, ilan açıklamalarının kamu ihalelerinin sonuçlarında önemli bir rol oynadığını göstermektedir. Ayrıca, çok dilli eğitimin tüm görevlerde orjinal dildeki eğitime göre tahmin performansını geliştirdiği görülmektedir. Bu ise kullanılan veri kümesinin diğer ülkelerin kamu ihale ilanları için de kullanılabileceğini göstermektedir. Geliştirilen modeller, kamu ihale yetkilileri tarafından ihale ilanlarının inceleme sürecini otomatikleştirmek ve düşük rekabete neden olanları tespit etmek için kullanılabilir. Ayrıca katılımcı firmalar karşılaşacakları potansiyel rekabeti tahmin etmek için geliştirilen modelleri kullanarak daha öngörülebilir kararlar alabilir ve geleceğe yönelik risklerini azaltabilirler. Aynı zamanda belirtilmelidir ki geliştirilen modeller sadece kamu alımı ilan metinlerindeki açıklamaları kullanmaktadır. Bu nedenle model performansları ihale süreçlerini etkileyen diğer ekonomik etkenler dahil edilerek iyileştirmeye açık olmakla birlikte bu çalışmanın kapsamının dışında kalmaktadır

    Beyond Ideology-A Comparative Analysis of How Local Governance Can Expand National Integration Policy: the Case of Syrian Refugees in Istanbul

    Integration policy has been shown to have implications beyond acculturation and adaptation of refugees to the host society, extending to social cohesion and peaceful coexistence. While most studies focus on state-centred structural or ideological variables in explaining integration policy across countries, variation between local-level policy practices illustrate there is more to integration policy than national level-factors. Following the literature on the local turn in integration studies, the proposed study aims to look beyond the national level explanations and common accounts for local level variation, such as income level or ideological orientation. Instead, less investigated factors are identified based on two district municipalities of Istanbul (Sultanbeyli and Sisli) in an attempt to illustrate the multi-level character of their similar immigrant integration policies. Upon discussing the national and local policy contexts for refugee integration, policy processes of these two distinct municipalities will be unpacked to find what they have in common, using a 'most different systems' comparative design. Based on in-depth interviews with local-level policy actors, this study unveils potential reasons for their highly inclusive integration policy grounded in their multi-level networks

    Measurement of the C-Jet Mistagging Efficiency in T(t)over-Bar Events Using Pp Collision Data at Root S=13 Tev Collected With the Atlas Detector

    A technique is presented to measure the efficiency with which c-jets are mistagged as b-jets (mistagging efficiency) using t (t) over bar events, where one of theW bosons decays into an electron or muon and a neutrino and the other decays into a quark-antiquark pair. The measurement utilises the relatively large and known W -> cs branching ratio, which allows ameasurement to be made in an inclusive c-jet sample. The data sample used was collected by the ATLAS detector at root s = 13 TeV and corresponds to an integrated luminosity of 139 fb(-1). Events are reconstructed using a kinematic likelihood technique which selects the mapping between jets and t (t) over bar decay products that yields the highest likelihood value. The distribution of the b-tagging discriminant for jets from the hadronic W decays in data is compared with that in simulation to extract the mistagging efficiency as a function of jet transverse momentum. The total uncertainties are in the range 3-17%.
