    Biyomedikal mühendisliği disiplinler arası bir çalışma sahasına sahiptir. Farklı alanlardan bir araya gelen araştırmacıların tek hedefi canlı hayatını kolaylaştırmak ve sağlıklı bir biçimde sürdürmesini sağlamaktır. Fizyolojik sinyallerin ve tıbbi görüntülerin işlenmesi biyomedikal mühendisliğinin popüler alanlarından biridir. Askeri alanlarda biyomedikal araştırmalar; askerlerin eğitimlerinin geliştirilmesi için kullanılan biyoelektronik ve yapay zeka çalışmalarını, muharebe sahasında askerlerin fizyolojik sinyallerinin izlenmesini, giyilebilir robotik sistemlerin geliştirilmesini, tramvaya bağlı hasarların tespit edilmesini ve yaralanmalarda insan-makine etkileşimini varıncaya kadar geniş bir alanı kapsamaktadır. Bu çalışmada ülkemizde ve dünyada askeri alanda yürütülen biyomedikal araştırmalar ile ilgili kısa bilgiler verilmiştir.Biomedical engineering has an interdisciplinary field of study. Processing physiological signals and medical images are o popular areas of biomedical engineering. biomedical research in military fields; It covers a wide area from bioelectronic, and artificial intelligence studies used for the development of soldiers' training, monitoring of soldiers' physiological signals on the battlefield, development of wearable robotic systems, detection of tram-related damages and human-machine interaction in injuries.     Understanding Turkish Foreign Poli̇cy Through Commercial Peace Dynamics

    Theoretical approaches to understand foreign policy contribute to both academics and decision-makers. Theories such as the Balance of Power and the Democratic Peace Theory are influential contexts to understand Foreign Policy. An often assumed proposition is that economic relations, trade and commerce are critical for sustained peaceful relations. The logic of trade and economic interdependence extending to sustained peaceful relations have been often identified with the Schuman Plan and the emergence of the EU. Studies on other regions are relatively limited. This study aims to analyze the case of Turkish Foreign Policy (TFP) through dynamics of trade, economics and commerce contributing to sustained cordial and ameliorating peaceful relations. The study will analyze 4 recent cases of bilateral relations in TFP over the last decade. Tensions with Russia, Israel, and the United Arab Emirates (UAE) have improved partly due to the role of the business sector. Businesses played certain roles in contributing to the easing of tensions in the bilateral relations. Incidentally, trade volume with Russia, UAE and Israel had endured in spite of icy political relations. These three cases of TFP will be understood through conceptual commercial peace (capitalist peace) and trade oriented approaches of scholars such as Gartzke, Mousseau and Copland, and analyzed as instances of how sustained trade and commerce contribute to ameliorating relations. This study particularly aims to understand the role of trade and commercial relations in TFP influencing the re-normalization relations with these 3 case countries. By contrast the lack of interdependent nature and complexity in the trade with Iran is a counter argument case evaluated in this study. Although the sustained peace with Iran for hundreds of years is an important element of TFP, the economic relations with Iran have not developed in a comparable manner to those with UAE, Israel and Russia

    Blood Flow Disturbance and Morphological Alterations Following the Right Atrial Ligation in the Chick Embryo

    Collectively known as congenital heart defects (CHDs), cardiac abnormalities at birth are the most common forms of neonatal defects. Being principally responsible for the heart's pumping power, ventricles are particularly affected by developmental abnormalities, such as flow disturbances or genomic defects. Hypoplastic Right Heart Syndrome (HRHS) is a rare disease where the right ventricle is underdeveloped. In this study, we introduce a surgical procedure performed on chick embryo, termed right atrial ligation (RAL) for disturbing hemodynamics within the right heart aiming in order to generate an animal model of HRHS. RAL is a new surgical manipulation, similar to the well-studied left atrial ligation (LAL) surgery but it induces the hemodynamic change into the right side of the heart. After inducing RAL, We utilized techniques such as Doppler ultrasound, x-ray micro-CT, histology, and computational fluid dynamics (CFD) analysis, for a comprehensive functional and structural analysis of a developing heart. Our results displayed that RAL does not induce severe flow disturbance and ventricular abnormalities consistent with clinical findings.     7343 Sayılı Kanunla, İcra ve İflas Kanununun İhalenin Feshine İlişkin Hükümleri Hakkında Yapılan Değişikliklerin Değerlendirilmesi

    7343 Sayılı Kanun ile İcra ve İflas Kanunun “ihalenin feshi”ne ilişkin hükümlerinde önemli değişiklikler yapılmıştır. Buna göre, artık sadece tapu sicilinde kayıtlı olan ilgililer değil, mahcuzun diğer resmi sicillerde kayıtlı olan ilgililerinin de ihalenin feshini talep edebileceği hüküm altına alınmıştır. Böylece ihalenin feshini talep edebilecek olanların kapsamı, isabetli olarak genişletilmiştir. Ayrıca, Kanunda sayılan belirli kimseler dışında kalan kişilerce yapılan ihalenin feshi talebi, ihale bedeli üzerinden nispi harca tabi tutulmuştur. Bu harcın yarısının, talepte bulunulurken peşin olarak yatırılması zorunlu hale getirilmiştir. Kötüniyetli olarak yapılan ihalenin feshi taleplerinin önüne geçilmesini amaçlayan bu düzenleme özünde isabetli olmakla birlikte, ihale bedeli üzerinden hesaplanan nispi bir harç olması, bu kimselerin ayrıca teminat göstermek zorunda ve talebin esastan reddedilmesi halinde para cezasına da mahkûm edilebilecek olması dikkate alındığında, aşırı sayılabilecek ve hak arama özgürlüğünü zedeleyebilecek bir düzenleme olmuştur. Diğer taraftan, Kanunda sayılan kimseler dışında kalan bazı kişilerin, ihale bedelinin yüzde beşi oranında teminat göstermeleri zorunlu hale getirilmiştir. Söz konusu değişiklik, kötü niyetli olarak ihalenin feshi talebinde bulunulmasını engellemeye yönelik olması bakımından isabetlidir. Ancak, teminatın gösterilmemesi halinde, mahkemece nasıl bir karar verileceğinin açıkça düzenlenmemiş olması, bazı tereddütlerin ortaya çıkmasına sebep olabilecektir. İhalenin feshi talebinin reddedilmesi halinde, talepte bulunanın para cezasına mahkûm edilmesi bakımından çeşitli ihtimallere göre önemli değişiklikler yapılmıştır. Buna göre bazı kimseler talep esastan reddedilmese, bazı kimseler ise talepten feragat edilse bile para cezasına mahkûm edilecektir. Özellikle feragat bakımından bir ayrım yapılması, kanaatimizce uygun olmamıştır. Mahkeme, talepte bulunanı, feshi istenen ihale bedelinin yüzde onuna kadar para cezasına mahkûm edecektir. Bu değişiklik, mahkemenin takdir hakkını hangi esaslara göre kullanacağına dair bir hüküm içermemesi nedeniyle eleştiriye açıktır

    Beta-Lactam Antibiotic-Induced Thrombocytopenia: Myh9 & Tubb1 Genes

    Aim: Macrothrombocytopenia is a congenital autosomal-dominant blood disorder characterized by increased platelet size and a decreased number of circulating platelets. In this study, it was aimed to show the MYH9 and TUBB1 gene changes, which are the genes associated with the disease, in a patient with thrombocytopenia receiving beta-lactam antibiotic therapy. Material and Methods: In this study, coagulation parameters and platelet aggregation tests were performed after ingestion of a beta-lactam antibiotic in an 8-year-old boy with thrombocytopenia, the MYH9 and TUBB1 genes were scanned by PCR and DNA sequencing, and the results were subsequently analyzed using bioinformatics tools. Results: We found previously described TUBB1 polymorphisms, p.R307H , p.Q43P, p.T178T and the novel mutation p.K64A in the MYH9 gene in a boy and his mother. Changes in genes important for thrombocytopenia in a boy after taking beta-lactam antibiotics prompted us to study the same genes in the mother, since her mother had macrothrombocytopenia, and we found a new mutation in her mother Discussion: Determination of gene changes after beta-lactam antibiotic use in bleeding patients is important in terms of helping the clinic in the treatment

    Unraveling Molecular Fingerprints of Catalytic Sulfur Poisoning Atthe Nanometer Scale With Near-Field Infrared Spectroscopy Br

    :fundamental understanding of catalytic deactivation phenomenasuch as sulfur poisoning occurring on metal/metal-oxide interfaces is essential forthe development of high-performance heterogeneous catalysts with extendedlifetimes. Unambiguous identification of catalytic poisoning species requiresexperimental methods simultaneously delivering accurate information regardingadsorption sites and adsorption geometries of adsorbates with nanometer-scalespatial resolution, as well as their detailed chemical structure and surface functionalgroups. However, to date, it has not been possible to study catalytic sulfurpoisoning of metal/metal-oxide interfaces at the nanometer scale withoutsacrificing chemical definition. Here, we demonstrate that near-field nano-infraredspectroscopy can effectively identify the chemical nature, adsorption sites, and adsorption geometries of sulfur-based catalyticpoisons on a Pd(nanodisk)/Al2O3(thin-film) planar model catalyst surface at the nanometer scale. The current results reveal strikingvariations in the nature of sulfate species from one nanoparticle to another, vast alterations of sulfur poisoning on a single Pdnanoparticle as well as at the assortment of sulfate species at the active metal-metal-oxide support interfacial sites.     Special provision regarding the automated decisions and profiling is set forth in the European Union General Data Protection Regulation art. 22 and a specific right is granted to data subjects whose personal data is processed within the scope of automated decisions and profiling that meet the conditions specified in the relevant provision. In our study, firstly, the legal and technical terms that are important regarding the relevant right in the field of personal data protection are briefly discussed, and then the discussion continues with the legal nature and conditions of the right; other rights of the data subject and the obligations of the data controller were examined. Although this right bears a resemblance to the right "to object to the occurrence of a result against the person himself/herself by analyzing the data processed solely through automated systems" regulated in Article 11, titled "Rights of the Data Subject", subparagraph (g), which can be said to have not been the subject of a comprehensive study in our country yet, of the Personal Data Protection Law no. 6698, which is the primary regulation of personal data protection of our country, in the last part of our study, the differences between the two regulations and the results of these differences are discussed; and proposals have been made that can serve the purpose of harmonization of our country's legislation with GDPR.Avrupa Birliği Genel Veri Koruma Tüzüğü md. 22'de otomatik kararlar ve profilleme faaliyetleri için özel bir hüküm sevk edilmiş; kişisel verileri, ilgili hükümde belirtilen koşulları sağlayan otomatik kararlar ve profilleme faaliyetleri kapsamında işlenen ilgili kişilere özel bir hak tanınmıştır.     A Parity-Time Optoelectronic Oscillator With Polarization Multiplexed Channels

    In this manuscript, we experimentally demonstrate a parity-time-symmetric optoelectronic oscillator (OEO) with polarization multiplexed channels. We obtained a microwave single-mode oscillation at 9.5 GHz with phase noise values of -116.2 and -122.3 dBc Hz(-1) at 10 kHz offset frequencies, and side mode suppression values below -68 and -75 dBc Hz(-1), by utilizing a 1 km long and 5 km long single mode fiber delay lines, respectively.
